Any opposed? The meeting minutes are approved. The next item on the agenda is a proclamation for Parkinson's awareness. City clerk, please read the prop proclamation. And we have Karen Frank here tonight uh to represent on this. Thank you.
Whereas Parkinson's is a chronic progressive neurological disease and is second most common neurode divergent disease neurodeenerative disease in the United States. And whereas while there is still limited data on the incidence and prevalence of Parkinson's disease, it is estimated that approximately 1 million people in the United States are living with Parkinson's and nearly 90,000 individuals are diagnosed each year. And whereas Parkinson's disease is a significant cause of disability and mortality affecting individuals and families across the nation. And whereas the symptoms of Parkinson's disease vary from person to person and may include slowness of movement, rigidity, gate and balance difficulties and tremor and additional symptoms such as speech and swallow dis disturbances, cognitive impairment, dementia, mood disorders, and other motor challenges may occur. And whereas access to specialized medical care and support services is essential to improving outcomes and quality of life for individuals living with Parkinson's disease. And whereas exercise is an essential evidence-based component for Parkinson's disease treatment, proven to improve mobility, slow functional decline, and enhance quality of life, and should be recognized and promoted as a standard of care for all individuals living with Parkinson's. And whereas hope exists for persons with Parkinson's through ongoing research and through comprehensive approaches including physical therapy, occupational therapy, and speech therapy, which can help individuals live well with the disease. Now, therefore, I do hereby declare proclaim April 2026 as Parkinson's awareness month and encourage all people to increase their understanding of Parkinson's disease and to support those living with the condition and their families.
I'm gonna go turn this microphone on. Okay. Okay. Karen wants to say a few things.
I don't I don't know if I should face this way, this way. So, I'm going to try to do both because everybody here is important and not drop the proclamation. So, um thank you and thank you to the mayor and all of you for honoring this important disease. Can you hear me? Okay. So, u pardon me for preparing a few words. I would like to look. So, I want to begin by thanking the city of Florescent for recognizing Parkinson's awareness through this proclamation. Moments like this matter more than they may seem. They tell every person living with Parkinson's in this community that you are seen, you matter, and you are not alone. For me, this is deeply personal. Um Parkinson's has shaped my family across generations. My father well I was diagnosed at 47. Um my father, his mother and sister all have had Parkinson's. So when you acknowledge this disease, you are acknowledging families like mine. Families who carry both the weight and resilience of this journey. This proclamation also connects florescent to something much bigger happening right now in our nation. In 2024, Congress passed the historic National Plan to End Parkinson's Act, the first ever federal initiative to prevent, treat, and ultimately cure Parkinson's disease. It brings together researchers, physicians, patients, and caregivers into a national advisory council to create a coordinated strategy to accelerate progress. Florescent is one of those communities. through your support and through initiatives like pedal in place at the race which is a charitable um event that we've been welcomed to run here in Florescent on Labor Day. We are not just raising awareness we are raising hope together. We've raised over $135,000 to support the mission of the Davis Finny Foundation whose focus is helping
people live well with this difficult disease. Half of that was done here in Florescent in our second year and we'll be returning. So we hope you'll come. Um this proclamation affirms that Florison is a city with leads with compassion and action. So on behalf of every person and every family impacted by Parkinson's, thank you for standing with us. Um it helps to change the future. Thank you. Thank you. I want to thank you, Miss Frank, for sharing your passion and uh your your story with us. The next item on the agenda is hearing from citizens. This is a time to speak to the council on any issue, not necessarily on the agenda for three minutes. This is not a question and answer period. If you would like to speak to a council member or the mayor, please stay until after the meeting is over. Kathy Wilson, Florisonent, Missouri. All right. Thank you,
council. Last week, residents voted to change the charter. When an 85% resident driven vote occurs to change the charter, it is a notable event. This was a very notable landslide event. That is not participation. That's an intervention. That is the public stepping in because they believe their voices were not heard. To recap, this occurred when the council voted 90 to approve development on park property despite clear, organized, and repeated opposition from citizens. To be clear, the main opposition occurred and was strongest in Ward 2, where this park is located. Yet, their own council person voted in lockstep and refused to represent the citizens in his ward. An 85% landslide cannot be ignored. That is not a disagreement. It's a breakdown in representation. We were told repeatedly that the council listened to the residents, but an 85% vote does not support that claim. If the council had truly listened to the residents, we would not be here with an 85% correction. This was a rebuke to the idea that elected officials can make irreon irreversible decisions about our public assets ignoring the people because ignoring residents does not make decisions stronger. It makes people take action. And that's
what happened last week. Going forward, this council needs to engage residents early, listen sincerely, and make sure decisions reflect voices from the start, not after the fact. Parkland belongs to the people, not the council sitting on the deas. The voters have spoken. The landslide mandate was very clear. Now it's your responsibility to act like it. Thank you, Miss Wilson. The next item on the agenda is communications, of which there are none. The next item on the agenda is public hearings. Public hearing number 2604018. Is the petitioner present?
This is for uh the EVgo, Inc. in accordance with section 405135 for zoning code of public hearing will be held by the city council of florescent Missouri in the council chambers at 955 Bruce St. Francois on Monday April 13th 2026 at 7 p.m. on the following proposition a request for Nicholas Lascow Lascowski representing EVgo to install charging stations in a B5 extensive business district located at 2131 Charvin. Citizens will have an opportunity to be heard. Anyone with special needs should contact the city clerk at least 5 days before said public hearing by calling 839-7630 or email city clerk at florescent mo.com.

Uh Nicholas Scowski. Uh Safety Harbor Florida. Um I'm on the development engineering team at EVgo. EVGO is one of the nation's largest owner and operators of electric vehicle charging infrastructure in the company in the in the country. Um the proposal here today is to install five electric vehicle charging uh stations serving a total of 10 uh total electric vehicle charging spaces out at the shops at Ko Park. Um this is a critical infrastructure for the St. Louis area and the city of Florison. Um, and we're looking forward to making this investment right here. Um, I'd be happy to answer any questions that you guys or anybody in the in the audience might have. Okay, we'll take council questions first and then uh when we're finished, then we'll open it up to any comments from the audience. Councilman Meganelli.
Thank you. Excuse me. Thank you, Mr. President. Um, this is in in my ward. Uh really my daughter's fiance drives a Tesla, so he's told me everything I ever wanted or not wanted to know about electric vehicles and charging stations. But looking at this, it's going to be a fast charge.
Yeah, we uh EVGO installs um only uh fast charging. So we install units up to 350 kilowatts. Uh so these will those will be the units out here. Um they're They're dual units, so they can serve two cars at once off of uh dual dual connectors, but these are some of the fastest high-powered uh units on the market. So,
okay, very nice. I'm sure he'll visit more now, too. Um the only question I have um for the concern of the property, is this during construction, is this going to restrict access to the property? because I notice you have you'll have spots and entrance coming in. I don't know if you have a picture you can put under the
Yeah, we'll most likely do it in phases. So, how these infrastructure projects work is we want to get on the utility schedule as quick as possible. So, they're going to do kind of the left side first and get the conduit and the cable underground to uh up to the transformer so we can get on the schedule for the utility because sometimes they take longer than uh the actual install of our sites. Usually our sites can be built in around four to six weeks. Um and then it's really getting the utility out there, making the connection whether it's coming from an, you know, an underground source, an overhead source. is going to be coming from an overhead source approximately like 50 feet nearby an overhead power line. So there's not going to be too much destruction disruption to the parking lot. And how we'll probably do it is in phases. So
those first six stalls we'll probably do and then um then we'll cross over to the right hand side. We're I mean our construction workers are always um you know working with the site hosts and the tenants on property so we're not you know disrupting the flow of traffic or whether there's trucks coming in and making important deliveries and we'll we'll move fencing out of the way as necessarily necessary because I I know that is a a critical uh entrance to the to the property. Um, and we also do uh night sometimes, uh, if it's called for, we do nighttime work. So, if we can't, um, if it's a prime hour during the day, um, we can do that work at night when no one's no one's exactly there. But most of our work will be in the in the business hours.
So, the power to these will be above ground. They won't be below. So, um, to the units, it will be all underground. You're not going to see any of that uh cable or conduit. It's all going to be underground. Okay. Are you are you just going to drill underneath the uh parking lot to get to the other side? Yeah. So, we might um bore the entrance, but probably trench uh trench the parking stalls and then go over with a new new asphalt, like a new overlay. So, um, it's not going to, you know, it's going to be smooth and not look like we came through there with a bunch of back hose and that kind of thing.
Okay. I see too that there's a um handicap accessible walkway, too. That's installed. ADA parking. ADA parking. We're creating an ADA path to travel to the storefront, creating a new ADA ramp that goes up. I think it's in front of that restaurant right there. But yeah, they'll all be ADA compliant and meeting all the ADA slopes that's needed. And the the restaurant that's there should be pretty happy with this too because, you know, they have, you know, Yeah. have those uh people coming uh just for that and visiting their place as well.
Yeah. I mean, we we bring new customer bases to these businesses. So our users can use the app and sometimes they come from far distances to charge and they're they're usually there from right now in the industry usually like 20 15 to 30 minutes. So they're they're open to going to the businesses spending time there. Um okay. All right. Sounds very good. Thank you. That's all I have. Mr. President, Councilman Caputo. Thank you, Mr. President. Um yeah, I have a couple question. Who would um be maintaining these? Your company or you? Yeah. So,
yeah, we we lease these stalls from the property owner and then um we we own and operate these uh charging stations per the term of the lease. So, we we own these units and we own all the the infrastructure out there. Um EVgo owns it. Now, when they go down, do you know automatically if they go down by your maintaining it or or do you just word the mouse might call you say EVO 2 on such and such property is down?
Yeah, we got we had a we have a field ops team that can see when these chargers go down. sometimes um you know in like instances where there might be like snow or something happened out there where a cable did get damaged and we're not picking up on our diagnostics um back at like our our headquarters um sometimes customers do do call and they'll they'll notify us but a lot of times we have an we have an EVGO like app that you can report these comments in so we're pretty quick repairing these these units.
Now, does EV go um do you have your own contractors or do you use local contract? You have your own throughout the the nation or do you guys actually put it in and do the construction yourself? EV EV go. Yeah. So, we usually contract out to large contractors and then they subcontract usually to local contractors to do the actual work that are based in the area. because I like to um suggest that you use um contractors with the that are secrettory with the St. Louis building trades and possibly minority contractors with the St. Louis building trades. Okay,
we're a labor friendly community and the people that you're trying to get to use these, you know, that that would be something that would look nice to the community if you're using labor friendly contractors and u signatory contractors with the building, right? Yeah. This this will most likely be subcontracted out to local like electricians and uh GC's and we have many different contractors that go out there and do different types of work out there. So, I'll also look into what you mentioned there about the the ones in the St. Louis area. Thank you. That's all I have. Councilman Sheld, thank you, Mr. President. Could you tell me about the lighting around the facility? Um,
yeah. So, we we have some existing lighting out there, but um we don't want our customers sitting in the dark. So, we went ahead and installed an additional light out there. As well as in our latest revision to our our set, we went in and added a photometric plan that can show all that data. Are you going to have a any kind of camera out there where for security purposes? Um not at this site. um you know that has been talk on some of our sites. So not saying that um it's going to get installed right away, but we could come down uh you know a couple years from now and install a camera. So it's it's not out of the and the payment method you would just swipe.
Yeah. Yeah. And a lot of a lot of our customers use an app so they can they can um just walk up to the charger, take the charger, uh plug off, plug it into their car, and go back in. Uh the app uses all their uh credit card and data in there. So it's it's a fast pro charging process. Thank you. Okay. Thank you. Okay. You would uh talk to us. Do people just Well, do you have the answer? Do people just sit there while their car charges? Because there's nothing really there. It's really a comment period. We but we can talk to you after if there's a question. We'll we'll talk after, but this is really a common.
So I'm curious if people just sit there and wait for their car to charge. Just curious. And then I'm also curious, do they come and remove those chargers if no one ever uses them? Because in florescent 0.5% to 1% in that area have electric vehicles. So to me, I don't see this being a big usable thing. So I just wonder, do they come take them out if no one uses it?

Thank you, Mr. President. I appreciate the strong rebuke given the council by Miss Wilson. I'm disappointed she left. The the the project in question that she rebuked us over was two things I think the community needs to be aware of. Number one, it was consistent with the city's master plan. A plan that was uh put in place to ensure the vitality and the viability of the city of Flores for years to come. The project has netted not only new residents to the city of Florison but ultimately has retained some residents who would have gone elsewhere. Number two, specifically with park park land. It has netted the city of Florison 30 additional acres of park plan of park land. That land is currently in design phase for linear park that will connect ward number three, ward number two, ward number one and four with Oldtown and perhaps one day down the road the city of Berkeley. So whereas I understand she was opposed to that plan, uh I think that the the council made a solid decision in that plan in the future of the city of Florison. Thank you, Mr. President. Okay. I just got a couple events I wanted to announce. Um, so our document shredding and recycling event is going to be Saturday, April 25th at St. Ferdinand Park from 9:00 a.m. till noon. And then our force valley of flowers is May 1st, 2nd, and 3rd. Most all the activities are at the Duchaine Home Association. On Sunday, we have the grand parade and then the crowning of the queen at the Dashane Home Association grounds. So should be a great weekend. Thank you.
