Good evening, my name is Veronica Roma-Ariaca and I am here on behalf of the senior citizens of Floresville and Wilton County. We are here to give thanks to Floresville Mayor Gloria, and all of the city council for letting us use the building at the Mirror Warehouse on July 28th, 29th, and 30th. For many, that may seem like just three days, but for those seniors, and we had attendance of up to 45, we had a great time of not only food fellowship, but of, of course, of playing bingo. We're thankful to the mayor. She came in, she joined us on Thursday, and she could see how happy they were. I did submit some pictures. I don't know if Evelyn can pull them up.

Well, they have y'all have them at Evelyn's. Um, so whenever you get a chance that you can see how everyone is at a time that everyone is finding out. We're thankful and we're thankful for your support for the senior citizens of Florida.

And I am speaking on behalf of Faye Ramirez from Coach who was unable to attend tonight, but she has asked me to read the statement on her behalf. These are Faye's words.

On August 5th, I attended what became an employment interview at Florisville City Hall. I had never applied for a city position, completed an application, submitted a resume, or responded to a public job posting. I learned about that opportunity only because Councilman Felix Cantu contacted me and personally arranged a meeting with city manager Andrew Munoz. Councilman Cantu was present for the entire interview and actively participated. HR was not present for the majority of it. During the meeting, I was repeatedly offered and pressured to accept a position with the FEDC despite never applying for it or participating in a formal hiring process. I was belittled, mocked, and laughed at by Mr. Munoz. He called me a parrot. He admitted that he had intentionally been saying things to provoke a reaction from me, then challenged me to a staring game and said that I would not win. He pressured me to name a salary before I had reviewed the job description or benefits. After I provided a range, he responded, that's all you think you're worth, and then he urged me to go higher. He questioned why I wanted to give my current employer two weeks notice and told me it would be a rookie mistake not to accept the position immediately. Current city employees were also discussed by name. Their positions and wages were shared along with negative opinions about their performance and qualifications. Mr. Munoz spoke about cleaning house at SBCC, telling board members how things were going to go. I found it deeply concerning and unprofessional that these matters were discussed in front of someone who was not a city employee and had never formally applied for a position. I left feeling blindsided, intimidated, and embarrassed and humiliated. As a woman, I question whether a male applicant would have been mocked, pressured, and treated with the same disrespect. This is not simply about one uncomfortable interview, it is about whether forceful, follows fair and transparent hiring procedures. It is also about whether a woman entering a city hall can expect basic dignity and professional respect. This situation might have been avoided had earlier grievances and warnings concerning city leadership been taken seriously. When complaints are dismissed and ignored, troubling conduct can continue and affect more people. I have audio recordings, screenshots, and relevant communications. I will provide my detailed written statement and supporting information to the city council and the appropriate government authorities. I formally request an independent investigation into the hiring process, Councilman Cantu's involvement, and the conduct of Mr. Munoz and Ashley Trejo. I also request preservation of all related records. Finally, I request that this complaint complaints be placed on the very next city council meeting agenda and receive the same urgency, attention, and consideration given to the grievances placed on tonight's agenda. Every grievance deserves a fair and consistent process, regardless of who files it or whom it concerns. Thank you. Submitted by Faith Ramirez and read on her behalf by me.

This is about whether the city of Forestville follows its own rules when an elected official and the city manager decide they want someone in a seat. It is about whether a woman who walks into city hall for what she believes is a job conversation can respect or whether she can be mocked, provoked, and pressured because the man across the table holds the power. Faith documented everything, the texts, the calls, the voicemails, and her sworn recollections. She has done her part. Now it is this body's responsibility to look what has happened and decide whether, decide how Florico hires people and how they treat women who walk through the doors.

Mayor, Consulate State Manager, my name is George Cruzales and I live in Florida. Can you speak up, sir?

Okay, I'm sorry. Can you hear me now? Can you hear me now? Okay, my name is George Cruzales and I live in Florida. Thank you. I have been asking the city for years about some abandoned homes and old-girl knots. I've gotten nowhere. This has been years and years and years. Then what I've done now, I've been contacted, Dino and Officer and Juan Alonso. And the same thing. I go and I go and they don't do nothing. Only thing they tell me it takes time and it's been 15 months. So again, who do I need to talk to to have these issues resolved? I even gave them a paper with all the drawings and locations and what was wrong with the property and they need to see the ordinances. But again, So then Felix continued to tell me that I didn't have any proof. So I made a drawing again, and it highlighted everything that was on the properties. And he told me I didn't have any proof, so he educated me. So I went to the city girl, and she stamped it with the date and the time. Now I have proof, Mr. Felix. So we'll see what you do, because he was a brother. So again, I'm limited to time, so I don't have much. Only thing, according to the Realty of County News, when use explained to the city's current ordinance under Chapter 92, requires him to give notice to the property owner, who then has 10 days to correct the issue. After the allotted period, the city will either clean it up or pay a landscaper to do the work and give the property under a bill. If the bill is not paid within 30 days, a lien will be placed on the property. Munoz emphasized that under the ordinance, he's required to enforce it. But again, no one enforces nothing. However, he was open to guidance by the council. But I've been told the council doesn't want to do anything. So who's going to address these issues? But I know for a fact that they can choose. So again, I'm not here to argue with you all, but I wish you all would be fair and honest. My next step was I talked to the gentleman here, Juan Martinez, and I gave him the same information that I gave Dino Cato and Ralph and Juan 15 months ago. He seemed like a man of understanding. I hope he does a job because I gave him the same information that I've given the other people 15 months ago. So all I ask is for the city council, the manager, whoever's in charge, if people don't do their job, fire them. You know, it's very simple. You know, because you go and you talk and you talk and you talk and nothing gets done. All they do is pass the buck. It takes time, it takes time, it takes time. I have to disagree. They don't do their job of being borrowed. And like Simmons said to the first human, now I do have proof. I gave him a copy, it's dated, stamped by the city employee, and I gave your brother one too. So all I ask is for y'all to be fair and do your job or either the city manager or the new book compliance and quick pass in the book. Because I've been asking for years and years and years and it's not right. There's other issues, but I'm limited in time. So I think I've made my point. Thank you gentlemen.

Good evening. Before I begin, I was wondering if you guys could please check the Facebook live feed. Is it live? Are we streaming? Are we not doing that this time too? Just recording and posting? Okay. My name is Robert McCain. I'm about 16, 20, or 21. Last time I spoke here was my first interaction with local government, really, a little out of my comfort zone, if I'm being honest. So that's the first I'm going to go off script here. And then I'm just going to read a little bit about what I want to share, which is not so much pertaining to my grievance that I had the last time I spoke here, which, by the way, two and a half months into that, I still have no answers. I just want to point that out. Not even so much as... So now I just want to kind of reiterate a little bit more about what I came to speak about. I'm going to mention again that I'm a teacher and that it's my third day back at school teaching physics and chemistry and I'm exhausted. Our class sizes are unbearable at times. I've also got a small business. And I'm overwhelming number five animals that depend on me that my family is helping care for right now. The point that I'm trying to make is that there's a hundred other things I'd rather be doing right now than it is. However, I did have a significant amount of fun regarding my experience here the last time I spoke. I'm here because I don't want our elected representatives to believe that if citizens are ignored DISMISSED OR TREATED DISRESPECTFULLY ENOUGH TIMES THAT WE WOULD EVENTUALLY BECOME EXHAUSTED, GIVE UP, AND GO AWAY. I DON'T BELIEVE THAT ELECTORAL REPRESENTATIVES SHOULD MISTREAT CONSTITUENTS INTO SUBMISSION, WHICH IS WHAT IT SEEMED LIKE WAS HAPPENING THE LAST TIME THAT THE COUNCIL MOVED INTO EXECUTIVE SESSION AT THE BEGINNING OF THE MEETING WHEN PUBLIC COMMENTS WERE SUPPOSED TO START. MAYBE THERE'S A REASON FOR THAT THAT I'M UNAWARE OF. We may not be privy to all the information, but we know what it's like to be sitting here for over an hour waiting to speak our minds. In addition to that, after every individual expressed their concerns, it seemed like the matters were all virtually dismissed. It was met with a next, next, next. Again, this is only my second time doing this, Otherwise, I'd not really be involved in local government, I shamefully admit, had it not been for this situation that I wanted to address the last time I came here. So I'm not sure if that is standard procedure, but I would just like to see a little bit more acknowledgement. So we did have, we didn't get real acknowledgement or indication that anyone really cared about the concerns that were being raised. And again, it could be mistaken, but perception is reality. Uh, we did have one or two city council members. I made an effort to explain. How citizens could get an issue placed on a future agenda. Uh, that much I would appreciate, but. Over the last 30 days in my particular concern on the agenda. So, I'm just speaking once more on public comments. And I do understand there are limitations on which you can discuss or act upon during public comment, so I'm not ignorant to that fact. But nothing prevents you from showing the constituents a little bit more compassion, I think, and acknowledgement. That's just my humble opinion. I'm just asking everybody that's sitting here to consider why you are here, whether it's for personal or private reasons. I just respectfully ask that you do what is best for Floresville citizens or step aside and open a seat for someone who has the best interest of the people in mind. Again, I don't say that lightly, not any kind of threat or anything of that nature. I just think that everybody leaves some degree of legacy when they serve in public office. And I don't think that what happened the last city council meeting should be the legacy of anybody sitting here today. And I just respectfully request that everybody consider the perception of such actions. And I thank you for your time this evening.

I'm sorry. Pastor Brooks, if you don't mind coming up and speaking, and then I just wanted to know if we finalized those streets here.

First of all, I would like to apologize for the comments I made a month ago about what I said. I was doing it in great faith with what I actually said, but in the first-in-law position with what I said, I don't feel that appropriate, so I apologize for what I said. Basically, we're going to come with the prayer walk. It's basically, we're praying for the perimeter of, let's see, pretty much the infrastructure and the things in this particular area here. The thought process behind it is to pray for here and the area here, and then pray for the actual city council or the building or this particular base here where all the decisions are made. So let everybody agree to disagree for anything it is, but still have the Boardsville city itself at the heart of everything and still be able to get things done here. So that's the premise of having the actual prayer walk for this particular, it starts in the heart, right? And everything about it starts in the heart of everything. And then wherever it starts here, it actually disperses and goes out. And then after that, after we've done the actual perimeter, we're gonna have teams of probably four. So basically we'll be walking in the area of the downtown area, and it'll be a group going here, a group going there, and then going pretty much all four sides. And then after we pray and do the things that we have as far as we have prayer points, we'll come here and for anyone, the city, part of the city, whoever who would like to have prayer or a special prayer for themselves, we will have like a prayer where we'll be able to pray for those particular people for whatever the situation is from 8 to 11. Right now, I'm in discussions with DJ for basically for like... Medical units, as far as he's saying, will provide the water, will provide an ice chest, have cooling towels, things of that nature, just because of the heat and the times of the day that it's actually, even though it's in the morning, it can still be pretty hot. And so we want to be able to have those things in place along with And I also, I just encourage everyone from the Floorsville community, if you're listening on Facebook or wherever you're listening, that come and participate. Even if you don't walk, but come and meet your fellow Floorsvillians. And just be more of a community, be more involved with each other. I have shirts that were made, and it was Galatians 3.28, And basically what Galatians 3.28 means is that no matter who we are, but in Jesus Christ, we're all brothers and sisters. And that we come from different walks. We come from different standards and different things and religions and just how we live. But we still don't be here for one reason. And that's the whole goal for this. And that's to bring people together.

Ongoing air conditioning issues, the boots are leaking, creating maintenance concerns and potential damage to the material workspace. The overall condition of the trailers is becoming less reliable for the staff and the operation and employee working conditions.

I just want to make sure that everything's legal. And I stopped by. I know that some of them probably didn't see the building, but I've gone in there because right now, I know we're not talking about everything, but the city needs everything. But we have to budget just like we're at home with our checkbook. Just because we want something doesn't mean we're going to go get it. You know, are we going to hire, are we going to raise against people for this? You know, sometimes we just gotta work on what we have. It's good to plan ahead, but a lot of times we're just spending and spending and spending and just raising and raising and raising. So we have to have a plan of what we're doing. We did have, David Peter did call around and get, there's multiple quotes in your book. So we didn't go directly just to my board to see what we could get here actually locally. It was more of a mobile home. So we had carpeting, which we don't need. We don't want to have to do it at the yard. So that's why we're going with the modular because it's more of office for sanitary and for safety. So it's more of an office type thing, not a mobile home.

Additionally, when Public Works and their staff approached about the idea of doing repairs, when you look at the age of the building, you look at the cost of the repairs, the ongoing repairs, At this point, I mean, it succeeded its useful life. At this point, it's not cost effective, which is why we discussed this during the budget session. This is not coming from the general fund. This is coming from your enterprise funds. You do have funds available for that. And under both, under your water and sewer funds for this, and that's where it's going. We did look around, we did shop around. Again, it did not meet the needs. When you go into a technical specification coming before council, We would have to define every aspect of that technical portable building. I don't think we would have to hire an architect or an engineer to put that together for us, which is an additional cost, which is why based on the safety that you had mentioned before for the safety of our employees, it was best to do a by-board option. And that's what they presented. And I said, by all means, let's present it to the council for their approval to address this need. But again, this is something we did discuss during the budget session.

Mayor, I have a question. Public Works is being, I'll say, there are three trailers out there and they do feel one trailer still has life to it. So we aren't doing all three trailers. We're doing just the first one. So one does have the lack of any flooring and other problems there. And then wastewater does have roof issues that we're going to be thousands of dollars, AC issues and .

The finance director and the public directors have been handling this project from the beginning and they're more detailed, so I'll defer to them.

So it's temporary for wastewater. There is a plan, it's of course down the road, of actually having one building with the lab and for the offices for them. When that happens, when we are able to do that, that building would go and replace the second trailer at the yard. So that's why it says temporary is because it's temporary for wastewater because then it would replace the one at the yard.

Gotcha. So have you all looked into potentially refurbing the trailer that we do have? And have you done a cost analysis on whether to buy new or completely refurb where we could potentially save some money?

So it is a safety issue at this point, and not including the floors, just the roof, the leaking roof, and the ACF loan at the wastewater treatment plant is coming out to roughly $18,000. People will be able to, like I said, not pay their toll and other safety issues. We have issues with interest. Thank you, David.

She was a good member too. I am ineligible to reapply due to the fact that y'all implemented a nepotism policy for the city, which is fine. But this is a good committee. They are pretty regimented and forward thinking for the citizens and also for the city.

My thing is always to like what we run for council, we run for two years or the time will go up if we don't make it again. But like Mr. Lambert said, if they're not good, you know, people that are doing a good job, I think that we should always try to point them back. And that way they're working hard, they know what it is. You know, when we change these boards and just change them completely, they come in blind. We need some, a couple of them in each state to show the one that's coming up next to show them, you know, what's going on with the city or whatever. So, I mean, my, my thing is I'm going to wait on mine for the next meeting. And if I don't know what they're replacing or what they're doing, but if one of the three that still want to stay, Just send me an email or call me or something. We agree to you that the post ordinance repeating the existing chapter 117 of the code of ordinances and adoption of the new ordinance prohibiting and misprinting credential machines, gambling devices, and game rooms within the city of Floresville. The city of Floresville, at Peter's back, has adopted the ordinance primarily to permit issue permits and locations of operation machines. So right now, what we are having, we have a decrease of crime activities, including illegal gambling and criminal trespassing. We know they are considered threatening the health, safety, and welfare of our citizens. That's why we are asking for the removal of the . We're looking at what time to our current businesses that do have so that we can share it in the long run. Do I have to cease operations?

Yes, ma'am. It does seem counterintuitive to me that, you know, you talk about illegal gambling and that we have an ordinance where it was illegal to have these machines in there. You know, I do believe that there is a way that the city in itself could manage this better. I mean, at the end of the day, it is a revenue source for us, whether we want it or not. People are just going to go right down the road and do it. You know, the legal court operating machines aren't going anywhere. So it does seem counterintuitive. I think the public, you know, I've got a lot of really, really positive feedback about it. You know, I know when people go down to the 181 bar there in Floresville, they enjoy it. They enjoy it. It's something you can do. You know, and, you know, we could potentially get a tax revenue from this. So, you know, to me it kind of seems deceiving to get rid of this and just take one more thing away from the public, you know, that they enjoy doing. So, for that, I'm going to vote no.

Yeah, and I have another merit review, if I can say something. I know years ago, I don't know what year it was, maybe like when they had all these machines here in the city, of making the money off of malaria, but I don't know if y'all are familiar with that, but there was one in place. I don't know if you know, Evan, that there was a policy or ordinance or something to where, I'm not saying that we're allowed it, but for us to get rid of every coin machine that's operated, I'm not for it either. Council member, just for on public record, you do have an ordinance that currently exists. That ordinance is no longer consistent with state law for those coin operating machines. so right now that i'm aware of you have three businesses that have applied for permit however the city cannot issue a permit legally because your ordinance is not consistent with state regulation which was the the intent of modifying the ordinance this ordinance was drafted by the previous attorney and her recommendation is what we present to you today We just didn't do it in a series because we're doing a bunch of other big ordinances, like the mobile home ordinance and things like that, that are huge in nature and do have an impact on our community. And we didn't want to bombard everybody in one council meeting. We wanted to spread it out to get everyone's feedback. But right now, you have businesses that are leasing spaces from individuals that are operating these coin-operated machines. So the individuals that own the business are leasing out space. We have three applications that are pending, but we can't issue a permit for that operation because your current ordinance is not consistent with state law. So back in March and April, when the previous attorney was drafting this ordinance, she was instructed for the prohibition of the coin operating machines. And so what was present, what was drafted then is what we present to you now. There hasn't been any changes. The only changes that happened were with a current attorney and her law firm came back and made it more consistent with a court ruling. Those are the only changes that were made on this ordinance.

It's just my little thing that, you know, we go to the, go buy a taco at the taco place and my kid wants a little bubble gum. I don't see why we're taking money away from a little small business. That's what they do. But go for it.

I have a question. Go ahead. So then that's not something that you can separate? If it's a coin-operated machine, it's either, you know, I mean, that encompasses all the gambling and the gumball and teddy bear?

It does. The problem is the way technology is moving and the way the industries that are doing these type of teddy bear cash and for these gambling machines, the way that technology is currently moving and moving so fast, Municipalities are struggling to keep that specific ordinance up to date with state regulation and court rulings. So the intent was we don't do it until we basically know from the state legislature how this is going to be moving forward and how we differentiate between the technologies. And so the ordinance in the future, it can be modified. But right now, it's so difficult to regulate, and we don't have the staff power to regulate this type of industry right now, the way technology is going. So that was the intent when it was originally drafted.

Another question. Don't these people have a state certificate that they pay for to have a machine? I'm sorry, I didn't mean to. These machines have pool tables, so you're going to take the pool tables out of the bars too, I guess, huh?

Not necessarily the way... Operating machines. Well, not all of our direct coin operating machines. So there are some changes and discrepancies. And that's where I'm coming in and I'm saying the way they're modifying these types of equipment and so forth is very difficult to regulate.

Well, all I can say is that if we're going to take all the way we're talking about, it's just we pick and choose. Again, we pick and choose what we want to do here in the city. So we want to take out the bubble gum for the kids, but we want to leave the pool tables for the bars. Come on. We're talking about the gambling machines? I understand. WE HAVE MAPS THAT WERE CREATED TO BREAK IT INTO PROGRAMS, BUT WE'LL BE ABLE TO HAVE AVAILABILITY OF TRASH CONTAINERS OR CONTAINERS IN GENERAL FOR OUR PUBLIC. WE'RE GOING TO BE HAVING E.T. SUPPORTERS TO MAINTAIN COMMUNITIES IN NEIGHBORHOOD AND COMMERCIAL BORDERS, IMPROVING THE APPEARANCE OF PUBLIC RIDERWAYS AND CITY-OWNED PROPERTIES, REDUCING LITTER, DEGREE, LIQUIDUMPING, AND OVERALL DRONE REGISTRATION. THIS WILL BE PART OF OUR GROUP EFFORT, WHICH WILL Parks and Recreation, utilities, court enforcement, and our police department. The only things that will not be allowed to be brought to us will be electrical appliances, refrigerators, or appliances, cold appliances with pre-arms, hazardous materials, tires, construction debris in general, and medical waste materials.

YES. WHAT IS THE DIFFERENCE BETWEEN THE CLEAN SPEED PROGRAM AND THE MAINTENANCE BY THE CITY?

So under the maintenance by the city for your brush pickup that is governed by the contract with Republic Services and there is a schedule based off of that. What we're planning to do is for those individuals that have a collection that's sitting there and has been sitting there because of that restricted schedule. There are other individuals that have items that are in their yard that can present possibly a health issue. And we have a lot of debris that's left on our garbage or trash that's left on the city right away. And so this idea is one that we're borrowing from municipalities across the state. And what we do is we put some bins up there, these large roll-off bins, and we go on a Saturday morning. We look for volunteer groups. We look for community service individuals looking to complete community service hours. And we help, and we go clean up our streets. We help pick up that brush, that trash, that garbage, and alleyways, ditches, things of that nature until we fill up those bins. And so the idea is another method for us to make Foysville beautiful.

That's a great initiative, sir. So with the bins and stuff, is this going to be, is the Republic going to be providing those big bins, or is it an outside source or outside company?

Our wastewater department owns Orban.

We just need somebody to help us operate equipment if it's needed for safety purposes because we can't allow anyone to work our equipment other than ourselves and to assist the loading into the bins. So it's minimal staff.

So do we have a little budget or something to where we're going to just, when I ask the question later on, that this is all we spend or do we spend

I don't know if for some reason maybe I don't know if I got together with Republic and maybe there's something we probably can do to help us out with

that you get with Republic and try to see if they're willing to do something for the city since they've been here and all that. I know Terry's in the audience. I don't know. I don't want to put Terry on the spot, but did y'all kind of work hand in hand with Terry of the situation you all want to do or you just want to do something different? Because I'm pretty sure Terry's been working with us for many years. And he loved getting backwards and forwards from the employees to the city. So I was just wondering if you had any contact with maybe talking to Terry, maybe working things together to do what you're doing that way. You got some thanks for help. And it's all fine and dandy with people helping out and all that. I don't have a problem with that. But did you maybe meet with Mr. Terry from Republic?

it is on public record during the budget session we did discuss the republic we did discuss rush pickup they're not aware of this specific initiative the initiative is covered on the discussions we had with republic services And we're looking at changing that schedule. They are currently preparing options for us under their contract and what the financial impact will be in order to help implement this program. They've been very generous in terms of sponsorships. We can always look for sponsorships from local businesses to help offset the cost. But yes, for public services, we are in discussions with them to try to help keep Floydsville cleaner in these efforts and assisting One of the options that we discussed that we took off the table was the fact that we closed down the bins. I think we call that the recycling center. I have heard different names for it. But where individuals can still go and collect. But we do are looking at doing quadrants like we did back in the day where 60 people could sign up and they would hit a certain quadrant every quarter, every month, and so forth. So yes, options have been discussed with Republic Services as we previously discussed. in a public meeting for the budget.

So you're telling me that you did discuss this program?

I just said we did not discuss this specific program. We discussed options that would increase services to what would assist with this program.

You know, that's not working together. To me that's fine, but you answered my question. YOU KNOW, WE NEED TO TALK TO ONE ANOTHER. HE'S PROVIDING SERVICES FOR THE CITY. HE'S DOING A GREAT JOB. THAT WOULD BE THE ONLY APPLIANCE THAT WE WOULD BE ABLE TO TAKE, BUT OF COURSE THAT FREON WOULD NEED TO BE REMOVED BY A CERTIFIED PERSON AND WE WILL VERIFY THAT ONCE THEY'RE ON SITE TO SEE IF THAT'S BEEN USUALLY. WHAT THEY DO IS REMOVE IT AND THEN DISCONNECT THE LINES TO THOSE and we will verify that they've been removed or disconnected from those systems.

For clarification, the legal gist note on the packet, it said that we would not accept any appliance of any kind. So there is some conflicting language. We'll clean it up.

And just for clarification purposes also, Is this is this the program that originally stemmed from the we lost issue? Is that where this program started? I think we had some outreach. People wanted to volunteer that may not have necessarily had the proper equipment. Is that where the clean sweep program generated from?

It was part of that discussion when I came before Council to advise that I would be enforcing the ordinance the way that ordinance currently exists for witty lots and materials. The ordinance currently reads that the city manager is the code enforcement officer. We do have code enforcement to do that, but under the ordinance, I'm the one that has to go out, do the inspections, issue the notice, and do the processing of possible liens as it's stated in the ordinance. The council at the time did not like that idea. They told us not to do the enforcement. It's on public record. And they advise the city attorney to come back with a revised ordinance for bulky items, weedy lots, and brush. Today, we've not brought those revisions to the council. The reason for it is we are looking at a health program to implement and to complement that, as well as getting staff through a training program for safety purposes and health so that we can issue the right expectation. and do the correct investigation as required by state statute. And because of that, what we've done is we've tried to be creative. We're doing the toolship program, we're doing the clean sweep program, and still in an effort to help the community through volunteers to help clean up issues that I hear every day as complaints. We heard earlier today that this is a complaint earlier in the week, and so this is just one of the ways and other cities have been created to address that issue.

We've looked at funding opportunities. They do have different grant deadlines. Anything that is presented in terms of solid waste, we are looking at that. We do apply, we have applied in the past for different services for that. This is probably in the future another grant opportunity that we can seek. Again, we also are aggressively pursuing sponsorships and community donations for these types of programs.

good evening mayor members and council uh we have been successfully awarded a two hundred thousand dollar grant uh by the general line office for uh the creation or the updating of our land use map this was part of an initiative that we looked at and part of the grant application not only looked at a land use map in coordination of the revision of your subdivision ordinance But what we added was a component for hazard mitigation from flooding. And so we received the funds through a pass-through grant from the GLO from the federal government for hazard mitigation specifically for flooding. And so when we look at this and previous council, I'm sorry, council in the previous meeting approved a master services agreement for engineering services. The task order was given and awarded to have to do a citywide drainage plan. So what they're working on in conjunction with this grant, with the general land office and the creation and the updating of your land use map, as well as the adoption of your subdivision ordinance, goes and moves towards unifying all of your development codes. What we're requesting is to solicit authorization to solicit a request for proposals for the planning services for that as well as the grant administration for that in terms of services. The reason we're doing that, originally council had agreed for staff to solicit. There were firms that did bid, they were selected. The component that changed is the hazard mitigation and drainage portion of that. So that changes the scope. where we were at with the previous announcement. There was not an agreement that was executed for any services, but a firm for the grant purpose was selected and awarded. Again, the scope of the grant did change, and so the focus changed, so we're asking to revend the project according to the GLO and federal guidelines.

MAYOR, I'LL TAKE THIS ITEM. ON THIS ITEM, THIS POLICY WAS APPROVED BACK IN JANUARY OF THIS YEAR. THE TWO PREVIOUS ATTORNEYS HAVE WORKED ON THIS TRAVEL POLICY AT THE REQUEST OF COUNCIL. THE LAST POLICY WAS APPROVED IN JANUARY, WHICH CREATED CONFUSION AND CONFLICTING LANGUAGES sentences and paragraphs where we talked about travel for council reimbursements, as well as sponsorships for events and how the city would handle sponsorships moving forward. What I did at this last meeting, the same reason for L&M for bringing it back, at that meeting I did request that it be tabled. I believe that that policy that was approved in January of 2026 actually needs to be separated into two different policies there needs to be a travel policy specifically tailored to uh council and that needs to be approved via ordinance and the second one is the city needs to clarify its stance with sponsorships of general fund monies and we approve that via ordinance as well so the request was that we forward those ordinances to uh council i mean to city attorney uh for drafting and then we come back and we approve both policies We replaced the existing policy and we approved two ordinances that addressed the two topics that were part of that current policy. So right now we're asking for no table.

Since we're speaking about January 8th of this year, this body adopted a policy on the use of public funds that day. That same day, public funds used to pay off 7-0-2 and reverse discrimination. That is not a policy, that is a payoff. Taxpayers should not be forced to bankroll the quiet removal of an officer who was terminated for a cause which he was warned about, only to watch the same city later treat that termination as negotiable. He was terminated from two different city departments, by the way. When public funds are used to raise accountability instead of enforcing it, the policy itself becomes a problem. If you're not considering amendments to that generated policy, the first question is simple. Will that revised policy prevent the exact abuse of public money from happening again, or will it simply just clean up the language while protecting the same pattern? I'm asking you for three Three separate things on the record. One, full transparency on every dollar spent related to the Sep No Cantu termination settlement and any related payouts since it has taken out two months beginning those public records. Two, clear language in any amended policies that prohibits the use of public funds to reserve or neutral disciplinary duties of a sworn officer.

First of all, I don't even know if we can even go with this grievance because it was improperly posted. this item is misposted and under closed session should not be held until it's properly posted to protect the rights of myself being agreed upon this is improper because the grievance process specifically precludes the attorney from handling a grievance against the council member as do the texas disciplinary rules of professional conduct it is 551.074 and i have the absolute right to request that the grievance be discussed in open session i think it's concerning that agreements against involving the city manager and another council member remain unresolved or were seemingly dismissed. This creates an appearance of favoritism and corruption.

since there continues to be this repeated and now grossly exaggerated concern about the number of grievances that have been brought before me. Under public record, I have been brought four grievances before counsel four different times under three different attorneys. all of which were discussed under executive sessions with all members were present. And that was a requirement that everyone agreed to with the previous attorney and the previous attorney before that. Everybody was there. It was postponed before. And all grievances were discussed in executive session. Now, whether or not somebody disagrees with that, Those items, again, are part of executive session that cannot be disclosed as part of public record. Now, I was brought four times on four separate occasions regarding these grievances. And for the public record, I will disclose, since they were against me, there was only three grievances. Three. So this gross exaggeration that there's 10 plus or five and five and five No, I'm talking, this is my time. Thank you, sir. So there was only three. They were discussed under three different attorneys. And the process was explained to counsel under each attorney. And the decision of the counsel was the decision of the counsel, which they made in open session. But the details of those executive sessions are protected and none of us can disclose those executive session items. So I don't see how we came up with five. I don't see how we came up with 10 plus. I don't know how we came up with any of that. I'm publicly disclosing.

And I'm telling you, anybody can come back and say, well, there's 20 more, whatever, whatever.
