This is Tony Martinez. I live on 337 Denver Street here in Florence. My issue is we got a lot of weeds in that area by the railroad tracks, and now you guys are going to have Pioneer Day, and people like to park there, and you're going to have people not go to park there. They don't want to drive in a lot of weeds in there. We need to do something there, either that or get ahold of the railroad or do something there. And yet we need more gravel in that one spot where we're getting too much, we're not high enough for that water to drain. We need at least three or four loads in there to make it work. But I understand you guys want to do something with the road. If you're going to fix the road, you fix it right. I've been there for 75 years. We never have no pavement on it. We need to do something with that. Every time you have the city people up there, you're going to have problems. with that road going up the hill. We need to do something with that roads and that, so. That's what, like I said, Pioneer Day is coming, I don't know when, in what, a week or two? When is it?

I just signed the sheet for us to get that done because it is, it's terrible. I agree. So we will have that, all those weeds along where they are as tall as I am or as tall as Jean is at least. So we will fix those. Yeah, it's terrible. It's terrible. Yep, we've got that. We've got it on plan with the company that helps us because Public Works is working on cleanup week. So I just signed that off for them to go do that. So you'll see that pretty quick. And then just real quick, the drainage, you're absolutely right. We're working on a drainage plan. We're working with a local engineer to get a drainage plan to see what we need to do with that Johnson Hill. Because you're right, it's been like that in the dust and all of that. Well, we're hoping that we're fixing that. So yeah, so I just wanted to answer that because I can give you those two answers for sure. We're going to get the engineering done to get some drainage and fix Johnson Hill and we'll get the weeds done. I could tell you that. Yeah. Well, we're glad you came back and gave us some info and I'm glad I could answer that.

That's new. I'm Big Bill. I live at 1025 East 5th Street, Florence, Colorado, right next to the Wilcox Softball Park down there. That's my little pond out front. I represent American Legion District 7 today. What we're going to do, can I give this to you guys, please?

Yeah, you can give it to the city clerk, and she'll pass it around.

I was at Post 38 in Fountain. And I became a district board member. And so I started going to the McCandless Veterans Home. And they treat them so good there. But they are lacking in some things. Every time they have a budget cut, they don't cut the food. They don't cut the nurses. They cut the activities. So I came up with a plan. District 7, we're going to raise money throughout all 11 posts, plus the VFWs, and we're going to bring all the veterans from Mechanalist that we can take on their buses, bring them down to Pathfinder Park on October 4th, a Sunday. sunday october 4th at 11 o'clock and we will be giving them a free trip division of wildlife will stock the finder park pond for us the day before and we're going to have a barbecue everything paid for by district 7. it's my job to go to every post and ask for money all the monies donated that is not spent on the barbecue will go directly to their activities fund I expect to put a few thousand dollars in their activities. The reason I'm here today is we're going to have 30 to 40, 80 and 90 and 100-year-old veterans at Pathfinder Park Pond. And they'll staff it with their regular staff, but there won't be no EMTs there, except I'm going to bring an EMT. His name is Matthew King. And I'm asking today, maybe we can have a, it's on a Sunday, have the EMT ambulance over there. just in case, um, these guys don't go out much. They haven't gone out much, hardly at all since COVID. Um, and that's why we're doing this. And, uh, I would just like to have something there on emergency status, just in case it's a Sunday. If they have to leave to go to another emergency, of course, but, uh, We need to look out for our veterans at McCandless. That's the one thing. If you'd like to discuss that or have any questions, I have one other thing.

We'll pass this along to Bill Ritter at the Florence Fire Protection District because they would be the one. So we'll pass it along to them.

So I spoke with him, and he asked me to find out questions, and the answers were, No, we're just going to have regular staff from there. They're trained in basic stuff. They're not licensed EMTs that could respond immediately. number two uh being being down here now and being in the american legion and being the only veteran organization in this city in town we uh we would like to start looking into some things in the high school with uh principal namath through the city council we believe we need to have some maybe flag folding ceremonies at the high school on important events such as the one you just brought up would be a perfect event when the chief talked about having a, somebody over there talked about it. having a first responders thank you party or whatever it is. And that's just one of the occasions that we would be interested in doing that. We believe we need to be in front of the high school and the kids. We need to teach them Americanism. And Americanism isn't taught in a book. It's taught by watching that flag and getting goosebumps and seeing our motorcycles now go down to every parade with our flags in the back in order. And we'll have more of those coming, too. But we would like to do something with the high schools here. ROTC is also a good thing to be looking at, too. It teaches them to become veterans.

All right. So we can get you, help you get contact information with Principal Namath if you need it. But I can put a word up there, too.

And if you'd like to sit down with Chief and myself, we would be happy for the resources we have. Unfortunately, some of those we just don't have those resources for, but we would love to sit down with you, Chief.

All in favor? Aye. Any opposed? All right. Motion passes. New business. Consider authorizing the city manager to pursue grant funding and proceeds with an RFP to execute the East Florence Water Association's master meter replacement project. So water superintendent.

Good evening. How's everybody?

Doing good.

All right. As you've probably read, this project started out smaller with East Florence desiring to replace their master meter. I believe for the main reason of, well, it's end of life. The meter's quite old, and they're wanting to get a more accurate read on what they're being charged by the city, as well as to be able to compare those numbers to what they're billing their customers for to try and calculate water loss in their system. They got a grant for $30,000, part of which was to replace the master meter. And then with whatever's left over, try and find and fix some of those leaks that they are losing water in in their system. That being said, through everything, going to start the meter replacement, we discovered that there is no bypass around the backflow assembly vault and the master meter vault. which is something that's unlike any other connection to our water system. Every other consecutive water system, Rockville, Williamsburg, and Coal Creek, has a bypass. And I have no idea why East Florence doesn't. Then we discovered that the backflow is in just poor shape, could not even be tested. needed to be either to do what we need to do to the backflow, either repair or replace it. It's the same situation as the master meter. We'd have to shut down East Florence. The last time East Florence had a big main break and had to shut down their system essentially, their system's in such bad shape that the state deemed it a catastrophic failure and had them issue a boil water order. So by moving forward with this project, the installation of a bypass would allow us to do future maintenance and testing of both the meter and the backflow prevention assembly while still providing them with positive pressure and water through a bypass line, just like every other connection to our distribution system right now.

And Brandon, excuse me, that's very important. We've just seen how important that is in just the couple times that it's happened. Within the last, what, year? It's happened a few times where when they do one repair, they have to shut it down. So this is a really important repair for them.

Their system is in bad shape for several reasons. Not only the amount of breaks and stuff like that that they have or leaks that they have in their system, but the lack of... in my opinion, what I'd say proper infrastructure. Isolation valves strategically placed on their water mains to isolate a section. For instance, back in February, we had that big main break on West 2nd, and we were able to isolate it down to just that block. We were able to keep the rest of the town in water and just have that one block shut off so we can fix that section. Those isolation valves in East Florence are few and far between, so the last big main break they had to do, the valve they had to use to isolate essentially shut their whole system off. Yeah, any other questions? We have a meeting tomorrow with East Florence to go over the next steps. It sounds like we're gonna have to, the estimated cost is gonna be around 77, I believe, $77,000, which is just a number we had Jacobs plug a bunch of stuff into their estimator. as far as what the project will consist of, linear feed of pipe, a new backflow assembly, the bypass and all the valving and fittings necessary for the bypass. So they worked up those numbers as well as some construction costs of it. So that's the estimated figure for that. which of course is over the fifty thousand dollars so we will have to go rfp so we're asking council with this well-needed project um that that's that puts both east florence and the city of florence at risk potential risk for the city of florence especially without a working backflow being confident that nothing would come back into our system if there were catastrophic failure on our side. Yeah, I feel like it's a needed project, so we're looking for approval for the city manager to go off RFP and move forward with this quickly to sign a contract and get it going, as well as look for additional funding to partner with East Florence on maybe a grant or something like that that would help with the cost of this, because their grant is only $30,000. So if we could offset that because the agreement states that the city of Florence is responsible for or will take care of the maintenance, replacement, or repair of that stuff at the cost of East Florence. So there's stuff we have to hold up our end of the bargain of the contract, but it's on their dime. Well, they don't have a dime. So they got a $30,000 grant?

Applied towards the $77,000 project correct Yes Estimated so we would that would be upfront cost estimated for us, but would that get paid back by East Florence?

Yes All of it. Yeah, not only when they would bill for the grant and get that grant money back, that would just come to the city of Florence, because we're footing the initial bill. In fact, we've already purchased the master meter. Originally thinking that was what the project was gonna be, turn on the bypass and pull the old one, put the new one in, but no bypass. So, yeah, unfortunately, every bit of their grant would go into this and then potentially set up some kind of payment plan. I very seriously doubt East Florence could afford a lump sum. I don't think they have a lump sum at all. I have no idea, honestly. Do you do the labor or do we hire it? We're going to have to contract it out. This is something slightly out of our wheelhouse. I mean... Similar to replacing sections of water main. We contract that out to Avalanche, Langston, whoever that gets these water main projects. This is just scaled down a little bit.

And I did just want to clarify, that agreement for the full cost reimbursement is not yet in place, but your recommended motion does make everything contingent on that, and it is planned to be discussed tomorrow. I think everyone's in alignment, but we do not have signatures, so to speak.

Yeah. Yeah. I was just reading over the proposed motion.

We felt it was important to come to you first. get the approval then sit down with them so then we know where where would we go from here and really hats off to brandon and his team for doing what we're supposed to do within our contract for east florence and then doing some of this to to get that better and working towards some of our obligations with that contract

And because of their grant, this is kind of a time-sensitive issue, not something we should or could push off till next year because their grant's only good till the end of the year. I believe we have to have final billing done by, I think, beginning, it's either beginning or end of November.

I'll make a motion. A move to authorize the City of Florence Water Department to proceed with the East Florence Water Association Master Meter Replacement Project, RFP, authorize the city manager and staff to pursue and accept applicable grant funding on behalf of the East Florence Water Association and authorized the expenditure of municipal funds for the project on a full-cost reimbursement basis contingent upon the execution of a binding reimbursement agreement with the East Florence Water Association prior to construction and contract award.

Let's see here. On August 24th, I attended the kickoff meeting for the Land Use Review Steering Committee. It's going to be a long process, but great changes are coming down the pipeline. As we get further into that process, I'll have some more information for you. Okay.

I attended this monthly meeting with Lori to the FEBC, Vermont Economic Development Corporation. Did that help? No. I attended the FEDC, Fremont Economical Development with Lori. I don't remember any great announcements coming out of that. Basically went over still what's going on and stuff as far as potential moving into the area. I did have the Very enjoyable evening with the historical preservation group delivering the flags around to the places in town that got historical preservation recognition and got on the books. And didn't know quite what to expect by the time it was over with, thanks to Chief and everybody involved in Fort Carson. We had a lot of fun out there that night. And I think I was good for Florence. That was good. Everybody was laughing and having a good time. I also want to thank the city crew for all the fall cleanup. It caught a break today. It wasn't 110 degrees going up the alley. Thanks to all those people.

City cleanup seems to be going very well. Those dumpsters are full. So thanks to the city. Lori, thank you for coming up with that great idea.

I'll have to say that I also had a great time with delivering the flags. Thanks to Chief for our safety and Ashley for help putting that on and the archives and the band was just super fun. Let's see, I attended the chamber meeting and they're planning for the Christmas events. And also on Saturday, somewhere between 9.30 and 10, we have the American Discovery Trail relay coming through Florence. And so that's along with the 250 America present anniversary. That's all.

Yeah. I also was along the parade route, and it was fun. And this Saturday, after Tour de Coal, we have another Tavern Talk. This one will be at Pioneer Park, and the topic is coal, coincidentally. So the public is invited. It's approximately 12.15, 12.30 will begin, and we have over 20 retired people Coal miners that will participate in this conversation. So looking forward to that All right.

I'm looking forward to that to the ride on Saturday It'll be good now I continue to attend the senior coffee chats again, it's always enjoyable to go in there and well, we always have lots of talks about bears and and and everything else that's going on in the city. I attended SoCo Startup Week. I know as a city we help sponsor that event. Held that emerging campus here and several venues over in Canyon. Lots of stuff going on, lots of new businesses, new little high tech startup businesses that are doing some good things and trying to grow. You know, it's an important aspect for the city. I manned the farmers market one of those weeks. That was always, that was enjoyable too. Last Saturday, I ran up the Silver Cliff to help support their mayor and the dedication of their new playground. It's something that's been going on for about a year up there, trying to get the grants for that. Been talking with lots of citizens and talked up the cleanup week a lot. trying to get people to get their stuff out early. I'm not sure how many did. I was surprised by the fact they got all the way to my house today. So they hit like one third or more of the eastern part of the city today. And there are a couple of people in my area right there. They've got the bags to get them out on the streets. So I've been going around talking that up. I attended the FCTC, the Fremont County Tourism Council. And the big thing going on there is they tripled their budget for online marketing for this year, trying to incorporate AI into their marketing. I appreciate the fact that they said, well, five years from now, we'll be in catch-up mode. Now they're trying to get ahead of it. And I said, you know, one of the things I stated is I wanted to make sure that Florence is included in Fremont County when they talk about Fremont County Tourism Council. I wrote up a brief summary of it, gave it to Lori. You know, she's aware of it. We're going to try to maybe get some people over there to talk to them. There's two AI platforms that integrate with their websites and their online marketing. And we just need to make sure that we get Florence information on there so when people hit some buttons, they're seeing Florence stuff. So hopefully we'll be part of Fremont County from the Tourism Council standpoint. And this week at the football game, Florence Huskies will be, Alamosa will be coming into play. It's also 9-11. We will be having a major remembrance of 9-11, but they're also going to be honoring a lot of the first responders for the Aspen Acres fire on that night. Out there, I like to encourage all the citizens of Florence, those watching, spread the word. Come to the football game just for a good remembrance of 9-11, especially for parents that have young kids who really don't know about it. It's been 26 years, 25 years now. And then honoring the Aspen Acres and watch a football game at the same time. Okay, so that's my report. City Manager.

I did see the video. Ashley sent me the video. So I did see that and I think you guys did an amazing job and what a way to honor Florence and the flag and all that. And what a fun way. And everybody knew you were coming. So that was pretty cool. But with that, I was at my new grandbaby, Meadow, was being born. So I have two now. So she was worth it, too. So I'm happy I was there, but sad I missed you guys. But wanted to say yes for her. She's beautiful and healthy. Let's see, just a couple things I wanna touch base on. We have an RFP out for the Sunnyside Drive, so very excited that'll be our last major street project, so we'll be excited to get that back to ya. I wanna talk a little bit about Pioneer Park bathroom. I'm very excited about that bathroom. As excited as the pool, because it's for all the citizens. But we have a problem, and I'm asking everybody to help. That bathroom belongs to every single citizen in this town, and we've had two incidents of vandalism just since we've opened it. So I'm asking everybody to keep your eyeballs open. If you see something, call it in. Let our PD know. We take that very serious. I want to recognize Sergeant Solano. He caught one or a couple in the act and nipped that. Our police officers, we appreciate you guys and you guys patrolling that is very important because those bathrooms and being safe in that park is important. So thank you, Sergeant Solano, for that. And then number two happens Sunday and we are investigating it and we will take that to the full force of the law. because those bathrooms are important and it's the property of the city and not the individual so if you have any information to what happened please let chief humphrey know call uh call him and let him know because it's not okay those bathrooms um they're important to us and we want to keep them the way they're looking as long as we possibly can and uh Somebody doing it on purpose is not okay. It's vandalism, and it will not be tolerated. So please, let's help each other, and if you see something, say something. Is it say something, see something, or see something, say something? There you go, Chief. So if you do have information on the latest vandalism that happened Sunday night, please let Chief Humphrey know. They are hopefully the men's bathroom will be open back up tomorrow. John is working on it as quick as he can, but he needs some equipment because they tore the doors off. They kicked the doors down. So we had to order some parts. So the women's will probably be open tomorrow. But the men's, if it goes another day, I'll get a porta potty. I don't want to. And we do not want those for the Pioneer Day Parade. So John's working. as fast as he can, so I just wanted to mention that. Because we love those bathrooms. On my recap, I put Cortland and Brandy, I did nominate them for some leadership classes through Ascend, I just wanted to congratulate them on their nominations, and I'm pushing for you too. It's very exciting to have our leadership in Florence recognized, so if it's a nomination, we're taking it. Let's see, we have three cleanups planned and one is specifically what Mr. Martinez was talking about. We are taking it serious to get the city ready for Pioneer Day Parade. And then we have two abatements coming. So three cleanups and two abatements. We are still at level two for our water restrictions. We're watching it every day, 12 times a day, right Brandon? Current call is 1867, which is teetering, but we are still currently at level two. I know I'm getting a lot of questions on that, but that's where we are based on our water calls. And then I want to have a thank you to Public Works for working on this surprise second cleanup. They were really excited when I told them we were having two, but it is so great for the citizens, and we will continue with two going forward. It should get easier as more trash gets put away, but thank you Public Works for that. That's a lot of work, people, so I hope everybody appreciates that wonderful service, and I want to thank the water crew. We had that water main break, And they jumped in. That was a huge one with a lot of water coming out. And I want to thank every director that got called out to look for that pipe. It wasn't just the water department. Every single director, everybody, we were out looking for that from Rockville, Coal Creek, Penrose. We called the drone in too, just so you know. because we don't mess around when we have a break so thank you yes michael kroll himself was like i'm on my way and he started and we went through everywhere trying to find that water main because it was that important it was a pretty good-sized one, and John Vernetti found it, and he traced that sucker all the way back. So thank you, John. Thank you, all directors. Ashley had fun driving me around while we looked for a hole. And Fremont County, thank you for that drone. Two seconds. I said, Chief, we need a drone. He's like, I'm on it. And Fremont County Sheriff's Department went right in and got it out. That's a pretty cool thing. We may need one in Florence because that found that confined thing. So and thank you to Brandon's crew who worked very late to fix that line so the people on Johnson Hill could have their water. and thank you brandy and john for helping me pass out water so people had a drink of water while we waited so good team effort really proud of y'all shooting out like a waterfall. And what was crazy about this water leak is because it was empty in a main tank of ours. So it was super it was all water leaks are important. But this one was really important. So thank you to everybody for jumping in as a team. That's what it's about.
