City Council - Special Meeting

All right, welcome to the City Council's special meeting. Today is Friday, July 31st, 2026. And I am calling this meeting to order and giving notice to the public and to the city council that at this meeting, the city council may vote to go into executive session, which will not be open to the public for discussion and consultation with the city's attorneys for legal advice on any item listed on the following agenda. Council Member Spence, would you lead us in the Pledge of Allegiance? Councilmember Garcia, could you read our mission statement?

It'd be my pleasure, Mayor. Thank you. The mission of the City of Flagstaff is to protect and enhance the quality of life for all.

Councilmember House, would you read our land acknowledgement?

It's my pleasure, Mayor. Thank you. The Flagstaff City Council humbly acknowledges the ancestral homelands of this area's indigenous nations and original stewards. These lands, still inhabited by native descendants, border mountains sacred to indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Thank you. All right, we're moving on to the regular agenda. Item 4A, this is possible direction regarding the executive session on July 31st, 2026. Can I get a motion?

Mayor, I move to direct and authorize the city attorney and or designated city representatives to proceed as discussed in the executive session of July 31st, 2026, agenda item 5AI.

Good afternoon, Mayor and Council. Stacey Salzberg, I'm your Communication and Civic Engagement Director. So before you is the resolution to officially canvas the results of the July 21st, 2026 primary election. The total number of ballots cast was 10,035 out of 37,876 registered voters for a 26.49% voter turnout. Seven candidates were seeking nomination to the November general election. The six candidates who will be advancing to the general election are Austin Aslan, Nancy Baca, Patty Hanson, Kara House, Laurie Matthews, and Drew Stanley. The general election will be held on November 3rd, 2026, where voters will elect one mayor and three council members. Before I conclude, I'd just like to extend my gratitude to all of the candidates that participated in the city's election process and who will continue to participate in that process. It's been a privilege for me to support those individuals and to navigate with them their election journey. So I'm here for any questions. Thank you, Stacey.
