All right. Uh we're going to move then to uh the mayor's comments. Uh again, work around town is pretty vibrant. Uh I've had a lot of folks just uh real thrilled about all the work that's being done. So uh just take a look around and let the staff know and if you see anything else, let us know. Uh we're going to move then to the approval of the minutes. Reading of the minutes is waved since copies were given to the board members in advance of the meeting and made available to the general public. There are copies on the table in the back. Um I was just wondering if everyone noticed that the uh snow plowing showed up. It was uh very expensive, $106,000. So, I would uh hopefully by next year all of our public works guys are trained and have their CDLs and we can get back to plowing our own streets cuz that's a hefty bill. Okay, any others? Next item is public comments. I have some public comments I'd like to make. In response to the prepared statement made by Scott Mazering at last month's board of alderman meeting regarding golf carts and UTVs, I feel it necessary to address several inaccuracies and clarify the record. Typically, I do not believe it is productive to respond to public commentary of this nature. However, given the accusations and mis characters character character characterations that were presented, I cannot allow the integrity of our process to be distorted. To begin, Mr. Mazerang is correct in stating that the board ultimately all allowed golf carts on city streets. However, that statement lacks important content. For many years, prior to the development of what is now our industrial area, properties in that area were actively farmed. During that time, tractors, four-wheelers, golf carts were used not only for farming, but were a normal and practical way to get around and travel through our neighborhoods. This type of use occurred without issue under both our farmer police department and later under St. Louis County police when they assumed responsibility for policing our community. I personally inquired with the police captains assigned to the area over the years and no one at the time had any concerns. It was not until Captain Lawson became precinct commander that the matter was formally revisited and after Sergeant Hol brought forward a state Missouri state statute addressing the issue. That state statute provides that golf
carts, UTVs, and similar vehicles may be permitted on city streets with approval uh by the municipal municipality through an ordinance. At that time, many of us owned and operated golf carts, including other elected and appointed officials. I was the one who suggested that we follow state statute and put the issue before the board. From that point forward, the matter was handled through the proper legislative process. It was discussed openly, reviewed, and ultimately decided by the board, not by one individual. The ordinance was put in place to bring clarity and consistency to something that had already been occurring in practice for many years. He is also correct that the original ordinance referenced golf carts only. However, he falsely states, "The reason this is being considered is because Mayor Morath was reprimanded by the Fenton precinct officers for driving a UTV on public roads contrary to our current ordinance." Let me be very clear, this is not true. I was not reprimanded. And quite frankly, how would he know what occurred? He wasn't present. There's an individual in this room who was present during that interaction and I'm confident she would describe it very differently. That was actually what was actually communicated at the time was simply that UTVs were not included in the existing golf course golf court cart ordinance. That was a factual clarification, not a reprimand. And yes, I was the one who requested that the issue be placed on the agenda so it could be properly discussed and considered by the the board. This is exactly how the process is supposed to work. Identify a gap, bring it forward, and address it through appropriate legisl legislative process.
He also falsely states that during our most recent snowstorm, someone at UTV drove up and down the dam at FA Fabic Nature Preserve and did donuts in the fields of Fenton City Park. This is not true. The vehicle responsible for driving on the dam and in the field was a white Tahoe and I have pictures to prove that. Additionally, he claims that some of these vehicles have uh 240 plus horsepower and cap capable of 100 miles per hour. Discussions with local dealers indicate that typical you uh utility vehicles are in the range of 50 to 100 horsepower. The higher horsepower figures he references are associated with specialized competition models, not the type of vehicles commonly sold or used in our community. He also states that the constituents he has spoken to are adamantly opposed to these vehicles on public roads and that uh that not one has expressed interest in changing the ordinance. I would welcome the opportunity to speak to those constituents to better understand their perspectives. And at the same time, I can say that I was approached well before this issue was raised publicly by residents asking whether UTVs and golf carts were allowed on city streets. In closing, it is important that our discussions as a board remain rooted in fact, not assumption or speculation. There have been several claims made that are simply not accurate. From the incident during the recent snowstorm to exaggerated descriptions of vehicles in question to assertations about what our residents do or do not support. Those statements do not reflect the information available to us nor the conversations that I and others have had within the community. If there are constituents feel strongly about these on this issue, I welcome that input. That is good. that that is how good policy is made through open
honest dialogue and willingness to listen. What I will not accept, however, is misrepresentation of events or implications that the board or any individual member is acting outside of a fair and transparent process. From the beginning, this issue has been handled the way it should be. Identifying the gap, bringing it forward, discussing it opening, and allowing the board to make an informed decision. That's our responsibility and that is exactly what we will continue to do. All right. Moving forward, we will move then to item five, planning and zoning commission report and public hearings. Alderman Herald is liaison.
Uh announcements from planning and zoning commission meeting. The April meeting for the planning and zoning commission will be held on Wednesday, April 8th, 2026 due to the election. Uh, next, at the request of the petitioner, the planning and zoning commission commission continued case 2026, SPR01, a petition by Leonard Walter of St. Louis Marble Company for site plan review of a new office/warehouse building at 1565 Finn Park property of zone BP3 business park district. Uh public hearings. Uh tonight you will hear case 2026 SUP02, a petition by Leonard Walter of St. Louis Marble Company for a special use permit to reduce the minimum required parking for an office warehouse. The property is addressed 1565 Finn Park and is zoned BP3 business park district. This case did not receive a positive recommendation from planning and zoning and will be considered under new bills. And that is all I have.

Thank you, sir. Announcements from the Park and Recreation Committee Tree Advisory Board. The March 2nd Parks and Recreation Committee Tree Advisory Board meeting was canceled. Recommendations from the parks and recreation committee tree advisory board. None. Other items from park and recreation. Approval of request from Great Rivers Greenway to utilize the city's ride ofway for access to Anger Park during construction of the trail realignment project as discussed at the March 12th committee meeting. Required documents for this ordinance contract have not yet been received by the city. Therefore, this matter will be continued till the April board of alderman meeting. Approval of a quote from Musco Sports Lighting LLC for baldfield lighting at Fenton Sports Complex as discussed at the March 12th committee meeting. Required documents for the ordinance contract have not yet been received by the city. Therefore, this matter will be continued to the April board of alderman meeting. An ordinance authorizing the mayor to execute a city contract agreement with Dynamic Protective Coatings LLC for the 2026 floor coding services for park restrooms. This will be considered under new bills. Approval of a request to allow Elite Properties and Landscape Construction LLC to install the accessory fixture fixtures under the existing contract with the city and opt for standard finish on the baby changing tables. This requires a motion. I'll make that motion at this time.

Thank you, ma'am. Uh, we are going to move to the mayor's report. I first have a proclamation that I'll go to the podium for. This proclamation uh is an official proclamation by the city of Fenton. It is as I will read whereas in 1872 J. Sterling Morton proposed the to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees. Whereas this holiday c called Arbor Day was first observed with the planting of more than a million trees in Nebraska. And whereas Arbor Day is now observed throughout the nation and the world. And whereas trees can reduce the erosion of the precious top soil by wind and water, cut heating and cooling cost, moderate the temperature, clean the air, produce oxygen, and provide habitat for wildlife. And whereas trees are a renewable resource, giving us prop paper, wood for our homes, fuel for our fires, and countless other wood products. Whereas trees in our city increase property values, enhance the economic vitality of business in the area and beautiful and beautify our community. And whereas trees are a source of joy and spiritual renewal. And whereas Fenton has been recognized as Tree City USA by the National Arbor Day Foundation and desires to continue its tree planting ways. Now therefore, I, Joe Morath, mayor of the city of Fenton, Missouri, together with the board of alderman, do hereby proclaim April 11th, 2026 as Arbor Day. In the city of Fenton, and I urge all citizens to support efforts to care for our trees and woodlands, and to support our city's forestry program and witness hereof, I
have here too set my hand and caused the seal of the city of Fenton to be a fixed on this 26th day of March. So having said that uh we'll forge forward. Next I am pleased to bring up Angie. Come on up Angie. You have three minutes to speak. So Angie has been with us obviously since this is her fiveyear uh service award. Um she's not somebody you see often unless you go to the uh no public works but you the farmers market and our uh musical sunset in the parks. Angie does volunteer for that. Um but she is the voice behind the telephone at public works and does all of Dan's paperwork. Does all Dan's work paperwork. Whatever. Nonetheless, we are really pleased to have Angie and uh hope you last another 5, 10, 15, 25 years. So, having said that, I would like to present Angie with this certificate of achievement and it reads on behalf of the mayor and board of alderman. This certificate is presented to Angie Kolac. Did I get that right?

you don't have to. Uh, okay. So, we've done that resolution of the city of Fenton, Missouri, supporting and encouraging the control of invasive species uh at the on the state ride ofways. Uh will be under the new bill sections. You have copies of that. Uh again, we're looking for a ward three uh parks committee member. Anybody here of anybody, let me know. We're going to move then to uh the city clerk's report. Jean, this evening we have ordinance approving professional services agreement with St. Louis School of Imaging LLC to provide the city of Fenton photo conversion services and this will be considered under new bills.
Thank you, ma'am. We're going to move then to reports from standing committees. First up are police, municipal courts. On that committee, the chair is Alderman Lang along with Harold Rogers and Jokers. Thank you, Mr. Mayor. At this time, I'd like to invite Captain Piaak up to the podium to give us a brief uh summary of the February 2026 monthly report.
Thank you. Angie told me to be really fast. So, I'd like to just go over the uh report for February 2026. As you all can see, the uh officers in city of Fenton responded to 704 calls, handled 1454 self-initiated assignments, made 24 arrests, uh 372 radio on view assignments in the retail business areas, and made 17 arrests in those retail business areas. Uh the city officers uh wrote 180 traffic citations, 101 warning citations. However, we didn't have any DWI arrests, which I think that is a is a good thing. Um we did have the radar trailer flock camera deployed at Hitser Court and Fab and Fabic Drive and the stealth stat was deployed in Bentry Trails uh due to some citizen complaints over there and I'll get into that. Um, first though, I don't know if everybody has met one of our not our newest sergeant here, but uh, Sergeant Don Mestacher is here. Um, so take a wave and if you want to meet him later. And then Sergeant Sergeant Eric Trip is our newest sergeant on the midnight shift. And, uh, he couldn't be here tonight, but hopefully he'll be here next month so we can all introduce him as well.

Welcome. Uh just to go over real quickly um just the comparison from February to January calls for service like I said were 704 compared to 654 uh this time last or I'm sorry last month. Uh close comparison there. Also self selfinitiated assignments are relative the same. Arrests were the same at 24. Uh DWI arrests were uh the same other than one highway safety one from last month. Um radio assignments and on views in the business districts were 372 this month as compared to 463 last. Um arrests in the business districts were 17 compared to last month 24. Traffic citations went up by uh almost 20 180 to 161 and wording tickets went up about the same too. Um some of the stats for the stealth stat radar. Uh like I said, we had some neighborhood complaints there on Bentry Trails. Therefore, uh Aaron put that stealth stat up there. Uh the average speed uh well the posted speed limit there is 20 mph. The average speed that we saw from the uh February 19th until uh February 25th, the average speed was 21 miles hour. uh minimum speed was seven and the maximum speed was 38. Um and then there's uh breaks it down even further below that out of the 737 vehicles that had driven through that area. Uh just to get into crime real quick, I know Angie has things to do. Crimes against persons uh went down from 5 to seven. So the uh the numbers that we're dealing with are very low anyway. uh crimes against property went up by three and I'll get into a little bit of that. And then crimes against society
were zero other than um the five warrant arrests that officers made for people that obviously had traffic warrants probably for them. Therefore, that uh gave us a rise in that category. the reports again um mostly lararsenies from our business districts uh Walmart's shop like JT Max I'm just looking through some of these Target Kohl's um Walmart again Walmart again so a lot of just the uh minor um shoplifting that we have uh assaults are coming down I think I think they were up about 300%. Like I said, the uh our numbers are very low. I'm talking about 11 for the year and that does include domestic assaults at the extended stay where generally we get those. So, uh we have had a lot of or not a lot. We've had a few catalytic converters being stolen and it's not just a Fenton problem. Um I say problem, we've had about I think we had five this month. Um, we're experiencing that in the Afton precinct, the South County precinct, the seventh precinct, Valley Park, and then also Jefferson County is probably getting hit the worst. Uh, Jared Abalov is doing a great job with uh investigating that. He's working with detectives with county and Jefferson County um to I think we have an idea who they are. It's just a matter of getting it all on paper and getting it done, but I think we know who the culprits are for that. Uh, does anybody have any questions? Sir, sir.
So, as we get into the warmer weather, um last night I was on highway coming home from Crestwood and went up to uh passed Wallally's over over BS and came back to the south side of the highway and was passed by uh a number of motorcycles that were pulling out of Wallally. Yeah. I didn't know if I didn't see if one of you guys were there kind of running them off, but you know, are we uh so last year, you know, we had a pretty good handle on it after the kind of the summer had progressed to towards the end. I know exactly what you're talking about.
Uh yeah, there were a number of motorcycles at Wallally's. um Serge or Sergeant um Jared Abalov uh goes up there almost on a daily basis and talks to JT the manager there asked him if they have any issues from the weekend and uh JT was aware of all the motorcycles there. He's the manager there. They didn't cause any problems. They're waiting for two other riders or a few other riders to show up and they were just going to go out and ride together. Um we haven't had any issues that I know of in the parks yet. Uh uh Vicki was showing me a great video that uh John Yuzi is working on some kids doing some donuts in uh in the park uh the other night. So he's working on getting license plates and going to visit those two kids. Um so again, that's not to get back to cameras, but uh I know that's kind of an ongoing issue sometimes, but without the cameras there on that building, there's no way we'd ever know who was up there doing donuts in that park. And not that they destroyed anything. Obviously, they rustled the gravel up a little bit. Um but they shouldn't be up there horsing around like that. So, but we'll find them as well. But yes, the um all the guys are aware that is our leading um when I talk about on view assignments assignments the officers when they go out to the county parks they call out on the radio therefore it's documented and they spend that's our leading our leading number for on view assignments is uh patrolling the parks for those for that reason.
So I know last year you guys got on the the uh social media because I think that's where the a lot of them post it right and that's how they kind of communicate. Oh, give us I mean it's it's general our intel. Yeah. Um but but I know you guys did a pretty good job there with trying to watch some of that and then beat the beat the loca or beat them to the location, right? Yeah. Um and just want to make sure that you know we're doing some of that again this year because that is a discouragement for the patrons that visit our parks with having all the kids show up.
Absolutely. Yeah, they're um they post that stuff on Instagram. Uh a lot of the officers are logged on to that. so they can tell um when they're showing up at those places prior to them showing up so we can get there and kind of be a presence before they get there and deter their their actions. add a couple things. Uh, Captain, first thing, uh, I would want to dovetail on the like any issues with Wallally or anything. I forget what night it was, but maybe you have an idea. It was a pretty serious accident out in front of Wallally. They looked like they left the service road, went onto the highway, went back up the embankment, and rolled. That wasn't any relation with anybody.
No, that was I think that was a fatality accident. Uh, the highway patrol handled that as they do with everything on the interstates throughout the county. Uh, we did have officers there. I think there was a piece of u construction equipment or a piece of farm equipment that was left on the shoulder of the road and a p and a person traveling down 44 struck it feared off the road and hit that piece of equipment. Okay. It looked like they had left from the service road because there's a section of fence down but that could be unrelated. Yeah, I think it was just something that was broken down on the shoulder of the highway and someone veered off the road and struck it. Okay. Um Harold second thing. Go ahead. You got to finish. Go ahead.
My second item was uh the uh Bentry Trails. Uh, you know, some of these are pretty pretty high up there. The 36 to 40 mph, two of them, 31 to 3513. That's pretty fast on that street. It's a very short street, that little stretch of Bentry Trails. Um, I know when the the speeds get to be that on Utah, not that it's any better. It's it's just as bad, but it is a much wider and straighter road. Bentry is a very, uh, narrow street, uh, so to speak, and, uh, very short, so it it takes a lot of effort to get up that speed. So, I I think that shows that some needed extra patrols would be warranted there.
And uh Shane Melton is our uh traffic guy. And as you can see, I mean, the the tickets have gone up um exponentially. I think in the last 180 in February, 161 in January, and then in February of 2025 was 109. Uh just the warning citations 101 this month or last month I'm sorry January 87 compared to 38 February of 2025. So I know um Shane Melton gets with um parents officer Dilks and visits these sites. I know. I know. He wrote some tickets on Utah Valley after the concern was there and we saw the speeds there were higher than what we what we wanted and um Officer Melton will go down there and patrol those areas and sit run radar on those sites.
I've seen them a couple times. Alderman Harrell. Yeah, I was just going to remind us, can we work with the seventh district on the soccer park parking? I personally watched a kid open her the back door of the car in front of a tractor trailer truck that was coming down the road. It was everything he could do to slam on the brakes and move over.
Yeah. And I know um with large events at Soccer Park, they do pay for three to five police officers to be there working secondary that they they pay for that as a secondary employment or to have officers in the parking lot to quell any type of vehicle lararsenies and disturbances and that sort of thing between teams. And it seems to happen early evening and weekends as well. Yeah. This is regarding the parking on soccer on Soccer Park Road, which is not legal. Okay. And they'll they'll one person will park and they'll start to park and little kids are getting out into park.
Yeah, I'll let uh Captain Wear know. He's over in the seventh priest. Yes. And we've worked with them before. Then just a couple of times of going up there, it hits like wildfire. And yeah, I'll let Captain Wear know. Is that generally on the weekends, I guess? Saturdays, Sundays, Friday evening, nights. It's It's in the evening constant. Yeah. And and Alderman Whisbrock just mentioned that two of the sign the no parking signs are knocked down. Okay. It's posted and they they park right in front of them. Take them. Yeah. We can switch over ticket books. That was it. Okay. Have anything else? Thank you. Thank you. Uh captain never mind.
I'm sorry. One more thing. Can you come back? It's uh Sorry. A really uh almost kind of just a funny thing. I noticed there was actually a lararseny at city hall. No, that was just because they came here to report it. That was a uh a stolen year sticker on registration on a license plate. So, they came here to report it. I see. You know, it's a simple ticket. I don't It's one of those things that she has no had no idea where it got stolen. However, she came here. Therefore, an officer wrote the report. So, she knew tabs issued from the do. Makes sense. I just thought that's a lot of a lot of coonas to steal something out of city hall. No, it was a license plate sticker.

Uh, next on our items here, we have the municipal court statistics for February 2026. If we turn to the back page, section five, dispersements, uh, total dispersements for the period February 1st to February 28th was $14,38.50. That's all I have tonight, Mr. Mayor. Thank you, sir. Thank you, sir. I have the monthly update as prepared by Jane Hungler, our city clerk. The city is currently advertising for the following open positions. Public works department, maintenance worker one, maintenance worker two, maintenance worker three, maintenance worker seasonal. Parks and recreation department, parks and recreation supervisor lead athletic fields ground maintenance worker and athletic field ground maintenance worker. That's all I have this evening. Thank you, Mayor. Uh if everyone can hear me, we got some new businesses this month. Uh um got occupancy permits are we got healthcare infection control solutions on Lark and Williams, Missouri furniture on Gravaway Road, Omni Mobile at Fenton Plaza, Vapor 100 and Gravaway Bluffs Plaza Drive, uh and Goodwill in Graway Bluffs Boulevard. Um, and then, um, we have, uh, let me see, we've got an ordinance, uh, approving a one-year agreement with the option to renew for two additional one-year terms between the city of Fenton, Missouri, and Specialty Mailing, Inc. to provide, uh, printing services for the city's monthly newsletter, and that will be considered under the new bills. Thank you, Mr. Mr. Mayor, uh, first up is the monthly report prepared by public works director Dan Howard. The ongoing projects are the 2026 concrete slab replacement, Budw Wild Fabic nature preserve stair replacement, invasive species removal and seating in parks, forest uh, foresting cutting services, park and street tree trimming and removal, installation of the players bench coverings, field leveling services, and playground installation at Budwe Park. projects to begin soon. Concrete repair in city parks, exterior, interior painting at the city pavilions and restroom facilities and the flooring replacement in the city parks restrooms, reconstruction of the parking lot at 900 Gregory. Projects that are going out to bid is asphalt repair for park pass, asphalt drive and parking areas in the Fabic Nature Preserve and street striping services, joint se and joint ceiling services. And the capital plan with expenditures is uh attached. Everyone should have had a chance to look at it. The next item is uh an ordinance authorizing the mayor to execute a city contractor agreement with RV Wagner Incorporated for the 2026 concrete replacement for city parks. This will be considered under new bills. Approval of a change order number one to the contract of the 2026 concrete replacement for city parks project as discussed at the March 5th committee meeting. Uh this will also be considered under new bills. Um, I would like to skip down to the sales tax re redistribution. uh a sales tax summary generated $695,713 of which redistribution was $12,691 or 1.8%. Uh Bool sales tax summary generated $247,286 redistribution was $242,874 or 98.2%. Total generation was 943,000. Even redistribution was 255,565 or 27.1%. Does anybody have any other questions?
