Let us pray to the all- wise, all knowing, all love for a wonderful staff here in the city of Fedville. Thank you for a council that works on one accord. Thank you for the citizens who support the movement in the progressiveness and the way we're trying to guide the city. We ask that you would come and touch our thoughts, touch our hearts, that as we make decisions tonight, that we would be the servant leaders that you want us to be so that we can move this city forward in a progressive manner. That first and foremost, we make it a safe city. Second, we make it an inviting city. And thirdly, we make it a city that people are proud of. So be in the meeting. allow anything we discuss to be pleasing in your sight. In the name of Jesus we pray. Amen. Amen.

0:51 – 1:340

Would you please stand and join us for the pledge of allegiance? I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Again, thank you and welcome. Uh we have an agenda that has been prepared for us tonight. Uh we have hard copies of the agenda and it also being displayed on the uh the monitor or the flat screen on to my left. Uh if you want a hard copy, please see our city clerk. And at this time I will entertain a motion to approve the agenda.

1:32 – 2:150

Motion to approve the agenda but with tableabling items number four, 5, 7, 8, 9, and 10. Do I have a second? Second properly moved and second that we approve the agenda with the tableabling of items four 57 8 9 and 10. Are you ready for the question? All those in favor signify by saying I. I. All those in favor signify by saying I. I.

2:12 – 2:500

Any opposes? Nay. And the approval of the minutes of the July 24th city council work session. What is your pleasure? Move to approve. Second. Properly moved and second. Any un readiness? Call for the vote. All those in favor signify by saying I. I. Any opposers? Name. Ladies and gentlemen, recognitions and presentations. We always glad to do these. At this time that we will have a video premiere. No limits in Fville. Presented by our director of economic development, Miss Lori Thunderwhite. Good evening, mayor and council. Good evening.

2:48 – 3:340

One of the goals, as you all know, that was set by city council is for us to tell our story. What is our community vision? What are our successes and our opportunities for investment? So, we developed a series of 10 videos to share with the Bay community to hopefully spark some civic pride and also for us to share for economic development purposes with potential investors and businesses that we would like to attract to. Thank you. So, I'm excited to share with you and the community tonight the second video that was recently released in our series entitled No Limits in Fateville. The motto used to be a history with the future. Our new motto is no limits on imagination.

3:32 – 4:000

I think part of it is just smart leadership. Part of it is investment in incentives. We were able to grow a family business that's now, you know, grown internationally but still based right here in Fable. We educated ourselves to the point to where we said the way to make our community better is to be friendly to businesses. Whether that is the small mama and pops or major businesses, they all have a place for our community.

3:58 – 4:300

US Soccer named Fateville the new headquarters home as well as a brand new national training center facility that is being built here in Fyville. So, there's a lot of opportunity with these new projects coming online. They've always been thinking about bringing things that will not only conserve the roots of favorable but also bring the younger crowd mindset to it as well and to kind of see it moving in a forward manner.

4:27 – 4:550

I've seen Fayville's story been incredible. It's one that's based on a lot of history, a lot of community pride, but it's also one that is now focused on how to grow and develop in a different way from a business perspective and attracting new resources that will help sustain the vitality of Fateville for generations to come. We got a lot to offer and that is something we're proud of and we're excited about. So, yes, it gives me goosebumps.

4:52 – 5:300

We have a customer service strategy that allows businesses to come in and feel at home, ask questions. We have a great economic development department now that answers a lot of questions, provides services and outreach for these businesses. If we work with these companies, then they're going to work with us and and I think that's already been fostered with uh what we've been able to do with QTS. They've came out and billions of dollars of their investment, but they're also participating in the community. I think we try to remove all barriers for um new incoming entrepreneurs and businesses, right? We are very transparent. We engage them um meet them where they are.

5:28 – 6:040

I love how we're positioned next to the world's busiest airport. I like how we're positioned next to, you know, a remarkable, you know, data center that's here. I love how we're positioned next to a major media center like Trillith and a thriving industry. I love all the educational things that are flowing underneath that to supply the talent pool that these new industries need. We got a great school system, but that's a drawing uh point for anybody who wants to move to Faircon. And then we have other stakeholders like Heatine Hospital which has been ranked top 10 hospital for the last 15 years.

6:02 – 6:430

I think we've developed a businessfriendly ecosystem from businesses to city government to other stakeholders working together to promote and support business in our community as well as having incentives. The great thing about the city of Fedville is that they've allowed these great things to occur. If you're looking for a wonderful place to live, this is the place. If you're looking for a place to open up a good business, we guarantee that this is a place where you will experience success. And I do I think that deserves a round of applause. [Applause]

6:41 – 7:240

Lori, would you come forward and we can acknowledge I mean I know your team helped put this together. Would you just acknowledge those who were involved in that? Absolutely. be my pleasure. So, uh, we were excited to work. Melody Green on our on my staff in economic development worked on managing this project. And of course, as we're rolling out this video series throughout this fall, we're working closely with our communications team, our new uh, communications director, Glennetta Griffin. Thank you very much, Lori. But I but I do know that Daryl and I are absent from all of the videos to date. So, I mean, that I think that's intentional or what? The good news is that we have 10 videos.

7:23 – 8:070

Oh, good. I might make one coming soon. All right. Once again, thank you so much. We're proud of that and uh as it is distributed and marketed out to our community, hope everyone will support what we have said. At this time, ladies and gentlemen, we would like to move on to public hearings. Of course, we have tabled items four, five, 7, 8, 9, and 10. So at this time I will indicate we will consider ordinance number 2519 the amendments to chapter 200 300 and 400 of the UDO or unified development ordinance presented by our interim director of planning and zoning Miss Julie Brown. Good evening mayor and councel.

8:060

Good evening.

8:07 – 10:030

So as staff continues to work through the UDO we are finding ordinances that need to be either clarified, simplified or expanded. So, with that, we have um several housekeeping items we'd like to present for you tonight. Oops. So, the first one, um, so there's three chapters we'd like to amend. Chapter 200, zoning and land use, chapter 300, land development, and chapter 400, site development. The only thing that's different from what you received in your packet was I noticed that the RMF15 was left out of section 20214. So I've added that in. And what that means is in the use table. Oh, what did I do? Is it not working? In the use table down in the bottom, you can see it's circled with the two red P's and then the one next to it is blank. So for single family residential, in the urban residential description, it states that single family residential attached and detached should be allowed in all four of those zoning districts. So the previous amendment was to add the RTHC and the DR15, but we also need to include the RMF-15 to make that section correct. So that's one recommendation with uh chapter 300 land development. It's basically just street rightofway requirements and um a few housekeeping items. So with those um I'm not going to go

10:02 – 10:380

through all of them. You have them in your packet. And then on chapter 400, we were requested to reinstate the parking requirements. So, we removed the old table and added in the new parking requirements for residential and non-residential units and then also added in the tree protection for public property. So, with that, staff is recommending that ordinance 2519 be approved. This did go to planning and zoning commission on July 22nd, and they recommended that it be forwarded with a favorable recommendation.

10:36 – 11:070

Thank you, Julie. At this time, I'll ask the council members if they have any questions or comments. I would like I mean, not not to change the vote on this, but I would like for us to uh get a third party to do a thorough review of our UDO uh to make sure it aligns with effectively with our our ongoing path. We seem to be finding a lot of little loop things that we've overlooked.

11:04 – 11:480

Yes. And to me, I think we we definitely need to do that. So, I'm making if I if I need to make a recommendation to add that to the approval, uh I'd like to do that because I feel like we just it's just like the parking and driveways and we just have so many little things that we get stuck with as we go along. Okay. Do you want to um go ahead on and make the motion on this item? We don't need a motion yet, do we? No. No, not yet. But I'm saying uh uh you want to add as an addendum to the motion of the ordinance. You do that. Okay. That we request to uh you know. Okay. Well, we have a third party, not just staff. Yeah, that's what I mean. Okay.

11:46 – 12:310

Okay. Everybody hear the point? Any objection? Okay. Any other questions on this item? Hey, hey, uh, mayor, before we go, I just want to make it clear, you know, this is not something that we want as a result of our staff. We feel that they do an excellent job. It's just always good to have a third set of eyes to make sure that we're not u missing any any detail in our UDO to make sure that it functions properly. I think the big the big thing is making sure it aligns with our comp plan, which I don't I think there's some issues with that currently. We just need to fix that. I just wanted to make that distinction.

12:28 – 12:460

Thank you, Councilman Langford. Any other questions or comments from the council? Any questions from the citizens? Hearing none, I will enter.

12:42 – 13:270

Oh, I'm sorry. If you have a comment, please come forward. Give us your name, give us your address, and state what's on your mind. Hi, my name is Richard Edwards. Uh, I live at 27 in town place. Um, just a quick question. I know Rich Hoffman brought up a good point of bringing a third party into look over your UDO. Is that going to cause like a moratorum or anything or is be like someone comes in just takes a quick look? We're not sure at this time. Once we delve into that and get with a a consultant, they'll kind of guide us on that process. So, see how long it takes.

13:27 – 14:120

Okay. Hopefully not, but we don't know at this time. Yeah. Just town homes. Just town homes. Yeah. Ah, that's cool. That's all right. It's all good. I would imagine I'm not making a decision, but you know, if it becomes overwhelming for them to uh to look through it and see things that we have significant changes needed, you know, obviously there might be a step for a moratorum. But again, hey, that's that's good. You as long as y'all take care of the citizens in the city, I'm always down for it. Okay. All right. Any other citizens wish to come and raise questions or address this item? Public hearing hearing? None. Council members, what is your pleasure?

14:08 – 14:460

Move to approve ordinance N, excuse me, 2519, amendments to chapters 200, 300, 400 of the UDEDO, plus recommend we uh engage a third party to do a thorough review of our UDO to make sure it aligns with effectively make it align effectively with our comp our comp plan. Council members, thank you. Any unreadiness call for the vote? All those in favor signify by saying I. I.

14:43 – 15:210

Any opposes? Nay. All right, ladies and gentlemen. Um, having tabled all the other items, we would like to move on to reports and comments at this time. City manager, do you have anything? Yeah, mayor. I have a few items. Uh, first of all, our condolences go out to the family of Jim Williams, who one of our former council members who passed away over the weekend. His service will be on Saturday at 10:00 a.m. I think 11 a.m. 11 a.m. 10 a.m. visitation. Um he was he served for four years I believe. Four years

Anything else? That's it, sir. Okay. Council members, anything? Mayor Johnson, I would just like to add that the August 26 Planning and Zoning Commission meeting has been cancelled due to lack of agenda items. We have notified the paper and posted on our social media outlets. Thank you very much. Julie, so we are clear too as well u for the ginger cake reszoning request. I know it's supposed to be on September 18th. Are we looking at October now? Potentially.

17:16 – 17:420

Yes, potentially October 16th. I talked to the city attorney today and she said we were awaiting um a signature of someone who's out of the country. So, um the residents will just need to watch for notices on that. It it was advertised for September 18th, but it's probably going to be postponed till October 16th and we'll continue to post on social media any updates for that particular case.

17:42 – 18:480

If you have anything you'd like to come and address the city council on, uh we ask that you come forward, state your name, give us your address, speak into the microphone, and uh you have three minutes. And if you come up and there's multiple people, we ask that you listen to their comments and try not to be repetitive on what someone has said ahead of you. Is there anyone who wish to come forward? Seeing and hearing none, mayor's comments is uh this is should be our last uh city council meeting in summer attire. We go to I'm sorry, just want to remind everyone we our policy is after Labor Day, we go back to uh formal coat and tie or more dressy professional tie. I'm sorry, Dr. Glover. you can welcome the wear con tie but

18:45 – 19:320

and there's a lot going on and we just hope that the citizens would engage themselves and support all of the uh activities that's going on in the city so that they can be successful as we put forth the effort to uh to do a lot of things to engage our citizens and improve their quality of life here in the city of Fedville. So ladies and gentlemen, we need to go into an executive session to discuss personnel matters. uh you are welcome to stay but we will recess to the executive session room conference room. Um we will come out and report what we need to report but other than that uh if you want to stay you're welcome to. If not we thank you for being here tonight and uh we pray that uh you will continue to be blessed. Mayor

Do I have a motion that we go to executive session? So move. Second. Properly moved and second. All those in favor signify by saying I. I. Any opposes? No. Thank you.
