Contrary to popular belief, we did pay our utility bill and that's why we uh you're sitting in the dark only because we want to make sure that the projector which is not working. We have to use a portable projector that you will be able to uh see the slides as they come up. Uh like to welcome you all if there are citizens here. We thank you for showing up to see your city government and uh as we move forward and plan and conduct the business of the city. to our staff. Let me say thank you. I know that there's some long days and we add to it sometimes, but uh too much is given, much is required. Okay. So, at this time, I'd like to officially call the meeting to order. Uh Councilman Daryl Langford has agreed to give us our opening prayer. Then we ask if you would be kind enough to stand and cite our pledge of allegiance together as we face the flag. So, at this time, I'm going to ask the FA for the presentation on the Fyet County safe streets for all safety action plan presented by the pond engineering company. they come forward please. Pleased to meet you. Thank you for letting us be here and talk to you, Mr. Mayor. And um it's been a pleasure to work with uh with the city with Fed County and and all the cities in the county in developing this safety safe streets and roads for all safety action plan. And so this is kind of a presentation of where we are, which is now kind of near the culmination of this uh this plan preparation. And so wanted to kind of give you an overview of uh of of what we uh what we found through the this study and some of the next steps and such. Okay. Oh, okay. Great. I'll just say next next slide then, please. And so this is just a little overview of some of the items we can talk about. Next slide. So quick overview of the safe streets for all plan. We we uh yeah, it says we've only got one thing checked off with a big green check, but the next three are about to be checked off here in the next week or so. We've uh kicked off the plan about a year ago. Been working on collecting data, meeting with people in the community, meeting with um stakeholders, and and working a lot with your transportation committee for the county of which the the city is part of to to develop these recommendations. So, we've got uh we did a baseline conditions report that we we looked at as well as a draft safety action plan. And now we're looking at a a strategy for submitting projects, getting those uh project uh bundles kind of together and finalized here over the next week to uh to submit for a grant application,

which is sort of the the uh the final step in this process. So a little bit of of an overview of the safe streets for all uh plan is it's it's a plan that will um that looks at uh implementing sort of the safe systems approach that FHWA has has laid out. So the idea with of that approach is that you have safe road you know try to have safe road users safe vehicles people traveling at safe speeds and then what can we do to make the road safe and you know and post crash care is something that's uh that's included as well. So um next slide please. So, one of the things that we did with uh with this process is uh I'll show you a bunch of data here in a minute, but one of the things that's most important obviously is input from the community, the community of uh you know experiencing situations that they feel are unsafe and things that we can do to help with that. So, we did we met with folks in parks, we met with folks uh at a public meeting. We had a public meeting right over at the library that was very well attended. Also, online uh input from this interactive mapping tool. So people could go online, they could drive, drag a a pin and drop and tell us about where they thought they had concerns. And so we received uh 98 comments of specific uh locations. I guess more comments than that, but 98 specific locations uh in the community where where folks thought that they had um you know experienced issues. So that was part of our our considerations in this process. So next slide. So that was combined with safety analysis and um these are some statistics for the county overall. Uh over the last um five years there have been 17,000 uh crashes that are vehicle-tovehicle crashes. Um of those about 800 involved heavy vehicles. Um also on the pedestrian and bicycle end uh you know about 57 bike uh pedestrian crashes and 40 bicycle crashes. So so thankfully a lot less of those than other crashes. But the challenge with those because they're vulnerable road

users is that they're they tend to be more severe. Also 300 uh golf uh uh golf cart crashes that that occurred. A couple of those in in in in Fieldville, but but the majority of those in Peace Tree City where a lot of that activity is. Um you know, so of that we look the main thing we look at here is what is the trying to to develop and look at a high injury network which is looking at fatalities and serious injuries specific. You know, how do we reduce those through through action? And so, um, we looked at, we developed a network that was about 12.6% of the overall roadway network of the county, but it incorporate 90% of those high injury crashes was in within that network. And so, that's what we did our drill down on. So, next slide. Um, other things that it's a little hard to see the different colors on here, but and we a lot of different types of crash causes, and this is just a little bit of a summary of that, but the the very top line that's green, those are the ones that are the fatal and injury crash. As you can see, rear ends have the most crashes overall, one of the crashes, but one of the least when it comes to those kinds of uh uh high injury crashes, whereas what they're calling not not a collision with a motor vehicle, which are basically run off the road crashes are very high as far as those injury crashes. So, a little flip-flop there with those types of uh things, but angle crashes also remain to be a very um you know uh cause crashes across the board too and that was an area of focus as well. So, next slide. This shows a little bit about the uh data related to Fagville specifically. So, we looked at the overall county, but then also pulled out some statistics specific for you all. So, so 5,400 crashes of those 17,000 were um were in the city of Fedville and and 15 fatalities over that frame. And so, um so that was kind of the uh a little bit of there. And then you know there was about I think it was about a hundred crashes that were um serious injury crashes as

well. So a few other things to note we so where were those crashes occurring? So kind of on the left shows uh the locations of those fatal and serious injury crash with this within Favville and um some of the surrounding area. A lot of those again occurring on on your major roads. um uh especially when you look at sort of the vehicular crashes, a lot of those are on the higher speed roads with with more intersections uh that are also state routes partnering with the Georgia DOT being really important in this. And I probably failed to mention because I talked about the county involvement, but the Georgia DOT has been involved with us through this process uh as well from from district 3. And um on the right active mode crashes and that shows where there are a sort of bicycle involved and pedestrian involved crashes. Those are also on some of your major roads, but a few on some of the more minor roads and particularly getting more concentration that area where where there's a lot more walking occurring within your downtown. There's a lot more. It's great. You've been doing a lot of walkability improvements, but there's also been a few few crashes and things like that that we that we've noticed in those areas, too. So, next slide. So, on the left kind of shows that overall high injury network where all those dashed lines are. the colors on show who who's responsible for those roads as far as u you know maintenance and operations. So the ones that are shown in purple are the are the state routes where the Georgia Department of Transportation is is the overall responsible agency. So again a lot of opportunity and need to kind of partner for the county and the city to kind of partner with with GOAT to to try to fix some of the safety those roads. So so this network was developed again it's about 12% of the overall road network of the county based on crash rates and crash history. But we also looked at bicycle and pedestrian risk factors that we get from the Atlanta Regional Commission. And then again, we also looked at the crash rate for those um fatal and seriously injury injury crashes. So next slide. So project locations. Another thing we did then was to look okay from this what what we want to do is again

develop actions and there's three three ways that there's actions. Some of them are related to are there things sort of policy related that could could occur also um from uh from pro program related and we're going to talk a little bit about the projects here. You know we do have some other things like ongoing programs for for example um safe routes to school and trying to to enhance school safety in the area sort of program type uh type of uh results of this. But right here, this kind of shows some of the intersection projects. And you can see that the city also kind of had their own ranking of some of the projects. And the ones that you ranked as your top five were actually in the all in the top 10 as far as the county's ranking uh system, you know, countywide. So, in other words, you've got five of the top 10 crashes were were also your top priorities. And uh we the the ones that are that rank the highest in the city don't all rank the highest countywide but those are you know when you look at your in the city some of those corridors are um are still pretty high up on that list. So so priorities for you all but but also um you know priorities overall for the for the county. So the next the next slide and this please don't try to read the slide. What this is trying to intending to do is to show that we tried to go through a process where we looked at a whole lot of different types of charact criteria when we looked at evaluating and rating these projects. We looked at the high injury network, you know, whether or not there's serious injuries and crashes. Um, you know, whether there are any design deficiencies on the projects and things like that. So, this was again not not just how we identified the network. Once we identified the network, we wanted to go in and kind of rate the project. So we used a lot of criteria to try to to try to do that and give an get an idea and again we but then also had a lot of discussions with the transportation committee and a lot of discussions with with with other stakeholders to make sure that we're that we were um they were on track and made a few adjustments. And the next two things just show you just a quick quick example of some of the some of the sheets that we have kind of in the back that talk a little bit about some of the projects

and some of the recommendations that could that come out on these. Well, this is an intersection project uh sort of fact she chief for for Jimmy Mayfield at at Helena Sam's Parkway. One of the things we're finding there is that there's a bit of a lot of high speeds in that area near this intersection. We feel like those are contributing to to crashes and and there's a lot of uh red light running crashes going on in that area. So, some of the things that we um think could make some sense there. you intersection, you know, it's it's all sort of built out to your normal, you know, sort of uh uh criteria that you would have for like a G do or county type intersection with turn lanes and good striping and all that. So, um, some of the speed control, trying to get some speed feedback signs there, putting in some some radar units that would help to try to, um, uh, you know, give people that information about their speeds. And also looking at those those, uh, yellow timing on those lights to see optimize that to make sure that we're with our yellow and all red timing that if someone is running the red light, there's less of a chance of them uh, you know, crashing to to another vehicle. So, so there's a little more detail in there than that. That's kind of the high level of that sort of technology solution. The next slide kind of shows a sort of looking at things from sort of a corridor perspective here. And this is the state route 54 a portion of the state route 54 which ranked pretty pretty highly for you all. And again there some of the things trying to look at um how we're enhancing things uh for ability. Uh there's some some vegetation trimming to prove some sight lines that's recommended here. Speed management measures again with those feedback signs and and also um trying to have some radar type uh you know warning signs uh for um for that. I'm sorry I said the radar signs some LED enhanced intersection ahead warning signs so that when someone comes up on the side road it can it can flash and say wait there's somebody at that intersection you know up ahead. So again these are some of the technology solutions. We also have recommendations throughout here for things that are geometric oriented. some roundabouts and other other types of things, but but I pulled these out because they're a little unique and probably different than some of the

other uh you know, types of solutions that you'd see in a normal, you know, or standard type transportation plan. So, anyway, I tried to go quickly because I know there's a lot of grant that you've had this in your packet, but uh hopefully um I was able to cover some of the some of the things here and we'll be happy to answer any any questions that you have. Well, I have one before the other council members chime in. Mhm. Um, have you done a comparative analysis between what you found here in Fedville and what you may find in cities similar in size and traffic density? Yes, we did we did do a comparison to the of of the county to the state. One thing that we found with the county and the state was that um you actually as a county are a bit lower in your in your crashes than the than the state average for you know for these similar type of areas. So that was a good um you know a good measure and starting point um you know it shows you guys are doing some some things right you know definitely as far as uh trying to enhance for safety. We I don't know if we did a direct uh comparison with a lot of other uh of other big cities uh your your size but um I know that the lot a lot of the similar types of challenges are being had here which we're seeing in cities that are all over. One is high speeds and another are these, you know, when you talk about the injury crashes, our our pedestrians and bicycles are are pretty heavily involved in those in those crashes percentage wise. Yeah. I've noticed that as I drive around other cities, there seems to be a propensity uh and I don't know why, but people seems to be driving a lot faster, you know, and I don't know if we have enough of controls to uh to mitigate that, but u you know, I'm sure there'll be some recommendations. Now, the recommendations that you've made, are these forwarded to the county and to G DOT to try to help prioritize what can be done in the cost? Yes. Yes. So, these recommendations are are laid out. Again,

some of these are are project specific recommendations that will be things for the county to look at there. They'll be uh a after this plan is complete over the next year or so, they're going to be embarking on an update to their comprehensive transportation plan. So some of these safety improvements can be fed in and and sort rated along with those. Um also the Georgia DOT because a lot of these are on state routes. Again, they've been the partner on this and I I still you know falls to the transportation committee which is the you know uh the county's committee to be working with GOT to try to further those and and that was one thing that came out of the study is the idea that you have to have a you know that they they want to see that there's a body in place that will help move these things forward. And so that's what that transportation committee is going to has agreed to do sort of moving forward is to to look at these safety improvements and how they get programmed in and coordinated through with the county and GOT. Thank you. I don't want to dominate the discussion. I have a few more, but council members, I guess the answer is driverless cars that obey the speed limit. Correct. Well, that would be nice if they they came in, they could have drivers in them, I guess. But just just, you know, obeying the speed limit and also, you know, because there's there's a lot of chances of aggressive driving and distracted driving that occur on those higher speed crashes. I just saw a a program on those way driverless cars and Oh, yeah. what they're doing and as far as speed limits and and their safety factors. So, yeah. Yeah. No other questions from the council. Any questions from the citizens comments? Chris, we have representation on the county transportation planning committee, right? Yes. It's it's myself as the voting member occasion fills in for me if I can't here. And we make sure that the recommendations that are directly uh attributing to faded bill are at least addressed and not just you

know take the plan and put it on the shelf. Yes, we will be working with G most of the recommendation is going to be G. We'll be working with G very closely. Okay. I want to make sure that you you look at the some of this data and analysis the impacts that um speeding is h that is creating in our downtown and this information needs to go to G dot because they need to see the impacts of state routes coming through downtowns and the high speed that people travel. I know G DOT's main goal is to move traffic, but we also got to be sure we're protecting our pedestrians in our downtown especially cuz I saw a lot of crashes there with pedestrians and the data. So, yeah. No, that that's a good that that's a great point. And in fact, one of the programs that's that's identified in the report is to to to have to look at at speeding comprehensively as well and and have that be an ongoing program. So looking at what we can do from the enforcement end, there's the education end, but also looking at speed limits, you know, comprehensively and and speed, you know, speed control. Um, I think Gott's open to, they say they're open to having those conversations, but it's also something that requires, you know, analysis of of every different road and things like that. But I think there's uh information that committee can have. Yeah. Well, thank you very much. We really appreciate you and your your your team for uh conducting this and helping provide this plan uh in this analysis and we uh we pray that uh you know we'll be able to use it effectively to justify making sure that we put in safety uh corrections to safety problems. Item number four, recognizing city staff members Karen Austin and Agnes Bridges for academic achievement of city manager. Good evening, mayor and council. Good

evening, sir. Um, as you're all aware, we place a high priority on leadership development here in our organization. Um, most of our leadership team goes through leadership training programs on a continual basis. And tonight we're here to honor and recognize two uh employees who have recently graduated from a leadership program. First, I'm going to um recognize Karen Austin from the finance department. She recently graduated from the public finance leadership academy and that is a program that's offered in partnership between the Carl Vincent Institute of Government and the Georgia government uh finance officers association and it equips new and emerging public se public sector financial management leaders with the knowledge they need to successfully manage the fiscal affairs and activities of a local government. And that's a like I said I mentioned a six-month program a pretty comprehensive program. So, we want to honor uh Karen Austin tonight. Council, can you come on down to We will. Yeah. Two minute speech. [Music] Let me get out of the way. [Applause]

And the second employee we're going to recognize tonight is Agnes Bridges who works at the municipal court. Um, and I just want to say this, if I had half the energy that Agnes has, I'd be accomplish a lot. So, um had recently graduated from the leadership fitt program. This is a 9-month program that provides opportunities for individuals to enhance their civic uh civic knowledge of Fyet County, uh develop and further enhance their leadership skills and network with leaders across the community. And the class also completes a group project. Um and Agnes, you may want to share what the group project was this year. and uh they also participate and volunteer through various events throughout the the county for during the year. So congratulations Agnes. Thank you so much for that. Thank you to the city council as well as the administrative staff for the city of Fedville for giving me this opportunity to participate in this leadership program. It was very rewarding and a great experience that given me the opportunity to work with one of the local foundations here in Fville which was clothing for the children. I spent a lot of time working with them and I enjoyed it and I would like to continue my success in building the foundations here for the city of Great work. smile. Thank you.

It is always good to recognize the accomplishments of our staff members who go above and beyond in their professional arena as well as contributing to the city. It just gives the city a I think a good uh reputation to know that we've got highly qualified um dedicated uh staff members who push beyond just their normal certifications and qualifications. So, congratulations to both Karen and uh and Agnes. I apologize. Okay. All right. Public hearings, ladies and gentlemen, consider ordinance 2512, City of Favville Charter Amendment, presented by our city attorney, Mr. Patrick Jockstader. Good evening, Mr. Mayor, Council. As you are all aware, during the most recent legislative general assembly session, we sought to have the general assembly modify the city charter to correct a a number of sort of anacronisms in the charter and also to address the salary paid to the mayor and council. Uh that legislation did not get through the session. It will remain pending and it may get through next year. Um, as you are all aware, your salaries for for the council is $7,800 a year. For the mayor is $11,400 per year. We did a study a while back and determined that those were woefully low compared to similar cities. And the legislation that was submitted would have increased the salaries to uh $25,000 per year for the mayor and 20,000 for city council. as this would also replace your stipen. Um, and as you were also aware, and Mr. Gibson just told me of this, a few years ago, you were all removed from the health insurance plan. So, it it sounds

like a big increase. In reality, it is an increase, but it's probably not as big as it sounds like sounds like it might be. uh in order to ensure that things like this don't happen kind of in the quiet, you know, in the dark, Georgia law allows you to do this, but requires you to give a lot of public notice. Before this meeting, we have run notice in the paper three times. Um you are required to hear, consider, and adopt this ordinance if you so fit twice. You will you'll be required to do it if you so choose at this council meeting and then then again on June 5th. each time will be preceded by a public hearing. So, the purpose of tonight is to have a public hearing, hear any comment, and then for you to consider the adoption of the ordinance to raise your salaries as noted before. Thank you very much, city attorney. Um, we will open this up for public discussion. Is there anyone who wish come forward to address um this proposal to the charter change? Anyone? Okay. uh the art walk will happen. And then we also have the amphitheater concert purple madness in concert uh on Saturday night. Um, Tuesday, May 27th, we have our next mental uh monthly mental health webinar and we've been having really good attendance in those webinars and they've been really good. And then uh Monday to Friday, June 9th the 13th, just let the residents know we will have our junior firefighter camp um on those dates. I just want to we all know and we all heard um last week that our police chief has decided to retire. Police, Chief Scott Gray. And um I want to thank him for not only his service here to the community for eight years as a chief, but also his 35 years of service as a police officer uh in many different areas in the in the state of Georgia and also his leadership on the Georgia Associations of Chiefs of Police. Um it's been he's accomplished a lot. He came in when the department was kind of struggling at a time we didn't even have our state accreditation and he jumped us up to get our state accreditation and also our Kalia accreditation. So kudos to him and thank him for all his service here uh to our wonderful community. I also want to wish Dr. Nia Glover, council member Dr. Nia Glover a happy birthday which is May 16th and uh Council Member Scott Stacy May 31st. Scott said he's turning 40. So again, we'll celebrate after the meeting with some cake as usual. I guess Dr. Glover's turning 20 then. We already knew that though. That was um and the May work session has been rescheduled to Thursday, May 29th as a result of Memorial Day holiday. And I I

guess I did forget to mention that we will have a memorial holiday event here at the city at the amphitheater on that sat on Saturday the 24th. That is the 24th, right? And that's it. Anything that you wish to share? nada. Okay. All right. Kind of quiet tonight, but uh I too want to uh uh extend on behalf of the entire city council uh our gratitude to uh Chief Scott Gray for the tremendous job he has done in serving as the uh chief of police and uh those things that our city manager has already articulated already well known. But more than anything else, he has uh you know um really committed himself to making sure that the citizens are protected and that we hire qualif highly qualified officers um to make sure that that is done. So uh there will be at least a uh a retirement ceremony gathering and for the staff. you will get an invitation when it's finalized. But, uh, it's good to have him, uh, you know, know that the city really appreciates his service for those years. um to the council. Uh on next Thursday on the 22nd, uh there is a Metro Atlanta Mayor's Association meeting and we have been told by the leadership that we can extend an invitation to the all the council members and our city managers. So, if you wish to go, that's at 11:00 a.m. on the 22nd and is going to be held

Uh when I was in attendance of the last meeting, I addressed you all about some concerns I was having and um some of those have been resolved. I'm very grateful for that with the help of um what code enforcement. Finally, uh, the auto shop that's been running in my subdivision has been shut down. He's been running it for 13 years. So, that's has ended, and I'm very grateful for, um, for them for taking that very seriously. Uh, they were able to also assist with some overgrown shrubs. Um, there was some confusion as to whose responsibility it was because the section of the subdivision I'm in is not under an HOA. So, I had to take the initiative. Um, I wish I could have gotten more people involved, but some people they like it. It is what it is. I took it upon myself and I took on the cost and it was a heavy cost, but I did remove those with the approval of code

enforcement. Those shrubs are down. I am now uh waiting on uh a design so that I can improve the entryway as people come in and um hopefully everyone in the subdivision can benefit from that. So, I want to say thank you um for assisting me with that. Um I was also able to reach out to public service um to get some other things going. There was some issues with uh the drain. It it said they were doing some work. Stuff happens. They're they came out immediately. They're tending to it. I don't have a date when it'll be fixed, but they've they're they've been in contact. Um I think the other thing that I'm working with them that I because I haven't received a response is I was so happy to hear tonight I don't want to go over my time. The safe uh streets and roads action plan and I hope that that bleeds into subdivisions. Uh my cameras I'm on the corner and my subdivision is on the corner of Motier and Cornwallis Way. My sub my address is 540 Cornwallis Way. I've been a citizen of Fy County since 2002. I've lived in the home since 2004. And there is no um there are no pardon me uh sidewalks. And right at the corner, the children all these years, including when my children, they're now 33 and 30. I'm a grandmother now, but even my children had to deal with going to the bus stop. There are no sidewalks and cars are speeding rapidly. They're my camera catches the children scooting to the side regularly all these years. And I have asked and requested, first of all, I want to say thank you. So, I don't know if it was their department or code enforcement. They did put a police sign up, you know, the one that says 25 mph. Yes, sir. Um on Bell Drive, but Mochier is where the high speed is, and they do not stop for either stop sign. And that's where the children are coming out of the subdivision going in and out to go to school. And it is not safe. And so I've

requested, even if there's a different solution, I am open to hearing it. But I simply requested um speed bumps, something to slow these people down. Um, I don't know the cost of these things. You know, when my staff comes to me ask me for stuff, I cringe. So, I get it. I get it. But we are talking about the safety of children and it has gone on for many, many years. Unfortunately, you live as you said in the uh subdivision where there is no homeowner association. You can't compel people especially in your community to help you. But you taking the initiative upon yourself is says that you're really a citizen who understands that you know you have to contribute something and hopefully the other neighbors will see what you have done and want to be a part of that. The city can get involved because it's private property but where we can get involved I assure you that our staff and Mr. Himman has already told you that they're obviously looking at things to try to mitigate some of the problems especially with the children uh you know standing there for buses.
