An ordinance establishing procedures for sewer bill adjustments. um we made this four times a year april august october and january so quarterly Yeah, we're going to, yes, we're going to do one of four. We're going to do it quarterly on those dates.

Right. We have to attach months, as opposed to .

No, we are going to attach months, because what we're doing is we're trying to free up our staff to, because I know that you're very organized. Not everybody is. And it takes hours and hours of research at times to do this. So, January, April, July, and October. And Mike, I sat and counted this for you, thinking I'll catch the pool. So, you know, I've got to carry it into October. Because I have to do it anyhow. So, this isn't all about pools and landscaping. These are also, we have people who have

toilet run we will do a forgiveness every now and again on those in case there is however you know what again it my staff is smaller than it used to be where you know we went from three to two and it does not everybody is as

organized as you when they do this. And a lot of people say, so then we do calculations, but we also take the time to verify, you know, there's a trust, but verify thing here. So.

I would just, most of the, most of the people who have been, I need you to prior to that.

I'm trying not to take the tact that all the municipalities around us are, and you get it one time a year, and that's what you get.

I think this is one that's looking for a problem. This is not an ordinance looking for a problem. This was a problem that we're trying to correct what's been going on. When we spend eight to 10 hours a week just doing adjustments, not an exaggeration. They have other things to do besides this.

I agree. That sounds like a lot. By my understanding, when we're going to give you the water usage and then you take what we give you and subtract it,

You're the only one that shows up with anything decent. Everybody else says, well, I put four inches of pool, it's about this much. So then we have to do, so we have to establish a guidance. I think you'll agree with that.

I absolutely agree with that.

And this isn't about- It's important. I did it so it encompasses the biggest pool months so that we do it all in one. So May, June, July are probably when people are going to fill their pools.

So I did take a lot of thought in.

So move Move 20 miles East and you get it done once a year. I mean, I'm trying to, I'm trying here, you know, we we've. Like you want this job, Mike, you know how to get it. Just say the word. So I'm just, we're trying to establish something. You know what? I'll be, I've always said, if I'm the first person to say that this doesn't work too, then we'll, we'll revisit this. um like to direct connor attorney's office in assistance with the planning commission to update our comprehensive plan bill you want to add any color on this sure it's something that every city needs to do every few years because when somebody's challenged say a rezoning variance special use things of that nature one of the things the courts are mandated to look at is um your how does your comprehensive ranges plan plan for the ir and and how long has it been since you updated it So, it's not just the courts looking at your ordinance and go, oh, okay, move it on. It's a multi-faceted analysis of about nine factors. This is one of the nine. And I highly recommend that you start the process. It's done by, typically by the planning commission, and then we bring it to use a combination of texts, or text areas, maps in the large scheme of this general area. You can plan for commercial, etc. So well worth doing, not necessarily horrific, and it'll come to you ultimately.

And our last comprehensive plan was updated in 2014, so we're They're usually good for about 10 years. We're a couple years behind. I know we started it, and then it didn't go anywhere under the previous administration. So this is one of the things that's been on our list. I think we should probably go forward with that. Next item I have on new business discussion possible action of the CEDC recommendations. CEDC met July 23rd at 5 and make the following recommendations to the city council for your approval. We have three into redevelopment desk grants. The first being Dale and Sandy Horn. for a fence replacement, which is a second grant for $1,000. Adam and Alicia Hinkhouse are doing a roof replacement. It's a first-time grant for $2,500. And Robert Campbell is a first-time grant doing government-gutter replacements for $526.50. We have one out-of-TIFF redevelopment grant for Alice Hirsch who did tree removal all out of TIFF. grants this year, $1,000. And then we have a new category that Gwen is preparing the ordinance for, but we're going to do two sewer grants. This has been done in a lot of the municipalities where Jacob and Klein have the TIF programs in place. And what it is, it helps people within the TIF group TIF district who have a sewer failure receive assistance. Anybody who's done this knows it's a very costly event.

And we will have the complete program in ordinance next time.

But we do have two grant applicants. John and Nicole Harmon had a $15,000 sewer program for a $10,000 grant. And Cherie Young had a $10,500 grant.

Sewer project, 75% of that being $8,062.50. Those are your recommendations from the city, are from the CEDC. Motion to approve these recommendations. Second. Motion from Nate. Second from Alex. That's going to be a roll call. Gillis. Yes. Boggs. Yes.
