9:38 – 10:230

That'll do it. Okay. We have no new business or old business, but we've got lots of new business. And since we haven't done this in a while, I'd like to have a motion to enter an executive session under five C1. The appointment, employment, compensation, discipline, performance, or dismissal of specified employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

10:21 – 11:000

10:57 – 11:210

soon as he graduates it'll be out. I don't know if I gave him the next day off or not. So he's going to fire back to his rotation. So I guess it's uh doing very well. So very good tracker, very good narcotics works. Should be a good dog. Thankfully, it's much more.

11:32 – 12:030

I saw that. Who was the person created? Well, I'm not sure who created it, but they named it this Pat Summit. Yeah. Is is in women's basketball. I mean, she wasn't quite Johnny Wooden, but I mean, you know, I mean, I know she Yeah. And it's like courage kind of courageous. Most I think it's called just playing most courageous award.

12:00 – 13:360

Nice. I mean, obviously everything I think it was made to myself. So, how's he doing? Personally, I I I think it's just personal because they can't really go in and do well. Well, I don't know. I don't know if they if they have given him that option. We don't want to do this. But I mean because he I know within the last year he went through and he had pimple. So I don't know if second week

13:360

right.

13:39 – 14:260

So his thing when and the church got torn down. They just started the Catholics port. So that's it's on the ground. It's not all the main church looks like it's a skeleton there. It's still a structure that you would say, well,

14:25 – 14:570

I was going to drive past. Yeah, I I didn't really know that pass yesterday, but the guy took the rest of the the portions down today. the main pile. I don't know that would be the same as best.

14:54 – 15:430

Yeah. It's a It's got a twocar garage door and then it's got another besides that church that I don't there maybe they store stuff in there, you know what I mean? Yeah. I mean, but it's still looking for their doorstep got money when the guy putting the coffee can stop out there and he bought the house. How much cost?

15:43 – 17:340

And that's all it cost cuz he gave it to me. I stopped and was looking at me. He says, "Were you you know, you just kind of wait until people ask me long, you know, till you ask. And I and he said, "You can get called." I said, "This is we are." He called me back next. So, we're out there the next morning. That guy comes walking and then I KNOW what I hope they do. I hope they put in your house. You did put some nice stuff in there in the garage. Old garage. Yeah. It was like they were took a thought they were fault to get an answer about this who really had the authority and everything. So, I don't know. I would think it's got to be worth it.

17:36 – 18:200

But we're talking about building garages. I don't know. I'll drive past that, too. You know, anytime you build a garage or something like this, they say somebody come and say, "Oh, shoot." Big enough business. Okay. Well, you know, my grandpar's the biggest garage I ever been in. But he said, "If you ever do it to it, right?" Yeah. Well, I had mine in the back. I had it steak out. Neighbor walks across the back. He's just kidding. He said big enough.

18:29 – 19:500

Oh, yeah. Where was that at? Not here. No. Oh, well. You guys find any more buildings? We have two left. You know, we're just trying to keep staying on there indication. I call I call him a kid. It was April.

19:51 – 20:190

It's April. Well, it's not hot yet, but Well, in The last time I heard him talking about waiting months, right, but with the nice days that we had, it would have been nice to

20:17 – 21:000

But so we'll see. I think you know it's it's Kent and Bobby, but I think their boy Christian is the one that's going to run. Yeah, I think where was your kid going to school? the one we were the senior this year. This year he he's in the Air Force.

20:57 – 21:310

Oh, he's actually Hunter played football wars for a year and he went transferred out to ISU. So he got hurt pretty good and so far. So how do you like ISU so far? He likes it. He's supposed to be an accountant. That's what I told him. He changed his major laws. I said, "What are you doing?" I do not. They end up doing it though. Don't do it. Oh yeah.

21:27 – 21:540

Sounds like you're money or go to or somewhere there. You're not going to make it. You know what I like in life is because I like spending time with my kids. I don't like being at work all the time. So Jackson wants to be a cop, too. Don't do it. Go somewhere else.

21:58 – 22:260

Well, somebody just got down where they came. Well, they were they were in 419, 429, whatever. I just Well, it pisses you off, right?

22:35 – 22:520

But you don't like the account. I worry about AI getting to be done counting, you know. That's what he was saying to you, did he? Okay. Cuz I don't know. I mean, it's going to take over some of it, but I don't think it's going to be everything, but then it's going to push those accounts out to those other jobs.

23:01 – 23:200

They tell you He put zero and they talk to the guy in the Philippines.

23:28 – 24:130

All right, it is 6:16 and we are returning to regular session and I will need a roll call, please. Gillis here, here. Smith here. Fleming here. Rose here. All right. Thank you. Um, is there any action we need to take out of the exact session? Yes. I make a motion that we accept the 3% cost of living increase for employees of the city of Farmington with the exception of four. Have a motion. Do I have a second? Second by Nate. That is a roll call, please. Gillis, yes. Bugs, yes. Smith, yes. Fleming, yes.

24:110

Rose, yes.

24:14 – 26:120

All right. Thank you. Um, we've done that. We've done that. Next item I have is for discussion possible action for the CEDC recommendations. Uh, CEDC met March 26 and make the following recommen recommendations. We have an intive residential grant uh for Don and Sandy Pekkham to replace their sighting for a $2,500 grant. And then for fiscal year 27, we're going to I make the recommendation for the following grant authorizations. um in our commercial redevelopment tiff grants uh capped at $7,500 or 75% of the project and earmarked $50,000 for that program. Uh residential intif redevelopment grants firsttime grant $2500 or 75% of the project repeat grants capped at $1,000 or 75% of the project. All grants subject to CEDC and EDC approval. EDC is the economic development council through uh um Jacob and Klein. Um this is a reimbursement program that requires full payment of projects with proof before reimbursement happens. Um residential out of tiff grants. Um, these are grants that come directly from our general fund. So, there is not a funding for this, but um, all grants to be capped at a $1,000 or 75% of the project. Uh, the monies for this grant come straight from the general funding cannot benefit from the TIFF funding source. All grants must be approved by the CEDC. This is a

26:10 – 26:550

reimbursement program that requires full payment of project with proof before reimbursement. And this is a change that we'd like to see from previous. It used to be a 2500,000. This way we can give $25,000 grants this year. Um grants must have approval before beginning of work and must be completed withund within 180 days. If there is a delay in completion, communication is needing. Um, we know sometimes contractors get behind. Weather sometimes does not make things easy and we will not fund grants that have been completed.

26:53 – 27:320

So, there $25,000 cap on that. Yeah, $25,000 cap on the out of TIFF redevelopment. And I will have ordinances for these next time, but that is the consideration for the CDC. I can make a motion that we approve the CEDC recommendations. I second that. I have a motion from Joey, a second from Alex, please. Roll call, please. Gillis, yes. Bogs, yes. Smith, yes. Fleming, yes. Rose, yes.

27:28 – 28:210

All right, there is that. Um, next item I have is discussion, possible action on an intergovernmental agreement for maintenance services with the township park. This is the same program that we have done for the last 10 or 11 years uh where our city guys take care of weekly mowing, daily cleanup, and they do some light maintenance. Um this is we've agreed to $17,000 to 23,000 depending upon what they want us to do. But this has been the same agreement that we have used for a lot of years. Make a motion that we adopt the inter the intergovernmental agreement between uh Township Park and us for the maintenance services.

28:18 – 28:380

Thank you, Alex. Have a second from Nate to approve the intergovernmental agreement with Farmington Township Park. That's a roll call, please. Gillis, yes. Bogs, yes. Smith, yes. Fleming, yes. Rose, yes.

28:35 – 29:270

Thank you. Um, hey, I've got the next item is an ordinance declaring city assets as surplus. And there is a list of items that we are going to be letting sell at by sealed bid on the third page of this. Um, but what this does is it allows us for three weeks to accept sealed bids. We'll open a bid. Um, May May, sorry, I have to look at my calendar.

29:26 – 29:580

May 4th. May 4th is what I have. Yeah. So I can make a motion to read ordinance number 2026-308 by read my mind Joey. That is a motion by Joey. Was that a second by you, Alex? Yep. Read ordinance 2026-08 by title only. That's a roll call, please. Gillis, yes. Bogs, yes. Smith, yes. Fleming, yes. Rose, yes.

29:56 – 30:380

All right. This is city of Farmington ordinance number 2026-08. An ordinance authorizing the sale of surplus personal property of the city of Farmington. That is your first reading of 2026-08. Like to make a motion that we wave the second reading of ordinance number 2026-08. Second. That is a motion by Joey and second by Alex to wave the second reading of 2026-28. That is a roll call, please. Gillis, yes. Bogs, yes. Smith, yes. Fleming, yes. Rose, yes.

30:37 – 31:010

Like to make a motion that we adopt ordinance number 2026-08. Second that. I have a motion by Joey and a second by Alex to adopt ordinance 2026-08. That is going to be a roll call, please. Gillis, yes. Bogs, yes. Smith, yes. Fleming. Yes. Rose. Yes.

31:02 – 32:280

All right. Thank you. Last item I have discussion possible action. Um we replaced storm sewer between 1 and 2nd avenues from probably from Prospect on Second Avenue down and behind three properties dumping out on Pearl Street. We're having some troubles getting grass to grow through there. Um we I I've bought a lot of grass seed. We've tried um talked to several people. Um Shiloh did some um leg work and it looks like we'd like to employ a professional to come and plant grass because now when it doesn't grow then it's on them not us. And this is for three pro the three properties along the back. I need to double this because we're going to have to go up cuz if we're going to do the three across the back, we're going to have to do the one going up as well. So at this point, I would like to get an authorization to bring this hydro solution people in for $13,000 to plant our grass seed and make it grow for once and for all. We tore up our citizens yards. We need to make it right.

32:26 – 33:110

Make a motion that we uh allocate $13,000 towards fixing up the uh yards. Thank you, Alex. I have a second. Second. Second by Nate. That's going to be a roll call, please. Gillis, yes. Bogs, yes. Smith, yes. Fleming, yes. Rose. Yes. All right. That is all the new pallet business I have. Thank you. Leads us to committee reports. Jenny is gone. Joey, do you have anything further public safety tonight? Nothing to report, Mr. Mayor. Thank you. Nate, do you have any sewer issue? Nothing tonight, sir. Thank you. That leaves you, Alex. Three sidewalks garbage.

33:09 – 33:460

Nothing to report. Just a quick question. If uh somebody wants to view some of these items that are surplus, when will they be available to view? So, it looks like we're going to have them staged at public works with a phone number that they can make an appointment for viewing. But we have four squads, two pickup trucks, a two-tonon drum truck, several mowers. Um, but in the ads that we run, we'll also have a phone number to make an appointment to view them.

33:44 – 34:100

Fantastic. and citywide cleanup first week in May. Curbside, whatever your garbage day is, is the day that your curbside cleanup will be. And there's a list floating around of the dos and don'ts. Correct. Leslie, do you have anything parts and recckwise? Nothing.

34:09 – 34:520

Thank you. Dave, you have anything to add on buildings grounds? Just a quick update on the actual demo. They are in the process of asbestous removal. That'll go into next week, which will delay our actual demo that we planned on starting next week. So, we're looking at the demo somewhere towards the end of next week or possibly the week after to start the demo. That's all I have. All right. Thank you. Anybody out here? Dave, Jeff, Jim, JT? Motion to adjurnn. Second. A motion and a second. All in favor say I. I. Opposed. I.

34:48 – 34:590

Thank you. That'll be all. Okay. As
