down. Hey Heat. Heat. Hey, hey, hey. Heat. Heat. Good evening and welcome to theformational meeting for improvement district BR 26F1. On the agenda for today, we will start off with staff introductions, project overview, including location,
description, timing, duration, phasing, details, costs, and funding, special assessments, and we'll end the meeting with any questions you may have. So with us today from the city of Fargo, we have Rick Larson, our project manager, Doug Durgen, special assessment coordinator, Tom Nachn, city engineer, Nathan Borboom, assistant city engineer, and myself, Jason Leonard. So project location. So uh this project is on NP Avenue North from Second Street North to the east side of Fourth Street North. And we also will be doing a little bit of concrete paint repair on Second Street itself in between Main Avenue and NP Avenue. Uh so the project description here so this is a full roadway reconstruction including water man water services to curb stop valve sanitary sewer main in services to behind back a curb replace and storm sewer mains inlets and leads new concrete pavement driveway approaches up to sidewalk sidewalk replacement and street lights. So, timing of this project, we are scheduled to bid this project April 22nd of this year with a start date to likely be early this summer of 26 with a completion of this fall of 2026. Um, and phases will need to run concurrently to finish this project on time. So as previously stated the phasing of the project so we will have three separate phases as you can see um phase one in the green highlighted is uh has a
duration of 100 days and within that phase we will have a separate kind of interim phase on the intersection of third street phase 1A of 60 days and then phase two the intersection of Second Street and a little bit to the east including the the CPR um work down in between NP and Maine uh is part of phase two and that duration is 50 days. Project details. So um there will be pedestrian access planned to maintain pedestrian access to buildings within the work zone at all times. Uh temporary water service lines will be installed above ground to maintain water service while the main is being replaced. Uh driveways if it complies with city ordinance may be widened and they we do have forms available today. Um bike lanes will be incorporated into the new paving plan on NP Avenue and then we also will be improving this area with landscaping areas. Um here's a typical cross-section. So this is pretty similar to other sections of MP Avenue that we have replaced. Uh you can see it's kind of a hybrid approach. We have both the bike lanes in sidewalk. Uh so kind of just moving on the left side of the screen. Uh we have the four 4 inch sidewalk and then there's a landscape furnishing zone where we can um 4 foot 4 inch bike lane uh 4 foot wide and then there's a little bit of a buffer curb and then there's a on street parking and then driving lanes.
So, this is kind of just a diagram showing the typical layout. I thought uh this would be good to add um since this is kind of unique to a lot of areas in the city of Fargo. Um as you can see um the sidewalks in the lighter gray, the brown is the landscape buffer area. Uh the green is the bike lane and then kind of the hatched white area is the driving um slashparking area. So project cost. So the estimated cost of construction of this project is $4,715,259 and with the fees and contingencies we're at $5,941,226. How is this project being funded? So, we have two funding sources on this project. Um, the first being the prairie dog funds that is a state fund through the oil uh revenue from the state um at $4,857,595 and special assessments is a little over a million dollars. Special assessments, how do we get there? So, as per the special assess city of Fargo special assessment policy, uh, water main, including the water service replacement is capped at $69.55 per front foot. Sanitary sewer main including services replacement. Um, is also capped at $6955 per front foot. Um, would like to add here that no assessments for the new SR services. In addition to that cost, uh, storm sewer, 50% of the cost will be special assessed and the other 50% will
be city funded. And the street amenities on this project are up to 100% special assessed for the paving. Special assessment for single family is $9853 per front foot local cost. And then the downtown mix use is $45.75 per front foot direct. And with that, end the meeting with any questions. Thank you.
