If you'll like to join, excuse me, in the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you and welcome. We need to start with a roll call. Miss Harris, will you help us with that? Yes. Council member Hegman is excused tonight. Everyone else is present and we do have a quorum. Thank you. We have an agenda agenda before us. Is there any changes to that agenda we need to consider?

0:46 – 1:060

If not, I will entertain a motion to approve. I'll make Go ahead. I'll second it. Motion. Mr. Willing, you seconding that? Yep. Any discussion? There's no discussion. All in favor say I. I.

1:04 – 1:440

I. Are there any opposed? We have an agenda. We have the city council minutes for November 18. Any u concerns, comments regarding those minutes? If not, we will acknowledge those as they've been uh prepared and we will go to the bills. You have a list of the bills before you. Questions, comments?

1:50 – 2:130

If there is none, is there a motion to approve the bills? Make the motion to approve the bills. Senator Sers I'll second it. Your honor perk second it. Any discussion discussion? There's none. All in favor say I. I. I. Any opposed?

2:11 – 2:440

That takes care of the bills. Council comments. Mr. Schmidt, what's going on in your world tonight, sir? I'd just like to remind everybody this Thursday, December 4th, is the uh annual open house and parade of lights and tree lighting ceremony downtown. Encourage everybody to go downtown and enjoy yourself and uh get a chance to get out and do a little shopping in our community. Thank you. Excellent. Thank you, sir. Mr. Land.

2:41 – 3:260

Uh I'd like to second that. go downtown, get some shopping done, shop locally, support your small businesses. Um, we have the Jingle Bell Jaunt coming up. We have Festival for Families coming up. We've got Parade of Lights coming up. We got a We got a busy couple weeks, so go participate. Um, Festival for Families is a great program that helps give a lot of money back. Give give a lot of money to needy families in the community. So, uh, if you've never been and participated in that, go check that out. That's a good time. Um, other than that, I hope everybody had a Thanksgiving and a good Thanksgiving and on to Christmas. Thank you. Yes, Mr. Perks.

3:24 – 3:440

What they said, guess you can't say it better. You just said it. Mr. Willing. Amen. Good job, Mr. Sers. So, thanks everybody for the birthday wishes last week. I watched the council and I appre I appreciated that

3:43 – 5:420

the government officially told me I was old and was eligible for social security if I if they wouldn't find me so much for taking it. But so couple things on the list. Um festival of families, there's a lot of people in our community that need need help. So, anything that we can do and participate in that to help help families. Also remember the Salvation Army's out doing their thing on the weekends. I want to reiterate that anything the only money we get Salvation Army to support our communities is with what comes in that red pot. We get some other donations. We've had churches, several different churches in the community give some money during the year and stuff which helps us out, but we've been in the past we've been able to do 150 per family per year. Last year was 100. So just cuz the donations were down. So anything that we can do um we helped one person that I'm very aware with cuz I've known this person for a while is ended up homeless living in her car through several organizations was able to get her apartment but it's a week and so Salvation Army yesterday was able to put her up for for a week in a place. So, those are the one those are the success cuz we can bridge we can bridge gaps and we're not just having to go back and forth. But, um, just be mindful and there's another another gal I was talking to and I run into her all the time and I said, "Where you been?" And she said, "Well," she said, "I don't have enough money. I either have to spend my money to come to

5:40 – 7:170

the rec center or I gas to get to work. And she said I chose chose to go to work. So there's a lot of people out there that are very tight and money is very tight for a lot lots of people right now. So, so please be mindful of them and money issues at holidays bring other stresses and financial stresses lead to as chief can probably say family fights and arguments and increases their work and and the chance of suicides go up during the holidays. Um, also be mindful of what people are doing around you. Um, had a couple incidents of of overdoses lately. We need to be be mindful of where people are. I just asked that. And then I'm just going to reiterate we can help everything by shopping local. help the local stores be able to keep people employed by by shopping local and that's what I have. Thank you. I don't know that I can add to any of that so I won't just say amen and we will move on. We have no public hearings or special orders. We do have a consent agenda item or items four there look like repeat repeat events uh for the last few years. Everybody comfortable with addressing those together on the same agenda?

7:17 – 7:560

Yes, sir. Yes, sir. Is there a motion to approve our consent agenda? I'll make that motion, your honor. Mr. Perks, I'll second it. Mr. Welling seconding. Is there any discussion? Get out and participate in these things. I guess before I go ahead. I want to I want to see you in the jingle bell jaunt. I'm in it every year. Yeah, I sure are. It's like I like the tree every year. That's the J that's the you're in the the J. I will say that sometimes it's hard to light the tree and then get down back down. Oh yeah. Sometime it's it's a tight time.

7:54 – 8:350

It's a time crunch in there, but I'm down there every year. It's kind of fun to do that with the kids. So it's kind of cool. I guess I didn't. Is there anyone here that has some specific information that they would want us to know about any of these certain events? You if you you have something specific for one of these events. One city will be performing on December 12th. Is that one of these events here? No. Okay. No, we're we're okay. I appreciate that. Bring it up. Any more discussion on our consent agenda? If not, all in favor say I. I. I.

8:33 – 9:160

I. Are there any opposed? That is approved. We have no Oh, yes. We do have I was thinking we moved move forward. We do have some unfinished business. Uh, and that would be ordinance 257. Mr. Harris, you want to refresh our memory or you want Mr. Either way? Thank you. Thank you, sir. Thank you, mayor. an ordinance approving and authorizing a zone change, excuse me, for property in the city of Evston from industrial established to highway business established as requested by Tracy Lakeok Wyoming Downs LLC of the landmark particularly described herein. This is on second reading. Mayor, thank you sir. Mr. Jacobson.

9:13 – 11:070

Uh yes, there's been no changes from what you heard at first reading. Uh this is a uh zone change request for lots 19, 20, and 22 of the Evston Industrial AD uh industrial center, second edition. Uh what is being proposed is to change the zoning map. It it is currently shown in the red area, highlighted area. Uh it's currently zoned industrial established. They would like to zone that to highway business. Change that zoning to highway business. As you'll note, there is some adjacent highway business uh next to it. Kind of the darker shade purple uh is a highway business established zoning district and the lighter shade purple just to the left of there is highway business developing. So, uh similar land uses. It's in the same land use category. They're proposing to expand that highway business a little bit into the industrial uh park area. It'll consume about uh 40% of that land area that's uh remaining undeveloped within that particular industrial park. Uh upon approval of a zone change, um if approved on third reading, uh you will see a resolution to amend the 2010 comprehensive plan uh which is shown here uh for those two lots that are presently shown as an an industrial established land use. Excellent. Is there any any questions for Mr. Jacobson before we move forward on this second reading?

11:04 – 11:160

I have a couple questions, General. Um I I read over the uh staff report that you sent out to us. Yes.

11:14 – 12:000

There's a couple things I that I'd like to have explained, I guess, because I didn't understand them. Under uh the second or third paragraph of the comprehensive plan, it's amending the 2010 comprehensive plan for lots 1920 block two of the Evston Industrial Center, second edition from industrial established to highway business is inconsistent with the plan amending. The 2010 comprehensive plan for lot 22 block two of the Evston Industrial Center 2 additional is incons or is consistent with the plan? So I I is that because of the way the the ordinance is written because of

11:57 – 13:010

No, this does not have to do with the uh the ordinance itself. It is a uh a future guide master plan uh land use plan for the city. Uh this is the uh f uh 2010 comprehensive plan that's showing on the screen right now. Currently uh we anticipated those two lots that are shown in the gray shaded area as an industrial established land use. It looks like uh with the proposed zone change, they are proposing to expand that area in to that industrial established area, which would require an amendment to the 2010 comprehensive plan. So, uh, yes, it is inconsistent, uh, with those two lots, but it is an expansion of a highway business land use or zoning district, which is a budding other highway business property. So it's

12:59 – 13:180

it is an expansion of the highway business that wasn't anticipated of the words to to make it so it's it can be put into this type of not industrial but for for this development so it meet those the criteria.

13:16 – 13:540

Uh yeah and we're we're on second reading right now. So at the next meeting uh you'll have third reading uh third and final reading of the zone change. Uh following that there will be a resolution on the agenda to amend the 2010 comprehensive plan. So the zone change is approved. We'll follow with an amendment uh that resolution to amend the 2010 comprehensive plan. with the amendment we would uh change the uh land use for those two lots to a highway business.

13:51 – 14:250

Okay. Then just the other question I had is under the section of recommendations the proposed change in the city land use plan and zoning map of subject lots will decrease land area presently available for industrial development. That's the 40% you were talking about. That's that 40% figure that I mentioned. Create an industrial zoned island located east of lot 20. Land use com compatibility between adjacent properties as a consideration for this request.

14:23 – 15:200

Yeah. So, as you can see on the uh zoning map, uh that's that's our current uh zoning map. Uh it's the entire area in the red shaded area is uh industrial established currently zoned. There is a lot just to the east of there uh that is currently zoned industrial established. The applicant had contacted that property owner and uh to see if they would uh join in in the zone change request so that the whole area is highway business. Uh that property owner did not want or wish to be part of that zone change request. So, uh, yeah, with this zone change, if approved, there will be a a a small pocket, a one lot pocket of an industrial established zone.

15:160

Okay. Thank you. I need to I'm sorry.

15:21 – 16:090

We need to make a comment. So, I need to recuse myself from from this. I kept thinking I was going to get a actual official notice that I was within a certain distance from from that property, but in my opinion, there's I think as close as I am and with my business being as close as I am and I I feel like there's some benefits that I can see from this and I and personally there's some detriments I can see for this and with all that that information as close as I am and how it's going to affect where I'm at. I need I feel like I need to recuse myself.

16:07 – 16:380

Okay. Is there a motion uh to approve ordinance 257 on second reading with Mr. Seller's recusal? I'll make that motion, your honor. Mr. Welling, is there a second? I'll second. Mr. Lyn second discussion. I do have one question. So in that comprehensive plan it shows it doesn't show that island it shows that island as highway business. So was it changed from the comprehensive plan to industrial?

16:36 – 17:150

No, this is our future land use guide. We anticipated that area also that lot becoming a um highway business zoned. Um presently it it was always owned industrial established. The property owners uh previous to this owner and this owner have not wished to change zoning. Okay. So the comprehensive plan showed it it recommended it. Yeah. That's that's what we anticipated that area becoming is Yeah. But it's still going to be developing for highway

17:12 – 17:540

land use. I was just curious if it was at one time highway business and then got changed or it's always been or as long as that's been a long it's always been industrial established. Okay. I think back in the day there was some with all the industrial activity that was going on back in the in the late 80s early 90s in that area. I think that was the anticipation or the thought that maybe that would evolve in it. with the motel and the other things going, then then we kind of switch gears and do something that's more consistent with what what the land owners themselves, property owners themselves are wanting to do. Well, and I think that's a good idea to eb and flow with what we got going on.

17:50 – 18:170

I was just curious. Thank you. Any further discussion? If there is none, all in favor say I. I. I. Are there any opposed? That is approved on second reading. Thank you. Thank you. We have no new business. We'll go to uh departments. Mr. Robinson, anything for us tonight, sir?

18:22 – 18:350

Uh, as you may know, two weeks ago, we lost an employee from a tragic accident at his home. Um, it's on. It is on.

18:38 – 19:200

Go ahead, sir. We lost one of our employees from a tragic accident at his home. Um, and it was quite a shock to my crew and the crew he worked with at the water treatment plant. I just wanted to uh publicly tell Brian that uh we miss him and that he was an intricral part of our crew and uh he'll be hard to replace up there. and to uh publicly tell his family that uh we love them and offer our condolences to them. They will have a private familyonly graveside service on Friday and then in February there will be a public event for him that we can all attend. But uh just wanted to

19:20 – 20:040

thank you to uh voice those concerns tonight. So excellent. Thank you. Thank you Gordon. Yes, that topic that's a sad thing. Our our thoughts and prayers go to their go to his family. Thank you for that reminder. Excellent. Chief Renish, do you have anything for us tonight, sir? Yes, sir. Just real quick, once again, thank you and the council for approving the shop pray and also thank you and the use of city equipment to make it make it possible, make it happen. We obviously use all the vehicles, but do the vehicles work and I appreciate it. Thank you. Thank you. Thanks for doing it, Miss Liam. Miss Harris. Nothing tonight,

20:03 – 20:420

Mr. Harris. Nothing, your honor. Okay. Uh, public participation. Is there anyone here from the public that would like to address the council for any reason? Mr. Crawford, did you have something you want to say? Sydney, come and give us that date again for the concert. The concert, right? Um, so the Evston City Civic Choir and Orchestra will be performing on December 12th at 6:00 p.m. And um, it's a free event for the community. We will have some foods afterwards. Um, is that Davis again?

20:40 – 21:130

Davis Middle School. Yeah. Then we'll have a a meet and greet afterwards and invite everybody to join us for the next season which starts uh in the spring. So we have two performances a year. One would be the winter holidays and then the the spring festivals. And there's another upcoming event which I cannot think at this moment. So I just want to thank you for your time and your work. That's all. Thank you. Anyone else?

21:18 – 21:370

This is no one else. Is there a motion to adjourn? I'll make that motion. Seconds. Any discussion? No discussion. All in favor say I. I. I. Any oppose? We're return one.
