So, we hope we're glad you're here and anybody can cite the Declaration of Independence. I'll buy him an extra fizz drink or something. So, but no, welcome. Mr. Sers. I just like to echo Councilman Smith's um comments about Celtic Festival. There's been a lot of work put into it. I get to watch it from the sidelines and everything that happens with that. Savannah Lowry's event manager for that and she has just gone above and beyond and if you got the flyer and look through it there's a lot lot of more activities and a lot of things for the kids and the whole family. So I hope everybody goes out and enjoys the music and enjoys the activities and fun.

We visited last uh work session with Mr. Slater about some plans that he has for um for the airport and with the upcoming Olympics that's coming to Utah in the next little while. um for those on the council that if you if you've if you're looking for some help obviously from this council, if you have some interest in being on that committee, I'd appreciate knowing that and then when the next few days we'll try to accomplish that uh appointment or select who uh needs to be or wants to be on that committee, let me know and then we'll we'll be moving on that u here before very long if that works for everybody. Other than that, I'll just welcome everybody to the to the if that works. It sounds good. Uh, and again, I think this is great to see some of these young folks here uh, in our meeting today. We don't, uh, get to see young folks all that often. So, that's really, really cool. Good to hear your voices um, out here. So, glad that you're here and, uh, and welcome. Um, and with that, we'll go on. We do have the reason you're many of you are here is our awards for our UNA County 250th celebration coloring contest, K through 12. Ordinance 2602 is an ordinance granting a franchise to Visionary Communications LLC on behalf of itself and its affiliates to operate and maintain a telecommunication system in the city of Evston, Wyoming. This ordinance is before the council on third and final reading. And Mr. Mayor, members of the council and public, if you look at the uh screen, you will see that we are joined online uh virtually by Kyle Farley of Visionary Communications LLC. And just joining us uh also his picture you can see that is Mr. Robert Duchan of River Oaks Communications. Um, just as background, mayor and council, this ordinance comes before you in the same manner and form it was introduced. Um, and Mr. Farley and Mr. Duchian and I are ready and able to answer any questions the council may have.

And our first item there is a discussion and a motion regard approving or regarding digit ticket change order for the Lyman Police Department. Seemed like we did this about a year ago or something. I remember discussing this not too long ago.

Your honor, members of council, that's absolutely correct. U Mr. Mayor, the uh we we had purchased since no agency had been on digit ticket in Una County, we had purchased the uh first initial license and uh which allowed us to get on. Since then, the sheriff's office in Mount View PD has attached themselves to our license. The cost uh just like to remind the members of the council, the cost you see within this are not our cost. These are the costs for the city of Lyman. Uh it does not save us any money nor does it cost us more for them for them to get under our umbrella. It saves taxpayers and Lyman money and it's a favor to a to a brotherh agency. The uh plus we've already filled the uh system with with information for citations on state statutes. So it streamlines it for them.

Um, just to add to the fleet for snow removal services and various other things. Uh we completed the bid package and bids and thought we were good. But after a flurry of phone calls today, the attachments are wrong on all three. Oh. So tonight, I would ask that we deny the bid so we can start over.

Well, that's I didn't we thought thought we were good and that's why it's on there, but after phone calls with all three vendors today, the snowplow attachments and wings were not right. Well, that's the issue with this is the the mistakes that were made will affect their prices so much that their bids aren't good. And we can't we can't hold them to this price for what we need. the meetings. But this meeting we had uh was probably the most productive advisory board meeting that I've ever been a part of. It was the really good conversation from all aspects. City, parks and wreck, golf club. Everybody got to have some input. So I think we need to keep keep that going as far as I agree. It was good group and it was a true advisory board. Yeah. I mean all aspects I I think what we came up with really made a lot of sense and there was a lot of different look at different things of what was we were going to give the out of area to and not and why and I think what we came out with just made a lot of sense.

This property is the property uh that we solicited uh notice of bids for um that's located on West Cheyenne Drive in what we call the Burnt Hill area. You remember last fall we approached council about selling an approximate total of 2 acres of of property. Uh we had the property identified through a title report. uh and found out that our title uh went back to the late night late 1800s.

Um and we think uh and in talking with with uh um Mike Davis that this may have been around the site of two settling pond reservoirs that served as a city's original water supply. I heard you say that

that ditch, the Evston city ditch now came around and went through what is now Meadows and and dropped in there and fed that water supply. So we suspect that that's where the property came from. In addition to that, there was a halfacre piece of property that uh JG Brothers conveyed to the city as part of the Burnt Hill development across the street. You might remember that industrial commercial development. Um, so we put them together. We advertised the bid. The advertisements uh were completed. We asked for sealed uh bids. We received one bid from JG Brothers LLC in the amount of $110,500. The minimum bid amount was $12,200. We received on Friday at uh by the designated time the bid and the um it was a cashier's check uh for the full amount of the bid. Uh we recommend passage of the res I recommend passage of the resolution and we have a quick lane deed that u the mayor and the clerk can execute. Uh we've already received the money and I think it's been deposited. for us. So, we better act on this now. Then, I think it's great if this helps Mr. Elling for and with his what he wants to do and his plans. I think it's a it's a win for him and a win for the city as well. So, I think it's I think it's
