Thank you. Hello. Welcome to the CET Council Work Session on September 9, 2026. Welcome to the CET Council again. Thank you all for participating in today's hybrid meeting. In work sessions like this, the public does not have the right to comment. If you would like to see the meeting, you can call the phone numbers on the meeting page of UGEN CET. Thank you again for joining us today. I am starting the UGEN CET Council Work Session on September 9, 2026. To introduce the first topic of the CET Manager Update Work Session, I would like to introduce CET Manager Hariya Mayak. Thank you, Mayor.
In the slide in front of you, you can see some of the advanced methods that were introduced in the Council workshop months ago. The work sessions that are to come have been planned for each focus area. Therefore, I would like to share with the council and the people what is happening in each of the industrial clouds. On September 16, we will continue the long-term financial support activities that started before July of the council. The staff will provide updates on the needs and industrial paths in Vavi and the industrial methods of service. As you may know, these rules and council's budget values will guide the development of the budget from 2027 to 2029, which is to be implemented in the Basant period. In October 28, November 18, and December 2, the Budget Committee will review the financial rules, regulations, and new budget methods. In December, the Council Committee's response will be accepted before accepting financial guidance. If there are specific budget issues, the Budget Committee meeting will be held in December. Otherwise, it is possible to cancel it. The next Budget Committee meeting is scheduled to be held on February 27, 2020, to discuss the Mooladhana match-up. When it comes to community security, we will discuss the Community Safety Parole Tax on September 28. According to the Community Safety Parole Tax Ordinance, a comprehensive review of the community advisory board has been carried out. In this, they include the community security system, the use of revenue, the financial assets of the business, and the security response figures. The report will be submitted to the Council at the end of January by completing it by mid-January at this time. In the work session in September, the council will receive updates on the progress of the activities and initial details on financial assets. In the work session that will take place at the end of October, we will discuss community services, community safety, payroll, and tax returns. On December 9, there will be an update on the activities of the new Chattakudu, which will be established by the City Council. Next, we will move on to the community with the most living facilities. On September 21, we will talk about the general hearing of the home energy score. When listing the house sales, this will be about the ordinance intended to increase the home energy score. The aim of this is to connect the people who buy and sell specific details about the use of energy and cost of houses with energy-saving events. After the hearing, council proceedings will take place on October 14. On October 21, we will talk about Eugene Levy, who is 5 years old. This year, about 43 billion will be spent on library time, digital equity, books, and facilities. Some things to be aware of. Two yearly literacy librarians who are focusing on the communities that are partially isolated in schools and are reviewing the Storytime Go program have also set up a library. The library kiosk will start this month. The first kiosk is expected to be in North or South Eugene at the beginning of the year in 2028. Down-down write-off projects. This meeting is scheduled to take place on November 9. Walkways on the 6th and 7th Avenues, Reconstruction of places where plants grow on walkways, Restoration of Oaks and Pale Roads, Designs and cost figures for new landscaping in Broadway and Olive. These methods are used by the Council to ensure the safety and well-being of the downtown. On September 14, there will be a discussion on data center, zoning, and land use. The council will discuss how the data centres in Ugin will be managed, how the possible community units and other Odigon cities will be managed, and whether Ugin's management should be renewed. We have two things to discuss. On 23rd September, a pavement bond update and a non-existent construction operation will take place. On 12th October, Lift of Eugene is scheduled. This is the report from the Lift of Eugene work session that took place last November. This will focus on the opportunities and financial opportunities of the aircraft carrier. Staff will provide a detailed description of the current financial conditions. In addition, a financial opportunity schedule will also be announced, which will provide an overview of the financial opportunities of the facilities, funding facilities and aircraft carriers. The council will give instructions on how to move forward on the basis of the most practical ways found in the study. Second is security. On November 18, we will discuss automated red light cameras. This will be an announcement about the automated enforcement program called Amidavegadha, which is a red light in remote areas where more accidents are taking place. This program, which was re-released in the Vision Zero Action Plan, aims to improve security and change the behavior of drivers. Finally, we can move on to the problems of vehicle construction and vehicle maintenance. Today, you will hear an in-depth update on Vanija, agriculture, and multi-unit development. Whether it is completed, under construction, or in the construction site. City development plans are scheduled for September 14th. A comprehensive planning staff will be appointed for the first package of city development plans. This will be focused on urban development and business opportunities. Public hearings will be held on October 19th to resolve the problems in urban development as part of the urban growth boundary planning. A public hearing has been held on 26 October for the revolving loan to the rest of the population. This is an ordinance for the establishment of a revolving loan program for the rest of the population. This is an initiative to build a new building with the support of the ODIGON institution. Finally, staff will give an update on the North Butterfly Lot on 9 November. In the use of this mix near the Farmers Market Pavilion, more than 80 building units will be built in the city center. The agency decided to share the development with Paradigum Properties. At the beginning of 2027, the staff will return with the approval and decision of the agency board. With that, my report ends. From the Planning and Development Department, we have our Building and Permit Service team, which is sponsored by PlanReview Supervisor Kandhra Hostedler, Building Official Andrew Bhatti, and Permit Review Manager Meena Roth. We are happy to be able to participate in the activities of this team. This team does not get much opportunity to come to the council. Usually, you do not see them. Even if you often see the planning and development department, this team does not have that much time. Also, I am excited because there are many big calls and problems being discussed at this table. This is an announcement. We can see here the great activities that are taking place day after day in our city of Tirasi. The activities that you are about to see here indicate the social security of hundreds of millions of dollars in the industry and in the market. This is very exciting and our market, Bavanarahidhar, is joining in on these strategic plans. This team is doing hard work. They are working together with external partners and developers in the city. They are very helpful and supportive. You will be aware of it in the actions you are going to see today. We believe you will enjoy this event. Greetings to all. Comercial plan examiners provide details about the next phase of the construction or the proposed construction methods. The commercial plan review team is a part of the internal meeting held every month. This helps to ensure that the projects that are coming forward and the projects that are being implemented are successful for the workforce team. The aim of this project is to ensure that the teams, associations, and social partners who participate in the development of the project are engaged in the proper management of our building and permit services. First, the projects that are completed or under construction. From the Accessory Developing Unit program that was approved by Munkooti, Eugene Nagaram designed the ADU-D-JOEL. The ADU-D-JOEL is available for use on September 2022. The pre-approved library was completed in May 2025. This includes 12 other options for local designers. Jules has about 576 square feet of space. In addition, there is a covered portion with 88 square feet of space. This is available in two options, shed or gable roof. This project is an example of the development of the Middle Housing Cottage Cluster. The cottage cluster is a form of middle housing that covers at least four houses per acre. Each house has a floor below 9,000 square feet. There is also a common motif in this development. In this project of Tyler Renner Designs, there are six cottages, garages and carports related to them. This is completed and fully occupied by residents. This project was completed in August. It is located at the West 13 Le Monde Naval Reserve site. This is a boat that can be used to carry homes for goods. 81 new boat units including Head Start and Early Childhood Care in Lane County were developed. There is an early learning centre on the site to fulfill not only the needs of the community but also the needs of the students. One, two, and three rooms of the units are located here. This project is a U-Hall project on Highway 99. This actually includes two buildings. On the right side, there is a single-storey box with a height of 51 feet for highway storage and a self-storage unit for five-storey buildings from the middle to the left side. This project started in 2022. It is almost complete. It also has a temporary residence. Legacy Park Apartments is a new community that is being built on River Road. Community rooms, safe bike rooms, and workstations for travelers will be available to residents. There are 48 units to be delivered in 3 buildings. One, two, and three of these units have bedrooms. This is part of Cascade Housing Solutions. Its inauguration took place on August 12, 2026. This project is a two-dimensional indoor practice facility at the University of Werdegon. The new practice facility is part of the renovation of the Hartfield Down Complex, which is a former Watson Stadium. This facility includes an indoor field of 170,000 square feet. It is one of the country's largest indoor football practice facilities. It is almost 100 feet high. Two new synthetic turf outdoor fields have been added to this facility along with the indoor facility. Here, there are weight rooms, nutrition recovery areas, player lounges, and classrooms. The project also includes nearby parks, parking, ADA entry, and natural resources. All permits have been submitted, and the construction is in full swing. This building is the new corporate space of Sippo Logomills, which is located in the old Sheppard Motors Car dealership on West 7th Street. This is a reconstruction of a permanent building. There are modern facilities with open windows and private offices in it. Skylights and lights are also added to this. There is a deck with a multi-purpose amenity room on the top. The construction in all parts of the building is in progress. It is expected that this will open at the end of 2026 or early 2027. The Reynolds Electric and Plumbing Campus is a major development located in Chader Drive, Vibhuliigaranam. This Vibhuliigaranam also provides new agricultural land for construction, distribution, assembly and other businesses that have been started. This facility helps Reynolds to maintain its operations in the cloud and in the domestic market and to contribute to the electrical distribution of electricity. Chapter 1 Chapter 2 There are units with 133 fully equipped studios, 1, 2, 4, and 5 bedrooms in it. There are a number of facilities here, including private groups, modern fitness centers, outdoor social areas, roofed-off jacuzzi, sauna, outdoor parties with fire pits, libraries, rest areas, and small retail shops. The construction is very good. The Parkway East method is a speculative warehouse. It is a four-storey utility building built in West 13th Avenue. Each building has a capacity of 21,000 square feet. There are also loading docks. Four buildings are allowed to be constructed and used. This is the Ellis method. It is built in 780 East 13th Avenue. The modern design with glass facades, which helps the residents to enjoy the views from inside. This is a market-rate apartment. Parking is available in the first place. This is the first plan of the city to use the Senate Bill 1537 for its use. This is designed to allow more than 20% of the height of the building or the ground floor. Therefore, this method was designed as 12 floors and was able to increase it to 14 floors. There are 304 units with a swimming pool and 682 bedrooms here. The Lucie is a cornerstone community housing. The Lucie has 36 units in Santa Clara. There are three residential buildings with three floors on this site, a community building and 48 parking spaces. Six 1-bedroom, 21 2-bedroom, and 93-bedroom units are included in the units. This will be an income limit and a rent limit. It will be up to 50-60% of the total income in that area. This is in the construction of the floor. Square One Villages, Rosa Village, uses only one share of the equity reserve. In it, there is a group of residents on the banks of the Sahagarana Sangam. At the same time, the value of the community land trust of Square One is protected for a long time. This is designed in a way that people below 60% of the local income will be able to afford it permanently. There are 52 units here. 40 1-bedroom units and 12 2-bedroom units. They got SBC rates through Eugene Nagaram. This is under construction. Cascade Manor is using their building options to sell. 25 independent living apartments including parking garages and surface parking. This is on Portland Street in 1980. This is allowed and under construction. VA Eugene Behavioral Health Recovery and Re-Ingression Service Clinic is a new facility in Shard Drive. It provides mental health and social services to veterans. It is in the process of self-development and development. The facility is located next to the Veterans Administration Eugene campus. It is a complementary facility. VA will be the owner of it. It has about 18,000 square feet with 144 parking spaces. The first phase is to allow and make it walkable. The second phase is to accept. Ribbon cutting is going on. The construction has not started in that phase. Another development plan for Chad and Drive. EGC Property Group is developing an office, day surgery, coffee shop. The first one will be owned by the Otigon Endoscopy Center and the second one will be owned by the Eugene Gastroenterology Consultants. The building is about 34,000 square feet in total. There will be a surface parking in it. This is under construction. Eugene airport will be built in the same way as Eugene Concourse. This project will add 2700 square feet of new mechanical and system facilities in the first phase. In the second phase, the facility will be renovated and some rooms will be renovated to get 6900 square feet of new facilities. Park Run South Garden Way, run by Community Development Partners, will create 158 residential building units. In this development, the studio will include 1, 2, 3 bedroom units, as well as a fitness room, community room, and children's playground. For the construction of the building to be built, the Municipal Fees Support has also been granted to this development. All permits have also been given. The project is under construction. Locom Orthopedics, which is currently under construction, is building an Ambulatory Surgery Center in Chader Drive, which is under the supervision of a new physician. There will be eight modern operating rooms in this facility, which has a capacity of 4,100 square feet. Each surgical suit and orthopedic procedures are specially designed for orthopedics, which promotes safe surgery and quick recovery. In the new Videkal Commons 890 West 5th Avenue, the Apple Market building will be located to the north. This is a 5-storey building. The residents, who earn up to 60% of the total revenue of this area, will be given 120 units. This construction is possible if the local private partners, lift funds, tax credit insurance, private financial assistance, and the huge fund in Eugene are involved. All permits have been given and construction is underway. Carvana and Eugene, which has a total of 9,485 auctions, also bought. Carvana is an online used car retailer. This allows investors to buy and sell cars completely online and finance them. They approve of the two permanent contracts. They have also established the facility and lighting to place vehicles. They have also obtained more permits for the construction of a new contract in the north and for the development of the site in the middle. New Uncle Tenant Dick's House of Sports is coming to the Valley River Center. The store Valley River Center, which is about 1,00,000 square feet in size, will be built in the northern part of the mall. Dix House of Sports has been designed as an interactive retail space. Before customers buy things, their athletic appearance can be examined in real time. Outdoor track and field, small-scale climbing walls, more than one golf bag, baseball, softball, soccer, sports cages, etc. are included in the specifications. The activities of the new construction platform for the entrance to the mall and the expansion of the facilities outside are ongoing. House of Sports is currently under investigation. All permits for the E-commerce facility for the new Clear, which was established on 9800 Highway 99, have been obtained. This is a warehouse facility of about 3,33,000 square feet. In addition, more than 13,000 square feet of assembly, office space and parking facilities are also included in this. The landmark properties, which are located on 1290 Alder Street, are the student apartments of the landmark properties. It is located at the top of the site, on the 13th Avenue of Moonpeace Health University District Hospital campus, with a 5-storey building. This is intended as residential units in the market, with 9,063 beds and 262 units in it. The site, foundation permits have been given, and the building is being fully constructed under a monthly survey. Next are projects that have been approved by the government for a monthly survey. The next project is 1055 WAMIT. This is a mixed-income urban infill project. This complex with six floors has a capacity of approximately 9,300 square feet. There are 133 units from the studio to two-bedroom apartments. Of these, 51% of the units are in revenue management. Ten units will be changed for those who are in need of food, and they will get food from the space for women. There will be facilities for retail, arts, and pets in the basement for residents. Permits were approved on September 1. Aspire Eugene is a 11-storey building with a market rate of Rs. 777 in East Broadway. It has units of 219 parpits and 745 beds with 1, 2, 4, and 5 bedrooms. In addition, the facilities for general needs include a leasing office, fitness, study room, and outdoor open space. From 1 to 3 floors, parking facilities are available for vehicles and bicycles. We have completed the review of the first phase, which includes civil works and concrete superstructure, and are waiting for your feedback. After the jail break, De Colman is a helpful means of transportation for those returning to society. It is located near Roosevelt on 275 Highway 99. This is a four-storey rental transportation system that can be paid. The facilities for the help of the residents, including a community room with meeting rooms, office rooms, fitness rooms, and residential grade kitchens, will be available in the lower level. There will be 52 units in the front. 12 of them are studio units. 39 of them are 1 bedroom units. One will be a unit inside the on-site manager. This is the plan with the help of Homes for Good, Lane County, and Sponsors. The plan is in progress. There is a mezzanine level of 7 floors and 1 mezzanine level for the station house, which is located near the old electric station, Spaghetti Warehouse, and 111 East 5th Avenue. This is a M.U.P.D., M.U.P.D. model. It is currently in development. The next model of Eugene Airport is the Eugene Outbound Baggage Development. These are actually three projects related to each other. The first Project Meghalaya is located in the Terminal Ticketing Area. The airline offices with 8,000 square feet of space will be renovated for the ticketing counters there. The second Project Meghalaya will have a new closed facility with 21,000 square feet of space. There will be new baggage handling systems and related TSA, TSA screening facilities. In addition to that, there will be 21,000 square feet of roadside canopies, drive-through lanes and two baggage handling carousels. This method is still in use in Avalokanam. There is a new method for Avalokanam in Bethel School District. Gathagatha, Poshagahara Sevanasaukariyam The metal building of this pre-engineered district, which is 10,500 feet wide, will include nutrition and nutrition departments. Bus maintenance bags, warehouse, rest rooms, employee lounges, walk-in freezers are included in the interior works. The site work includes a large surface parking area, an open space, a bus wash canopy, and an elevated storm water garden deck. This concludes the presentation. Namaskaram. My name is Andrew Bhatti. I am the building officer of Eugene. Thank you Kendra for preparing that presentation. This statement has been reflected in some of the various methods that are built in our community on their own. We focused our attention on the examples of construction methods that are often easy to understand. When you travel through the city and see cranes and other construction activities, you will see some of the evidence in them. The activities that are not included in the previous slides are also happening within our society. Last year, I asked Meena to show you a slide on the screen. Thank you. The number of employees in Eugene was 7,267. Permit requests were received. We received 9,639. Permits were submitted and 45,000 official surveys were conducted. All of these surveys resulted in a total of 7,598. The plans were completed in 2025 in the calendar year. This year, we have seen the current permits so far. We received 5,074 requests and gave 6,687 permits. Until September 1, we conducted approximately 27,000 surveys and completed approximately 5,000 plans. This year, we are coordinating the construction operations of private property. This generally includes various permits that are divided into three main sections. In our permits, almost two-thirds of them are trade permits. They are only allowed in the construction of medical, plumbing, and mechanical facilities. An example of a permit like this is an electrical permit for wiring a house, installing EV chargers at home, or wiring a whole new furniture. Plumbing permits can be included in trade permits that start by rebuilding a kitchen, improving the pipes under the house, or improving a sewage system. In mechanical permits, new air conditioning or heating is installed for a house or residential building. Other permits that we provide are for residential buildings that have changed or have been renovated. These are mainly for houses and townhomes where one or two families live, as well as for residential buildings with agricultural and agricultural buildings. Most of the slides you have seen in this last section, that is, are focused on our Vanija Permitting. We are trying to make sure that every type of permit is quickly and efficiently accepted, that the procedures required for the permit are completed, and that the procedures for the completion of the procedure are carried out. Through this, we are fulfilling our duty to help our society to build safe and sustainable relationships. At the end of this, I would like to take a moment to review a big picture. We want to support the people who are helping to build the future of our city. We want to do it in a way that is open and inclusive. Getting things like this online is helpful for me as a counsellor to help people's dreams come true. Because I often put links like, go here for more information on my dreams. It is well accepted and done. So, it is good that we can operate in the best way possible. I think this is a good effort. I am very happy to hear about the efforts you are making to make the permitting process easier, because even for those with small projects, especially if it is not part of their job, this process is very difficult. This is a common thing. I believe that the more we make it easier, the more growth we will have in our community. Finally, I would like to thank Alisa for the decision she made regarding the Hynix project. This is a big thing for the people in my ward. The Hynix plant is being built there. I have received a lot of feedback from people who are very interested in this. That's why I think it's good for us to have time to think about this as a council for our community. I know it's coming in December. It's also in the manager's timeline. Therefore, I thank you for the opportunity and for the reasonable decision you have taken. Certainly, we will see whether this will be questioned by Lubbe or the Supreme Court at the same time. But I think this is a good start. So, once again, thank you. I praise your work. Talking about the projects completed in the previous slide, you said that there are about 5000 projects this year. Are there all sorts of projects included in this? For example, have I installed an EV charger and built a 500-unit apartment complex in this? Or are there only projects that are above the fixed limit?
What you are saying is correct. Five thousand is a huge number of permits. A 12-month contract and an EV charger are counted as units.
Okay, thank you. Those numbers help us understand. How many single-family homes were on the permit? How many multi-units were there? We have reports on that.
