Yes. Thank you, uh, Madam Chair, president. Um, two quick items. One, if you'll notice, the flags in the area are back to half staff. Um, Governor Dwine put out a an order uh for Lorraine County buildings in the city of North Ridgeville in honor of Mr. Armster and also allowed other participating cities to lower theirs. So, in honor of him and his death, uh, we also complied with that order. So, that's why the flags are at half mass. Secondly, um, I wanted to give you a quick update on our 2026 NOPEC HVAC energy grant. Um, we have expended all the dollars. Uh we were able to help 11 households. Uh average cost was $9,766. We were able to provide three hot water tanks, 10 furnaces, and 11 air conditioning units. Um so that expended the original $100,000 uh that we got this year. I did talk to NOEC. We had four additional um that came in um later uh that we were not able to fund because the funds were expended. And we do have some money still in our uh NOPEC grant funding from previous years that has built up and I got permission from NOEC to proceed with offering to those four as well. So next week, Miss Scott and Miss Mona will be reaching out to them for those final four, which is about an additional $32,000. So in essence, we'll be able to help out 15 uh folks with energy efficient furnaces, uh air conditioning units, and hot water tanks. So we're thankful to NOPEC. thankful to council for um allowing us to do this grant. Uh it may not be something we can do every year, but this year it worked out well. So other than that, that's all I have and open to questions.

Thank you through you. Uh this evening on the agenda, item number 10 is for uh our road salt contract for the 2026 2027 year. Um, I'm being bringing forward to you without the benefit of a committee report and asking for you to approve it tonight just because it's time sensitive and and we're kind of delayed in getting the notice from them and the deadlines already passed. So, um, this is just a standard salt contract. We're asking for 10,000 tons, um, which is what we got last year. Um, and we never ran out. So, we had we had enough. Um, so that's I just wanted to give you a heads up. that is without the benefit of a committee report, but is the standard contract that we um do each year to buy road salt. And the other thing I wanted to give you an update on, we're moving forward with plans to build out the second floor of the Broad Street Fire Station. Um right now we're working on plans to transition Pumper 2 there from Cedar Street, but we need to uh they'll operate out off out of the first floor uh for the time being. Uh we need to update some communication uh devices. Um and the generator needs replaced. So that'll be the first use. Um but we are also meeting with the architect to um work on plans to build out the second floor. The plan for right now, we're waiting for his proposal is to do the paperwork this year, the the drawings, the the bidding, identifying the contractor, that kind of stuff, and start the actual build out next year. So it's on next year's budget. Um but that is the plan. And then that'll put that into a new another uh fire asset for us um instead of building a new fire station on the southeast side of town. That would that would take that um thought over uh in a much more economical way. Um and it does shorten the response time, which they're currently responding mostly from Cedar Street. It would reduce that response time by about a minute and a half uh to two minutes. So it would be a it would be a good asset to have and a much more economical expenditure to do so. So, um, but we'd look to build it out next year
and it would be done sometime next year and I'm available for any other questions. Thank you, Mr. Oswald.
Through you, Madam Chair. Um, couple questions, couple comments. Um, I have a couple guys, couple people, Robert Abbott and a Tracy Nicely and his wife. There are two people that I know that religiously walk down um Robert goes down Ford Road and um Tracy and his wife go down Abbey Road. They pick up trash. They've been doing this for a long time. Robert will call me. He's got bags that he bounds up, leaves them on side of the road. He calls me, tells me the city comes and picks them up. We appreciate that. And and then I started thinking, is there I don't know if there's something that you can put on the city web page where you could adopt a street like maybe, you know, you got um uh these guys that are going for their badge, you know, for um uh Cub Scouts and things like that. Or they have projects and they could say, "Okay, well, if they had this site, they could say, "Okay, I want to do this road." and and then other community uh church organizations and things like that. So that could be a possibility of a a fun way for them to do things and then not knowing if when somebody goes to the courts and they have to do community service. Is there a way that a channel where they could be doing some of those type of things? So that was just a thought process that I was thinking. So maybe if you could put something up there on the the page that might help out. You know, people appreciate that. And these guys and people that do it, they don't ask for nothing their names to be recognized. They just like to do it. And of course, Ford Road's my best road and I like to see it kept.

Through you, Madame President. Um first uh on the agenda this evening number 11 uh this uh piece of legislation is appearing without benefit of a committee report. Uh it was discovered after the most recent uh hospitalization employees hospitalization committee uh that this uh section of chapter 165 had been uh inadvertently uh omitted during the most recent codification and that was not uh the intent. Therefore, uh it is um appearing tonight before council to ideally uh repass and and recodify uh 165.095 uh which uh was put into place several years ago. sets forth the structure of the um committee uh its rules uh who sits on the committee uh the composition how often uh they meet and etc and so forth and that is being requested to pass again without benefit of a committee report uh on suspension and emergency this evening. Uh, next, I'm uh very happy to report uh that the 30-day appeals period uh has expired. Uh uh my chief of staff, Margaret O'Brien, has been in communications with uh the uh state uh and liquor control uh and um the Beastro and Taylor Streets liquor license uh has officially expired. Uh they do not have an active liquor license. EPD has been notified of such and we are very very appreciative not only of course to EPD but also the fire
department, Luring County Public Health uh and um actually you know many many other folks uh who um helped put um the case together. Um there were residents who took time out of their day to come and testify. Um and uh again it was actually it was several days of of a hearing uh and um we will continue to monitor but I wanted to let you all know that since um it was uh council's objection uh back uh uh in August I believe that uh started that ball rolling. So I wanted to let you all know that.

Good evening, Madam President. through you. I wanted to update council on a few things that have went on with the police department in the last week. Uh first and foremost, on May 11th, last Monday, we had our annual Alyria Police awards ceremony that recognized uh the courageous efforts and good work that our officers are doing in the community. I know some of you were able to be present and we appreciate uh you being there and your support. On LA last Friday, May 15th, we kicked out we kicked off our seat belt safety and buckle up for burgers campaign in coordination with the Department of Public Health as well as Lorraine County Safe Communities Coalition. We had two locations today where we passed out coupons at uh area McDonald's. One being downtown, the other at Midway Mall to those uh patrons that were wearing their seat belts. So again, with a change of weather and uh more people out and about on the roadways, this is one of our campaigns to red reduce uh fatalities, injuries, and increase traffic safety and education in the community. Uh today uh we swore in our 86th police officer, Katon Jordan. Uh Mayor Brewbaker administered the oath of office today in council chamber. Again, I know some of council was there and we appreciate your support and uh your presence at the ceremony. Again, Katon Jordan, he's our 86th officer. He will attend 26 years old or 25 year old, excuse me. He will attend the Lorraine County Community College Police Academy beginning June 15th for approximately 28 weeks. Once he completes that, he will uh be he will
start the field training portion of our uh training program. We have another officer uh who's attending the police academy currently, Kevin Gerard. He graduates on Wednesday uh June 20 or May 20th this week and he will begin field training uh once he graduates from the academy. So that's our staffing update. Uh tomorrow the US attorney David Toeer will be at the Yria Police Department to provide an award and recognition to officer Ali Sabia for his courageous and life-saving efforts. Uh earlier this year on January 21st of 2026 with an incident that began in Ayria and ended in North Homestead uh attorney Toeer is going to present Auster Sabia with an award. Uh my staff mayor's administration and you are all also welcome to attend and again that'll be in 1:30 in our community room. Uh, last but not least, again, I I spoke on it earlier with weather breaking traffic, there's more people on our roadways. Uh, we are increasing our traffic patrols. We currently have three officers assigned to the traffic unit. I want to assure you that we are addressing all of your concerns related to traffic and parking complaints as well as we're going to have extra presence in our parks and pools this summer. Uh through specialized enforcement efforts with our bike patrol and our neighborhood impact unit as well as our regular zone cars will make sure that they're uh make a presence in that area. I know that uh also ebikes and the dirt bikes and things that are on the road are becoming a hut topic for uh our our community as well as council and we
are addressing those as well. With that, that's all I have and I'll open it up for questions should you have any. Wow, Mrs. Ross Gary you madam president. Mr. Snider. Thank you, uh, Madam President, through you. Uh, Chief Welsh did not give an update about some of this community outreach. Last week, uh, the Ayria Police Department did help with the Ele school ro roll to school day, bike to school day, and she I was in the group, they go east and west. I was in the group of parents that were on the west end and he did a great job interacting with the kids and leading the way and getting us all there safely and for one one morning the traffic was good at Elie school. Thank you. Thank you Mr.
D through you madam chair. So, I know we've had conversation about these ebikes earlier and then just recently I had a conversation with um Captain Grooms and we got discussing about these ebikes and the problems and lately I've been seeing the same issues going on on the news and actually a little boy I guess was riding one and killed an older gentleman and they're holding the parent accountable and I think she got a a I don't know if it was in involuntary manslaughter and I know it's a problem and my brain must be working overtime so I apologize but I was thinking that some we when I was talking to Captain Grooms we're talking education education well maybe if it needs to be taken to the school and maybe I don't know who you talk to at the school to have a week there so they could learn about bike safety and all the new rules because I think Jason Hos just told me today how many tickets or things with these ebikes. So, you guys are writing tickets and things and there's a lot of issues going on and we don't want a fatality. So, I know you've been thinking about it and we need to try do stuff to keep people safe and and it's dangerous out there right now. So, thank you.
No problem. Yeah, we realize it's an issue in our community and uh we are training our officers up on it. We created a reference guide. one of our traffic unit uh officers, Josh Mason, created a reference guide that uh we passed out to all our officers to make sure they are aware of all the laws because there's so many different vehicles associated with this or um off-road bikes and things like that. So, we got to make sure that we're trained up on it and we can certainly increase uh that information through Facebook, through the schools. It's a great suggestion uh and get it out there so people are aware. Thank you. Mr. Tlette,
through you, Madam President. I know the city of North Homestead adopted a policy where all of their first six months was through the schools educating and um it also included electric scooters which as well as the bikes as you're aware can be modified very easily to um I was actually passed on West River by a scooter. Um it was amazing how fast they can get these things going 40 45 miles an hour and um it's I agree the schools are the way to begin the enforcement process. Thank you. Thank you Mr. Armstrong.
Through you Madam President um I don't know if this is to you officer Wells or to administration but doesn't our bicycle committee give out helmets and stuff like that? Maybe we should start encouraging to come get a free helmet and a lock. I don't know if that's what we're still doing. I know we did it in the past, but
yes, we have various uh through you, Madam President. We have various community uh outreach working with the Department of Health. Uh bike bike to school. Uh we we do helmets. We we as uh Councilman Schneider brought up that we just did last week, we also do it through Safety Town. Uh, and there's other we just did it at uh the Lorraine County uh families in First Council up at North Northre uh a couple weeks ago. So, we do it throughout the year. We talk about bike safety, talk about proper equipment, provide equipment to to younger uh children, and we do as much as we can to be out there to pro to help uh keep the community safe and and educate our young people with about bike safety.
Mr. Van Warner, thank you through you, Madam President. Speaking of keeping kids safe, uh it has been almost two weeks now since the bomb threat at Yria schools and this is the first meeting we've had since that happened and could not be more proud of the way Yria police, North Ridgeville police, we had transit police, so many different agencies came together to make sure our students got home safely and that everyone was taken care of. So, I want to thank you for that. Thank you. Thank you.
Thank you. Any other questions for Chief Wells? Before I let you go, I wanted to mention that I reached out to Captain Grooms today about Bullocks Parkway. It has turned into a raceway and they're blowing through the stop lightss like they don't even see them and he assured me that they were going to step up the enforcement. You tried. Good evening. I just wanted to know on L Street um between the bridge and Murray Ridge on the left hand side that ditch is open. Do they plan to cover that? Uh no madam president. U it was previously open so we were going to leave it open. Okay, that's all I wanted to know. Any Mr. Pinowski? Thank you through you. I just was going to ask Engineer Schneider since he's here if you wouldn't mind just giving a brief update about paving, where we're at in that process.
Yes, through you, Madam President. Um, so currently the the both the uh concrete and the asphalt street resurfacing programs are out for bid. Uh we plan to open them next week. Uh we also have over road road diet that's out for bid right now. That'll be open later on this week, Thursday. Uh I believe before you you you'll see in the referrals we have the number of Ohio public works projects uh to go out for bid soon. Um can't we can't award those till after July anyways but uh we figured we'd try to get them out a little earlier so that we're we're ready to go. U a number of the the concrete sidewalk programs are out. Community block grant programs out. Middle avenue is been awarded as well. Uh, so we have a number of products already out. We're still waiting for safer routes to school. We just got approval from ODOT to bid it out. So, um, everything is moving along and kind of where we're at right now.
And Murray Ridge will start later this summer. The plan is to do Murray Ridge later this summer. Uh, we still need to get final approval from ODOT. We're in the process of getting the environmental cleared. Uh that's typically a couple month process because of all the requirements from the federal government. Thank you, Mr. Armstrong. Through you, Madam President. Um Engineer Snider, any date of completion for the RFBs and the crosswalk on Middle A to the stadium.
Yes, through you, Madam President. So there the uh the RFBs are in, the bases are in. Uh right now the contractor is waiting to get the uh pavement striping completed which we did hear today in regards to Golf Road as well as Murray Ridge Road from last year that that uh painting contractor should be in either this week or next week weather dependent. Mrs. Gary for you, Madam President. As I said before, engineer Schneider, um, East River, the manholes are fantastic. So, if anybody needs to drive down East River, it's nice and smooth in the city.
And then just a reminder when you were saying public funding, uh, 57 and the signage in the in the night, there's you can't see signs at night. Yeah, I I'll reach back out to our traffic technician to see if uh he's had any discussions with OD. I know at one time they were discussing help pay for some of those, but uh I don't know where that sits right now. Okay. Thank you, Mr. Schneider.
Through you, Madam President. And Junior Schneider, are there any plans to um mark the the lines at between uh South Abbey and 57? Ever since the, you know, Broad Street project, you know, the lines are crisp and clear and they're really worn when you get in between like in front of like McDonald's to 57. Seems like the the lanes are wearing the paint markings. Thank you. Through you, Madam President. The paper markings as far as East Broad Street are that that project complete and it's been closed out. Uh we will I will talk with administration. Typically the street department will freshen those up though. Thank you, Mr. Lipian.
Through you, Madam President. Thank you. On the note of paint markings, engineer Schneider, something that I brought up some time ago was the retroreflective yellow paint over there um on East River by Espresso Bakery because it just helps visibility at night. It's possible to touch that paint up as well. It might further reduce the risk of collisions. We will add that to the list.

Yes. I'm under I'm here under duress. My wife is making me come here. No, I'm Dave McFarland. This is my wife, Julie. We live on Burns Road. Thank you, Mayor Brew Baker, city council, especially Phil Tolette. So, everybody know is very aware of Burns Road. My intention first and foremost is to thank you guys for the project. Uh the sidewalks are well needed. The weather's changing right now. I know the chief's doing a good job of getting people out. Uh people drive so fast on that road. And you know, the other morning I'm watching a little boy. He's on the wooded side of the guard rail which goes like you have to straddle it and it goes straight down to the goalie. If he takes one bad step, he's down in the river or another guy's coming on the side of, you know, on the street. There's no room for a human if a guy comes over that hill. So, obviously, it scares us, but we wanted to thank you and applaud you for that uh for the project. I don't know when I get done if there's any u update on when that's going to start but applaud you for that. Um and then with the weather breaking just want to again iterate reiterate that the people fly down that hill and trucks fly down that hill and with the weather we're very concerned about the children walking up and down that street. Did you want to say something?
Yeah. Okay. And again, I just reiterate, thank you for all you do. And there's so much the city's dealing with, and this seems kind of like something small, but to us, it's it's a really big deal, and especially in light of what happened uh in the past. Um, and I agree with Dave. They're seeing more kids out. The neighborhood is starting to turn over. We're getting a lot of younger families coming in, so that the kids are out. And I kind of hold my breath when I see this little guy make that cross right at the gully. Um, the biggest thing is the speed. Um, they just they go so fast and I thank the police officers that were there last summer. They they stopped right at the top of Hillrest and they didn't sit there for very long and off they pulled to pull another speeder over and I don't know if you can do this to put up a sign because nobody thinks that it's 25 on that road and and there's a lot of trucks too. I think the worst offenders are the tow trucks that go through there. And my neighbor Mark, who's here too, has clocked their speeds. And it's not just like they're going 35, they're going 45, 50. So, if we could just slow them down. I mean, I'd be happy to let a police officer sit, you know, take his break and park in my driveway because I think that would even slow them down. Um, and like I said, it's just for the safety of the kids, for the safety of us c trying to cross the street to get our mailbox. Like I said, we're kind of in that dip and you can't see the cars coming uh especially from the Abbey roadside. And again, I I thank you for everything. I'm I'm sure I probably forgot something, but I'm nervous. So, thank you so much,
Mr. Salot. Do you, Madam President? Just so everyone knows, the McFarland family has dedicated their lives to working with kids, their entire adult vocational careers. And um they speak from the heart when they're here to say thank you. Number one, it really really means a lot. And um it really touches me for my teeny little part. engineer Snyder and the city administration though are the ones that found the 90% funding for this project and um they're the ones that really deserve a lot of credit. So, thank you. Thank them.
Is is do we do we have a start time on that? I'm just curious. You may or may not. We did see a bunch of flags up along the road. Thank you. You thought you were just gonna stand up and be done and thank you. We got both. Do I have Mr. Snider?
Do you madam president? So the update on on the Burns Road uh sidewalk multi-use path. Um so we're currently out right now for LOIs for that. That's essentially looking to hire somebody to do all the engineering work. U so that work will will start this year as far as the designs goes. The actual construction is not really set until about 2028. That's because if we can get done earlier, we can get we can go sooner. The problem is we think there might be rightaway requirements that we have to uh touch on uh especially where the culvert is and uh so if we have to get right away that can delay a project uh up to a year pretty easy. Not to mention the uh the one end where it t the overall product ties into the park. Um anytime you go in front of park property, there's also special requirements, especially when federal funds are involved, that you have to uh check a lot more boxes as well. So, um best case scenario right now is construction 2028, but if we can get done sooner, we will.
Thank you, Mayor. Did you have your hand up? Yes. Thank you, Madam President. As Mr. Tallet said, that came through our office, but it was Governor DeWine's office that we had contacted. Um, this was a program he instituted the grant. Um, and it flows through ODOT. In fact, I'll be with Governor Dwine next Tuesday, uh, when we're down in Columbus. But, uh, I plan on bringing him up here, asking him to come up and take a look at this project and maybe it can move it along a little bit faster, but the whole planning part is really what where the time constraint is.
Thank you, Mrs. Davis. through you, Madam Chair. Mr. Snider, is there some way we can put a permanent flashing light for the traffic? The science is there, but let's put one of those lights out there to let people know that when they're going over to 25. That I think that will help a lot. Yeah, we both ways. Yes, we we do have the temporary speed limit signs that we can put out there. Uh they can only be be out there typically for so long. We take them down every winter because of it's we can't keep them up over the winter because the batteries will go bad. Yeah. as Miss Roth knows. U but yeah, we can Mr. Pinowski,
thank you through you. Uh I just sent an email to Mr. Hos to put the speed monitor signs up um out there as soon as he has a unit units available for a minimum of 30 days. Um I will say and we can we can look at an overall review. Uh it's not the longest stretch and so once you start putting up a lot of signage sometimes it takes away the value of the signs that are there. So, we'll take a look at that stretch of burns from uh Gulf to to Abbey and see if there's any signs that could be removed so that maybe a higher emphasis could be put on the speed limit signs. But there with the with there's a lot of activity there. So, there's quite a bit of signage. We'll take a look at it though. Thank you. Thank you, Mr. Snder. That's all petitions remin.
