Bait resolved that an ordinance entitled bond ordinance to authorize the improvement of Gardening Drive in by and for the burrow of Elman Park in the county of Bergen, New Jersey to appropriate the sum of $340,000 to pay the cost thereof to make a down payment to appropriate a federal grant to authorize the issuance of bonds to finance such appropriation and to provide for the issuance of bond anticipation notes in anticipation of the issuance of such bonds be passed and adopted on first reading. And be it resolved that a final hearing on said ordinance will be heard in the municipal building on Thursday, March 19th, 2026 at 7 o'clock p.m. or as soon thereafter as same can be heard at which time any persons interest in a set ordinance can be heard. Yeah, mayor. This is to uh tweak the ordinance to allow we have one dog park currently. So, uh we changed the leash law and we want to allow dogs in that park off leash whereas our other parks will allow dogs on leash. So, so basically if I'm in a park and my dog is unleashed, I'm in violation in the majority of the parks with the exception of a dog park in town. Okay. May I have a motion on the ordinance? Second. Yeah. So, we're also in the process the police department of asking uh the Department of Transportation to uh expand the area where um 1-hour parking is permitted. So right now according to the the burough ordinances there really are no restrictions whatsoever that we can enforce uh because there's no reference to it whatsoever. There is uh under the current DOT regulations a portion of it designated as one oneh hour parking this ordinance will match our ordinance up with the DOT regulations while the department continues to work with DOT trying to expand that a little bit further. I guess it makes it easier for the courts too, right? In case of a violation. Exactly. Very good. Okay, we'll clean that up. May I have a motion on the ordinance?

Thank you, Mayor. Um, I am happy to that tonight we we had our first reading about the improvements on Garden Drive. That's one of the streets in Elwood Park that desperately need uh a paving. Um, so I'm very happy about that. And also um Chief, if we can check the streets along Market Street, like Pine Street, Church Street, I had a few complaints on Facebook uh this past week. I know it's with the snow and everything, but people uh they're saying that even without the snow, people park in double park um on by the corners because to to go to the businesses up there uh and they can't make a left or right onto Market Street because of the the visibility. So, we could just check on that. Um other than that, progress, Mayor.

So, the winter uh we finally had a winter and it's kind of taking us everybody, residents, humans, people, dogs, animals, taken it by surprise because we've had extended summers or extended falls for many for several years now. And uh the challenges are truly um formidable and hopefully we don't get another storm. So, let's keep our fingers crossed that it does not snow on Sunday, Monday, because we really don't need it. Yeah, we need we need that baby to go out into the ocean.

Pam made a pres um Councilwoman uh Tracy made a nice presentation about her garden and the benefits of garden gardening to uh seniors. I'm sure she'll talk some more about that. Um, our EMS program is strong. We're uh doing our best to to keep it going and make it even better. So, more more details on it to uh to follow. And uh I'm keeping my comments short because Mayor, I want to take this opportunity for to offer my best wishes to you. Uh you're in my thoughts and prayers. I know you're in all our thoughts and prayers. Um I'm glad we surprised you tonight because I think you needed it.

Thank you. Thank you very much. Appreciate that. Councilwoman Sheridan. Thank you, mayor. First of all, it wasn't all of us. It was Mike's idea. Um, okay. Um, February 13th, um, the Elmer Park Police Department met at the senior center, um, for Valentine's Day. Um, thank you to them to the police department for thinking of our seniors. Um, the reason why they didn't have a Valentine's party was because the new director had something every day in case, you know, one senior didn't make it on Monday, they were there on Tuesday. So, she kind of spreaded it out, which I thought was a really good idea. Um, but thank you to the police department. It was a nice touch to make the seniors feel good. Um, we had Ramadan on Sunday. It's Thank you to the Elmer Park. um fire department, the police department. Uh it's getting bigger. I mean, there was a lot more people there from last year. I mean, and they're really nice. Everybody was just nice. I mean, it was a nice gathering. Um really enjoyed it. Also, um I had my fire meeting. Um there was in Elwood Park there's 588 fire hydrants. Okay, I know we had a bad snowstorm. Out of that, there was 30% that was not shoveled out, which is basically about 75 out of 588. Um, I know the residents did a lot as far as shoveling and everything, but please, if there is a

fire hydrant on your property, please maintain it. you. I mean, God forbid there is a fire, we need to get to that hydrant. Okay? I mean, if it is on your property, I know there's a couple of them that are not on the property that the the uh fire department did go out and shovel. I mean, but please use common sense. If it's there, shovel it out. Um Terry, were the 38 that weren't shoveled, were they operable? Once they got shoveled out, they were It wasn't like they were dead.

Um the couple of There's two on Route 80. Um there was two on Route 80 or three. Those got shoveled out. But I mean, if it's on if it's on your property, shovel it out. Sure. You could save a life. Sure.

You know, I mean, it's, you know, you're on borrowed time when you call for a fire. So, just do the right thing, use common sense, and just shovel it out. So, Terry, was it safe to say with the cold weather and the storm, uh, there've been relatively no major fire problems?

No, I think there was more water main breaks than anything else. We took a beaten as far as water man. We I think we're up to 13 since we got to below zero weather. So, I mean, between the fire department, between DPW, it was a rough couple weeks, but everything now everything's going to melt and everybody's going to complain there's water in the basement. I think we handled it pretty well. Get ready for that. Yes, I think we did. We really did. I mean, they were out there. They worked hard, you know. I mean, the fire department did 12-hour shifts during the storm. Don't forget, it was a two-day storm. It's going to take us two and a half weeks to get rid of it,

you know, but it was it was a lot of work. And I give a lot of credit to our fire department. Our DBW was out there. The police department was out there. Councilwoman Chroy. Thanks, Mayor. Um the finance committee met with the CFO on um February 10th. We were only able to review the appropriation side um as the um the revenues wasn't wasn't complete yet. Um the bur facing some increases again, most notably um in the state healthc care benefits once again. Um, also a pretty significant increase in general liability insurance um as well as uh increases in um public safety and public works. Since the revenue side of the budget wasn't complete yet, we don't know what the net impact is going to be uh you know to to the taxes yet. So that's where we are on that.

Any relief coming from the state regarding the insuranceances, Pam, that we know of? No. No relief. Um in fact um the you because of our history so to speak um it's difficult finding anybody who even wants to quote us coverage really.

Yes. Yes. um you know uh we we've had some employees with some you know uh very serious health issues and that impacts it. So so that's where we are with that. Um I guess we'll all be learning more you know as the as the revenue side is completed. for my board of ed update. We wound up with 140 children that completed registration for preschool. We'll begin in the fall. Um Project Graduation's Giddy Up Gala uh is on March 24th at the Brownstone. Tickets are on sale for $85. Can contact Kelly Spinosa or Kim Baker. um the garden. Um last month I had met with our uh grant writer on uh things we might be able to do to improve our narrative for the AARP community challenge grant and um we thought it would be a good idea to engage the local chapter. So, um, as, uh, Councilman Samson said, I was the guest speaker at their February 12th, uh, meeting, and I spoke about the benefits of, uh, gardening and specifically the benefits to seniors. Um, and I distributed a uh, a brief survey to them and I gifted them some seeds as a thank you. And then I compiled the data um from that survey and shared it with uh the grant writer

so that we can you know focus on uh those specific things that the um that the membership told us would be important to them for them to want to use a garden. Um, so, um, I think the deadline for that grant, I want to say it's the 5th or the 7th of of March. So, we'll and I think that you hear if you're awarded it in May. So, everybody keep their fingers crossed for that. Um, continuing with the wreck, um, registration is open for their 2026 spring mini camp, which will run from April 6th through the 10th, Monday through Friday, 8:30 a.m. to 6:00 p.m. It's open to children in ga in grades kindergarten through 8th at a cost of 275 per child, which includes a trip to Dave and Busters and the Horththornne Theater. Um, you have to register on community pass. The Bombers will be holding a cheering clinic on March 7th from 5:30 to 8:30 p.m. The cost is $25 per child and you can register for that on Community Pass. Um, let's see. Um, kids bowling with the blue is February 21st. The adults is February 26. You have to register for that on Community Pass as well. The annual Easter egg hunt will be Saturday, March 28th at 1 PM at Burrow Field. The first for the first 100 children online for pictures with the Easter Bunny will receive bunny ears. And um on February 13th, EPD visited our

seniors to distribute sweet treats while the children in all three grammar schools made them Valentine's cards that brought smiles to many faces. On February 15th, EPD Chaplain Imam El Fali led a phen lighting ceremony to mark the start of Ramadan. Um it was a very nice ceremony and um as a practicing Catholic that is observing Lent um it was very striking to me how we're more similar than we are different. Um, so that was that was interesting and just want to wish all of our residents that are celebrating whether it's not I shouldn't say celebrating observing whether it's um Ramadan um Lent or something else just I just wish them a a peaceful uh holy season. And then um lastly, Mayor, I want to wish you the best of luck. you know that everybody is praying for you. Uh, and as a person of faith, I believe strongly in the power of prayer. And I know that you're going to do just fine. We love you, mayor.

Their next meeting will be held on Monday, March 9th, at 700 p.m. The new Elwood Park Chamber of Commerce and the Elwood Park Latinos Association will be having an event this Sunday, February 22nd. Laughs for Love. Location Boulevard Bar and Grill, 401 Mhola Boulevard. starts at 8:30 and tickets are for uh it's 9 to 11. I'm sorry. You will be seated at 8:30. Tickets are $40 per person. Uh like everyone was saying, last Friday we had our Valentine's Day um celebration at our senior center. I want to thank the director Ramona and her team and our police department and our elementary school children for making the day extra special for our seniors. Uh our police department came in with candy. Our teach couple of the teachers came in with all the cards that the children made and um the seniors were just really loving it all and it was really just a night. It's always a good feeling there. You're always welcome. They're always happy to see us and um just wanted to say thank you for everyone that made them smile that day. It was a it was a great little afternoon.

Many of our residents were in attendance for this special celebration. I want to wish happy Ramadan to all who celebrate, wishing peace, health, and a blessed month of fasting and reflection. And then mayor, also I want to say we know you've been through a lot and you've haven't missed a trick. You're still our leader. We still look up to you. You're there for all of us.
