Deputy City Manager, Finance Director, and our Economic Development Director have worked very hard for this. We have discussed the Capital Improvement Plan with the CET Council during the Budget Meeting. We have also held a special workshop. We are here today to discuss more about this. This is the permission to issue bonds up to $3.86 million. General Obligation Bonds have been found earlier in the capital planning process of the city. I would like to note that today's vote does not allow the city to spend money or allow bonds to be withdrawn. This is only a permit for the use of capital as a bond related to capital improvement plans. The last two times we came before the CET Council, I noticed that this was a little different. I think that the capital planning and bonding process of the city's development over the past three years reflects this. When I arrived here, there was not a proper capital improvement plan for the last 4-5 years. A plan that covers all the assets of the city, which are currently in debt, and the savings of the next 1-10 years is essential. Our deputy city manager has a lot of experience in capital plans, as well as in the most important procedures. One of the main reasons we appointed a deputy city manager is their extraordinary expertise. With the help of a great consultant, they helped create a new capital improvement plan for 15 years. This is available on the website elseworthmana.gov slash budget. For the first time in about 6-7 years, the city has been conducting a thorough survey of all assets and related assets. Aha! What did we gain from this year? What is the most important capital project? We have been going through this for the past two years. The roads were given more importance in the first year. As part of the highway project, we built roads and other properties worth approximately $2 billion. Previously, the roads were filled with trucks that could not be bought even if they were filled with bonds. 20 different roads in Ellsworth were completed through that initial phase, and it was done through the bond anticipation note ban. However, the capital improvement planning that was first submitted continues to the same level. Instead of completing the ban process first and then moving on to the bond, Chris pointed out that we still have time to go directly to the bond process. If we have a capital improvement plan and a first-year agreement, we have time to include it in the main state bond bank. This is not to bring these projects forward or to raise doubts about the bonds. If the council wishes to do so, the only way to do so is to find an economic way. If the council decides to move forward with this permit in the next phase, we will be able to come to the regular council in September to discuss more about the roads in the plan. We have examined each and every part of our 125-mile roads. So, we have accurate information about the roads that require the most work and the roads that collapse. So, we are ending some of the RFPs that we have released immediately. If the council wishes to move forward with the project, our staff will give a recommendation. This is also important in the case of the Maryland Extension. We have received a RFP on whether the project should be carried out in its own way, in a hybrid manner, or directly at the City Hall. Therefore, even if there is no complete supply, a certain supply will have to be returned. But that too, the RFPs will be made available to Shubharshi, who will lead the staff after the official discussions about the Maryland Extension, for the price of RFPs. It will be the same in this regard. RFPs that have core switches for the needs of $ 50,000 are not ready for us. I think it will only be available from one source. According to the bill submitted last year by the Legislative Assembly, the state of the Maryland Extension Fund is being investigated.
