Discussion and consideration of Proclamation No. 2026-08 declaring September 2026 as Suicide Prevention Month in Elko County.

Update from CC Communications regarding their progress in implementing the National Telecommunications and Information Administration (NTIA) grant and construction of the Spring Creek Broadband Project.

Pursuant to Notice No. 2026-39, conduct a public hearing to receive public comment regarding Application No. 95079, filed with the Nevada Division of Water Resources by Nevada Gold Mines LLC and Goldcorp Dee LLC. The application proposes to change the point of diversion and place of use of existing water rights used for mining and milling to support current and projected operational needs with the expansion of surface and underground facilities. The proposed point of diversion is located in Eureka County and proposed place of use is in Eureka and Elko Counties. Following the public hearing, discussion and consideration of Application No. 95079, with possible action to provide a recommendation to the State Engineer and direct staff to submit the Commission's recommendation to the Nevada Division of Water Resources. Discussion and consideration of the renewal of the lease for Elko Summit Raceway, with a term expiring December 31, 2027.

The lease will allow operations to continue at Elko Summit Raceway, as the Association continues to move toward constructing and relocating their facilities to the Elko Motorsports parcel near Exit 298. FOR POSSIBLE ACTION Summit Raceway Lease Agreement 2026-2027

Discussion and consideration to reaffirm Elko County's endorsement of the Wild Horse Fire Brigade (WHFB) Project, which proposes relocating wild horses from Nevada to forested areas in the Pacific Northwest to help reduce Nevada's wild horse population and mitigate wildfire fuels through grazing.

The Elko County Board of Commissioners previously endorsed the project at its April 3, 2024 meeting, and has been asked to continue its support. Discussion and consideration to approve the Joint Funding Agreement between Elko County and the U.S. Geological Survey, Nevada Water Science Center, for the continued operation of three streamflow monitoring stations from October 1, 2026 through September 30, 2027.

Discussion and consideration to accept the Grants for Transportation of Veterans in Highly Rural Areas award from the Nevada Department of Transportation in the amount of $50,000.

This is the eleventh year Elko County has been awarded this grant, which does not require a match. This grant allows Elko County Transit to continue providing transportation assistance to veterans for medical care, services, and other community resources. Discussion and consideration to accept a 2026 Account for Affordable Housing grant award from the State of Nevada Department of Business and Industry, Nevada Housing Division, in the amount of $20,455.75.

Discussion and consideration to approve the two-year Deputy Attorney Labor Agreement for Fiscal Years 2027 and 2028, effective July 1, 2026 through June 30, 2028.

The agreement includes a limited reopener to address an anticipated PERS contribution rate increase in Fiscal Year 2028. FOR POSSIBLE ACTION
