COMMUNICATIONS FROM THE PUBLIC (Non-agendized items)
This is the time and place for the public to address the Board of Directors. State law prohibits the Board from addressing any items not previously included on the Agenda, but can refer you to staff for follow up. The Board of Directors may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to three minutes per individual at the discretion of the President. Individuals representing a group or an organization shall be permitted five minutes. Comments relating to similar issues should be brief, concise, and non-repetitive. Speakers should state their home or business address when commenting to the Board.

Oasis Park Noise Mitigation and Kammerer Park Court Conversion – (C. Manitta)
RECOMMENDATIONS: 1. Provide direction regarding the preferred noise mitigation strategy for the pickleball courts at Oasis Park by selecting one or more of the following alternatives: - Option 1 – Acoustic Fencing - Option 2 – Vegetative Buffer - Option 3 – Operational Controls, and 2. Provide direction regarding the proposed conversion of two existing tennis courts at Kammerer Park into eight dedicated pickleball courts, and 3. Direct staff to return to the Board with final project scopes, funding recommendations, and any necessary budget appropriations and Capital Improvement Plan amendments based on the Board's direction.
First Reading of Ordinance 2026-17 Amending the District's Administrative Citation Process (Ordinance 17) – (L. Rey)
RECOMMENDATIONS: 1. Introduce and waive the first reading of Ordinance 2026-17, amending the District's Administrative Citation Process set forth in Ordinance No. 17; and read by title only; 2. Schedule a public hearing for August 19, 2026, for the second reading by title only and adoption of Ordinance No. 2026-17.
First Reading of Ordinance 2026-18 Amending the District's Abatement Process for Weeds, Refuse, and Abandoned Materials (Ordinance 18) – (L. Rey)
RECOMMENDATIONS: 1. Introduce and waive the first reading of Ordinance 2026-18, amending and restating the District Ordinance No. 18 regarding the abatement process for weeds, refuse, and abandoned materials; and read by title only; 2. Schedule a public hearing for August 19, 2026, for the second reading by title only and adoption of Ordinance 2026-18.
Workers' Compensation Employee Experience Survey Results – (T. Piper)
RECOMMENDATIONS: 1. Receive and file the Workers' Compensation Employee Experience Survey results.
Authorization of Land Exchange Term Sheet Between Cosumnes Community Services District and the Reserve at Elk Grove, LLC. – (T. Ogden)
RECOMMENDATIONS: 1. Authorize the General Manager to execute the Land Exchange Term Sheet between the Cosumnes Community Services District ("District") and The Reserve at Elk Grove, LLC ("The Reserve"); and 2. Direct staff to negotiate a definitive Land Exchange Agreement and return to the Board for review and approval prior to execution of any conveyance of District-owned property.
