COMMUNICATIONS FROM THE PUBLIC (Non-agendized items)
This is the time and place for the public to address the Board of Directors. State law prohibits the Board from addressing any items not previously included on the Agenda. The Board of Directors may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to three minutes per individual at the discretion of the President. Individuals representing a group or an organization shall be permitted five minutes. Comments relating to similar issues should be brief, concise, and non-repetitive. Speakers should state their home or business address when commenting to the Board.

Resolutions Levying Annual Assessment; Approval of the Final Engineer's Reports for Fiscal Year 2026-27. (R. Manges)
RECOMMENDATIONS: 1. Open the public hearing and take testimony on the Fiscal Year 2026-2027 District Wide Landscape and Lighting Assessment District, Camden Park Assessment District, Camden Estates & Camden Pointe Improvement District, Fallbrook/Park Lane/Britschgi Park Assessment District, Hampton Village Improvement District, Perry Ranch Improvement District, and Vista Creek Park Landscape and Lighting (L&L) Assessment; and 2. Approve Resolution No. 2026-16 approving Engineer's Reports, ordering, confirming and levying the Fiscal Year 2026-2027 annual assessment within the boundaries of the District Wide Landscape and Lighting Assessment District, Camden Park Assessment District, Camden Estates & Camden Pointe Improvement District, Fallbrook/Park Lane/Britschgi Park Assessment District, Hampton Village Improvement District, Perry Ranch Improvement District, and Vista Creek Park Landscape and Lighting (L&L) Assessment and its zones of benefit pursuant to Resolution of Intention
2025 Staffing for Adequate Fire and Emergency Response (SAFER) Grant. (L. Silva)
RECOMMENDATIONS: 1. Approve the submission of the Federal Emergency Management Agency's (FEMA) 2025 Staffing for Adequate Fire and Emergency Response (SAFER) Grant application requesting funding in the amount of $4,632,513 for eligible salaries and benefits costs associated with six new, additional firefighter/paramedic positions during a 36-month period of performance.
Board of Directors Discretionary Fund Allocations for Fiscal Year 2026-2027. (T. Ogden)
RECOMMENDATIONS: 1. The Board of Directors recommends their discretionary fund allocations for consideration within their fund balances for fiscal year 2026-2027.
