The court also voted to file a federal lawsuit against Immigration and Customs Enforcement (ICE) for failing to provide information regarding proposed detention facility sites.

A ribbon was cut to celebrate the Northwest area's first time water and wastewater project. This project delivers safe, reliable drinking water and wastewater services to county residents and businesses across five colonas in Cano. For generations, families in these communities relied on private wells, hauled water, and individual septic systems. Today, they have direct access to safe publicly operated water services. The $14.7 million project was funded through the American Rescue Plan Act Corona Virus Local Fiscal Recovery Funds awarded to El Paso County by the US Treasury Department. This event marks an important milestone in expanding access to essential infrastructure for our county residents. The county's first ever animal shelter community meetings continue at the county coliseum. County residents had an opportunity to see the new design concepts inspired by the results of the first community meeting. Attendees were presented options for the building's design and highlighted new kennels and design elements. The public was able to present their input on the new design options in person and online. The county's go bond project progress continues as we broke ground on a second parks and recreation initiative approved by the voters in 2024. The risinger park improvements project is a major investment that will enhance recreational opportunities for families in the Fabins community. The project includes the installation of standard picnic shelters, picnic tables, benches, trash receptacles, a drinking fountain, and standardized park signage to better serve the Fabins community. The improvements reflect the county's continued commitment to improving

quality of life by expanding access to safe and welcoming outdoor spaces. Speaking of county park bond projects, the second Ascarat Park community meeting for the parks renovation continued. This was also part of the voter-approved 2024 capital improvement bond. The meeting allowed residents to contribute feedback that will shape the project as it moves forward. Residents had a chance to see their survey results, highlight key themes and priorities, and see how their feedback will guide the next steps of the planning and design process. Conceptual visuals of the potential park improvements were also on display. The residents input is welcome as we shape the future of Ascarata Park. The Pelicano Drive repaving project continues. Concrete has been laid down on the inside lane of Pelicano from the Circle K driveway all the way to Sunfire and on the outside lane from Sunfire to Missen Ridge. Next on the project list is to lay down the rebar for the rest of the roadway and begin forming the curb medians. Belligana Drive is yet another step closer to being complete and ready for use for our county residents. That does it for this month's county connects. Our child support enforcement unit plays a vital role in ensuring that children receive the financial support necessary for their well-being. When a court orders child support, it represents not just a figure, but a commitment to a child's future. This unit consists of a team of attorneys, enforcement officers, financial specialists, legal engagement officers, parillegals, and administrative staff who assist with the collection and enforcement of child support and medical support. Domestic relations office attorneys decide what enforcement remedies will be used based on the particular facts of the case. We help enforce court orders by monitoring payments and maintaining accurate records. Working with parents who have fallen behind, helping them understand their obligations and options, filing enforcement actions with the court when necessary, and helping parents modify orders if their financial situation changes significantly. Because we know life happens and fairness matters. We know that every family situation is different. That's why our staff works with compassion, confidentiality, and professionalism, helping both custodial and non-custodial parents understand the process, meet their obligations, and keep the focus where it belongs, on the children. Another one of our core responsibilities is through our family court service unit where we support the courts in making informed child- centered decisions in custody and visitation cases. In contested custody matters when parents can't agree on who should care for the child, judges often rely on our skilled professionals to provide objective and detailed assessments. adult items are appointed by judges to conduct thorough investigations and provide reports to the court based on the interests of the children involved. Either party may request the appointment of a guardian adal item for their case. In addition, family court services staff are appointed on some adoption cases to conduct evaluations. Our cooperative parenting program provides co-parenting classes which focus on the needs of children and parents in the aftermath of separation or divorce. Topics include parent, children and the involvement in the court, positive co-parenting practices, impact of divorce and separation on child development, communication, conflict resolution and anger management. Classes are offered both in person and virtually and are open to everyone. No court order needed. Co-parents take the classes separately to ensure participants are comfortable discussing the topics. Individuals may register for classes by either visiting the domestic relations office website or by calling the office at 915-2733533 or by picking up the form inside our office. Class schedules can also be found on the website. Once the registration is received, the individual will be contacted by the program facilitator to discuss attendance and answer questions via email or phone. Okay. And and like I said, this is one of those that uh the awareness is so important for the community and u it's something that could be dreadful but could be prevented. And so uh we're very fortunate to have this resolution today. Whereas in fiscal year 2025, the El Paso area recorded 3,212 completed investigations of child abuse and neglect identifying 1,138 confirmed victims. Whereas, additionally, during fiscal year 2025 and 2098, youth in El Paso area receive services through the Department of Family and Protective Services Prevention Program. Whereas child abuse and neglect can be reduced by making sure each family has the support they need to raise their children in a safe, nurturing, and healthy environment by keeping informing families about the community resources and services available that could help prevent a family crisis or help them overcome one. And whereas preventing child abuse and neglect is a community responsibility and finding solutions is contingent upon involvement among people throughout the community. And worse, our community has taken a proactive approach in the prevention of child abuse with a formation of coalition of prevention of child abuse, which is compromised of over 70 agencies, organizations, schools, daycare centers, and businesses that are all actively involved in preventing child abuse through education and advocacy. Now therefore, it be resolved that the El Paso County Judge and Commissioner's Court hereby declare the month of April shall be known as Child Abuse Prevention Month and that April 10th, 2023 shall be known as Go Blue Day. Welcome. Thank you for being here today. Thank you very much, uh, judge and commissioners. My name is Lori Maldonado and I'm the regional director for child protective uh, investigations here in El Paso County. Um, I am accompanied here by our partners. Um, child abuse prevention um, and intervention is a community issue. Uh, it's not a state issue. It's not an agency issue. It is for all of us. We all pull together. And so although we we deal with child abuse year long, the month of April is for us to really really bring awareness uh to the cause to educate the community and for all of us to pull our resources together. Um one of the things that we're most proud of uh you spoke about the strengths of our community. One of the things we're most proud of is that we provide the most services in home to children and families. And so we pride ourselves in that in El Paso County. We do the fewest removals of children. we provide uh the most alternative response cases, which means we work with children and families um in their homes. Um and and that's an effort that's done by all of us um all the agencies that we work with, the schools, the medical community, the law enforcement community, the legal community. Um and so we're proud of that. And so April is when we really make an extra concerted effort. Um another thing I want to talk about is that we have a foster home shortage in El Paso. And every chance that I get um to speak on that, I do because we want to um encourage people to step forward to provide care for El Paso County children in El Paso County. Um and so I think we all know somebody that we think about and say, "Man, they would be a great foster parent." And so we encourage you to please have those people reach out. Um it is a it is a process um to get licensed, but it's not as difficult and tedious as people think. And we need we need to

rehabilitate our children in our community. And so I challenge everyone in the month of April to help us find more foster homes to help us educate the community on on child abuse and resources available in our community. Thank you. You got everybody? Well, as you know, I always brag on my two children that were part of CASA and they're now attorneys. And I could tell you that um you get more than than you give out. And uh when you talk about foster homes, I it's that nurturing nurturing environment that really makes a huge difference. Um you know, one of my best part of my profession was being a probation officer, juvenile probation officer, and I got to see the difference. sometimes, you know, you don't want to put them back in an environment that is conducive to what the problem is, right? You're putting them right back. And so, having a foster home uh where there's more nurturing and and I can guarantee you that the foster parents are going to gain as much as the children because giving in that and seeing someone redirected uh just makes such a big difference. So, I think you know really thank each and every one of you for everything that you do. uh it's such an important uh you know children at an early age you you can do so much you know I've seen the potential of of intervention and the res you know responding to treatment uh and it gets harder I mean I hate to say this but as they get older it gets harder and when a child has been abused it becomes the underlying uh you know cost of so many things the pain the hurt uh the way they deal with life um has to do with that that situation. So addressing it early uh doing what you're doing is is quite a very important for a community. So I thank each and every one of you for what you do. Whereas this solemn gathering serves as a poant reminder of lives lost and the profound and lasting impact of violent crimes on families, loved ones, and the entire community. Good morning, judge, commissioners. Want to thank the court uh for for recognizing uh crime victims week uh this year. It's annually every year in April. You know, I think it lines up with child abuse awareness and prevention month. and and I know there's another resolution uh right after ours regarding sexual assault awareness and prevention month. Um but I I will tell you judge, you know, having worked with and and interacted with so many families who have lost their loved ones to to a violent crime. um you know, one of their biggest fears or one of their biggest worries is that their loved one is going to be forgotten and and will be lost to to to time. And I I know it one of the reasons the biggest reason why we do this event is to let them know that that is not true. They will not be forgotten. They will be remembered. you know, the fact that every year since 20 2009, uh, our office has read the names of thousands of El Pasoans over the last who have lost their lives over decades, um, to to let this community know that they will not be forgotten. You know, every year we add approximately 50 new names to to the memorial. 25 on average to victims of violent of of homicides uh of of violent homicides, 50, you know, 25 to vehicular u vehicular homicides. And I think I've mentioned it to the court before, but the memorial has run out of physical space. We we cannot add names to the memorial anymore. You know, one of our long-term goals is is figuring out how we're going to expand the memorial to ensure that we we create a physical space for uh for folks to gather and and to see the name of their loved one remembered by by the

community. And I know that's going to be a long-term project certainly with the city uh since the memorial is is on a city park at Ralph Tcloud Park. But we will be out there uh later this month on a Sunday. You know, I I invite all of you to join us. I we we host two events every year. We have the the reading of the names. I know some of you joined us last year for the for the memorial walk. You know, it's a much more celebratory event. Uh this is certainly a more more solemn event. It takes us approximately 4 hours to read all 2,000 names. And so, uh, we invite you to join us and and I'm very grateful to be joined by, uh, several of our victim advocates that that work on some of these very serious cases, uh, and and keep victims informed on on how the criminal justice system and and our legal system, their rights, um, and and the process. It's a very difficult process. You know, it's not a process that's designed for victims. You know, I tell people four out of the 10 bill of rights, the amendments, four out of the 10 deal with the criminal justice system, right? And and rights that are afforded to people accused of crimes by the government. You know, we want to make sure that that victims are also remembered uh and and that their loved ones are not forgotten. So, we appreciate the recognition.

Uh reminds us of the pain and we always felt in El Paso, we know that when one family's hurting, we're all hurting. you know, we're so close to each other and everybody knows each other somehow some way. We either went to school with them and, you know, somehow we're connected and so just bringing everybody together is is so important. So, thank you for continuing this and whatever we could do to support the additional names because I know it must be very difficult for the family uh not to be included and that's not El Paso and we have to figure a way to make sure that every individual feels like their loved one's name is going to be there as as a memory. Um want to first of all say I'm also proud again to welcome the ancient Egyptian Arabic order nobles of the mystic shrine and recognize oral temple number nine and oral coat number 20 uh imperial court daughters of the of El Paso, Texas. Um as the resolution as you'll hear in the resolution um this organization was founded in 1910. Uh but what the resolution doesn't state and that I'd like to share is that the order has over 250 constituent courts located throughout the world including in this country the in Canada, the Bahamas, Germany, Italy, Japan. Um and the purpose is to unite relatives and members of the organization into one common bond of friendship by inculcating charity, benevolence, honor, and integrity as symbolized by the legend of the Egyptian queen and goddess Isis. And so again, it's an honor to to be able to recognize uh our these great El Pasoans and guests who are participating in this great activity. And so I'll read the resolution and then we can hear from y'all. Resolution states, "Whereas in June 1893, the ancient Egyptian Arabic order nobles of the mystic shrine, Aea NMS, was organized and established under the leadership of John George Jones and its auxiliary, the Imperial Court Daughters, was established in August 1910. And whereas both were established as benevolent and charitable organizations whose members are dedicated to the principles of fostering civic, economic and educational development and programs throughout the community. And whereas oral temple number nine of the A.E.A.MS ONMS and oral court number 20 Imperial Court Daughters of El Paso, Texas will host its annual state desert conference of Texas and Gala Day Convocation April 16th to 18th, 2026 at the Winnham Hotel.

We'll uh issue scholarships to those deserving high school seniors here in El Paso. Um and our guest speaker for the evening will be the honorable mayor uh Renard Johnson. Um and then we have the memorial service to memorialize our fallen uh lords and nobles. Um that' be Friday morning. And then Saturday we have community service where we at we'll be at the Salvation Army giving back to the community and also the veterans home. So we'll be doing those uh community things while we have uh our other temples and courts in the city and then we have uh the deputies ball will be at 7 p.m. at the Windham Hotel. Now, the public program is free to the public and we invite all of you to come out to see what our organization actually does and give back to the communities throughout the desert of Texas or the state of Texas. Um, as our friends from the CSFV approach the the podium, I want to um just state that that this organization is just such a an important and critical provider in El Paso. And I and I want to thank them as we try to do as as often as we can, but especially uh during this resolution for their work. uh want to highlight a couple of the events um that they have planned for this month for folks to engage to to be educated and to be inspired uh and and within this community during sexual assault awareness month. Uh from awareness campaigns to outreach activities, workshops, community gatherings, each of these events is an opportunity to learn more about the importance of things like consent support supervisors and being part of really meaningful change. So, tomorrow we're they're urging everybody to wear the color that that Miss Sandra Garcia Noves is wearing right now, teal. Um, on Sunday the 11th, they have the uh what are you what what were you wearing exhibit at Basset Place on the 14th. Uh they're going to be at the city council doing a resolution as well. Uh they're going to be participating in in the reading of the names at Ralph Cloud Park from what I understand. And on the 26th, they'll have a pickle ball tournament at Pickle and Par. And these are just a few. And I and I hope uh I didn't steal y'all's thunder by announcing them, but I I really hope that our guests and and people that are listening in feel free to uh to attend these events. Uh but yeah, I I just want to thank you all so much for your work in our community. And I'm going to go ahead and read the resolution and then we'll hear from from our guests. The resolution states, "Whereas sexual violence affects individuals and families across all communities and backgrounds, causing lasting trauma and significant harm, studies indicate that one in three women and one in six men experience some form of sexual violence

This past year, the CASFV answered over 500 sexual assault calls on their crisis helpline, provided sexual assault services to more than a thousand survivors, and responded to over 240 hospital accompiment calls across area hospitals. And whereas CASFV works tirelessly to provide safe shelter, crisis intervention, counseling services, legal advocacy, and community education to help survivors heal and thrive while fostering awareness in the community to reduce stigma and encourage reporting of sexual violence. And whereas sexual assault awareness month is an annual opportunity to raise public awareness about sexual violence, honor survivors, and reaffirm a shared commitment to prevention, healing, and community support. And whereas CASFV's theme consent is loud emphasizes the importance of clear communication, mutual respect, affirmative consent, and community accountability in preventing sexual violence. And whereas educating individuals and communities about consent, health, health healthy relationships, bystander intervention, and equitable treatment strengthens safe safety and respect across all settings, helping to reduce the prevalence of sexual assault and fostering a culture of accountability and care. Good morning. As you mentioned, my name is Sandra Nez Garcia. I'm the executive director for the Center Against Sexual and Family Violence. Um, we're really honored that you recognize April as sexual assault awareness month. And on behalf of CASPY, we're really excited to be here with you this morning. Sexual assault affects individuals, families, and the entire community. And while it is a serious and widespread issue, it is also preventable. with that. It starts with awareness, education, and all of us working together um to create safe spaces, communication, um healthy relationships, and following those standards that we want for our children and for our community members. This year, our theme is consent is loud. Consent is clear. It is active. It is ongoing, and it is never assumed or implied. Consent is loud reminds us that communication and respect are essential in everyday interactions. It is also a call for action for all of us to listen, respect boundaries, and speak up when someone or something is making you feel uncomfortable. CASPY is committed to support survivors through advocacy, counseling, and essential services. At the same time, we are working to educate our community and prevent violence before it happens. We encourage encourage everyone to take part of the different sexual assault awareness activities that we have this month and start conversations for to support survivors and help create a culture where consent and respect is a standard. You know, oftent times um when we we go out in our community, sexual assault is one of the least spoke about victimizations. It's something that makes people feel uncomfortable. It's something that we would rather kind of hide and sweep under the rug. And so we hope that while we're doing our work consistently all throughout the year, this month really highlights the ability to have those conversations, have those conversations with our children in our home with our family members. Because oftent times we've stereotype that these individuals, what I would first call when we first started doing sexual

assault, you know, we think of the dramatized version that we see on TV, right? The individual that comes out from behind the bush while you're exercising in the park at night. Um, but these unfortunate interactions happen in our homes oftentimes by individuals that we know and oftentimes individuals that have access to not only our children but our family members. And so ensuring that we make light of what the reality is of this victimization is really important to us. Um, these individuals need support consistently. And so what I implore of anyone who's either listening and for all of you today in this room is that when someone comes forward to you that they've been a victim of some sort of abuse, the biggest thing and the most impactful thing that you can do is how you react to that statement and it's to believe them. Um because it takes courage to come forward. It takes courage to come forward and say what has occurred. um because they already have all these doubts and all this guilt and all these reasons of why they had something to do with that victimization which is completely untrue. This morning I do have the pleasure of having two of our board members here with us and so we'll give them an opportunity to say a few words and introduce themselves.

Morning commissioners. Uh good morning judge. Um, my name is Sandra Farto and I'm a new uh board member uh for the Center against Sexual and Family Violence. Um, the work that the center does is super important. Also being uh the assistant director for the victim's assistance department um allows us to collaborate with the center um and just strengthen that that collaboration um and service the victims that come through our office. Um we also do have present uh the chief of the unit the sexual uh special victims unit uh Miss Katrina Yala and her team the victim advocate and and the unit that we do is that they the unit that we run in the office is very uh important uh with with the collaboration that we do with the center against violence.

Welcome. I've gotten to speak with you a few times this year already and so I really appreciate I'm Erin Sutliff, the division chief of the protective order unit. I am current board chair of the surrogate sexual and family violence. Um uh you know our job, our work at the protective order unit at the county attorney's office is very important. I just want to um highlight the number of sexual assault protective orders. One can get a a sexual assault protective order. Maybe uh folks listening may not know that. So, you can get a a protective order against your abuser um for sexual assault. Based on that, in 2024, we obtained 56 um protective orders based on sexual assault. And that could be adult victims of sexual assault as well as children victims. And so, I proudly of also and obviously wear the child abuse awareness month um ribbon that my colleague Robin Bramble has passed out to all of us. But um too often there's a co-occurrence, right? So um and then in 2025 we uh obtained 36 protective orders for sexual assault. Already this year we've obtained eight sexual assault protective orders. The other numbers that I want to share just briefly is that in 2024 so I said we got 56 84 were the number that we applied for. When we go to court we are more than likely going to get the protective order. But there are many victims that for many reasonable reasons decide that they just don't want to go forward in the criminal and civil justice process. And so that's our job. That's our collective job to help people feel more comfortable um to feel believed and able and empowered through the process so that we can get 100% of the ones that we filed to go forward, the 100% of the sexual assault um criminal matters um prosecuted and obtained convictions. So that's the work that we have to do as a community, but um y'all are our allies in doing this and we so appreciate you recognizing this month. Um there's a lot of really important activities. So let's uh I'll get a car pulled together. we can go hang out at Basset or any of the other activities together. Thanks, guys.

And thank you. You know, the last resolution and this one, it's almost what they go through and the difficulty. But you mentioned something very important that is the culture. Uh we do have to have a culture where people are okay to be protected. Uh because there's so much um difficulty in in thinking that they should be protected. There's a lot of self-lame that happens and creating a culture of being able for someone to step out is so important. Uh because a first reaction is to sort of repress it, right? It happened, repress it. Let's not deal with it. Uh but that's not going to work obviously and and it has to be the ability to express themselves and be in a culture. And I think we we can create that culture, that culture of awareness, that culture that we are able to help. So, I thank you, Erin, everything that you do and everyone else uh uh here today. But once again, this awareness uh I love the fact that we're able to get individuals to understand that it's not something that you just can't do something about because that's the the normal reaction from someone that's not involved in that is that it's out there somewhere. And it shouldn't be like that. should be a community that that comes together and helps individuals express themselves and that they do feel protected by the uh by the order. So, we thank you so much for this.

And if I may, Judge, I think one of the important ones and and um Commissioner Stout highlighted it is our what were you wearing art exhibit. Um I think that's probably the most impactful exhibit that we could probably share with the community. So going back to the stereotypes of it's you know again these very stereotypical dramatized things that we see on TV but when you see the exhibits each exhibit has a short little story of the age of the survivor what and this and it's um replication of what they were wearing when they were assaulted. And so to see the different outfits that are there it's very similar to what you see across this room. It's very similar to when you go out to the store on a weekend with your family. It's um the hardest swim for a community to see is when it's children, right? And so we have everything from description of color to what type if they were at swim practice, if they were, you know, at soccer, working out at the wherever it was. And so again, if if we could get more people out there to see that and kind of start that conversation, I think that would really connect with so many.

Whereas the prevention of animal cruelty is essential to promoting public safety, protecting vulnerable populations, and fostering a humane and compassionate community. And whereas acts of animal cruelty are often linked to broader patterns of violence, making earlier intervention, enforcement, and education critical components of community well-being. And whereas El Paso County Animal Welfare Department and the El Paso County Sheriff's Office work collaboratively to prevent, investigate, and prosecute cases of animal cruelty, ensuring the safety of both animals and residents throughout the county. And whereas over the past year, these coordinated efforts have resulted in the successful investigation and resolution of numerous cases of animal cruelty and neglect across El Paso County. And whereas notable cases include the apprehension of a suspect following a cockfighting raid in Clint in March of 2025, the apprehension of a suspect following a violent dog attack in San Lisario in August of 2025, the rescue and medical treatment of multiple neglected pit bulls in Fabins. in September of 2025 and the arrest of an individual in Canuto on four counts of cruelty to non-livestock animals in December of 2025. And whereas these investigations required coordinated operations, neighborhood canvasing, and community education initiatives reflecting El Paso County's commitment to enforcing animal cruelty laws, protecting vulnerable animals, and promoting public safety. And whereas through these efforts, dozens of animals have been rescued, offenders have been held accountable, and community awareness regarding reporting and prevention has been strengthened. And whereas El Paso County remains committed to promoting responsible pet ownership, supporting adoption and rescue efforts, and continuing to invest in resources and

On behalf of the sheriff's office, I would like to extend my gratitude to Commissioner Oolgin for sponsoring the res resolution proclaiming animal prevention month. Today, we want to address a critical issue that impacts count countless lives but often remains unnoticed. Animal cruelty. Every day, animals suffer from neglect, abuse, and exploitation. Whether within our communities or on our farms, animals deserve compassion, respect, and protection. Animal cruelty takes many forms, including physical harm, abandonment, and deprivation of food, shelter, and medical care. These actions are not only morally wrong, but have lasting negative effects on the well-being of both the animals and people. Research indicates that individuals who harm animals are more likely to commit violence against humans, underscoring the importance of animal welfare as a social concern. We want to we want to thank the animal welfare department and the law enforcement bureau for the ongoing collaboration in responding to and investigating reports of animal neglect and abuse. The sheriff's office maintains a zero tolerance policy on animal abuse and is committing to bringing those responsible to justice. In comparison, the sheriff's office handled 19 cases arrest in 2024 and 41 cases arrest in 2025. Let us stand united and be a voice for the voiceless. By raising awareness, showing kindness, and demanding justice for animals, we can foster a safer and more compassionate community. Thank you.

Um, your support helps us raise awareness, strengthen prevention efforts, and hold offenders accountable. Animal cruelty is not only a threat to the safety and well-being of animals, but it is often linked to broader patterns of violence in our communities. By addressing cruelty early, we are not only protecting animals, but also contributing to safer neighborhoods for everyone. It is critical that we continue to educate the public on recognizing signs of abuse, encourage reporting, and ensure that every case is taken seriously and investigated thoroughly. Um, I also want to extend sincere thanks to all of your offices. Thank you so much for working collaboratively with us and fielding all those constituent calls and allowing our teams to be able to handle and investigate appropriately. They felt like they were enjoying themselves. And uh so I know you're always doing that, but this was very very special. Um I can tell you that every single uh community meeting that I have, interaction with residents, especially in East Montana and Montana Vista, um always without a doubt I'm asked about animal welfare and services. um whether it's related to an animal cruelty case or a pack of dogs that is causing harm to residents or stray dogs that have been found um or dumped out there. Um there's there's not a day that goes by that we're not out in the community that we don't hear about this issue. And I am always very confident in telling the residents of our community that we have uh the best animal welfare department um that takes care of the animals in our county. We're reminded of Jesus's lament, his sorrow as he beheld Jerusalem. Matthew 23, the words of the Lord Jesus. Oh Jerusalem, Jerusalem that kills the prophets and stonest them which are sent unto thee. How often would I have gathered thy children together, even as a h gathers her children under her wings, and you would not? Behold, your house is left unto you desolate. For I say unto you, you shall not see me henceforth till you shall say, blessed is he that comes in the name of the Lord, the lament of the Lord Jesus over Jerusalem. Um, when I was a kid, we had a YWA uh blocks away from us, a Y that was Hebrew run. Uh but they let us as Gentiles join it too for the pool in the summer and it was it was a fascinating opportunity to be right in the heart of a Jewish community. I'll always remember how the one employee there used to work on her her latch took artwork of a rose and I remember my dad one day speaking to her about the precious future promise of Isaiah 35. The wilderness and the solitary place shall be glad for them and the desert shall rejoice and blossom as a rose. They shall see the glory of the Lord and the excellency of our God. The glory of God that will be on display one day when he restores Israel. Interestingly, El Paso and Hyera, Israel were declared sister cities in 2015. And one big factor in that was the techniques of irrigation for desert use. Um yet any blooming from irrigation comes nowhere close to the beauty that will one day be on display in the land of Israel. It's no accident that the focal point of the whole world is on the

Middle East. And once again, specifically, eyes are on Israel. There's something special about this nation. And there is something undeniably miraculous. To go against God's chosen people is in essence suicidal. Does this mean that every action taken by every Israeli soldier is always justified simply because they are God's chosen people? No, it doesn't mean this. Does it mean that Israel is living as a godly nation? No. In fact, the rates of abortion and sexual immorality in Israel are off the chart. Doesn't mean that every decision of Israel's legislature is okay because they are people chosen by God. No, it doesn't mean that. But it does mean that you cannot go against Israel and stand against the Jewish people and get away with it. There are consequences if not in the immediate temporal and the eternal. In December 2023, a Turkish legislator, Hassan Bitme, made a brazen speech that Israel will suffer Allah's wrath. The videos all over the internet internet. He stepped away from the podium and collapsed. Days later, he died. The events in our world do not reflect a world that's falling apart. Rather, they reflect a world with events coming together for the return of the Lord Jesus. Zechariah 12, the Lord speaking. The Hebrew scriptures, they say, "And in that day will I make Jerusalem a burdensome stone for all people. All that burden themselves with it shall be cut in pieces, though all the people of the earth be gathered together against it." We are told very clearly in Romans 9:10 and 11 in the New Testament that God is not finished with Israel. written by the Apostle Paul through through the inspiration of the Holy Spirit. We're explicitly told that we who are gentile believers have been mercifully grafted into God's olive tree in this church age. Part of that grafting involves people of the Arabic nations, many of whom by God's grace are believing in the Lord Jesus. For example, Iran has an enormous underground church. Many, many Arabic

people, even those who fervently identified previously as Muslims, now profess faith in the Lord Jesus. We're told in Romans 11, "Oh, the depth of the riches both of the wisdom and knowledge of God, how uncarchable are his judgments and his ways past finding out." As the world of MAGA is in civil war over the Israel issue with Tucker Carlson and Candace Owens fueling the fire and as much of the left rages against the Democratic Senator John Federman for his statements that are staunchly behind the Israeli military the idea. It's comforting to know that God is not in panic mode. The children had it right on the day of Jesus's triumphal entry. Instead of all the political shouting and screaming, we would do well to stand in awe of the one who humbly entered Jerusalem on a donkey and lay down his life later that week in the ultimate sacrifice for we for which we could never ever repay him. He proved that his sacrifice was efficacious by his visible resurrection. That sacrifice was made to save Jews, to save Arabs, to save us of other gentile ethnicities. The God of heaven is not a God whose name can be defended by political rams andor political violence. The God of heaven is in complete control. We're told in Habach chapter 2, "But the Lord is in his holy temple. Let all the earth keep silence before him." In the craziness of the world that we see all around us, we can know for sure that there is a God who's ultimately in control and his work is ultimately working out his plan of the ages. But I I one of our conversations we had is about how animal welfare and the sheriff's department takes care of cruelty cases. And I I couldn't say enough good things about how they do what they do and when they do it. And I realized I've never told you all what a fantastic job they were doing. I didn't know this was going to happen today. I just it I realized Wednesday I never said anything and I I felt I really needed to because of the great job they do. I've actually been um somebody who took care of some of the abused animals that came in and needed a place to go. So I I know for a fact what they do and how they do it and it just it it's very impressive. Um the sheriff's department just they jump on stuff, you know, we send them videos and they're on it. There's there's no may, there's no ifs, there's no buts. They get on it, they investigate it, and they take care of it. The dog needs to be confiscated. It's confiscated. If the person needs to be charged, they're charged. There's no, "Well, well, we'll discuss it and, you know, a week from now, we'll see what we can do." They're handling the problem. They're addressing the problem. And I'm glad you guys did what you did today. They deserved it. Every single thing. Thank you so much. and thank you for all you all are doing because you you realize we have a crisis in this place, in this city, in this county, and you're stepping forward. And it's just refreshing to to deal with some people that are willing to step up and make a difference in what's happening in this city. We created this issue. We absolutely did. You You can't leave unaltered strays running the streets and not expect to have more strays. And when you consider the average female has eight puppies, you leave one female running loose with one male. Now you've got 10 unaltered, unvaccinated, and they run in packs. When they run in packs, it's when you have problems. You know, they they the Texas Parks and Wildlife guy said it perfectly. They run impacts. They go after things to kill it, not for food, but for sport. And because of the stray crisis that we have in the entirety of El Paso, we have we've we we're putting women and children especially at risk for dog attacks. And if you if you Google dog attacks, you're going to see how many are actually happening. And it's disgusting. We've had more critical dog attacks since 2020 than ever before. And again, we caused the problem. We have to fix it. And you all are stepping up to do your part. Now, if we can get the city to do what they need to do, you know, we have a great thing. Horizon is is realizing that they have a problem and they're trying to fix it.

As you know, the GFOA um goes through a real rigorous process of reviewing our budget book that we've submitted and ultimately uh awards um um the the award based on a ranking. So, we're very proud. I'm also very proud of the of the team that put this together. And so I just want to give them a big shout out and a big thank you to them. So again, we received the award again this year. Uh the second um item that I have great news. Um I'm here to introduce our new assistant director for the budget and finance department, Miss Maria Chavez. Uh Miss Chavez is not a stranger to El Paso County. She used to work here back in 2008 to 2012 in the county auditor's office. So she returns to El Paso. She's a native El Pasoan. She has uh over 20 years of experience uh most recently at Fort Worth ISD. She's been at El Paso ISD, Texas Health uh Texas Health um sciences uh center. The $14.7 million project was funded through the American Rescue Plan Act Corona Virus Local Fiscal Recovery Funds awarded to El Paso County by the US Treasury Department. This event marks an important milestone in expanding access to essential infrastructure for our county residents. The county's first ever animal shelter community meetings continue at the county coliseum. County residents had an opportunity to see the new design concepts inspired by the results of the first community meeting. Attendees were presented options for the building's design and highlighted new kennels and design elements. The public was able to present their input on the new design options in person and online. The county's GOB bond project progress continues as we broke ground on a second parks and recreation initiative approved by the voters in 2024. The Risinger Park improvements project is a major investment that will enhance recreational opportunities for families in the Fabins community. The project includes the installation of standard picnic shelters, picnic tables, benches, trash receptacles, a drinking fountain, and standardized park signage to better serve the Fabins community. The improvements reflect the county's continued commitment to improving
