BGC Veterans Services Update. I have one BSR that will be attending the CACBSO Fall Conference. October 11th to the 16th. Tomorrow the stand down begins. There will be DOD materials, some will provide haircuts, breakfast and lunch will be served, and a lot more things available for veterans that need some assistance. There will also be, excuse me, there will also be representatives from my office along with federal VA to provide services to all veterans.

They will be able to enroll in VA healthcare services

to be in the claims process. So please let everyone you know know if you haven't already. Can I go down there and get my haircut? Sure. No. If you would like to. Art ceremony. I want to thank everyone who assisted with the art ceremony held at the Veterans Building on August 28th. The ceremony recognized the sacrifice of one particular soldier However, I hope it also provides more recognition for all who have sacrificed part or all of themselves for this country. The soldiers and veterans that don't have visible injuries February 10th, 2025, California SB 296 was passed by the Senate on May 29th, 2025, and moved to the Assembly, which passed it on August 19th, 2026. It was then presented to Governor Gavin Newsom on August 27th for him to sign into law. Governor Newsom signed a bunch of bills after he was presented with SB 296, but SB 296 was not on the list of bills the governor signed. However, he only has 12 days to either sign or veto the bill. I believe the governor still has three days to veto or sign. I would rather see him sign the bill and show support to the veteran community. However, as long as it becomes law, then it's all due in the week. It will go into effect on January 1st, 2027 and provide disabled veterans rated 100% permanent in total. That makes less than $83,474 a 100% exemption on their property tax, meaning they would pay $0 in property taxes.

If a veteran with the same rating criteria makes more than the $83,000,

Monthly contact report, we had 364 phone calls, 59 scheduled appointments, 73 walk-in visitors, 33 approved CalVet College fee waiver applications, and we have six Monument Brick applications as of right now that still need to be approved. South Lake Tahoe services, we offer services here in South Lake Tahoe by appointment only, second and third Tuesday of each month. Three BSRs are responsible for providing services inside of their tunnel office, and they rotate out each month. This means a client may see a different BSR each time they go into the office. This shouldn't alarm them. All BSR staff receive the same training and are capable of assisting them. That concludes my report.

I don't know, but if they go by business, he's got three, three left to sign the veto. I don't foresee him doing it. I just don't know why he didn't sign it with the other bill that he was prevented with. That's my only concern. And that's, is that going to be for all veterans of their status? Yeah, they have to be received with a hundred percent permanent total rating. So it's more of this is a different legislation on top of what the already existing

take the whole value off or at least half.

We received our report from the foundation on our balance. And congratulations to the commission. We have reduced our balance down to $7,815. Perfect. So we will see that increase once everything is gone through the auditor's office, releasing the $175,000 that was budgeted for 26-27. So that will increase and that'll be the money we'll use for our mini grant cycle this spring.

Thank you, sir. Go ahead, sir. to South Lake Tahoe Community College. I met with Angel Marquez, the veteran supply person. He's a Marine veteran. He's also a full-time student. He wants to be a therapist for veterans with PTSD. Basically, they're serving at this time 15 individuals between veterans and dependents. And the services that they provide at the center is they can provide rental assistance vouchers provided by the county. They do referrals for mental health, and these will go through Reno VA. They have two folks online that they have good communication with. They refer folks to these type of things. So they're also approved. The community college is approved. There's three on staff there in total. It's Angel Marquez, Rosie Morris. She's the veteran certifying official. She's in charge of everybody. She's in charge of when folks are coming through with their college, if they qualify or not, veteran status. And then Sarah Williams is the academic counselor. They were not there. They were on a stand down today because it was President's speech. He was kind enough to meet me individually and walk me through the program. So Lake Tahoe Community College is approved for certification as students eligible to receive educational assistance from the Department of Veterans Affairs. Students eligible to receive DBA benefits must be enrolled in a program leading to a certificate, associate arts degree, or class appropriates to be able to be transferred to other institutions. He advised me of a app that's being utilized by the students and folks from South Lake Tahoe. It's called Lake Link. It's a free app for people provided by the city. It's handicap accessible for rides. You can basically, they'll come in from small shuttles and pick you up and take you to various locations. And it's throughout South Lake Tahoe. Basically, when the folks will come in and they'll go in, they'll meet with the counselor, they'll meet with Angel.

They have to bring in their DD214s.

And then they will be, if it's honorable, you know, DD 214, honorable service, they can serve, they can, excuse me, they can receive up to four quarters of unit credit towards their degree, towards their certificates from their DD 214s. I did not know that. I thought that was great. And then East in communication with the American Legion, He provides, and I personally went and saw it in the center. They have like a lounge. They have a lounge where they have a refrigerator. It's stocked full of food for the veterans and the dependents, drinks. They have three computers in this program with the school. Basically, the Vet Center provides food and computers for the vets and their dependents. And as a final note, I'm really, really happy that we were able to come together as a commission and give them this last money. Their money has been cut by the VA substantially. Even though the VA is receiving more money, they cut their money for whatever reason. But thank goodness we, as El Dorado County, were able to backfill in and provide him with additional needed funds. Everything's looking great. I got his personal information to pass on to John to create the liaison. I will check back with the commission by every three or four months to give you an updated status of the educational program. Just a follow-up. There used to be the buses in the Ridley station would go down to Gardnerville. I'm not aware of that.

How did I do? Should I stand here or should I stand over here? What are you doing? Right. A couple emergency rides. Bonnie from the Veterans Office called me up. The homeless Vietnam-era veteran, exact same date of birth as her father, and got him down to Mather. When they present like that, Mather has the H-PACT team, Homeless Primary Care team, isn't, they used to have their own physical office I could go to, but there was a shooting and they closed the office. So now I have to go to ER, but I just say it's an H-PAC intake. One of the nurses seems to always hear me. He's right there, same guy every time. And he comes out and he gets a rock and roll. So they'll be, you know, housing and all the services needed wrapped around. Haven't heard anything back yet, so that's good. Then a week later, the Upper Room calls me. That's our soup kitchen up on Broadway. And Karen Stinson is an outstanding social worker and spy. And so she calls me and says, David, we have an out-of-town homeless veteran who's disabled. The homeless had to haul him out the bus and get him into the Upper Room. And I got enough social and date of birth out of them, and I verify it. that, you know, May 3, I would take care of him. And we went down there. I think they already kind of knew him. And, you know, and he gave me the hardest time ever over the wheelchair. No, I had to go through the ER, the ambulance entry. I couldn't go through the normal entry. And so got him in, got him all rocking and rolling. APS had been contacted, and they contacted me later. And apparently the Paso police already knew about this fellow. He already had a martial medical tag around his wrist. And apparently when they started to provide programs, you know, like recovery, he said, thanks but no thanks, got up and walked out. Of course he did. So he's healed. Of course you know this guy. I don't. So in the last 24 hours, I, let's see, work a lot with Julie Tucker, the VA social worker for HUD-DASH. So on the north side of the freeway, for only a couple hundred bucks, I was able to catch a veteran up on his rent. And coming around on the south side of the freeway, and Donna, I talked to her about the issue. Sometimes you need extra counsel. This guy's $2,700 behind on his rent. And he's making difficult, let's say, financial choices we wish he wasn't. We used to have credit advising coming into us from the VA. We used to have a paid person. And this, he needs it. Anyway, so I have three things going for him. One time when I was at AAA, I caught him up on his DMV and his tags and his insurance. And then I said, now I need you to do a favor for me. And so he did a favor for me. He went to jail, and a guy was being discharged, homeless veteran, middle class, but homeless veteran, being discharged, and he took him down to Sacramento for me. And I probably asked him because I knew he was in El Dorado Hills. So he already did me a solid. Another thing is his wife lost, or by the behind financially, his wife lost her job because it's only in her 30s and she's having some serious heart issue and looking at surgeries and everything else. So her earring got cut off. They're waiting for the SDI check to show up. And this guy's also 100% service connected. So I've got all these reasons. So even though I... Anyway, so I paid off this rent. I was waiting for others to step forward, and I still have a little bit of hope for the nation's finest. They have a sticky note on the check, and they're going to wait another day. And I hope the nation's finest might rescue the situation, but I don't know if I'll cut it out or not cut me. So we've got that. And then last night, I heard that one of my spies told me, and one of the issues is that this guy gambled. So I got my intel. But the sticky note and the check are still over there and still, even with that NFL, I've got, you know, a wife that might be dying in her 30s and I don't want them on the street until the sheriff's breaking through the door. So, yes, John. Do you have a comment or do you want me to keep vomiting for it? I'll keep going. So, I don't want to

say that the woman isn't hurt but have you seen proof and what do you do in situations like that when when they're claiming something so severe and it pulls on our heartstrings do you check anything or do we just go with oh you know what it sounds serious so we're going to go ahead well um one day we've got a picture of the free day notice and now

On the street businesses, those work and overall those resources in a certain amount of checking and also we had done checking before when I rescued the DMV. Do I have her medical reports. You know, I feel so you've been asking. So, so the thing is, you know, I'm housing Alvarado has a very document bridge. And if you want to wait two or three months to get your $1,500 check, they're your people. But I needed, sometimes you need to act now. And I take this as 9-11 now. And obviously I get fooled. I kind of box out of the ER. So, you know, that's the kind of choices I make. I said no today while I was eating my lunch to it. Very fine gentleman. No drugs, no alcohol. Middle class, basically. But the wife kicked him out. One of those stepson situations. And who are you going to choose? Yeah. And so he ain't the stepson, he said. And so she's kicked him out. I fought him an occasional day or two. He has not followed up and closed the deal. Some of the free victory village or, you know, So there are things that have been, he hasn't followed up in close deals because he weren't quite good enough. He has been spending some time in Detroit. And so it's constantly hard calls, constantly hard calls. Now I'll throw an APS thing out too. Another upper room referral. David, we've got a homeless veteran, and it's Labor Day weekend, you know, starting to, and he's got a sister and her boyfriend with him. All right, so, and then Randy does, he's got an alcohol impairment. But I took this one just to get into the motel where I have an excellent spy. And the spy calls me the next day and says, I've already phoned APS. I think the sister and boyfriend, she called them grifters, and they're taking them to the cleaners. We've got APS out there. The supervisor of APS came out. And APS hardly ever can do anything. The veteran says, I want it this way. I want to give them my money. I consent to it. And I wanted to put them in the car and take them to Mather. And the APS supervisor said he would take them if he consented, but he didn't consent. And so, you know, sometimes all I want to do is second civil rights, I don't know, three nostrils and take them. You know, but especially, I, you know, I'm not going to fight the APS supervisor. So, but if I get a chance to grab them, I'll take them. They're... Asking out the lunch. Yeah, they're... And yet even then, the boyfriend, I pumped him some gas, the boyfriend sees someone's leaving the lot with their trunk open, he chases after them, stops them at the stop sign, and shuts their trunk for them. So even when they are criminals, they have their human soul. So it's nothing but tough calls. Nothing but tough calls. Is that enough, Todd?

That was not very familiar. You know that. You know, we've done a lot of stuff together, but I appreciate it. Mr. Chairman.

Yes, sir. I'd like to add on to a little bit of this. It's been quiet up here. Weather's been gorgeous. You know, there's no rain, no snow. We had a little bit of rain, but not much. But I did finally get a call yesterday from a gentleman that we helped last December. His daughter is a caretaker who cleaning of a motel close to state line. And he and his wife got in, got a room for a thousand dollars a month, which is unheard of here, especially at Christmas time or December. So he called me yesterday and it was a very confusing call saying that he was supposed to have an appointment in Gardnerville, Carson Valley. And it was supposed to be on Monday, but he couldn't get it. a ride, and then he made an appointment to get into the VA hospital in Reno next Wednesday and Thursday, and he's working on getting that, and he has family that can drive. And so I said, well, I don't have anybody right now that can drive to Reno, and that's a four-hour-plus round trip. And I said, do you want to talk to your family first and see what they can do for you? And he said, oh, okay, fine. I don't think he knows what he wanted to do. So I'm waiting for him to call me back now. But we helped him last December, what, nine months ago. And I haven't heard from him since. So everything seems to be going okay, except for this one special test that he has to do. It was supposed to be in Gardnerville on Monday, but he couldn't get anybody to drive him. But he can get somebody to drive him on Wednesday or Thursday to Reno. So I'm just waiting to hear back from him.

And that's why I mentioned the bus.

okay uh thank you for that um let's just start with I want to say first to John our VSO and Lynette and Amy thank you for all your participation and working with me as I'm transitioning into the new role with the Friends of the Monument and uh I know we've had a couple meetings, so I appreciate your time. And our next meeting is in October. October, I believe it's the 13th. It's the second Tuesday. And I'm looking forward to if folks can attend, we'll be planning for the Veterans Day. In the meantime, we've also got some things scheduled with the county facilities to make sure we're all set for November. So that'll end the report. Yes, there's any questions. Oh, one more thing. We have a 9-11 ceremony here in South Lake Tahoe with the American Legion starting at 11 o'clock. We have invited 11 of our local, both sides of the state line, first responders. One city police, two sheriff, two highway patrol, and six firefighting agencies that all have accepted the invitation and said they'll be here. Of course, you never know if an emergency is going to happen in the meantime, but Last year, we had about 100 to 120 people. We have a guy here in town locally that has this called Sombreros Mexican restaurant out in Myers, and he's going to be here to give away free Mexican food, tacos, and whatever else he has, rice and things. And also, we have a new business that came to us at our last month's membership meeting, uh, which was in August and she has, it's called juice it up and she sells smoothies and she's going to offer those free of charge tomorrow. Obviously we'll be telling people that donations are welcomed and expected. Uh, uh, but she, she wants to start using her booth at our parking lot. A couple times a week. Perpetually. And then she'll be making donations from the money she receives from that to our posts. That's a good thing.

The Marine Corps League last night did a 9-11 remembrance up in the eastern and also a Korean War acknowledgement. There were two Korean War veterans present when they were on it. Wow. That's awesome. That is very cool. Wow. It was 96 and he's still the chaplain for the record. Wow.

I volunteered yesterday at Oklahoma County Food Bank. I just wanted to update the commission. We get the money. It's running great. Everything, the program is awesome.

And they have completed their second huge warehouse. It's not up and running yet, but it's the physically done building next to the food bank.

And they're providing amazing services. And thank you. Awesome. That's a good program. It is.

Anybody else have anything to add? A couple things. I heard somebody else mention Veterans Day, and we will also be having a Veterans Day ceremony in South Lake Tahoe American Legion on the 11th of November, whatever day of the week that is. I'm not sure right now. As well as our 9-11 ceremony tomorrow. But more importantly, Gary was hoping to be here today, and he was going to make an announcement. that he is stepping down as the commissioner, the regular commissioner for the commission. And basically, he and I are going to be swapping places. So he will be the alternate. We've already spoken with Supervisor Brocolino about it. And has she mentioned it to you? Not yet. Okay. So I'm just letting you know, starting next month. Do we need any action from the commission?

I do have some. We met with Amy, Seth, myself, and Joe Theismann, or Theismann, met with the ADOC committee. And I spoke with Supervisor Turnboom. So we will be meeting on the 18th, Friday the 18th at Tech. Is it 10 or 10.30? 10. 10. Up with the monument to do a walkthrough. The general waiting and landscape needs to be done. I stress that to George. He needs to make sure that it's done.

Some of it's already in progress or done.

Yeah, I know. George told me, he said, yeah, I'll get ahold of Laura. I spoke with, yeah. And then I don't know, I did walk around up there while I was up over with George, or not with George, but I walked around and there's definitely water in U.S. flag. You can see where the emblem is on the pole. It's about waist high up or so. And there's rust coming out, running down the side of it. So there's definitely water, at least three to four foot up inside of it, I'm betting. And then the obelisk, the obelisk is moved probably the length of this cart, the U.S. Coast Guard outpost, and there's a couple of others that have been moved around. How they got bumped around, I'm not sure. Were they vandalized, or were they, is this done by somebody just picking up a movie? No. Are you kidding us, Green? What do I mean? How did it move? I don't know. They're moved. What's the time frame this allegedly happened? We don't know. We don't know. we don't know on that. So it's been a while. When did you notice? Maybe that would be a good place. When did you notice? Well, Joe noticed it Memorial Day. That's our time outline. Yeah, I mentioned that to George, so I think that's being looked into, but we'll see what takes place. To be brought back to the original position, correct? Right. And then a couple of the other ones adjacent to it have been and a catty rumpus there pushed back a little bit. So it looks like whatever it is, that one. So that's what you think. Somebody might've hit it. I mean, now it's just a kind of move. Well, they're granite. I mean, they're up this high. They're not quite as big for this table. They're all a granite.

It's the same force that helped heal the veterans so he could walk out of the... Yeah. Well, anyway...

But we're gonna, and then we do have a wishlist and we're gonna start trying. I spoke with George on a couple of items on that. There is a water bill that is being pushed by the state that all non-essential water or non-essential lawns and grass areas will be eliminated. and replaced with something that's less water necessary. So we are looking at a couple of ideas up there, a possibility of changing a couple of things around up there.

So Joe wanted, we'd like to put some gravel and stuff in, get rid of some of that.

Now eliminate the weeds too. So I'm looking forward to meeting on Friday.

And I'm going to drive up. Yeah, that's where you're going to be.

And the lights, I do have to admit, I mean, I walk, all the lights are out on the, all the lights are out on the, as you walk up on the left side, I think that's the north side. And there's one light out, I believe on the south side for the flags and shining up on the wall. Yeah. And there's filters missing. All of the flags. It sounds like it was vandalized. Oh, is that? Well, yeah. I mean, right? It could be.
