On property identified by assessor's parcel number 118-010-012, consisting of 16.85 acres located on the east side of Latrobe Road, approximately 500 feet south of the intersection with White Rock Road in the Eldorado Hills Community Region area, submitted by Vinal Perkins.

Thank you very much. Leila, would you like to provide a brief presentation on the project and your recommendation?

2:13 – 6:44Speaker 5

Yes, thank you. Good afternoon, Zoning Administrator. My name is Leila Shelley, Associate Planner for Eldorado County. This request is for six one-year time extensions to the approved P15-6. No revisions to this approved tentative parcel map are proposed. And this request was timely filed prior to the current map expiration date. The property consists of 16.85 acres, and as the clerk mentioned, is located at the east side of Latrobe Road, approximately 500 feet south of the intersection with White Rock Road in the El Dorado Hills area, Supervisor District 2. The project parcel has a general plan designation of commercial. Surrounding parcels have a general plan designation of commercial, high density residential, and research and development. The project parcel has a zoning designation of commercial regional with the design control and plan development overlays. Parcels directly adjacent are zoned residential single unit, commercial general, and research and development. The approved P15-6 is a commercial tentative parcel map, creating a total of 12 commercial lots, ranging from approximately 0.75 acres to nearly 3.5 acres in size, as part of the Monte de El Dorado Phase II development plan. The EIR for the Montana D Eldorado Phase 1 and 2 was certified on August 10, 2021. The mitigation, monitoring, and reporting program was also adopted at this time with the statement of overriding considerations in compliance with CEQA guidelines. There are no changes to the approved tentative parcel map or original conditions of approval proposed as part of this extension request. One public comment was received, which has been added to the record, and staff has reviewed the concerns raised. Environmental impact has been thoroughly reviewed as part of the certified EIR prepared for the parcel map, considering both current and future projected data. State law prohibits agencies from imposing additional conditions on a project requesting a time extension. Other than those related to the length of time a map is valid. Staff requests the following CEQA exemption findings to be added to the record. One, the time extension activity is not a project as defined by section 15378 because it is an administrative activity of government that will not result in direct or indirect physical changes in the environment. And to the time extension activity is covered by the common sense exemption that sequel applies only to projects which have the potential for causing a significant effect on the environment. Staff has determined the following recommendations to be appropriate. Staff recommends the zoning administrator take the following actions. One, determine that pursuant to the CEQA guidelines section 15162 and 15164, that there is no substantial evidence requiring the preparation of subsequent EIR or an addendum to the existing EIR, which was certified by the Board of Supervisors on August 10, 2021. and two, approve PE24-3, extending the expiration date of the approved tentative parcel map by six one-year periods to August 10th, 2030, based on the findings and subject to the original conditions of approval as presented. This concludes staff presentation. I'm happy to answer any questions. And I do believe the applicant is available online should you have questions for them.

Good afternoon. My name is Vinal Perkins. I am the developer of the Montano de El Dorado Shopping Center in El Dorado Hills. We did have the entitlement for the master plan approved in August of 2021, but we've had a couple of unfortunate passings in the company. Both the patriarch, the main financial backing and owner of the property, passed away approximately three years ago. And then his son, number one son, both Martin Harmon Sr. and Martin Harmon Jr. passed away within 18 months of each other. And since then there's been a generational shift in the company that has caused us to postpone a lot of the work that needed to get done so we could get this project underway. And so I am asking for this extension to be approved. Thank you.

8:01Speaker 1

Thank you, vinyl. Sorry for your loss. Does anybody from the public wish to comment? Anybody online?

And two, I will approve tentative parsimap time extension P-E24-0003, extending the expiration date of the approved tentative parsimap by six one-year periods to August 10, 2030, based on the findings and subject to the original conditions of approval as presented. The project parcel and the adjacent parcel to the west are zoned residential estates five acres, while parcels to the north, east, and south are zoned residential one acre and residential two acres.
