I understand that In addition to the Eldorado Irrigation District proposal for permit 21112, there was a presentation, I believe, at the last meeting from Eldorado County on the water reliability project for an additional, that would be an additional $40,000. So I think at this point, I'm having a hard time understanding like where those projects could overlap and what the total cost change in diversions would be. And so I think that comes into play. And we're thinking about the like environmental impact report. So I'm not sure if there is someone that could speak to that either with one of the agencies or an outside group might be helpful for the community to understand and what timelines the El Dorado County water reliability project is working on. So I agree.

So just a brief overview on who is CLAC. Howard helped me out a lot with this based on his presentation last year. So CLAC was established in 2019. The committee's geographic area of responsibility should have a limit to the Coloma-Lotus Valley, including the area of influence along the South Fork of the American River from Chili Bar Dam to Folsom Lake. The purpose of CLAC is to review and make recommendations to the Parks and Recreation Commission, the Planning Commission, and the Board of Supervisors. CLAC is comprised of seven members, a business representative, an outfitter representative, a non-commercial water representative, two landowner resident representatives, and two members at large. Move on to the next slide. And I apologize ahead of time. I already told Nate, but I did forget him on this slide. So Nate, I already wrote you in here on my notes. So I will add Nate. I also realized you're not secretary. Nate is secretary. So I will fix that as well.

Moving on, just going over what collaborative projects we're working with El Dorado County. Last year, the Department of Transportation came and provided updates on emergency repair that was done to Mount Murphy Bridge based on accidents that happened in 2021 and also again in 2025 that closed the bridge down for some time. and also came in with some plans and ideas for their bridge replacement project. That's still ongoing. The second was the Henningsen Lotus multi-use trail. We also received updates from DOT regarding the Class 1 trail from HLP to SR 49 and provided feedback. That's still an ongoing project. Secondly, or thirdly, we received presentations from Eldorado Irrigation District projects regarding the modification of Water Right Permit 2112 project. And we provided input to their draft EIR. And we are currently awaiting their final EIR to be released, which we will discuss at that time at our next meeting. Our fourth topic, we have a Dark Sky Initiative Ad Hoc Committee, which a member, Sage, and I are working on. Just provide the community with education resources on all the wonderful things you can have can happen if you point your lights down instead of up. Moving on to the next slide some more projects big one this year or last year sorry for 2025 was the river management plan update. So we create an ad hoc committee which provided extensive input and feedback to the r&p update I was md chair of that ad hoc committee meeting like I mentioned earlier, it is currently going for the planning Commission in August or September. HAB-Masyn Moyer- And zach anticipates that the county will adopt it for next year so. HAB-Masyn Moyer- Just some more additional romantic plans we've had meetings with the parks and trails Commission had really great input from the Community from outfitters from landowners just a really great overall working. project that I think everyone got really happy with in the end. Second, but not least, Chili Bar Planning, just ongoing recommendations for Chili Bar Park, how to best keep it open and operating. It's a wonderful resource for the community. So just anything we can do to help. Finally, we reviewed our governing documents. The committee reviewed their bylaws in August of 2025 and made updates which were approved by the Board of Supervisors in October of 2025. Um, there were two things I didn't put on this presentation that Kaylee recommended that I add, I wanted to discuss with everyone before I put them on. Um, the first one, do we feel like we haven't had any challenges as a committee? Is there anything that we would like to, you know, discuss about challenges or issues?

I think the question that Kaylee is asking us as a committee is to, and when we're speaking to the board of supervisors, what would be suggestions or recommendations and how we can make this committee more effective and the feedback that we would give to the county on things that, um, know help us do that right so i think the way that i would translate that tell me if i'm wrong me no we got it is that we really appreciate the support and the resources the county gives us to to involve the community in these decisions and when we make recommendations back up through the county we'd love to be able to have a more dynamic process back and forth kind of dynamic process in terms of input and feedback input we did a lot of work on the chili bar planning process with vicky and then you know now but it just kind of fell short hasn't done it hasn't gone anywhere we're not blaming anyone we're just saying we'd love to hear why and maybe have that feedback loop closed as a committee as part of the process so and that would be true of many of these things you know we've had a really good process with and i think you could probably say this the board we've had a really good process for the River Parks and Rec on the River Management Plan really engaged there. We've had other processes that maybe not as much. I think the Chili Bar one was because of the change of staffing, so we're not going to blame it.

As I look back over the last three or four years in particular, the Corona Ranch subcommittee, we didn't come to a resolution, but the county is making some choices based on what we came back with. They know they're sitting there. That's the whole thing we don't hear back from them we send things up it doesn't come back doesn't get on and I think that's a good that's the feedback I think that's the appropriate yeah, the other thing I would mention is under additional or managed plan updates, I think are you speaking you said as well as the parks and trails commissioner to parks and Recreation Commission. The county parks and Rec Commission, yes, yeah, I don't so yeah, I don't I don't Are we working with the Trails Commission also? Is there a Trails Commission? There is.

Yeah, so I think if we were to highlight parts, I'm thinking process, but maybe we get into projects. I think process is working great now that we have wonderful support and staff to help us with this. It was a cluster when I was doing it. So we have no idea what's going to happen to the class one until they get funding, but this bridge is on the schedule.

And Caltrans has said that they are interested in that to work with the transportation. So that would be another project. Additional... facilities and bike lanes and stuff like that.

Yes, this is Julia McKeever and thank you CLAC members for being here tonight and for allowing me to speak. I wanted to bring up a few things that are both part of this agenda item and also of more perhaps general interest. In looking over what CLAC has done recently or in the recent past, There was a mention of Chili Bar and I just wanted to point out that as an example, the county dedicated a million dollars to working on Chili Bar to theoretically carry out the goals of the Chili Bar plan. It's been several years and a lot has happened, but I'm not entirely sure what exactly has happened. What I do know is that the signal thing that the community said they wanted was a restroom and it still isn't there. So I don't know if there's any money left, but that is something that CLAC could look into. And I hate to use the word investigate, but, you know, look into and see what the scoop is on that. And that would be an extremely valuable investment. service to the valley. With Cronin Ranch, which was also brought up, the BLM and the county have had many meetings about that and meetings with members of the public. I was on the Parks and Trails or Recreation Commission for quite a while and did so myself. And the last I knew about it. BLM and the county were theoretically working together to transfer that property, to actually sell that property to BLM. Now, things have changed at the federal level since then. So I don't know what's going on with it right now, but that was the intent. And that would be far better, I think, than just, you know, finding a random person to give it to. So that's another thing where CLAC could be very helpful in terms of providing information, impetus, whatever is appropriate for the local community. In terms of this specific item, I would suggest that the CLAC consider adding an item to the board presentation that describes the critical link that CLAC provides for the Valley community, which is often the most affected by a number of things that are under the county's jurisdiction. For example, the EID, well, sorry, County's jurisdiction, the river management plan, which has a very direct impact on residents and visitors to the valley and businesses in the valley. Other information flow, since that's what you were just talking about, that also directly affects the valley.

I just wanted to mention that something like the EID proposal is really, as you saw from the people who attended, is really important information that we may not be getting through any other platform. And so just very quickly, I'd like to go into what you were just talking about, which is that the Brown Act is about decision making. It's not necessarily about information dissemination. And as one of your members pointed out, if the information is public, we may not get it, but it is up for further public dissemination. And the CLAC is an excellent example. conduit to gather that information and get it out to the people that it serves. So I would strongly recommend that the CLAC consider having some kind of mechanism whereby even between meetings, any updates to items that have been considered by the CLAC or are going to be could be posted such that if, you know, the EIR is out for something, but you guys aren't having a meeting, then we could still have access to that information through your dissemination mechanism.

Yeah, Howard and I to a lesser degree, but I'm working with them. We're taking Rebecca Gow and 17 of her colleagues at the El Dorado Water Agency on a river trip Tuesday on the South Fork. And it'll be run by, there'll be four outfitters that are providing a boat and guides. I'll be on a trip, Howard will be on a trip, and we'll have a couple of folks from Friends of the River. We just want them to see the river and enjoy it. My guess is a lot of them probably haven't. It'll be an opportunity for us to let them get to know what we do a little bit better on that little thing out there and maybe get some perspective from them.
