Good evening. Good evening. Welcome to the September Edgewood Town Council meeting there. Now it's quiet. Okay. Uh would you all please stand for the pledge? I know.
I pledge algiance to the flag of the United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for all. You could pause a moment. I would like us to um think and maybe even pray about the gun violence that has been prevalent in our nation and all those who have been affected by it.
Thank you, Miss Tanner. May we have roll call, please. When I call your name, please state here or present. Mr. Reed here. Mr. Briggs here. Miss Baron present. Mr. Lee here. Mr. Baron here. Mr. Picket here. Let the record show all council members are present. Thank you. You guys got noisy things. Okay. Um, our first item of business is public hearing for our 2026 budget. and standard. Do you want I don't care. You've got yourself on here. I just go ahead. I'll let you.
This is something we do every year. Many times you guys weren't here last year, but we've been doing it for well, at least 26 years. Anyway, it's basically the state comes in and they tell us how much money we're going to get for each of our funds and we have some funds that aren't appropriated and so they kind of go over it and it's usually about the same. For the 2026 budget, we're going to have to cut it by 34,000 and that's in the general fund. And so what we'll probably do is keep the police, fire, and park similar to what they were this year. And then I'm going to cut the administrative and use um cover some of the insurance benefits with our gambling and casino. So this year for 2026, the general fund, the budget estimate is $66,000 and last year it was $640,000. There's going to be the estimated funds to be raised by property taxes. That's 400,486. Last year it was 385,000. So the current tax levy this year is $385,47 and the levy percentage is 4.01% which is the same as what it was for this year. Local roads and streets 50,000 motor vehicle highway 160,000 Cumins capital improvement 10,000 gambling and casino 115,000 clerk's record perpetuation fund 4,000 law enforcement continuing education 1,500 riverboat 15,000 Lloyd public safety for
the fire 30,000 and Lloyd public safety for the police 30,000 and all we're doing tonight is just presenting it. It's not something that's going to be voted on. Next month these numbers will be taken and allocated into different line items. Our next item of business, um, we have with us this evening our, um, CPA, Michelle Ski, uh, who represents the, um, Edgewood LLC, and she has come to, um, give us a little financial update on the Edgewood LLC. Michelle,
thank you, President B. Council members, I have packets of information for each of you. I'm going to hand out.
Well, thank you for having me here. Uh, I'm glad I didn't bring my dog this time. He's not happy. He's at home. Okay. You have a packet of three documents. And before I go over these documents, I want to qualify that none of these financial reports have assurance. What does that mean? It means they've not been compiled, reviewed, or audited. This is purely reconciliation of bank activity. So all monies in, all monies out have been accounted for and in the proper buckets primarily for tax reporting purposes. Okay. So I would start with the balance sheet. It is always shown in a comparative basis when you have more than one year to report on. And I want to verify I want you to notice that total bank accounts we have $18,363,000 in our bank accounts as of the end of August. This entity has a lot of fixed assets. You'll see a huge list that extends into the second page. We have total net fixed assets of1,87,7366. Below that we have liabilities net equity and the town has a few notes. There is a very small note payable town of current liabilities of 5,19730. And what that represents are utilities that the town paid on behalf of the events center from a year ago. We almost have that now paid off. We have three long-term liabilities. Pardon me. We have the DLL finance for the golf carts at 115,353. We have a note payable first merchants bank for the old golf carts of 88980. And we have a small uh payable to the
town for the new cart path of $35,000 that the town has um helped contribute. That's all I really want to talk about on the balance sheet unless you have any questions.
I want to go to the next statement that is a comparative profit and loss statement. This is comparing January through August of 25 through January of August of 2024. You'll notice at the top our total income. This is everything all-incclusive. We're at $74,231. Compared to this time last year, we were at $825,37. So that's we are down $120,86 compared to this time last year. Cost of goods sold. So, if we have fewer revenues, you would expect us to have fewer costs. And we do. Our cost of goods sold is down $9,659 from this time last year. We have cost of goods sold in food and beverage of 157,260. And we have cost of goods sold for liquor for 29,437. That nets us a gross profit of $517,000 compared to $628,000 this time last year. Then we have several administrative costs. I'm not going to go line by line, but what I'd like for you to do is just kind of peruse that. Um, if there's an account in particular you would like to ask me about, I'm happy to answer as best I can. Um, I'd like to point your direction to page two, the net operating income. We're at $61,3981 compared to $79,94 last year. So we are down overall after administrative and cost of goods sold of 18,054. So this last section I want to point out is depreciation expense and interest paid on debt. Those are paper entries but we have to take those into account especially for tax reporting purposes.
So that puts us after those entries at a net income a deficit of 29,145 compared to profit last year of 67,499. And the biggest chunk of that difference are are these paper entries for depreciation and interest. Now this is an overall year-to- date comparative. And then the next report, if you don't have any questions on this, I'm going to talk about the profit and loss year to date by class. And if you look at that, we've got golf, pool, and the restaurant and pub. And what we do when we prepare these financials, we we allocate income based upon how much has been brought in by golf, how much has been brought in by pool, and how much has been brought in by the pub. So, I'll start there. Our total income for golf through August is $334,364. Our pool, as everybody knows, we have an issue there. So, we're not our pool's not open this year. We have only $1,13 sitting there. We had to refund some pool memberships. That's the only activity that you're going to see. Then you have the restaurant which had total income of 368,763. We bring down to cost of goods sold. We don't have any cost of goods sold for the pool, but we do. For the golf course, we have food and beverage and liquor totaling 65,93. and we have restaurant and pub totaling 120,794. Then we break down into various administrative and um professional fees, specific fees for golf or for pool. There have been some expenses made on
the pool. When we allocate these expenses, we we used a percentage. meaning myself and Patty would get together and we went through these to trying to determine what was most reasonable would be golf versus the pub versus the pool. And the first split that includes the pool's insurance because we know we're still paying a little bit of insurance on the pool even though it's not open and that's just mainly for liability purposes. Um, unless you have a specific account that you'd like to talk about, I'd like to go to the next page and we show total expenses. So, total expenses for golf as of the end of August is $159,99.99. The pool is $89.93 and the pub is 287,500. So, you're wondering, so what expenses are on the pool? At least I would hope that you would wonder that. What's that $89.93? So we are still paying piles pools for some repair and there were some pool supplies and chemicals bought early to get a discount which ended up we did not need.
Um and again there's that paper depreciation expense and interest paid expense that is primarily for golf. Most of the assets are golf course related. All of the debt is golf course related. The restaurant does have some depreciation expense for um kitchen equipment and some uh cash register equipment. That brings us down to our net income. Our net income for golf is 29,25. We have a net deficit for the pub of 5460. That gives us a net overall deficit of $29,145. So I entertain any questions you might have jo um because I think it might come up. Are there is it possible that there's I mean are you confident that this is all the all the funds coming in into the facility?
My question is is it possible that cash cash is exchanged hands and it's not recorded? I'd say that's possible anywhere. Yeah, especially a restaurant business. And is it also possible that events are held but not recorded?
I can't answer that. Okay. Now I will tell you how I I will tell you how I account for everything. So we have five bank accounts. We have first merchants main operating. We have four accounts at Madison County Federal Credit Union. Every month I pull those statements and I make sure all that activity has come in and whatever has gone out I have reconciled back to the bank to make sure that everything is accounted for and then I take it from there and make sure everything is in the right categorization. So whatever went in and out of those bank accounts, I know about
Michelle, but there there's a point of sale uh the toast system for restaurant. Is that correct? Well, now it's shift four. Used to be toast. Now it's shift four. But yes, but that tracks activity. Yes, it does. But we use records out of that to calculate and reit sales tax every month. And the golf course revenues are pulled from shift four. And we and I can tie those back to shift four ports. Okay. So those back those those add up. Yes.
That $334,000 gross income for the golf course that comes straight from shift 4. So if you would summarize so so the depreciation expense obviously showing in the final page profit loss by class 65,000 almost 66,000 for the golf course almost 11,000 for the restaurant and pub th those are paper losses you know meaning that they're paper expenses I'm sorry paper paper expenses
yes And that that is represented from your balance sheet of all these fixed assets that you see sitting on page one and two of your balance sheet. That's where that number is coming from. You mean we're right not writing checks for those expenses are?
No, it is a paper. It it's a journal entry that's prepared every month. So when the town buys an asset such as a mower or an oven or um dishwasher, whatever, um we will not expense that entire thing. The IRS does not allow us to do that. We have to expense it over certain years depending on what type of asset it is and what the IRS regulations will allow us to do. Most of these assets are seven-year assets. So if something costs $70,000, we're going to spend $10,000 a year for seven years. That's what that paper entry represents. Anyone else?
Michelle, just to tag on what Mike brought up, you talking about any cash entries. Um, those would be reported in the point of sale if goods were provided. So, that would take care of that. The only way that that would be reported is through that. Correct. Correct. Okay. Thank you. So, if we're not losing out of pocket money for our paper losses, do you have a comparison of or is there a So, I'm looking at this overall loss of 29,14567.
How much of that can be contributed to just paper loss? So go to page two of your profit and loss by class. This one. Yeah. Down to the bottom. Yeah. Do you see towards the top of that page it says net operating income? There we go. All right. So we're Okay. So if you we have total paper transactions of 90,000. We have total gross net income of 61,000. I'm sorry. Yes. $61,39. You see that? Right. So that's take the paper off that that creates our deficit of 29,000. Okay. So that's
so we have an overall profit of 613 61,39 for le center overall which is golf pool. So that's what that was my question. Just making it clarified. So we are still in the black. We're just Okay, that will work. But you don't have to worry about reporting income taxes at this point. Right. Right. Yeah. We're not that far in the black. No. because that's what the depreciation and the interest is giving for you. Those are tax entries. So that that was going to be my question. Is that helping us not Yes. go over the home. Okay. So we're not losing money, but we're in a spot where we can still maintain operation without losing.
So you have a strong cash position and even though we have paper injuries that are creating a loss, I mean, you have a healthy overall net profit of $61,000. I mean, that's that's substantial. That's Yeah, that's I mean we can we can continue to operate if we continue that. I mean it's lower than it was last year, but we also lost a lot of sales over the summer.
Well, [Music] to add to that, that's why this profit loss comparative year-over-year is so important because you can look at that and you can think, oh, I'm I'm down here. I'm down here, but I'm up here. So, next year, this is what I need to work on. or maybe I can trim costs here. That's that's why this report is so important. That's why I included it. Michelle, and don't mean to put you on the spot, but uh but he's going to, but I will. Uh do we have a feel for how much special events contribute to the operation of the pub versus dining as a percentage?
I could get that information out of shift 4, but I do not have that with me at the moment. But I can get that for you. Just curious. Sure.
Good question. Good question. Well, and that that could be provided in our future statements that I present. Correct. I'm sorry. That that could be provided. This could be I can I can break that out and add a line item on the financial statements if you'd like for me to do that. Please do. Okay. You know, I asked that question because I know that we've had some weddings and other special events that have been big dollar events. So, kind of curious to Sure. I can go back and do that. Thank you. You guys can't be letting me out. Got to have more questions.
I will I will say that when we talked prior, a lot of this was explained so we understand it a little better. So when you're talking about the profit loss statement and the the paper depreciation, I know I understand it better. I can just speak for myself, I guess. Anybody else have questions? Yes. Do I have to come up there? Yes, you do. Yes, please. So, we have to, you know, all Is this for me or Well, I don't know. But she has to come up there now.
Michelle Lewis to South Point. Anyway, um when we talk about these paper notes, um those are for things that do we have a list of like what those are that we're basically still paying for. Is that when you say do you mean notes or do you mean the paper transactions? The paper um the losses that you're saying that we're still basically paying for things that were purchased. So there is a dishwasher or whatever. Not years ago. It hasn't been that long, but um yes. So there is interest expense on the books and that is for the um golf carts primarily. Okay. Okay. All right. I just want to know what we're still paying for that's putting us at a loss. So So we still have
Yeah, we have a list. I'm driving a car out here that I really don't own. Yeah. Kind of the same thing. It's the same. It's just we get to luckily we get to list those as a loss and that loss helps our overall so that we're Yes. I try and find as many losses as I can in my There you go. Absolutely. That makes sense.
No one else. Does anybody else have any questions? Okay. Michelle, we are very glad that you are our CPA and thank you for taking the time this evening to come out and explain all this. Well, thank you for having me and I think you all have my email and if you have any other questions, please feel free to reach out to me. A couple of you have. I'm happy to answer questions. Always happy to come and talk for a while. Okay, I'm comfortable talking. Yes. seem to use somebody else's card.
Michelle, thank you because when when we when when we met with you um a month or so ago, you made a commitment that you would bring transparency and and we appreciate you doing that tonight. Sure. My pleasure. Yes, very much. Actually, this is I'm not sucking up to anyone, but this is my favorite account to work on. And and Patty is a joy to work with and she's very helpful and she always answers my hundreds of texts that I send her on my phone. Please don't repeat that. Now you put that up. Thank you. Thank you,
Chief Vanderberg. You're up next. He needed a shy. Thanks.
Good evening.
Good evening. Uh October numbers are we had 35 medical calls. Of those we transported 14 to the hospital. Uh fire calls we had six of which none of Edward Lake to assist. Um what I'd like to talk about tonight is budget since it is budget time. Um, our budget is minimal. Uh, the first item is our EMT pay. Our buds were budgeted for $30,000 and the total overall cost is $54,750 so that we're protected during the daytime with a paid EMT. And I'll tell you this, it looks like, you know, we always said the amus could be self-sufficient. We might do that this year to pay that EMT. Um, we've never had to buy a band-aid from the fire department budget, but this is the first time we've had enough volume and numbers coming in. Uh, I think we're going to make it. We've been taking it out. We run out of it usually in July and then Wendy and Chris take it out of they're going to take it out of my ambulance fund and so hopefully it'll be self-sufficient for that purpose there. Okay. Um the problem is is that we don't have drivers. We have a pay. We have EMT on station, but we don't have enough drivers. And the problem with not having enough drivers is we lose them to departments that pay. Everyone else pays for a
driver to be there when the MT is there. And the numbers are not good. Like we have I would say we probably lost oh. 100 runs this year because of no driver whatever then we get disregarded. Uh and that's you know we have it's all volunteer driver. We pay the driver if you drive and we transport to the hospital the driver gets paid 20 bucks. Okay. That's the same at night from 7:00 p.m. to 7 a.m. Okay. EMTs are paid at night $30 if we transport. If they don't, we don't charge anything. Then we don't pay anything. So, we've been having a problem. We got a It's about 10 runs a month right now, but we do not have a driver to but we have an EMT sitting on the station with the AMS ready to go and no driver. And if I pay that now, if I take that amount of money, if I want to pay, if I want to do it seven days a week to match up with our ENT, okay, uh I would need, let me see here. Oh, $34,750. That to be an 8 hour shift for the driver. Okay. What
are they? Did you have a comment? No. I know. Need to find some Cath.
There's other ways to do it. Anyway, so that's one thing we need. Obviously, that's the ma most major thing that we need as drivers because like I said, everybody else pays our drivers to be on station to work with their ENT. And these drivers all have to be certified with hazmat awareness. They have to have CPR. We teach them a lot of things that work to help the EMT, not just to drive. And so that's something that is an extreme concern to me because once we quit showing up, people quit calling. That they quit calling and our revenues go down. And right now, so far this year, we made 51,000 last year, which is why we're able to do what we're doing today. So far this year, we've already brought in over 45,000 due to the amount of runs, which is how we're able to pay off the EMT that difference, which I for last year. I didn't get that either. So anyway, that's the main thing as you look at through your budget that we need that. That's critical. have somebody here on station to drive now. They just don't sit around and watch TV. I mean, they work while they're there. We we clean and uh take care of the equipment and stuff like that. But, uh yeah, so that's something that we need to look at. So far this year, we've already had 558 calls. That's fire and EMS, which most are EMS. Last year, we had 746. These volumes keep going up and uh it's it's It's devastating when you get there and you get a call and all of a sudden we had a call here the other night and five o'clock in the morning and we didn't have a driver so backup ambulance took it took the money which that happens we delay with every you
know you have Anderson comes in the pal come in or township but anyway that driver is most important thing that uh we have on our agenda this year okay excuse me yes how many drivers would we need to hire to be adequately staffed?
Well, right now we we only have six non-paid. Ry's one of them. I do it. Jessa does it. Um, let me see. We have we got a couple others that have come in. There's only like few just a few members that actually live in Edgewood that own our fire department. It's like the like the old days when the barber and the butcher and the you know we're here and the butt thing ran and the barber Paul used to be a firefighter here and uh yeah this this just changed completely changed and it's just volunteerism and I'm amazed at how many volunteers we do have that really make these calls and make it work. you know, because we're we're a small department. There's just a few of us volunteers left in in the county. You know, you got Summerdale and Lafayette Township and Pike Creek and us. And so, yeah. Anyway, we're very busy and which is a good thing. We bring in revenue, but we can't, you know, we have to have extra money to pay that driver and we'll pay that driver $12 an hour, which will cost us 13 because a dollar for taxes. Okay? So, that's my main thing. Okay,
Dale, if you're coming here asking for money, you this needs we we need to see something on paper. Okay, right here to you. How's that? Do you have the SOPs that show? Yes, we have SOPs. We have a massive book of SOPs.
Okay. every protocol we have is there. Okay. The bright side for the mustard industry drive we did over Labor Day weekend. We generated over $1,900 for them which we'll be getting an invoice to send to them. Uh October 4th uh be fish and chicken this year. And uh so 5 to 7 we'll be taking debit cards, credit cards for the first time. VMO, Vimmo. Yep. Not at all. Demo. Obviously I didn't accept that up.
I'm a cash. I can't pay cash yet. So anyway, what time is that again? D 4 to 7 Saturday night. And we've had a few people want to volunteer desserts and stuff. We had a fake We had a woman today post on the Facebook about our fish fry. She had the wrong date. She had the wrong address, but she tried.
So, we've contacted her and got their taken care of. And then, let's see, one more thing. October 19th, we'll be assisting. We will be helping at the edge with the trunk or treat there, passing out candy to kids so they can get a donut and go on a fish on a Hey, how many calls did you say you've had so far this year? 558. That's pretty good for covering one square mile compared to last year. We had 746 at the end for the whole year last year. So, we still have three months to go.
We stay busy. Any other questions? Here come Randy.
Unofficial invitation to the podium. Yes.
Okay. For the month of August, we had 87 calls for service. Um 85 traffic stops. That's a completely separate number. And then our citations, we have 16 arrests and citations. Um, we do have three ordinance violations moving through Elwood Court right now. One has been heard. Um, the resident didn't show up, so it's in review in the end of September, and that's when the other two will also be heard. So, we'll have all three of our cases heard at the end of September. Um, I uh went through the reach program where I'm administrator for the reach alert system and we had been getting notice that there were multiple numbers and email addresses that the system couldn't deliver to. So, I went through and I removed those people from the town uh what do you call it list I guess um so that the system's not trying to send out those and then getting a back a response back that's tying up you know getting the messages out to everybody else. So, um, there were a couple names I noticed where the resident had deceased. There were four or five where people had re-entered. They had two entries basically in the reach alert program. And one was a valid number or an email address. The other was not a valid number, email address. So, I just did a lot of deleting of anything the system told me it wasn't able to deliver, I've gotten rid of. So, if you do have um an account on Reach Alert, I encourage you to go to your system to the to your account and make sure everything's up to date. And if you were removed from our list, join the list again so that you can get the um information that we sent out.
Um how how are we going to get word out? I mean, you you've you you've gone in and you've cleaned up the list and you know, may have been some individuals that are current residents of Edgewood who got deleted. How will they know that? Um, they won't, but they haven't been getting any of our alerts either. So, if we don't have good contact information, we can't email them. Okay. We could put something on Facebook about that might be helpful. Just in case somebody Okay, that would I think that'd be helpful.
Okay. Yeah, we we can put that together. Um we are doing drug takeback day, Saturday, October 25th from 10:00 a.m. to 2 p.m. That's the national day. The Drug Enforcement Agency has that every twice a year at the end of April, end of October. So that's coming up. We will participate. I've already registered our site. So, we'll have somebody in the back back parking lot accepting medication. So, it's um prescription over the counter. Um if you have liquids, we take liquids, but it has to be sealed in the original container. And we don't take any sharps of any kind. Um when when you bring stuff in, we go through everything. And I did throw away a bunch of injector things in April because it's just like they're not going to No, it wasn't syringe. It was like a little Just a little finger like an insulin shot or something. I don't remember exactly what it was. I I threw a bunch of those away.
Yeah. Anything. That's what Yeah. So any any needle, any sharps, they don't take that. Um anything in a compressed canister, they don't take that cuz they they throw it in a big big fire pit. Exactly. any kind of compressed air thing will explode. It could injure the agents and so they don't we go through and filter those out too. So if there's any compressed air canister doesn't even go down Indianapolis. Um Mr. Faren had sent me Oh, he looked up at me. Uh he sent me a question a couple weeks ago that I thought would be legitimate to address here. He a resident asked him, "When I call 911 from my cell phone, does my address pop up in dispatch? That can be a complex question. The simple answer is no. If you call in, dispatch will see your phone number, but that's it. Now, if you're in our system, if you've had a report, if you've had another call, if you're in the system for any reason, they can cross reference your phone number and get your name and address.
But when you call up on the phone screen, all it gives is your number. Um, yeah. And I thought that was a legitimate concerning question because So few people now are keeping landlines. Yes. You know, and that was what prompted her question. They' just gotten rid of their landline and wanted to know what would happen if they had And you It's It's something that you really don't want because if you're out at Texas Roadhouse and you call 911 and your address pops up 3405 Nickel Avenue, who are they going to send? Okay.
You don't want the ambulance here. You want the ambulance at Texas Road. So when you call on your cell phone, the towers talk to each other. They triangulate and they show dispatch where where your phone is. It puts a thing on a map for and then they can tell us where you're at. So if um one one problem we've had this year is um with with cell phones being left on cars and people drive away because most cell phones have a crash alert. That the phone falls on the ground. It calls dispatch and says, "I'm at the corner of Nickel and Park." Really? And I've just been involved in a crash. When we get there, traffic's moving. Nobody's stopping,
you know, and I don't know what it is with this summer. We have had a huge uptick with that. But that's how we know where to go is because the cell phone says, "Hey, I'm right here." Now, if you call on the administrative line, that doesn't happen. You have to call 911. But then it'll pop up on their screen. And that's how a lot of times how we find missing people. Alzheimer's people, if they have their cell phone on, they'll the dispatch will call the phone company and we'll get a ping every 10 or 15 minutes. We get an update on where it is so we can kind of follow them and try to find where they're at. I was riding my bike the other day and I fell off and got a crash.
It will also happen if you're playing softball and hit the ball. [Music] It in a way it's funny because dispatch will say we got a crash alert and we're hearing traffic now because the phone will act the microphone activates. So if there's a crash, you're not going to hear traffic going by. So when they say we heard cars driving by the phone, it's probably not a problem. We're still going to go and check it out. But that's that the short answer is when you call dispatch, your home address does not pop up on your screen. I thought that was a legitimate question. Thank you.
I wanted to add something. Yes, sir. Chad, did you get my email? Sorry if I bring that up. Um, Saturday night my wife and I were at home and we heard about just after 10:00 we heard a loud commotion in the parking lot of of center and we look out the back door and looked like about 15 people out there in a brawl and uh there was a small group fighting and other group other parts of the group were trying to separate it. I'm sure. And it was all alcohol news from a from a wedding.
And uh I figured that the Edgewood officer would I I tried calling and couldn't get through, but I figured the Edgewood officer would be showing up alone. So I I walked over to see if I could help, not knowing what a 70-year-old broken cop would do. I went anyway. And uh just to make a long story short, a lot of the parties had already left, but there was one fellow that was really belligerent, wasn't even involved in the fight, but he had his blood up and was uh raised a lot of pain. Um three lapel officers also showed up. But I just wanted to compliment publicly uh officer Daniel Ray, he was excellent how he handled that situation. Very professional, very patient with this drunk. And uh and settled it very very well. Also wanted to add after I couldn't I didn't realize I was supposed to leave a message and then he would call me back on your phone, but I tried calling 911 twice and let it ring several times and no one ever picked up.
So I'm I'm actually meeting with one of the U county councilmen on Wednesday and I'm going to bring it up to him because that's totally unacceptable. But anyway, I I just really was very impressed with with officer R and then I wasn't working that night, but I mean I know dispatch gets busy sometimes if all the dispatchers were on the phone maybe they couldn't answer. Maybe in this digital age your phone didn't call me cuz like in Anderson when there's a major incident they'll get 20 calls and you got seven or eight
disatches. Mr. Ferguson.
Good evening. Try to make first and foremost, we're doing a water flushing right at the moment, hydro flushing. So, we've uh got 45 done out of the 75. uh three more here on the we say the north side of 32 and then we'll be bouncing back and forth till we get the last 40 done. Um got 18 done today. If we are uninterrupted, it's a good chance that we can get uh the rest of them done the next two days. But I've already been informed we I've got other things that I got to do. Got to go check out a water leak for residents and different things of that nature. So, it looks like it maybe Thursday or definitely it'll probably be done this week on Friday at least. So, um haven't had any uh dirty water calls yet, but if any come in, uh we try to stop by 3:30 so that way we give the system an hour to calm down and then that way we can respond to any calls that come in. Um, moving on. Finally had the uh water tower inspected. I haven't got the uh the report for that back yet. Um, also we have uh the water filter there at the plant is supposed to be started um at the end of this month. I'm not quite sure that that's going to happen just yet. So, it may be actually the first week of October, but we're still on schedule to have that done this year. And then um through Indiana Department of Environmental Management ID, we are scheduled to do five mandatory uh water tests. I have done four of those and the four that I've taken have all come back well below the maximum contaminant level. So we are definitely in compliance with those. Um if anybody is interested with all the water testing,
things like that, you can actually go on's website. you can find the town of Edgewood and you can see all of those test results. I don't know that they have all of those on there just yet, but they will be. So, those can be reviewed at your convenience if you choose to go look at those. Um, other than that, have anything else to report besides that the parks are really dry and we're not doing a whole lot of mowing right now because all it's going to do is sort of dust in the air. So, um, on the parks right now, they're at Winding Way Central, the triangle there. We cut those bushes down. It does not look good, but you can see. Um, give us some more time. We'll get the rest of those massive evergreen bushes cut down and then we'll try to landscape it for next year or something. But, we'll try to at least make it not look as bad of an eyesore that it is at the moment. But you can pull up to that intersection. You can see now. So other than that, any questions.
Thank you. Okay, moving on to member reports. Mr. Re, I don't have anything. Nothing. Nothing. Nothing. No report. No report. Whoa. I know, right? That's Yeah. Hey, Mr. Austin, it's your turn.
Uh, nothing really too too noteworthy. Uh, as Randy said, we we do have ordinance violation cases that have been filed and are working their way through the Elwood uh city court. So, thus far that's worked out well. a bit of a trip up there uh to uh to meet the officer and the defendant. But we've got three uh three cases filed and so we're working on all three I think one's going to be resolved voluntarily. Uh we dismiss it. One we've obtained already obtained a fine cost when the homeowner did not appear for court. So that was a default judgment. So the these are not criminal cases. These are really civil cases where the remedy is not jail, but the remedy is a a a fine and cost. So I think this is going to work out real well. So and Randy is to run uh Randy Oman is the officer has been that I that on these thus far and he's done a good job and on top of things. So good situation and the court's very helpful. Uh, and so the judge up there
and he's done a good job and he's been very attentive and very I do have a followup question regarding um, ordinance violations. So, u, as building commissioner, yard maintenance is part of my purview and
I'm probably averaging a call every two weeks or even more frequently about complaint about such and such a an address and as you said I forward that information to Captain Aman sends an initial courtesy letter which he provided me a copy of uh if there's no response the second letter goes out. So, what I'm being asked is if there's no response or no remediation of the problem after two notices,
at what point what point would the town go in and there's I won't give the address, but there's a property in Edgewood where inside an 8ft privacy fence, weeds and trees are growing above the fence. It's at it's literally a jungle and I would think possibly a health hazard. So at what point would we hire someone to go onto the property and and eliminate that situation?
Well, probably the answer to that would be after the initial notices we have that option, you know, we can uh we could resolve the problem ourselves or we could file a citation. So, and and then if we if we incur expenses in dealing with the issue, then we've got a right to certify those costs to uh and have that added to their tax, which is a great way to do it because they're they're stuck
because that's those are the follow-up questions I'm getting from the complaintants. Okay, these letters have gone out. You told me the letters have gone out. at what time does somebody step in and take care of the problem? So I just want after after that set and then we have prerogative to to file it really at any time after that and it's really a matter of preference as if it's uh you know bad enough situation uh we could take the initiative but we don't have crew you know we don't have man
yeah this particular property is not going to be able to go on there with a lawn tractor it's going to take you know more equipment than that to remedy that situation. Okay. I ask a question Mr. Austin [Music] if you come up here please. I want to be back up here. Only only your name is necessary.
John Grimes. I don't want to take up everybody's time, but a prior case that went to court was supposed to be monitor. I just after this is over, I'll talk to you about it and give you my report. So, is the problem still exist? Yes. Okay.
You can ask Chad PC. I had him ask him to come and walk in my backyard and look at this property, which he did. And he can tell you when he talked to that individual what his attitude was. Huh?
Okay. Mr. Serbies, I don't have anything. You have nothing. Nothing. Okay, Miss Tanner.
Yes, you did. And you did it well. Okay, we're down to old business. Anyone have old business they want to bring up? Once twice. Okay. New business. I do have a question um for Mr. Austin. Since the police department does now have a a comfort dog, um we probably need to have an ordinance um written for that.
Yes, we have we have a copy of one. if you could put it in effective form for us because little Flint is going to be quite helpful. Little Flint isn't little. Little Flint isn't little anymore. That's true. Oh, I didn't even know we had a You don't Oh my gosh. Well, he was here earlier, but he was here. Mhm. Okay. if if you could um put that together for us for next meeting.
Okay. Any other new business? What was the outcome of the car wash? Um that is a new business. I want to thank everybody that did come out and support us. We had three of us here and so we really we didn't make a whole lot. Well, well, we made we made 400 close to$47.
Hi, my name is Kim. If you've come to the end, you know me because I'm there every single day. One of the managers, two others out there. Thank you. Thank you. Thank you for everybody that came to support us. We didn't make a whole lot, but the effort was there. And there's many more events on fundraisings to get our pool back. As you notice, it made a big difference in everybody's pocket. Mine too this year. Uh so we want to get the pool back. And thank you. That's And by the way, we don't get paid for. Well, thank you for giving up your uh your your sign. We all there. Thank you. And I will mention
you scrubbed them good. Some of them look pretty bad. Quite a compliment. That was the the group of volunteer
employees from Edgewood Pub and Dining that put on the car wash. Um we have had a pool committee meeting and we are going to have many more. Um Miss Burke has been instrumental in helping get it get us together. Um we have things that are planned um for other val volunteer things at um Edgewood for the pool. Um one is a movie night and that is coming up on the 26th. Um movie is going to be inside. It's The Incredibles. If you haven't seen it advertised, we want people to come bring their blankets, chairs, and
come in the the ballroom and we're going to have the movie up on the big screen and we'll have food to purchase. It's all donations. We are not asking for um a dollar amount to be given. We look at it this way. If it's a community effort, we're not going to put a price on it. Okay? that. Um, we also have a haunted the haunted um, trick or trunk or treat. Trick or treat
that was mentioned and that's going to be a fun thing. The Exchange Club, the Nun Exchange Club of Anderson is going to uh, help with that. They will be out there with all kinds of candy and in their trunks and um, it's going to be a a fun event. Um, we hope that we get a lot of people out there. We're going to have a lot of advertising and we're we're trying to get community involvement not just from Edgewood but from everybody that comes out there.
So, okay. Um I did have a lady drop these off there. In case you don't know, there's a harvest festival coming up October the 18th and we're having vendors in our ballroom and the vendors will have all kinds of stuff. There's an also another one in November. Um, and I put that on here if you want to take a flyer. The reason we're doing this is because they want to contribute some money to the pool also. So, okay. Do we have anything else? New businesswise,
Patty, are um I don't know if you follow um people who live in Edgewood. Yes. But there's been some a lot of people concerned about the fact that the restaurant's no longer serving children's menu. Children's menu. I can explain that. Well, this this most recent event, I know you and I talked about it and you said that people would be accommodated, but in this latest incident, um, someone brought their child, asked for they ended up getting chicken nuggets. They got three chicken nuggets for seven bucks. Chicken chicken tenders, and it was an appetizer. Chicken tenders.
Yeah. Um, I saw it. I read all the posts. I say this is not the forum for that. If someone has problems with food, go to the place that's making the food, that's serving the food. That to me would make a whole lot more sense than saying, "Town of council, can you fix the food?" So, I I appreciate that and I appreciate it that they put all those comments out there, but I really do think come and talk to the person. I could make it right. The reason we don't have a children's menu at this time is because we were going to open the pool. We had a whole laminated children's menu that was going to be used pool and inside. Obviously, we didn't open the pool. That went sideways. The new menu that comes out for fall and winter will have a children's we will have a children's menu available. So, everybody um that you talk to or you see and that you know has commented.
Yeah. if you want to comment something positive and re reply to them, tell them, you know, that we're working on it, but coming to the council probably isn't the right thing for that. I I might add, I saw that post also, and it clearly states on the pub menu that this is a three-piece chicken tender appetizer that does not include any sides. So, it's very clearly stated. When's the new fall menu come out? Um, well, fall is the 20. It starts the 22nd, so that's probably around then. Yes. Thank you.
We'll have a new drink menu and a new eat menu and a new children's menu. And I hope everybody will be happy and come and eat. Okay. Nobody will not everybody will be happy though. Okay. Do we have any comments or questions? Patty, for me, go ahead. On on the ordinance about charges for fire protection services, uh I don't know if that's old business or new business. We we had it presented. But we had Pardon me. I'm asking that we hold off. Oh, you are. Okay. I'm sorry. I didn't hear that then. Okay. So, you want to consider that next month? Yes.
Yes. Yes, please. Okay, as I said, any comments or questions? If you want to speak, you have three minutes up at the podium. My name is Austin Briggs. I'm Shane Briggs's son.
Um, so I had a question about the street lights that someone brought up in our previous meetings. Um, so with our street lights maybe, so like my dad said, maybe so the reason that we don't have street lights is because we want to make our town look nice. And maybe my thought was uh we could make our street lights look nice like the ones in downtown Pendleton, but maybe power them with solar panels on the top. That's a good piece of
This is He came up with this on his own. He wanted to come to the meeting at Thank you, Austin. Very nice, sir. Okay. Are pendants are they are they solar powered? I don't think so. Okay. Because they have power lines. Yeah. There's infrastructure there. So, the lines are there. But since we don't have that in the front of the houses, that's why you're thinking solar panels and just make them ornate. So make them look nice. Okay, sounds good. Let him walk around. He wants to let you walk. He wants to walk around at night. Yes. You're not going to let him.
Sorry about that. Oh, always. Yes, sir. Yeah.
Okay. John Grimes. Um, we used to have flowers on the east side of our house until our neighbors decide to let their indoor cat out. I got pictures from five days. Five days. And I have more. And I'd like to know why cats do not have to be restrained. Now, all we got is cat urine feces.
No flowers. No flowers. They decided, I guess, to turn it out the one. Now there's two. And like I said, that's only five days. It's been going on since spring. We couldn't figure out what was digging in the flowers. So, I got a camera. That's why. Yeah.
Now, if I didn't There's an ordinance about nuisance animals. If those aren't a nuisance, I don't know what is. Okay, John, we're looking at that right now. Well, I hope you do. Like I said, it's been going on since spring and there is an ordinance that says any animal constituting a public nuisance shall be taken to either the animal shelter or animal protection lead and impounded. So, how do we go about getting that done?
Is this the same neighbor with the same neighbor that was cited in the court? Okay. Probably two months ago. Okay. Okay. I wish Captain P will still be here cuz he he was in my backyard and saw the mess. Silence. You're not done. Well, the the other thing I have is Well, they're looking. Go ahead.
Yeah. I guess it's I don't know how you do these ordinances. 91.06 maintaining san recommendations within the town. You're supposed to keep your company free from accumulation of animal people matter. They've lived there eight years or more. I've never cleaned it up. Their dog, you can smell it. I was mowing today and I could smell it mowing my yard. If if I could answer that the the ordinance you referred to 9106 I mean that's that's a clear violation
I know of that ordinance I know so this individ so is this the same people that have Deb's all grown up yes on the house so that would be in addition to failure to maintain the property that's a separate violation and these are their cats wherever the pictures are the police department been notified about Has they issued any warnings?
So that's your You got a camera out there like it's No, there's two. Who are you going to ask? I know one of them was there. You said in the sliding doors. They do because they both look the same. He doesn't degrade because it was dark and it looked like the same. So now we need somebody.
So how do we do that when we're looking at a deficit gray and white out probably all summer black and white showed up few weeks ago. I don't know that's theirs also or whether it's a fear. My wife told me one day a grave smells in front of our storage and I looked out and there was I got a stepping stone. It was probably for one of them. That's terrible again.
Well, let's [Music] talk Thank you, John. Anyone else have any comments or questions? Do you want to convert me for three minutes? Ready, set,
go. All right, Brian McCord. Um, do do the town ordinance not only apply to residents, but does it also apply to the city owned property? It should. Okay, I would agree. Okay. How come how come the town own town not city? Town. Mhm. Well, it is on the Anderson city limits, but it's the abandoned house on Leighton Road. That's we've talked about for 2 or 3, four years, and it keeps getting pingponged back and forth.
And if somebody is being held accountable for their yard or their house upkeep, shouldn't the town also be held accountable for the property that they own? That's in the city. It is in the city but so it does not fall into our ordinances but it is owned the property is owned by Edgewood. So is is there a complaint filed with the city? Does there need to be? I don't know. Is Chuck working with the city? So I was say we would have to work with the city to be in compliance with their ordinances. Okay.
He's not he's not here anymore, but um Dale told me last week that he was in the process of trying to get someone contract with someone to demolish that house. Okay. I that's that's the extent of what I know, but I he could have addressed it if he was here. Okay. He did have that gentleman come out and look at it and it was between 35 and 40,000 because there's no say. Do you know who it was? He's from the northern part of the country. That's all I know. Let me Okay, you make a right now.
Okay. Now, since the Edge is an LLC, but is being ran and owned by the city, I mean by the town of Edgewood, the other way. Okay. It's owned by the town, but it's ran by run by the LLC. Okay. Now, uh Patty, what is your principal duties as far as the edge is concerned? I'm the general manager. You're the general manager and this is a paid position. Barely. Yeah. Yes or no, please? Well, excuse me. Yes, I guess. Do you want to know how much it is? It's $500. Isn't that wonderful? That's wonderful. Okay. Now, is there another business being ran out of the edge at this point of time or within the last year?
What kind of business are you talking about? Uh, Madison Macaroons. No. Are you sure? My daughter owns the company. Madison Macarons. I say it correctly. Macarons. Okay. She bakes. She leases the cafe kitchen. She leases that. Dutch the kitchen. She leases that. Yes, she does. She does. She leases it and she makes the macarons there and sells them mostly online unless she sells them at um like fairs or then how come it's listed as a a place of business at 1618 Gulf Road, which is the edge address on 1618 519. 519, I'm sorry. 519. It's not
on Facebook. Well, no. You know, Facebook, she read everything you read. Okay. Uh, does she have all the permits that are needed? She's working with the health department because she just found out that she has to have something even though we are in an approved facility. Yes. Okay. So, she's been working out of the edge for how long? Without permits? Not without permits. one permit to use the kitchen and it's very tiny. Yes. I'm just asking how long has she been operating this?
She Okay. The prior owner gave her opportunity to do that and she's been doing it probably for a couple years. But I'll tell you what, she's a full-time teacher, so she's not doing it often. I'm just asking if there I'm just answering you correctly, too. Uh, also being the general manager of the Edge, are you aware of a 16-year-old being cursed at by management, being told that she was a blankety blank 16-year-old by a member of management? Really? Are you are are you aware of that? And when was that? Are you aware of that?
When was it? I'm asking you. I don't know. No. No, I have not seen any activity in that direction, nor have I heard anything being said to my staff. So, um, if you have a date, a time I have witnesses. This is not the appropriate place. I think because you're the general manager. I think you're out of order. Anybody else have any other questions? This is You are the general manager. I am the town council chairman and right now you're out of order. You can sit down. Thank you. Well, you know, I I need to say this. You are aware of it. I've made you aware of this back in May. You know what? I have handled
Am I out of order, too?
Yes, you are. Yes, you are. I will tell you. I will tell you that there are people at work to do things that shouldn't be done. Okay? You can talk about whatever you want. who whoever has done anything or whatever um whatever management I have done I have covered and had corrected not covered I've had corrected the people who have um if there's been anything said or done they have had disciplinary action we have an HR person who is working for us we are taking every step to make sure that everybody is treated honestly, fairly, equally, and that's the way it is because I am 100% legal. I do everything by the books.
So, you have any more questions? No, I've been said I've been out of order. Okay, then you can sit down. I think you're out of order. Thank you. Did you have anything else to say, Mike? Not in this forum. Okay, good. Anybody else have any other questions or comments? Okay, we're going to move on to approval of our minutes for July. Is there a motion? I move that they be approved. Second. Moved and seconded. All in favor? I opposed. And the register of claims for August, please. Some move.
Second. Moved and seconded. All in favor? I opposed. Okay. Is there a motion for adjournment? Some move. Second. Been seconded. All in favor? I I opposed. We are adjourned. Thank you all for attending this evening. Thank you.
I'm sorry. I'm sorry. He was [Music] sir. How are you doing? I saw your
