Well, good evening. My name is Jordan White. I'm the captain of the Edgewood Fire Department here. Um coming to to bring your your June report. So, uh, this month we had 53 EMS calls, uh, with 15 transports and we had 13 fire calls, including one standby. And, uh, we also had a successful golf outing. Thank you to everyone who was able to come out to that. That was that was a fantastic turnout. Um, the amount of funds that we raised have not yet been determined because we're still receiving the sponsorship funds coming in. Um, but hopefully we'll we'll have that totaled here soon. Uh last Friday we had uh our blood drive and we actually met our goal. We had 13 um 13 folks that that came to donate blood. So um again, thank you to everyone who came to that as well. And that was that was a very very successful event and it's awesome to hear that we're going to be able to help save some lives. And then um the next fire department event that we have going on is our NBA boot drive. Uh that will be uh Labor Day weekend. So, be looking for our our firemen out here looking to fill the boot and to help support the NDA.

Okay, our activity for the month of June, we had 97 calls for service and we've also issued 25 arrests or citations on traffic stops, not traffic stops, that kind of thing. We do have one ordinance that's moving through um at Wood Court right now. So, we've had our first. We're moving that through that process. Um we've got um National Night Out coming up on Tuesday, August 5th. And we've already got we've got five bicycles down that hallway that have been donated already. So, we're going it's what do you say? A drawing. I guess it's not really a raffle because we're not taking money, but you'll have to fill out a ticket so we can draw numbers out of a bowl or whatever. So, we're going to give those away. I think we may have a couple more bikes coming in. I'm not sure. Um, but we just today got notification that someone's donating $500 to National Night Out and we're going to buy some gift cards to give away on top of that. So, we've got um I have confirmed ADT will be here. AT&T is coming. Um,

St. Vincent Hospital is going to have somebody come over. So, we're we've got a DJ. We'll have an ice cream um truck here and the Edge is supplying hot dogs and hamburgers and drinks and chips and that kind of thing for sale. So um it's free, no admission. Well, the food you have to pay for the food outside of that. The ice cream man wants his money. Uh bounce houses we are I'm working on the Well, actually I just paid those uh today. So we've donated. We'll have bounce houses for the kids to come out with. We got three of them coming this this year. So, um, it's going to be a party. Come out. Hope to see everybody there. What's the date again? August 5th from 5 to 8:00 p.m.

It's a Tuesday night. Why they chose a Tuesday night in August? I don't know. It's It's a national thing, which is why it's National Night Out. So, um, there are some states that have theirs in October because Texas a little cooler in October. August might be cool in October. So, but most most of the country will have the parties going on across the Indiana and across the United States on August 5th from whatever time they decide. You got a few times. Yeah. Uh good evening everybody. I packed house on try to be de um first thing to touch on some of the flooding what Patty brought up was is you know here recently in Edgewood we received 40 or I'm sorry 4 ines of rain in 20 hours. Um a lot of people were complaining about storm sewers are backed up. They're handling what they can. I I can't do anything about it. We've been out. We've cleaned the tops of the drains off. where I mean if if you can convince mother nature to stop, good luck. I I mean, the drains are flowing. I I mean, we'll look into it, but I'm pretty sure they're all open. I've had a few complaints and the the water is getting high, but it is receding and the drains are taking in. Um along with those storms, uh here this year, it seems like Edgewood has lost a lot of power, a lot. Um, I would remind all residents that are here and listening that we have a bunch of mature trees all through Edgewood. And I would encourage people to have those trimmed. Uh, call your power companies, whatever. Have them keep complaining, calling them, have them get the lines cleared down through there. Um, we even have some that are actually intruding over into the roadway some places. So, those are the property owner's responsibility to trim those. Um, if a tree does happen to fall during a storm across the road, we will come move it out of the road, but that's it. We're going to push it over into your yard and that's about all we're going to do with it. Um, the next thing is I got a report from an engineer about our lead service line.

The number came back for our government funding and I'm sad to say it is zero.

So they told us we were too small to receive any kind of funding. Um due to have a long conversation with our engineer to see where we go next. Um we're not I was hoping to have that particular thing done by now. We don't have to have that done until October of 27. So, we've got plenty of time to try to find more, but I was hoping to get one of those things off the books and get Edgewood clear of those things. So, I'll still look for government assistance on that. Seems how it is the federal and the state that is pushing us to do this. I know for a fact that they were given $64 million to do out to help out with this stuff. and I find it strange that we're too small to receive any money. So, I will uh definitely try to find find us some more and then I will keep you guys advised on where I am with all of that.

This is federal or state uh it came down from federal but the state at the state level the Indiana uh department of environmental management from Indiana is handling it. So, the IDM for each state is handling it down from the government. Could we not solicit some help from our state reps?

Well, we may be able to do that. Um, I don't know if it's going to help. Um, I know one company contacted me and they were running out of Chicago, so I'm not real sure why they're running out of Chicago for the state of Indiana, but they told me because I was already using an engineering firm. They had one that they wanted to use. And then when I told them I didn't think we had any lead line here, they told me they denied us. Said we was already using somebody and and we were going after funding there. And I told them I said, "Well, we need to investigate. Just because we've never found one doesn't mean we won't find a lead line. And it doesn't mean that I'm guaranteed that I'm going to get any funding." And here we are. We didn't get any. So I if I were to submit one back through that particular uh agency, I'll have to go through the firm up in Chicago and I'm not real fond of that. I don't know why I can't find anybody in Indianapolis, you know, that's where IDM stationed out of for state of Indiana, but but anyway,

Okay. I thought it was Wesley. Yeah, Wesley does a lot for us, especially on our storm water stuff and things like that. They're they're actually quite a very uh reputable and big engineering company. So, they they sponsor quite a bit stuff for they actually were one of the sponsors for our local golf tournament that we held or the fundraiser here, too. So, but uh I think they do a good job and I'll circle back with the engineer there and uh figure out another plan to try to get us. I don't want to have to pay for that if uh we don't need it. We definitely can revert those funds to something else that's needed. Uh my last thing is I'll bring up the uh floor we brought up last last month. Um, I know you asked me to uh plug it back in, but I did not. We haven't been feeding for a month since last since the last. And if anybody would like to see those figures on what our natural fluoride is, we do average a point4. I have all I kept taking the samples on a daily basis to make sure that I was correct in what I was talking about. I have all those samples. the state already has asked me if I've unplugged it. Why am I still taking samples? And I told him, I said, "Well, for the town's sake to show that what our natural fluoride in the water is, we have that." And he says, "Well, as soon as you prove that and your council says that they don't want to put it back in, then disconnect it from the system." So he's asking me, you know, once you guys make that decision, I need to disconnect it from the system so that way we're no longer feeding it. Now, as of right now, we if you choose that you want to keep it, I can just go plug it in and we can we can feed it. So I haven't done any of that. All we've done is just shut it off.

And you did talk to us about this last month, so we need to make a decision. Um, is there a motion that we I I would before we vote on this, I I really would love to hear what residents feel because they're the ones going to be impacted. The discussion is to stop putting fluoride in our drinking water. And I really would like to hear your opinion on whether or not what what you feel about it. They don't know that we already have natural. I understand, but that's irrelevant. We're we're being asked to officially stop. Okay. And we're going to be making that decision on behalf of the people sitting in here. And I really like to hear their opinion. Would you like me to elaborate a little bit?

Yes, please. Okay. So, for x amount of years when I was over in Anderson, I tried to do away with adding fluoride to the to the water system. Natural groundwater has natural fluoride in it. Um many years ago back in the early 80s late 70s they got an idea that they should have extra fluoride in it for teeth and all the benefit of that.

Um the amount that we're putting in to add to it is well above what the natural what you need on a daily basis. Um, basically if you brush your teeth with toothpaste, you're getting your daily average. Um, you basically got to look and find a toothpaste that doesn't have fluoride in it. Um, I find that this is a it's an additive going into the water that's just not needed. The body is going to get its supplement of fluoride on a daily basis. processed food. All basically all processed food has fluoride in it. Um, all the information I'm giving you, you can Google every bit of this and you can find out.

I know when it gets to a certain percentage then it's a little high and they recommend I think is it 2 to.5? They that's your your daily your daily supplement that you that the body needs is 02 to 05 our natural large per that's per person

we average at.7. Um the the maximum level that you can put into the water is 2.0 which is pretty high. Um there's no there's absolutely no reason there's no benefit to actually have it that high. Um your like I said your daily dose is the 02 05. Um they're saying a p-sized dab of toothpaste has the will will will be in excess of 03.

So the average when I did research on that the average toothpaste had somewhere between a,000 to500 parts per million.

Yeah. That's enough. And then when you break it down it's it's enough. Um, the only reason that any town has ever put fluoride into their water is is because they deemed it necessary. There's nothing from state health department. The state deems they even asked us why you putting it in. It's not necessary. It's just an additive that communities thought that they needed to add. Nobody tells us that we have to put this in the water. This is totally up to us whether we want to use it or not. And I I think we need to do away with it. I think it was $1,800 a year, which isn't a great amount of money, but I mean, we saw take a sample every month. You got to send it off or I'm sorry, once a week, send it off to the state. They read it, send it back, take the samples every day, you know. So

and and what were the benefits of adding it? Basically the ensure you got for your teeth my recollection going back to like the 50s or 60s it was supposed to reduce uh cavities. Yeah. But I think as I mentioned to you, I spoke recently to to a recently retired dental hygienist and she said that they believe it actually can erode the enamel on your teeth. Yeah. So I I don't know that she's an expert, but she practiced for 30 years.

Now, one of the things like like if and anybody can Google this. I I do your research, you know, I have no issues with this, but you know, there's a lot of our food that is just grown in straight water. And if that's fluoridated water, that's in the food. Um, one of the things that they the process of deboning chicken is a major cause of adding fluoride into the into your food. For some reason, the process of deboning chicken is a that has a lot of fluoride in it. I guess they use fluorideed water disinfect them. I didn't look up the research. I just saw that that's what it was, you know. So any I mean we have a lot of uh what the fruits and vegetables are grown just in water anymore. So I mean what the little baby carrots they turn white that's actually chlorine coming out of the So if you buy the little baby carrots when they turn white that's actually chlorine coming out of them. Well, you gota be everything you do is for a reason. So, we're saving money. Well, we're saving a little bit of money, time, effort of doing the other people around here at Pendleton Anderson. They used

shut theirs off. Alexandria is going to shut theirs off. Anderson will not because they uh they just refuse to talk about it. I tried to go against I tried to ask my director over there, Neil McKe, if I could put a a presentation together and he told me no because they didn't want to hear it. They don't they're they're not interested in doing it. And that would save them $30,000 a year not to put in the water and they pull out of the ground. They have ground water. So they have natural ground natural fluoride in the ground water as well.

So it's not it's not doing the city of Anderson any good either. I just find it's an extra chemical that we don't need. Share with them some of the side effects. No, too much fluoride. Oh, you know what? I didn't read those. I never I never read that. I'm sorry. I I never read that. I don't know. I read that a long time ago and I don't know. I've done a little research. Absolutely. What? Maybe we should talk about that next time. Well, what were the Well, there's just discoloration your teeth too much is actually bad for your teeth. It's bad for younger children, skeletal. I mean, there's just a list.

I know here here in Edgewood, we use the powder and we have to And if anybody would like to come see the bag, I mean, there's a skull and crossbones right on the front of the bag. So, I got to deal with that, which that's fine. I'm trained to deal with it. But like in Anderson, they use they use actual liquid. Well, you can take a cup of that and throw it out on the ground and it'll eat through concrete in about four or five minutes. I mean, it's it's bad stuff. I mean, it will eat concrete, but it's also once you put it in the water, it diluted down. So, what I'm hearing you say is there's really not a downside to not doing not putting that in there.

Um, so would it be safe to assume that when we decided to do this before any of us were in that we were doing it without the research, it was just a good idea that somebody came up with and now that we've done the research, we don't need it. It was and and and so many many many many I just think I think research has proven that we don't need it anymore. Well, I can I can tell you if we had voted on this at the last council meeting, I would have voted no because I did no research. But since we talked about it, I did research and just changed my mind.

Uh, just in relationship to last meeting, I brought up that I'm trying to create a committee for our parks department to get some of our residents involved and get some ideas on what we can do to upgrade. Um, I'll talk about our new website that just got up and running in the last week a little bit later, but uh that will be posted on there along with an email address where anyone that's interested can email their pertinent information to me and then we'll we'll get together and have a meeting and develop a business plan or a future plan, I guess, for down the road on how we're going to upgrade some of our facilities, uh, some of the equipment that's on there and how we're going to reach into people's pockets and have them help us help you. So, that's what we'll get to here in a little bit. Uh, but just be on the lookout for that and it will be on the website and I'll probably try and put something in the clerk's office there too, Catherine, just so if anybody comes in there, they can get that information. Oh, a couple things. the uh several things under old business uh and that's uh we have the issue of updating similar ordinances and uh I had sent out an email today with some of the uh formal ordinance documents uh for the council's consideration and these are things we talked about earlier but I think this would be again let me get old business this would be something we'd want to consider at old business uh we Uh, I did look again at this issue of Maple and Orchard Drive and the question of the town's right away, which is more right away than we need. And having looked at this, again, this this is really something the statute contemplates. The homeowner would file a petition uh with the town council seeking to eliminate some of that right away. and we have a legal description of the rideway that we don't need. Uh I've done this before for other people privately and it would involve basically a petition and then there' be an ordinance passed uh which would downsize the rideway in that area which I think we do want to do if the homeowner requests that. So, uh, science that matter really communicating with the homeowner and, uh, then seeing if they want to do this. And I'm I'm happy to this, you know, maybe steer them in the right direction. They probably want to hire an attorney and and have the attorney prepare the documents, uh, to present to the county council to get that done. Uh, the other thing, uh, we did have our first ordinance violation case. Uh, so we're we're now filing those in Elwood City Court. and that was last Tuesday.

So, we had one uh violation for failure to maintain the individual's yard. Uh this was in South Edgewood. Uh the individual did attend court. Uh with the recommendation of uh of Chad and Randy continued that until September uh with the promise that the yard would be better maintained. Uh and we're going to continue to monitor that and if the sky does not come through and do a better job maintaining the art, we will go ahead at the next hearing asked the court to impose a a fine and cost. Um and and this is somebody young family, he works, his wife works, uh you know, young children and they're just kind of overwhelmed is was I think my feeling about the situation. So we'll continue to look at this. have asked the police department to continue to take photos uh so we have records about how the homeowner is doing and we'll go ahead and revisit that later this summer and see if we're making any progress. I'll keep mine short. Like I said last month, we did put the new dropbox up. It's at the utility building between the utility building and the fire department. And people are finally figuring it out because we put it in social media, the newsletter, and we put a note on our current mailbox asking not to put it put it in our mailbox. And we had a ton of water bills over the weekend. So that is working. And and just the same thing, we had people calling and complaining about the water drainage. And so I did have Mr. Ferguson check on a couple properties and it it was draining. and it just took a while. So that's all I have.

And what that would do would be to say if we have a regulated vehicle, uh, and we previously said you could park in a sideyard, backyard, uh, but the vehicle had to be on pavement, concrete, or gravel. And, uh, what we had done was change that to say the vehicle would have to be on pavement or concrete. And I believe that's one that we had approved. Yes. So all I've done is put this more in an ordinance format uh for signature by the town council.

So I think that's that's a good change. Uh you know, gravel is just not a very good surface for any permanent parking purpose. Uh and that if my memory serves me correctly, that's for things going forward. Yeah.

Yes. Yes, that's correct. And then the other ordinance change uh and this is one that we had tabled and that was uh involving fire safety and burning restrictions and the main the main change on that. So the language you you see is what we talked about earlier and uh this would have restrictions about burning u and it's kind of a common sense thing. So the the big change was we did want to allow people to have fire pits u and that would be provided they were monitored uh provided uh there was a reliable water source in case that got out of hand nearby. Uh, and when the when you're done for the evening, you want to extinguish the fire. But so we added a clause about fire pits in our uh existing ordinance about burning restrictions. That's section 93.01. And we could read that in its entirety if you prefer then take action on that this evening. And then the third one uh was concerning driveways.

And that is an interesting subject. And basically this this would say that not retroactively but moving forward if you want a driveway it needs to be concrete or asphalt gravel driveways in the town. Uh and then any driveway, uh if one's going to add a driveway, expand a driveway, upgrade a driveway, uh would need to get a permit from the building commissioner before beginning that work. And if someone has a problem uh specifically, you know, and uh has an issue with the ordinance, I mean, it is possible always when you have standards like these to request a variance, and that would be something considered by our foruming field. So that is a change to uh I I kind of tried to incorporate that into existing ordinances. So that would be a change to section 153.023. That would be something the council could consider then business tonight.

Okay. So we need to dig in on these. Let's do the um the burning restriction ordinance first and I will read it. Um an ordinance amending open burning restriction for the town of Edgewood. Whereas section 93.01 of the code of ordinances of the town of Edgewood, Indiana regulates open burning within the town. It is reasonable and appropriate to modernize said section 93.01 to provide more detail about what is permitted and what is not permitted. and to specifically address the subject of fire pits in the town. Now, therefore, be it ordained by the town of Edgewood, Indiana, that section 93.01 of the code ordinances titled open burning restrictions shall be amended to provide the following. Chapter 30, Chapter 93, fire prevention 93.01. Open burning restrictions. The requirements for open burning are as follows. A only leaves and wood products shall be burned. No plastic materials or trash shall be burned. The container with an appropriate lid, such as a mesh wire lid, shall be used. B. Fires shall be attended to at all times with a reliable water source. C. If a fire creates air an air pollution problem, a nuisance for neighbors, or a fire hazard, it shall be extinguished immediately. D. No burning shall be conducted during unfavorable weather conditions such as high wind alerts or pollution alert days. This includes when a countywide burn ban is in effect. E. All burning shall occur between 9:00 a.m. and 700 p.m. The materials being burned have not been consumed by 700 p.m. Fire shall be extinguished and the burning material dispersed in order to prevent subsequent combustion. F. Recreational burning is allowed, but

the fire pit shall not exceed 4 feet in diameter. The fire ring or fire pit shall be constructed of concrete, brick, stone, or other non-combustible material. The fire shall never be left unattended. A reliable water source shall be available, and the fire shall be completely extinguished when done. And we hadn't have we we hadn't done a reading on this one. No. You got the ordination number. So um we've had veterans that have wanted to get in our pool and they can't get in our pool. Um there's no place in Madison County that has access. So this would be a big a big thing for our community to to offer this to the

Um, I've spoken with Patty and a few other council members um about seeking some possible alternatives as far as just better solutions for insurance. This is not only my commercial agent, this is my niche. This is this is what I do. And so, um, I know that Patty had emailed Katherine to get those policies to me to start reviewing that. I just wanted to before the town council say, "Hey, does anyone have any questions about this process? um how long it takes, what all it takes, what's involved, why we're doing it, um etc. Just want to be, you know, if we talk about full transparency is the only way to do it. Um and I on behalf of the town just want to come before the town and say while we go down this road, does anyone have any questions for that? And that's essentially my question. Well, I think it'd be useful to give a brief synopsis of what's involved in and your role in that and what the uh end result might be or what the the benefit of that would be.

Great idea. So, um what it does is typically takes me around 30 to 45 days um to approach. I'd like I'm going to approach as many carriers as I can with this. Um, in the municipality world of insurance, there's only about five or there's about five or six total of good carriers um that I would work with. Um, basically filling out main applications and then once those carriers receive those main applications, they'll kind of look at a lot of it and say, "No, thank you." Or they'll say, "We are interested. Here's four to five more supplemental applications." and we we'll be diving in with driver's list, um schedule of values, what all the properties are owned by the town. Um they'll look at our parks, how old are the buildings. I mean, I'll I'll be diving in quite a bit to to quoting this because I want to I want to quote it accurately. Um and then once once we have that, um I'll work with those underwriters. I've got good relationships with each of these underwriters, even the underwriters that currently insure the town, um to work that premium down to just absolutely as low as I can. um I pay a portion of it as I I want to keep it low and then also as I know as we we keep the town bills low the town's in better health. Um and basically I'll it's it's a once I have all of the policy schedule values drivers list just everything the town owns. I'm off to work. I'll be communicating with Catherine to get any more additional information. Um, like I said, probably about I'd like to have this because our our insurance renews in September, I believe. I'd like to have this approaching to be done by the end of August. That'd be that'd be my goal. Um, I leave for Ireland on 8:30, so I'd really like to have it uh button down before then. Um, but no, it's I I'm doing this because it's my my agency has a huge push in this. We ensure more municipalities in the state than anyone. Um, we have more both underwriters than anyone that results for lower premium, better coverage.
