Ordinance 25-26-009, an ordinance to amend Section 24-31 (Land Use Table) to only allow data centers in ID (Industrial) zoned areas of Edgefield County, and subject them to certain conditional use regulations.
Consideration of Approval of the Third Reading of Ordinance 25-26-008, an Ordinance Providing for the FY 2026-2027 General Operating Budget and Establishing Ancillary Budgets for E-911 Administration, Economic Development, Solid Waste Disposal, Victims' Bill of Rights, Emergency Medical Services, Road Maintenance, Tri-County Solicitor, assistant Solicitor, School Resource Officer #1 to School Resource Officer #9, Event Security, Sheriff Discretionary Funds, Clerk of Court Discretionary Funds, Pre Trial-Intervention and Criminal Domestic Violence.
The FY 2026-27 General Operating budget and Special Revenue Fund budgets are included for your review. The total general operating budget is expected to be $18,549,177. In FY 2025-26, the general operating budget was $16,973,794. The County anticipates using $844,092 of the fund balance to balance the operations in the general fund. Elected Officials and Department Heads have worked hard to keep their requests to a minimum. This will still leave approximately 4.3 months of operating expenditures in our reserves. Consideration of Approval of Second Reading of Ordinance 25-26-009, an ordinance to amend Section 24-31 (Land Use Table) to only allow data centers in ID (Industrial) zoned areas of Edgefield County, and subject them to certain conditional use regulations.
The Planning Commission has recommended a Data Center Ordinance for Council's consideration. After consultation with staff and our Economic Developer, we revised the recommended ordinance to its current form to better reflect the County's needs and restrictions. Exhibit II
Consideration of Approval of First Reading of Ordinance 25-26-010, an ordinance to apply an Impact Fee to new construction in Merriwether and Countyline Fire Districts and the Edgefield County portion of the City of North Augusta.

Consideration of Approval of First Reading of Ordinance 25-26-011, an ordinance authorizing the issuance and sale of general obligation bonds, series 2026 or such other appropriate series designation, of Edgefield County, South Carolina, in the principal amount of not exceeding $6,250,000; fixing the form and details of the bonds; authorizing the county administrator to prescribe certain details relating to the bonds; providing for the payment of the bonds and the disposition of the proceeds thereof; and other matters relating thereto.
Edgefield County does not currently have an open GO Bond. This proposed bond will fund the purchase of parcels 174-00-00-077-000 and 174-00-00-030-000 at the Industrial Park, construct an EMS Headquarters, and repair County-owned buildings. Exhibit IV
