Hello members of the council. I'm Dave Duroni of Duroni Hardware on Nine Mile. I'm in hopes tonight that a motion will be made and that it will be passed granting us continued use of the right-of-way parking as past city councils had. Parking that has been used safely by our customers without incident or accident for 36 years and previously by Morley Candy customers for more than a decade. i spoke with brian chalmers the m dot engineer that is familiar with the nine mile road project and he informed me changing or eliminating our parking was not required by m dot and was not required in order for the funding for the project to be approved. I asked if he could provide me with something in writing stating that he said that he could not because in his position he cannot advocate for an individual business. I do have his phone number and you can contact him directly if you have any questions. I spoke with Ryan Kern of AEW and he also informed me that the proposed elimination of our parking was not a requirement of MDOT and that the change was based on the design that the planning commission had put together as a recommendation. to which many changes to the plan along nine mile have been made, so precedents have been set. The parking spaces have always been 18 feet, even when Morley's was occupying the building. I will restripe the area to make them 23 feet to meet the current city code. By not having to make any changes and tear up new concrete that the gas company installed, significant financial savings would be had by the city. Hardware stores are an integral part of every community and have been for 250 years. We provide needed supplies, goods and services every day and in times of national disasters, we are essential. During floods and plumbing emergencies, we have pumps, sandbags, wet-dry vacuums, water heaters, drain snakes, along with pipes and fittings. During power outages, we have generators, flashlights, batteries, propane and kerosene, as well as propane and kerosene heaters to keep people warm and pipes from freezing in the winter. When tornadoes or storms come through, we have chainsaws to remove the trees and tarps and roof repair supplies. During the pandemic, our governor deemed hardware stores to be essential, and we were allowed to stay open when many businesses were forced to close. We were open seven days a week, providing masks, face shields, hand sanitizers, COVID test kits, plexiglass for germ barriers, Lysol and Clorox cleaning products, and much more. We are an integral part of this community. Please keep it convenient for customers to park at the hardware store and grant us continued use of our parking. Our current parking can be utilized by customers traveling from the west and the east. The proposed on-street parking could only be used by customers coming from the east. Most people do not like to use on-street parking when there is a safer alternative, such as what we have. Thank you. Your time is up.

Hello, my name is Jan Guylock. I am a resident of East Point. I stay at South Park Avenue. I bought my house in 2020, made improvements and I started making complaints in 2021 and nothing currently still has not been done regarding the neighbor's overgrowth. Um, I even offered to help when I first moved and I got hit with racial comments. So I don't even speak to her anymore. Um, but can I give you pictures?

Um, this is my whole backyard fence line and that's after I trimmed everything. that I was told to do. I've been calling the city, requested to speak to Kim, requested to speak to the city manager. I think I sent him an email. I've been in touch with Mr. Myers. I just really want my yard to where I could make the upgrades at my house. I'm not a renter. I pay, um, I bought my house. I pay taxes. Um, I even had contractors come out to my house to, um, quote me on my privacy gate. And this is the second one. And I asked him to write a letter. Um, they refused to put a gate in because they said there's too much overgrowth. The pictures will show you that was even after me trimming and trying to clean up. It's pushing, the trees are pushing into the gate, growing into my yard and I can't do anything. She's feeding cats. I have a grandbaby I can't even let outside to play because he's picking up cat poop. I don't even have cats. I don't have a dog. I just think it's very unfair. I pay a lot of taxes and I feel that I should be able to you know, build my property up and make it look nice the way I want it. That was the whole reason why I bought the house.

Hello, good evening council. My name is Erin Hardcastle. I was asked by Jan to attend and just share briefly a bit of her experience to give a fuller picture. I was involved in the ordinance enforcement during 2020 and 2021. At that time, this owner had committed to make efforts to clean up the property. There were some accusations as Jan touched upon with some things that made it difficult to create any kind of negotiation or Ability for the two of them to work together We met at the time with staff and decided to address this as an enforcement action and while I understand and appreciate that this is an elderly woman I am also aware of resources and things that were offered and made available some time ago. This is a while that I'm speaking back. I do know that the job of enforcement is a very difficult one. I know some people have even been unfairly targeted themselves and had the departments attempted to be used in ways against them. And I just wanted to speak to the board from a third party perspective with some intimate knowledge to share that this is something that has continued that this person has neglected to secure any resources made available. It does impact the ability for her to peaceably enjoy her property from the smells, the noxious odors from the feces, from we joke, you know, cats, bats, rats, and everything else that's found sanctuary over there because it's so overgrown and unmaintained. And so I ask the council to support Jan I thank you for giving me the opportunity to speak before you I do know through the my years of enforcement in this and other communities there is a process I know Jan's desperately tried to go through that process and work with the department I do know she feels that She's here tonight. She's asked me to implore the council to provide direction. Mr. Albright, sir, I've worked with your office from administrative search warrants to enforcement action where some homeowners just aren't willing to follow the ordinances as the rest of us are required. So I thank you very much for your time this evening and ask that... You please support Jan and continue to keep this community as beautiful as it is. Thank you.

Mary Hall Rayford, East Point resident. I have a number of issues I wanted to address, but I'll probably have to get to them in the second half. I'd like to know who's responsible for making determinations about stop signs. Because we've got a real issue on Topher. Topher and Redmond, even though the speed limit is 25, like everywhere else, coming around that curve, people act like it's they're on a racetrack or something. Uh, and then Topher and David, I can't tell you how many times I've actually had an accident over there and, uh, people just just fly through Topher they don't slow down I think if you look at the lights on Topher there's so far few and in between till it's not even funny so who's responsible for looking at that situation and making that determination I hope that I could find that out later before we leave tonight regarding the budget amendment on the agenda hope we're not going to have a repeat of something that happened before. It seems like whenever there's an amendment there are other issues that arise. I know everyone has a right to amend their budgets because circumstances change but I would really hate to see somebody else have a job eliminated because of an amendment. The block cameras. I don't know what the big deal is, but I understand they were only supposed to be license plate readers. And though people are complaining about facial recognition, I'm not quite sure how that works. If the cameras are pointed at a license plate. Voting no on the ballot initiative. Bond, a $99 million bond. I'd like for people, not just here, but watching, to pay attention to what that's for. It's supposed to be for building improvements. That's what it says on the district website. It's also more clearly enumerated in the ballot.

That this parking be changed or eliminated. My understanding is that our city ordinance is not requiring that this parking be changed or eliminated. Mr. Daroni seems to be wanting to compromise with the city. I'm hearing him saying that he's agreeable to extending the width of the parking space, excuse me, the length to 23 feet, which is in line with our city ordinance. You know, this was approved last, back in 1990, our city council approved allowing them to continue having the right-of-way parking on Nine Mile that Mortley Candy had enjoyed for a decade before that. And I know I sent all of you the city council agenda minutes and other backup information on all of the discussions on parking back to the early 80s on that. When this was approved by city council in June 26th of 1990, it was passed three to two. One council person had the opinion that council should eliminate all parking in the right-of-way on Nine Mile. another council person stated that all of the parking spaces were not needed to meet the parking requirements at that time at that time 52 spaces were required and morley candy had 61 spaces as of right now i believe that mr droney has 53 parking spaces so it's it's much less so i feel that those objections 30 years ago really aren't relevant Back at that time in June of 1990, the building department, uh, Dale Anderson, who was the head of the building department stated that the existing building has very few uses without the continued use of right of way parking. With all of these things in mind, I don't understand what the issue is. I don't understand what the sticking point is with AEW or this nine mile strategic corridor plan or city administration. What is it that we're gaining from it? It's going to cost us money to remove this parking and replace it with on street parking. So I don't understand what the benefit is. MDOT's not requiring this. I don't feel that it's a safety issue. This parking has been used for 40 years without issue. So I really hope you give some consideration tonight. Regarding the flock cameras, the original agenda that was put out on Friday stated that this agenda item was just a discussion on flock cameras. So anybody looking at the agenda for this is just thinking you're going to talk about it. The agenda apparently was amended yesterday, today to say terminate flock camera contract. I'd really like to hear Chief Haynes' opinion on that.

petting zoo really what's their name because that's not in the agenda it's not listed and you know none of you are afforded the opportunity or the ability to investigate if this so-called professional petting zoo has a Class C exhibitor license this is mandated through the USDA for petting zoos if you exhibit animals you must have a Class C exhibitor license so Keeping and maintaining animals that also means they're in your possession. They're under your control Here we go again violates section 8-4 Let's see then they say Harvest Fest event was free of dark, evil, or deadly things. Instead it shined with the light and love of Jesus. Really? Instead it shined with the light and love of Jesus. Really? Because petting zoos are operated by dark and evil humans that exploit animals for profit and gain. do not abide by the numerous USDA requirements for animal exhibitors and as far as definitely things they slaughter the petting zoo animals when they outgrow their cute baby stage I'm more than happy to inform all these children should you grossly and wrongly allow this permit that those poor petting zoo animals will be slaughtered once that petting zoo owner deems them no longer to be cute babies and let' s not forget that it was all over the news recently about the goats contracting rabies and they had to be euthanized. So the petting zoo portion must be denied. It violates the city ordinance. You can't tell us as residents we must comply with all the city ordinances and you're going to give them a free pass. By the way, their water bill has not been paid in several months. It is over $3,700. What a bunch of deadbeats and hypocrites. Thank you very much.

Good evening, Mayor and Council. A couple things to report this evening. We'll start with the Arts Cultural Diversity Committee has their art show coming up. So the show is scheduled for Saturday, October 24th at the Patriot Building in Spindler Park. The U show takes place from noon to three and the adult show is from five to eight. The call to artists is open and the information and application will be on the city's website in the next couple of days. If selected, the artists will need to drop their art off at the Patriot Building Prior to the show on either Thursday or Friday the 22nd or 23rd of October looking forward to that I just wanted to point out that the civil service board made a request yesterday We could discuss it when we're talking about budget amendment coming up here later in the agenda or because it happened yesterday I haven't gotten all the notes together to prep council on that item, but we can discuss it further If we want to get into it today or at a future meeting A couple follow-ups from previous meetings. The school board and city council are going to meet jointly with our small work group in October. I had our dates wrong. I was thinking it was tonight, so we were off the hook since we were at the DDA and library boards. We were all doing double duty today. It's later this week. And then the Chamber Salute to Excellence is coming up on October 5th. So that's where we honor our police and fire heroes. So more information has been shared to council. If you're interested, the East Side Chamber has more information about that. There are several projects in the works. So the splash pad is looking great, but we've seen you slow down a little bit after Labor Day. So the plan is that this weekend will be the last day. time that it's open this year we'll start to shut that down sunday and into next week the weather looks okay between now and then so if you want to get out there please enjoy the splash pad nine mile reconstruction continues i'm sure tears pouring gaps driveways and sidewalks they're expecting to transfer traffic to the north side on september 21st so on monday you'll see that crossover happen lexington reconstruction from 9 december is ongoing they're going to be forming be setting forms on Thursday and Friday so they'll be pouring concrete early next week. Letters will be going out to impacted residents. You'll find more information on our website and all the normal ways. The Hayes concrete repair program is ongoing. The east side of Hayes is complete. The contractor is working to pour the west side later this week into next week. And then finally basketball courts I saved overall. I think we should be approving that. Does council have any input as to that? sure so we've we've had one so far I like Council know before we made that official I will share that log of change orders and then if there is a if we want to we can come up with kind of a process Kern I'm looking at Ryan turn over there for if there's a spending threshold that makes sense that we share it to counsel or things like that we can we can come up with a process to how we share those and when and what needs council approval and

Approval budget amendment BA 27-01. I guess Mr. Blum?

I'll go through the highlights. There are a whole lot of line items here, but most of them are related to the six union contracts previously approved as well as the admin rules changes. So there's a lot of personnel updates. It also includes any of the Projects from last year that did not finish by June 30th that carries forward the unspent project balances into this year. I Will note that it includes the 8 million police court grant and the 10 million for the bond issue as well as the actual construction of that Building so it looks ugly, but we set the money aside. We're we're still fine one item I would like to point out though is I threw 250,000 in there for the animal control building that's kind of the number we've been running with for the renovation so that that's in there you guys are free to do with it as you wish and unless you have any other questions that's really all I wanted to highlight

Yeah, one thing, and this was something that I meant to ask, I think back at budget time, but I wanted to know that if we could, I know we're getting to the end of the season with our Parks Commission, but I wanted to know if we could at least give them a little bit of money. If there's something upcoming that they want to look into or try to do some undertakings. I guess just don't looking at the time of year.

It is if we could do at least a thousand For them to have a budget and logistically we can do it with approval of council.

Yep With respect to the animal control I mean, I know it's very new, it's in beginning stages. Do we have estimates that we've gotten in on the building where, you know, we're anticipating some expenditures?

The roof was approved at $89,000, I want to say. We have an estimate, actually, I'll let Kim answer that on the HVAC. What was the quote on that?

I think it was around $80,000. with the soap, but I'm not sure that wasn't finalized.

So we're talking 160, 170, spoken for of the 250. The balance would be used for the kennels, drainage, any fixes in the office area, that kind of stuff.

Thank you, Mayor. First question I want to ask the city manager, it was brought up here in the public, and I'd just like to find out from you. Is M.Quire requiring or not requiring the Daroni parking lot to be taken out?

Thanks for the question. To my knowledge, no, it's not an MDOT requirement. But I'm not sure if we could ask the city engineer who's more familiar with the standards. Okay.

I'll ask the civil engineer.

No, it is not a requirement of MDOT. It is a requirement of the city ordinance of what we're proposing for parking.

All right. Moving on to item E, termination of flat cameras. So first I'm going to address the agenda item issue. This was an agenda item that I had requested to be put on last week. And I had sent some verbiage to the city manager. I suppose there was some... confusion in communication and so it was put on as a discussion rather than with what I was suggesting in asking counsel to consider so you know I work for the prosecutor's office I voted for to put the flock cameras in and 24 I know they're really valuable tool but at this point I do feel like there's a lot of issues surrounding the flock cameras there's not really an infrastructure in place to make sure that they're I guess used appropriately I know that chief Haynes you've been working on that you're you've been trying to tighten up everything by working on your own regulations for our department and I know the state's looking at regulating how the information shared used access so at this point I think that there's enough issues and I know that I've been contacted by a lot of residents who are concerned about it at this point and sort of one of those topics that's heating up I do think at this, I think it would be wise to kind of pause them for now until we have an infrastructure in place. So is all of council in receipt of the, I guess, recommended motion when the agenda was updated?

Okay. Yeah, I did have some questions though. I mean, I don't know if you're making a motion right now, but I did have some questions about it. No, I was just opening it up. Okay. I guess my thing because I've heard conversation on both sides of the fence with fly cameras, but Have a view of it of not throwing a baby out with the bathwater And I know that maybe there are some things that have to get buttoned up And I guess I would like to I did get a chance to briefly speak with Chief Haines The other day, but I guess I would like to Ask him if that's okay Sure, what is your? And I want to say it the right way, but what is your thoughts on? us maintaining or keeping the fly cameras versus getting rid of the fly cameras.

well I have a I have a few different things about that number one we're in a we're in a four-year well we're in a two-year contract so back in 2024 when council first approved the flock cameras we it was a two-year contract with the auto renewal after two years so that auto renewal already took place and I don't remember the exact number but we paid about fifty two thousand dollars this budget year or i'm sorry last budget year to cover those flat cameras until may of 2027. we will owe another $52,000 plus, whatever that number is, for the following year. So we're locked into a contract, which I would hate to waste the taxpayers' money just by terminating, number one. But number two, speaking about the importance of what they've done, I ran some statistics today because I wanted to get a feel for exactly how much flock is done for the city of East Point. In 2024, which we didn't start the flat cameras, we signed the contract in May, but they weren't installed until later into the year, we either assisted or solved 39 crimes that would have not have been solved otherwise. In 2025, we solved 54 crimes, which may or may not have been solved otherwise, but the key there is that these cases were stolen cars, retail frauds, hit and runs, drive-by shootings where all we had was a vehicle description, and homicides. They were solved based on flat cameras and us being able to take a vehicle description, put it into the system and locate a car or more than one car and then refine it down from there to determine who our suspects were. This year so far we've already had 46 solved crimes with flat camera use. Again, anything in law enforcement or pretty much any job anywhere can be abused. there's no way we're ever going to get people are people we're all human we make mistakes people have made mistakes with flock camera data people have made mistakes for many years with lean because I hear a lot of references to lean lean use yes it's a misdemeanor crime it's not terminable you can't terminate somebody for misuse of lean used to be able to but not anymore unions and all of that but they need to be disciplined they need to be held to a high standard Flock is no different but for the fact that it's not yet a crime. That doesn't mean that it's not a violation of our local rules. And when people break our local rules, they're held to a standard and they're held to a very high standard. When all of this first broke of officers misusing law enforcement I immediately researched and drafted an entire new policy which was reviewed by our city manager was reviewed by our city we have a lot of people in the community who are using it and it has much less of a chance of being misused. We also discovered in speaking with flock because one of our first calls was to flock that they now have an ai assist and it' s not an ai for anything other than it looks at the plates we' re running and gives us a report weekly. So we have an eye on what people are doing with flock and what they' re running. So if you're gonna commit yourself to putting false information in now to run a plate for non-law enforcement purposes, you're also gonna have to fraudulently pull a call through our dispatch center, which again, is not a crime. It could be construed as something later, but instantly you violated multiple policies of the East Point Police Department. The new policy that I drafted also conforms with accreditation standards because we are moving, although it's been a slow process, we are moving towards accreditation, which means these are the national best practices in law enforcement. We expect that the legislators are going to come up with some better rules and some safeguards and some guardrails for the use of flock data, but we've put our own guardrails up. You know, it's like anything else. When an officer, and we've had this happen in the distant past, many, many years ago, officers here were found to have violated the lien rules. Those officers were terminated back at that point. But the officers didn't lose lien. We weren't removed from the state for the ability to use lien. people have broken as long as there's rules people are going to break them we know that it's how we deal with them once that happens. But flock from what I have seen what I have found is an extremely valuable tool it only the flock cameras that we have only capture license plates they don't see people they don't have a technology they don't do anything other than capture that license plate and put it in the system. Our flock data is now removed every I think it's every seven days We change that so that we're not holding flock data more than seven days But I'll tell you it's very handy when we had a homicide we had a vehicle description and we were able to pinpoint that car and look at the flock hits as it went across and multiple cities in Detroit is pretty much every city in our surrounding area has a lot cameras and we were able to determine who the suspects were in an eventually capture them so it has a lot of good things it has a lot of great meaning for the city of east point we have a lot of crime were situated at 8 mile we have police cars that can be captured by any police car we have 8 to 10 we have grass and kelly area we have gang activity that happens especially at the kelly area and cars can' t get into that area or out of that area without us capturing a license plate. So, you know, I have concerns. Obviously, I understand city council's concern. It's a very hot button political topic. There's a lot of questions on privacy rights. I get all of that. I completely understand it. But I also want to make sure that we are all aware that flock is very meaningful and has done a lot of good. So. Sorry I went on for so long.

No, no. You were very thorough. I appreciate that. And I guess that was really my main concern because I, you know, and I just think back to conversations that we first had when flock cameras were an item of discussion at this table. But that is one of the concerns that I've had because I've known of children that have been missing or whatever and, you know, even when my kids were attending schools here and And that's a very scary thing to think about when one of their classmates is not there. Um, and so that's kind of the lens that I look at it through. Um, so for me, I mean, and it's, you know, you've touched on the, uh, policy that you rewrote, the safeguards that you put in place to make sure as best you can, that there is no misuse. And that makes me, uh, feel more comfortable, um, then maybe I would have been had that not been shared with us. And then, like, looking at the numbers that you've given, I mean, 46 crimes solved this year alone. To me, it shows its usefulness, but, you know, that's just my opinion of it. That's all I have.

guess I have one follow-up question do you have any concerns about its misuse in East Point I have concerns of what previously happened to adding the additional guardrails yes but I don't have any concerns at this point no because those those users have been removed and permanently removed and there's also further discipline that is being sought

I asked Mayor, you mentioned infrastructure, and Chief Haynes highlighted several of the policies and procedures that have been updated. Are there other infrastructure items you'd like to see related to FLOC? I know it's a very tough subject to tackle. We've tracked a couple neighboring communities and other places who've put in additional layers of concern, so... you know if we were interested in some transparency measures flock has added some transparency things directly and then there are there's additional things we could do as well so if there if there was anything you would like to see from that we could implement whatever we would like to see related to that you're gonna say and real quick flock does now have I mean flock is doing what they can obviously to try to make sure that this data is not being misused but they have started a flock transparency dashboard so

Haven't reviewed it in its entirety. But what it does do is it will put out once a month We can put out on a transparency dashboard Vehicle license plates that were ran and for what purpose but the ones that are a continuing investigation Obviously would not be released because that would read, you know, that would reveal the entire investigation But other things will you know other items would be revealed on a at least a monthly if not sooner basis very similar to Crime view that we have that you can look up and you can see where crimes were committed in the city And what type of crimes it's this very similar dashboard that shows you what you know flock is doing Council do you have any questions?

guess I'll follow up with the contract so I did go back and take a look I know that one I don't like how they do contracts because essentially it's an order form and then they have terms and conditions that they change whenever they want on their website council initially approved a two-year agreement it did have that one-year renewal But in that agenda, that initial quote, there wasn't a 24-month extension. Do you know how that kind of, I guess, got added on?

I don't. I mean, my understanding was always was that it was a two-in-two. So I don't know.

I mean, I sent you all the information that I had on it. We received a memo from City Attorney Albright. It was a two-year with a two-year auto renew, as I recall. in May of 2024.

I'd have to take a look at it. It's something that possibly could be... conflict with the Charter but Then you get into the the issue of okay if walk does sue the city, you know, is that a defense for us?

They would simply say well, it's it's a charter issue between this the council So I don't know without having to do some more research on that All right, well, it's still my position I feel like we're building the plane while we fly it and I think we can always bring it back but at this point I I think I don't think I understand how useful it is as a tool but I also weigh the intrusiveness into some people's lives who and a lot of people are concerned about that they don't like the idea that they're being tracked everywhere that they can their whereabouts can be looked up necessarily without a warrant or any of those traditional safeguards that would come with for example tracking so much GPS on their car or their phone So I guess what I will do, I have to pull it up. I'm going to make a motion to terminate usage of flock services in the city limits, direct administration to notify flock that city council has decided not to renew or extend the flock services contract. And the city's final payment to flock will be for the current 30 day billing period.

All right, yeah, I guess my concern is just, you know, I would hate to see The good that is done, I'd hate to see that get thrown by the wayside, and the good that it could potentially do. I would hate to see that get thrown by the wayside, and I just would hope that no one is in need of that service for crimes of such a serious magnitude as what has already been solved using the system. But, all right, I know there's motion to support, so I'll leave it at that.

Mr. Mattis, did you have... Sure, I'll just speak personally. I saw the John Oliver piece about flock and I immediately thought rip those things out of the ground. This is a scourge on, you know, civil liberties everywhere. As I've spent countless hours over the last month or so diving into this issue and writing policies and looking at procedures and Comparing what we do with everybody else. What can we do better and what makes sense? I think they are a useful tool. They are an incredibly useful crime-fighting tool Can they be misused? Yes If a kid kicks a ball on your porch, you might take the ball for a minute But you don't keep the kid from playing ball. You let him continue to play with that I think it's a mistake to terminate use of flock at this time I think we do need better guardrails in place that's why I would love your input on infrastructure chief and I have been looking under every rock possible to see what we can do and do it better I would love guidance from the state from our state legislature or the federal government to weigh in on this and tell us how this can be used effectively across agencies instead of putting that burden on every single municipality in Michigan But here we are. This is ours to carry. I think the things that have been put in place make a lot of sense to safeguard so that we can continue to use the tool, prevent mismanagement, and continue to use this to solve crime.

Sure, I'll turn it over to Mr. Blum. We talked about the spending thresholds and the process to set up a committee to do so.

Well, we talked about collecting donations. The city can receive up to $25,000 a year in donations as tax exempt without setting up a 501c3. And that's per calendar year. So if the city wished to We already have a fund for designated giving so to speak If the city wished to set something like that up people could contribute towards that And we would then hold it until time for the usage of those funds and then for next budget year we could factor some money in for the city's contribution towards it as well and

Makes sense to me to set it up, I guess, that way for now.

I think that's all we had prepared to discuss.

I'm okay with just continuing this discussion until perhaps our next meeting or a meeting after that. I don't know how much time. Is there much more you want to look at, I guess, regarding this, or should we just have a discussion on what we want to create?

Larry Edwards, East Point Residence. Just first of all, I'd like to thank Councilman Baker for the clarity on the new business item H with the S-E-M-S-D and S-M-D-A board for the clarity. Many of us don't have that kind of time to go through everything on that internet that's so combobulated and complicated. trying to figure out everything, how it runs and everything. So thank you for the, uh, clarity on that and what have you, uh, as well as, uh, dealing with the financial, uh, report on a, uh, uh, budget and what have you. I heard a lot of things in regard to that. There was, uh, may mention a night, but, uh, but what I did, uh, in regards to, uh, of the infrastructure and what have you. But my concern is probably more so is hearing anything about the neighborhoods, what the budget is for looking out for the neighborhoods, especially the lighting situation of the poor lighting situation within the neighborhoods. Where is the budget on that? And where are we at on that? I would like to get an answer. And I'm at the point now to where if I can get transparency and people to come back and address my concerns and whatever, I'm going to call our council members. and hold them responsible for the things I do in public and everything because I'm sick of non-parents questioning when things are being asked and you get no response from it. And so I'm going to pick certain ones out individually and hold them accountable. The other thing is in regard to the... the flock situation. My concern with it and things more or less of clarity and understanding is I've heard people may mention that it's taking pictures of individuals, face recognition. You're shaking your head no, Chief. That's good. That's good. That's excellent. That shouldn't be done and what have you. Because I was at home one day and looking through the newspaper and there was a bank robber. And I looked at the guy and he looked just like me. To me, myself, I identify him looking like me. But then just here recently, and you can ask Councilman Baker, I was looking at something, I forget exactly, it was a council person somewhere, it might have been in Dearborn and everything, and I called Councilman Baker and said, this looks like you, Rob. And he had to verify this everything. That's something to really look at and everything. So there have been many mistakes with the face recognition things, and so those are my concerns. Thank you.

Mary Hall, Rayford East Point. I'm not used to having so much to say in one night, but here we go. Thank you, Chief Haynes, for the explanation regarding the flock cameras. For people who are concerned about being tracked, they need to put their cell phones down. Real simple, because people are very easily tracked through their cell phones. And this to me was a waste of money. So I would suggest very strongly that before decisions are made in the future about spending that kind of money that you research it and try to project issues or find out what they could be. Understand. Well, we would end up paying money for something. We are no longer going to use The next items are primarily going to be announcements this Friday at the VFW on nine-mile where they're having holding a free store event some of the Candidates for school board will be there so we can meet them and talk to them or find out about them And I'm also encouraging everyone in the city to adopt a class and so way to go about that is to the school talk to the principal and then find out what teacher needs the assistance and make sure you do go to fill out the volunteer form for a background check and As much as I love this city, and as much as I can appreciate the effort that is normally put in to safeguard city, listen to the residents, I'm getting so disappointed till I'm at a place where I'm beginning to wonder if it's worth even coming out to speak to some of the issues. But I do appreciate the fact that there are standards And some people will always live up to those standards. And for those of you who do, I really appreciate it. Thank you very much.

Jennifer Nicholas, East Point resident. A couple of questions. Mr. Kern mentioned that our city ordinance requires that Daroni's parking be eliminated. I'd like to know exactly what city ordinance that is and does that mean that We are required to go to all of our businesses and remove parking that is no longer within our code ordinance standards or just some businesses. My understanding is that Nine Mile Road project was Nine Mile Road. and that things that were not in the road did not have to be included in it, did not even have to be looked at. I'm guessing that there are dozens, if not hundreds of businesses, residents that have parking or things that are no longer within code. Are we going door by door and Removing them replacing them Again, it's it's an extra expense that didn't need to be included in this project I've still heard no justification as to why this would have to be done and and saying that we're we're listening to the Bible of the nine-mile strategic corridor plan that is We've made many changes to that. That's no longer applicable in a lot of things. And again, I really am hoping that city administration will reach out to Mr. Geroni and figure out some way to compromise with him. He is willing, he had said he's willing to change the length of his parking spaces to meet our city ordinance. I think that we can we can accommodate him somehow. You know, we talk about, we want to bring businesses into our city. This is a longstanding business. And if I were a business and, and thinking of what city to go to, I would look and see how the city treats. businesses in that city before I would think of putting roots down there so just I'm really asking that you reach out and try and compromise with them as far as the flock cameras you know I always side with what Chief Haynes says if he says he needs something I I You know, there's no ulterior motive there. Why would he have us invest in something that is going to be detrimental to our city? I've not seen any indication that he has any nefarious, you know. anything going on there my issue too with this is that again we had an agenda put out on Friday like normal where it said discussion on flock cameras there was no backup information whatsoever on it and For anybody not thinking to look and see if there was an amended agenda yesterday or today where suddenly we're terminating it, it is a hot button issue. And I think that we could have gotten more residents out here and more residents involved before you made a decision on that. As always, thank you all for the work that you do. They're prohibited. So what do you do? Instead, you kiss the ass of these idiots from the church because clearly you don't care. This is a public safety issue. Yeah. I was able to attend the ceremony for the 9-11 remembrance over at the firehouse this past Friday. Interestingly enough is that I can remember exactly where I was when that took place and that was kind of one of the reflections that was spoke about by one of the Orators up there And interestingly enough to know that there are still people that are impacted by the smoke inhalation and and other things that took place Would have been 25 years ago So to have a perspective as to why we remember and why we reflect on that day and think about the sacrifices of those who, as it was stated, ran toward the danger while others were trying to run away to safety. a great deal of respect. I can't even put into words that sacrifice. And when I think about our police and fire here, those that are here to serve and protect, just having that burden on your shoulder, that responsibility, and to willingly take that on, I have nothing but respect for you. And I thank you sincerely for that sacrifice, that willingness to put your your well-being and safety on the line to make sure that we're safe. Thank you. Thank you. Councilman Curley.
