But I mean Oh, yeah. Fun day, right? Okay, we're back live. Okay, thank you. Hope you weren't waiting long. I just got back from the basketball game. I've been here about five minutes. How do you guys do? Um, sixth grade basketball team that beat 54 and 14. Oh. Ah. Ouch.

0:39 – 0:510

Okay. So, we turn to I don't need to g this back in because we never left, right? Cathedraly. Do we need to call this to order again? Because we never uh call it to order.

0:49 – 1:330

Yeah, I'd call it to order. call this meeting back to order at 7:45 p.m. Um, so first on this evening's agenda is to consider approval of revisions and renewal of the city manager's employment agreement which was just discussed in executive session. Um, so may I please have a motion and a second for the agenda item? Before we make that motion, I'd like to make a motion um that we establish an ad hoc committee to research appropriate city manager evaluation tools and processes in order to make recommendations to the city commission for the establishment of an evaluation policy and process. Is there a second? Could I clarify the motion?

1:33 – 2:280

Is it similar to what was being discussed? The idea is that yes that members of the commission ideally one of one commissioner from each ward uh takes it upon themselves uh to do research on city manager evaluation tools uh and then comes back to the full commission to make a recommendation so that we can set a firm policy and have an established evaluation tool to use in the future. I I I I would second that. I know we just came from a session where a lot of the information we discussed was was protected and privileged. So, um based on that description, I second it for further conversation.

2:240

I think Go ahead. Can we discuss or

2:28 – 3:210

I was just going to say for and this is this is weird because I don't know if I'm allowed to talk about what we talked about with respect to this item, but um I can say that I've spoken with the mayor outside of that setting and we talked about um she asked me as the president of the commission that she and I sit down and get started on this process. And so um that's already like in progress. So I'm I I would just like to start that and see where that leads and figure out what's the best way, you know, get the data that we can figure out the best path forward and then if that if that path does lead to getting four of us together as an ad hoc committee, then if if that makes sense, that makes sense. But like let's do the first step of collecting the data and see where it takes us.

3:20 – 3:500

I would agree. I'd like to start with that first step first that I discussed in the meeting with the president and see where we go from there. I I agree. This is really hard because I don't know what we can and can't say. Um but I I I would just like to um let let the the mayor and and the president know that uh I I do have some input I'd like to give to this and I I just plan on on providing that through our city emails so that you guys have it. It'll all be public. Perfect. Thank you.

3:49 – 4:190

Yeah. I I would say as long as there's robust commissioner um input into the process and and the oversight of the uh creation of the standards and of standards of review and and and the repetition the schedule by which we'll we'll go about doing those reviews. Um, I would second that, but it's it seems like it's almost a continuation of what what we had discussed in

4:16 – 4:580

I I think that I I would like to have something firm that has some timelines to it and some expectation that this is going to be discussed transparently at the commission table. um so that we can set a a policy that is clear, that is fair, that is transparent. Okay. So Abby has made a motion. Brad has seconded that. Um so I you've commented so we can go to a vote. All those in favor say yes. Yes. Yes. All those opposed say no. No. No. All right. Motion does not carry.

4:54 – 5:260

So next we will move on to the um we didn't have did we have a motion in a second? No, we have not. So, on the regular agenda item, consider approval of revisions and renewal of the city manager's employment agreement. Um, could I have a motion and a second on that agenda item? So, I would move Oh, go ahead. Go ahead. If you got the full I didn't know if I we should say like move to approve um revisions as discussed in closed session and renewal of the city manager's employment agreement.

5:23 – 6:080

Um, so what the commission is commission is um amanable to it. What I recommended motion would be to um move approval of um modifications to the city manager's contract as outlined in the memo provided um to the commission. Um and then that will become a public document. So moved. Perfect. Second. All right. Then we had all our discussion in close session. Um so we can go to a vote. All those in favor say yes. Yes. Yes. Okay. Any opposed? No. All right. One in opposition. So now we will go to public comment. Thank you for joining us. Can we real quick? Who was the second on that motion?

6:070

Thank you. Is it Chris? Yes. Okay, perfect.

6:11 – 8:090

All right. Paul Hegley, 2073 Hall Street, uh Southeast. Um really want to just come in and say I appreciate everyone here. So, I've been to listening sessions held by people about the development and I've had commissioners that are on one side and commissioners on another side and it I have a lot of appreciation for the openness um that everyone has a voice, a lot of listening, um a lot of fact-based discussion um heard concerns uh even this afternoon we had a town hall that was very interesting to hear different people's concerns um so it makes me proud. to live in this community. What what doesn't make me proud is when members of communities feel like they have to take action against the city that hurts the city. I think we can have open discussion, open debates and and have fact-based discussions. Um I encourage people that are for the development to start coming to meetings and making public comment. One of the things that I've heard from commissioners is, you know, we just don't hear people come in and support it. Um, I'll share with you guys that, you know, I'm between the ages of 40 and 50. I have kids in the school district. Um, I I use simple math. So, I've probably talked to a 100 people about this development. There's five people that I know that are against it. So, a 95% approval rate about among my demographic. Now, I know there's other people have different thoughts and we want to hear those thoughts, but I think it is important for those people that you are listening online that you come out and let the commissioners know how you feel about the development. I'd love I love the concept plan. I think you guys did us really well by putting a timeline. I mean, we were really stuck for the last 20 years. The concept plan that was approved, it puts us in a position where this thing gets done now. So, I just want to say thank you everybody. Thanks for listening. thanks

8:07 – 8:340

for running tight races, all this other stuff. So, appreciate it and uh you know, it doesn't go unnoticed. Thanks, man. Well, thank you so much. Thank you and thanks for sticking around. Sorry about the basketball game. Okay, so since there is no other public comment, that was the last item on the agenda. Thank you everyone. This meeting is adjourned. Thank you. Thanks.
