It's a big, huge pavilion thing out in one of the common areas for the subdivision, and maybe a subdivision, but we're waiting on revised information for them, so maybe not. And then just kind of a FYI on the EASD book, we have been kind of still working internal. Callie's been doing a great job getting a bunch of information, and she's been giving all that information to Daniel, so don't think that it's fallen off the radar. It's actually still progressing. anyway so i know i think we said something like september or but i think it's going to be more closer into october that something we i think what the plan is what i've heard is that they want to have more of a final product to bring to you to then get like just kind of those little tweaks um anyway so it's still moving along thank you in the background but only one item so far on the next the next definitely yeah

There will be no separate discussion on these items unless a design review board member or city staff requests an item to be removed from the consent agenda for discussion. Good evening. For the record, Jim Marsh, CSHQA 200 Broad Street, Boise, Idaho. Pleasure to be here tonight. Went through city council recently and got approval for some of the event items for the activity zones at this location. It's been great working with Rick and Barb through all of this process. It's been certainly a pleasure working with them. They've been very helpful through the whole portion of this. Also in attendance here is Steve Cooper. He's the owner as well. He can speak directly if we have some operational type of things to talk about on this particular project. With this, we are in agreement with the conditions of approval, but do want to just mainly discuss the tree mitigation portion of it is the main item for our discussion. But we'll quickly run through the overall developments and feel free to stop me at any time if you have any questions and explain further. The project is located out on Highway 16. before you get to kind of Balnova onto the edge of the foothills out there. Originally it was a winery, I think it was Eagle Mole Winery was out in that area, and it's had some challenging tenants over the years. So we're very excited to have an operator like Steve and Bobby Cooper come along and have this new concept for this area. As you can see, the property here is mostly of the areas in green that consisted of, there's some event restrooms right here, And then two buildings here. This one was more of the reception tasting room back in the day. This larger one here was the winemaking facility area here. We've got some bocce bottle courts here that remain. And this little area here was their office area. So it's kind of a residential structure that had a... attic fire a few years ago. It's been tarped and they tried to condition it as much as they could for the last couple of years. So we'll talk more about that in here in just a few minutes. Also on the south end of the site is their pavilions, open area pavilion where they have held events and concerts and such. And finally they have a event concrete pad over here so they can hold different kind of events on hard surfaces as well. This is the proposed project here with an overlay with the existing aerial underneath of it. What we're really trying to point out here is the right of way take from ITD. So the original property line is the one that's shown in blue. And the new one is shown in red. So a considerable right of way across the whole frontage of this building. And what we did, what the challenge of this is, Now that roadway, that right-of-way has been pushed in considerably. And when we talk about the mitigation plan, you'll see that this roadway that was right along here is now part impacted by the right-of-way take. And some of these trees that are no longer able to be saved are results of that right-of-way take and the constraints we have with ITD. One of the things we are asking is for, as we transition into this area, it's hard to see maybe on the Zoom inside, but we hit the landscape buffer that's just to the west of the sidewalk path. That sidewalk path is this double set of lines right here. gets narrower in order to keep a wide enough traffic area for a fire truck. So what we're trying to do is get the full width for a fire lane here, which you can see with the fire truck. So we have a smaller landscape island just for this little stretch right here until this can flare back out and get the full size. So we're asking for a smaller landscape planter and that's between that drive aisle and the pathway the landscaping that's out actually along highway 16 remains per code here we kind of have the names of the of the project surrounding this the river birch subdivision so there's new streetscapes all around here it's a little bit light but the new access point yeah highway 16 is here at the north end of the property where we did have direct access onto the property from highway 16 now it'll come up with lenora at this access point right here there's an access aisle and fire lane that goes all the way around the site and there's another exit here to the west to the public street into the subdivision next door here's an aerial view of that area here too so you can see the event restrooms up here on the top we're looking westbound highway 16 on the bottom here this building which we're calling the crafted kitchen the next building which was the winemaking area is now going to be a high-end restaurant called the 99 steakhouse the existing building that burned had the attic fire is now going to be their offices so we're going to repair that this little building is gets demolished and the pavilion here as well remains Again, here's just an overview of the site. And it's changing every day. So that gives you a little bit of an idea where we are on that curve and the golf course over there to the east. A little bit more of a zoom in here as well. So the existing pavilion that's out there has some minor adjustments that we're proposing now with painting of the existing board and batten to iron ore color. There are samples up there in front of you guys for paint. metal and the stone colors. So these existing buildings will get a new standing seam metal roof with concealed fasteners for the roof and that will be consistent throughout all of the buildings on the site and this iron ore paint here around the outside. Just for clarity's sake, we anticipate in the near future Depending on how the events go, looking at possibility of enclosing this with like some glass walls so it can be kind of an indoor and outdoor space to extend those seasons into the fall and spring. Similar to the pavilion, the event restrooms get a little treatment with paints, again in the iron or colored. but in this one with the flatter roof it has an existing asphalt shingle roof that's already dark gray we just anticipate that to stay due to the fact that you really can't see that roof from any angle with the large trees and the landscaping behind some pictures of the area right now here so the buildings themselves are kind of a farm style with these little pergolas up on the top of the roof. The goal is, as we'll see in some of the elevations that we propose, is to modernize the look of the buildings, which you'll see. One of those is to remove those pergolas, as well as adding some more administration to the rest of the building. The rear of the building is in the middle section of the whole site is just filled with large mature trees and it looks like a park if anybody's been out there. It's an extraordinary space. It's got a waterfall and water feature through there as a pond behind the pavilion. A portion of this one was during winter, so it's a little wet, but you can still see all of the trees in the background there too. The 99th State House is this building here, so we'd be at the Crafted Kitchen looking at the 99th State House. Again, it gets updated in a similar fashion with the new vestibule, removing those kind of farm-style pergolas, going with a more modern look and a new entryway. Again, you can see the mature landscaping in all those areas around the whole site. and to the one that's probably in the roughest shape with the attic fire this was the residential building that's offices building footprints stay the same exterior materials to match the other two is with vertical board and batten standing seam metal roof otherwise the building footprint is exactly as it was again some more pictures of the grounds see the pavilion here. This is the concrete path adjacent to there that they'd also have some events being held on. Which comes down to the overall site plan. Now you can see a little clearer without the Aerial underlay, the access off of Highway 16 here on the north Glenora Street here, main turn, set back a little farther. So kind of have to do a little less bend. A lot of parking up here, but that big island, that drive aisle that we saw that exists out there now kind of exists out here where this pathway is. So you needed to push this driveway in closer to the building. The Crafted Kitchen building here on the north, which was the wine tasting room, gets a small addition to the north up on this end. That small addition is going to be mostly storage and walk-in cooler area to support this building. The Crafted Kitchen building that sits right here, sorry, the 99 Statehouse building that sits right here will get an addition to the south and to the east. And it gets a little bit of a dog leg cut off of it just from the standpoint we need the room to get back around with the vehicles. And this will be the new kitchen that supports the dining facilities. Existing residential will get a new roof structure on top and a remodel of the inside. Trash collection down here on the bottom. So we have nice front end straight on loading for trash collection with a double trash enclosure. and then full fire lane all the way around with trying to maximize the parking where we can so there are along the bottom here a few parallel stalls but there's access kind of for loading for this pavilion right here so if you have a band or something they can pull their truck up here and unload that concrete area and then A few compacts, and these are mainly the reason for the compacts along this area. We've got the street and the required landscape buffers and sidewalks and stuff coming off the west. Then our required section, and we wanted to keep the concrete pad in place where it is here. Then an exit back here to the west. those event restrooms then stay up here as well. So there's a multitude of different pathways that interconnect through the site and all around the area. Here's those bocce ball courts and stuff too that are slated still to remain. Again, if you have any questions, feel free to interrupt here as we go. So through this process, it's been somewhat of a challenge due to coordination with the adjacent development with the residential, dealing with some of the property lines, their own development of getting the streets and such going through here. And so it's been, the time constraints have been a little bit of a challenge. Steve can certainly address that a little bit more of where we are. What that is is, anticipated when we started to be a lot farther along than where we are now. The owners would like to occupy this office building early. They need to vacate their existing locations fairly early next year. So what we're asking for here is a phased plan. So this is our phase one. In order to get the roof back on the office building and get them in and operating as an office only here, with what's shown here in the purple and blue and the light green is the improvements that would occur along with that phase one. So we get the full fire access down to this area down here, enough area for a T-turn for a fire truck to turn around and return. Some perimeter landscaping against those areas where the improvements are and get the office roof and such on. That will buy a little more time as the rest of this development comes online and they can occupy us. Getting the roof onto this office space and getting it occupied will be relatively easy compared to the rest of the construction. So we anticipate that could occur and still get them in as their existing lease expires. So that's the ask for the phasing plan on this. There's no real plan to have a long-term phasing. It's just that they're going to kind of start on the south and move around. A few details on the site structures and trash enclosure. You have a side gate, which is usually pretty nice on trash enclosures. You can open that so that those that are throwing trash don't have to open the big gates, which you see all over. They tend to get left open. Again, it's a kind of a standard split base, dark gray base light product for the trash enclosure. So the wine tasting room, which we're calling our Crafty Kitchen, most of this building here that's on this bottom side stays as is. And we're adding just this little L right here, which is a walk-in cooler and some support area. The building here is more support for the event areas as well as kind of a breakfast and brunch kind of offerings here. adjacent to that, just to the south. So below the building here, we kind of switched the orientation here. So the crafted kitchen, which is kind of sitting off the page left, will be the 99 Steakhouse. A new vestibule will be built on, and then Basically at this grid line too, everything to the right is the new kitchen area that we'll be adding on. There is a small little kind of dining area on the second area. As you enter it in, some lounge space in the bar area in the front of the building and the restrooms with some support. Main dining area towards the right of the building and then an open kitchen to the far right into the new addition. um there is a little bit of a yard right here there's a couple of smokers and some other items this is going to be fenced in with a composite fencing material see that here in a moment roof plan this just mainly shows the lower roof of the edition so this edition actually has a flat roof on it the flat roof just allows us to get all the mechanical equipment up on that roof and fully screened just to be right directly over the hoods and get the exhaust and stuff to go straight up the roof, which is a little bit harder with a pitched roof. You can also see over here that small private dining area that's in the gable ends of the second level. Finally, here's the floor plan of the office building. Pretty straightforward little building here too with this garage area will be entrance for their catering support. So if people want to come in and talk about catering and such and their other business operations, It does have a full basement that's just storage for the overall facility. Roof plan, again, standing seam metal roof to match across all of these. Here you can see the section cut through the new addition area where the kitchen area is, the height of those parapet walls, and how those units will be screened on the roof. Again, roof plan with standing seam metal roof. So our first set of elevations, this is the crafted kitchen building. You can see we cleaned up the modern lines. The metal roof is going to look pretty nice in there. Nice high contrast with the board and batten, off-white color. Larger openings, and these are actually all new openings, a whole new vestibule here in this area. Like I say, new windows throughout. fireplace on the end here with the see-through fireplace from the patio area into the building. And kind of as it's the day, this is kind of the night side. So the craft or the 99 steakhouse just to the south of it has a darker theme. You can see the composite yard with the fencing here to screen some of their items in the back area. A new modern glassed-in vestibule area and another vertical element with a small fireplace element here. And some more openings are anticipated to let a little bit more light into that area. It doesn't have a whole lot of windows up at the moment. Iron ore, board and batten black paint, which you should have a sample of in front of you, with the standing seam concealed fastener metal roof. Some metal black anodized accent trims at places And then there's a wood soffit, which we'll see in some of the perspectives. It's an underside of the actual root leaves to add a little bit of interest to the building and a little bit of warmth. And finally, the light-colored white and off-gray stone color. Again, there's a sample in front of you. Finally, the office building, again, following suit of the materials of the Crafty Kitchen, board and batten, standing seam metal roof. So here's a couple of perspective images of what we're proposing here. These are new and or larger windows, a new glassed-in vestibule, a standing seam roof. This actually was a hip roof. We're proposing a gable roof on this as well. Now you can see a little bit of that wood accent on that underside of those eaves, which as warm as painted board and batten is, that natural wood color really kind of brings up a nice accent point. It's nice on underside of things as well and soffits. We find good luck with that not fading and stuff because it doesn't give it a lot of direct sunlight. It doesn't need a lot of refinishing. And then the addition of the fireplace here with the stones. So directly on the other side, this patio here is shared with the crafty kitchen between the two buildings. You can see the new entry vestibule that we have here. Again, another big vertical element here with the fireplace. You can see the dark color of the iron ore. And again, that wood treatment on the undersides of this office. All the building will have gutters and downspouts on it, and we have those shown on our elevations for locations. This is the, so it's pretty close proximity where that addition is to the office building, but here's the office building with those materials that you can see match the Crafty Kitchen. And again, that wood material on the underside of the sockets. This gives you a little better bird's eye view of what that overall area does with the Crafted Kitchen here on the north, 99 Steakhouse and the new addition of the kitchen here and the new office building. So one of the items that we want to talk about here is the tree mitigation plan. There is a, the right of way take is very large and so there are a lot of trees that have already been removed which are these these kind of purple colored ones. And those are all in the right of way. Those are ITDs. Those are not trees that are gonna be mitigated. All the trees that are in green here, you can see are basically in the middle park section of the whole development with all those mature trees. And then these trees right here are the ones that are removed. And that's really due to the fact that we had to relocate this driveway closer to the buildings. There's really no other place for it to go. And so that's where that driveway now is going to be located. It goes through that large planter island that had a lot of large pine trees actually in those locations. So there's a couple of additional ones down here on the bottom side. As we transition into the parking, there's just a couple more. But the majority of those are the larger trees of those calipers are right here in that area. Again, here we're just kind of identifying and locating all the very... beautiful landscaping that they have out there already on site. Got a comprehensive tree mitigation plan that goes through all of these items. And then what we have here is the overall landscape plan for consideration. The area that's in this dashed line is the landscape that would be included in phase one when they open up the office. And the rest is the proposed landscaping. This that's in the dashed area is going to be improved. You can see a lot of landscaping actually being included in there, but that's part of another project. That's part of either the ITD widening that's required there and the ones along the south are by the subdivision here, as well as the street plantings along the two internal streets are by the developer of the residential area. So those on the other side, on the interior of the perimeter sidewalk, will be picked up by this development. Some details, standard planting. Just a few more details for us. lighting overall we've got a photometric plan we've got lighting that's shown around the building we also have some bollard lighting through the middle of the site mainly because you know we're anticipating the um you know winter months and such with people that are parking here lighting the pathways all the way to these plaza areas to these two buildings is important As well, it is an actual experience for the guests to go through, wander through the park at those desk hours with all this low-level lighting across the site. A few of the light fixtures down there. The parking lot lights are a slim, sharp cut-off lighting with the 3,000 Kelvin tones. We've got a few building lights that we're trying to light up the area around the buildings. These are a small wedge light. We're not trying to draw a whole lot of attention to these lights. They're supposed to be kind of, hopefully they don't kind of fade into the building architecture rather than be an accent piece and let the rest of the building be the design feature. And a few of those that are going to be replaced, some of the bigger regular lights that are currently out there that are kind of those bug-eye types will get replaced with these sleeker LED fixtures that we have here. And that concludes where we're at. So what we're asking for is the removal of the conditions for the mitigation in there. I think the mitigation amount was somewhere in the mid-80,000 range. The fact is that we don't get a lot of credit for the big park area that's in the middle of the structure. We'll flip back to that existing area. But just the park area itself is just gorgeous out here. Some of the trees that are being removed are older pine trees that are out in that neck of the areas. And it's just unfortunately a challenge for this development because of the constraints of the highway widening that really pushes us in there to have to make the mitigation of those trees around that perimeter of the site. I have a question. Can you speak to parking? Do you have enough parking, event parking, and restaurant parking?
Yes, we went through a pretty extensive parking analysis and parking and event size through the conditional use permit. Currently, we have 153 stalls, I believe, on site, as well as there is some street parking on the adjacent streets as well. But that fits all of the code for parking. Okay. So self-parks, I guess, is what you're saying, yeah.
so there'd be access to the street yes access to the the street here to the west and the glenora here to the north okay i don't have any questions i they don't even look like the same building so yeah great you look amazing thank you okay we could hear from staff now
Adam chair members of the board Barb Williams planning staff for the record I'm probably gonna fly through some of this stuff pretty quick since Jim did a really good job of an overall view of everything so a little out bigger look of where we're at Tara view is over here to the east of highway 16 and then the flats and then the River birch golf course that's behind it and then as Jim discussed the development that is being constructed around them It's already under construction and berms and everything are going up at this point. So as we kind of talked about, you've got about five buildings on the site and we've already discussed where all those are. And then the phasing plan, the landscape plan, elevations I'm gonna fly through because he did a good job of addressing everything. pavilion the existing pavilion in the restroom and then the overall perspective so the items for discussion obviously this is the materials and colors and the design are deferred to the design review board we've got some tree removal that's in condition number two paving prior to CEO or providing surety that's condition number three and submit design review application for the little wood stone and I'll show you that in a second so there are your buildings that are being proposed with the materials and colors The tree removal, obviously this is something that per code we have to put in there. I agree that the site is extensively landscaped and it's beautiful, it's amazing. So the only items that were, the only trees that were provided into this calculation were obviously those evergreen that were just north of the buildings and then the little ones that are kind of scattered around. You know, again, it's up to the board if you feel that, I mean, they have met all the requirements of the landscaping within the landscape islands, and they've got the right percentage for the site and everything. So I'll defer to the board if they feel that no mitigation is required. And if that is the case, then obviously we'll just do the little change of the sentence. Or if you feel that they need to provide mitigation, the calculations are there. Condition number three, obviously we understand time constraints. That office is going to be the first building that they're wanting to occupy. So if they can get in and get it paved, they will. But if they can't, I've put a provision in here, a site-specific condition, If they're unable to get that done prior to wanting to occupy the office, the office would be provided a temporary certificate of occupancy if they provided a surety for the completion of paving in that area. So that's what condition number three is with regard to. These are the little wood stone sheds. This was something that was talked about with the conditional use. It wasn't really talked about too much with this application. It is something that they do anticipate probably coming back at a later date. And so condition number four kind of addresses them submitting details of that. I don't know if that will come back as a board review. It would be just, it would require a design review application and they're proposing something that looks similar to what's already out there it could be something that could be done staff level unless you guys want to see them and the and the idea is is that those would that big large concrete area that was kind of at the southwest corner of the whole site would be that they would be placing them there and this would be for some of the events I would have to defer to the applicant but it's my understanding that it would be for different events and things that they would want to hold out there. They've got a whole plethora of things that they want to be able to do. Anyway, so that is all I have. Yep, those are all my notes. I'll stand for questions.

Well, if you wanted to create a site-specific condition that you agree with the phasing, or you could add it to three, however you would like to, if you're in agreement with that, then yes. I would love to get something in a condition or added to a condition.

Madam Chair. No. Actually, normally I might, but I'm very familiar with the site. I spent a year there practicing my bocce and trying to drive home from there. Challenging site. I think In this case, you know, typically with mitigation, in this case, I think this is very much a park setting. It's really nice. And there's a lot of existing trees there. So I'd be fine with accepting no additional mitigation requirements. See what the rest of the board thinks on that. But I think there's enough kind of diversity of stock there that this will be a nice-looking site for a long time. So... And overall, yeah, love the architecture, interesting solutions to a challenging project. And I think we've designed this project three times in the last 15 years ourselves. So it's an interesting problem. But yeah, overall aesthetics and layout, everything looks great.

So sign locations here, the main monument sign here is located closer to the corner of 16 and Glenora. So that's just the location of that one. building signage. There's one on the crafted kitchen above the front doors. Display C here is a vertical sign that you'll see on the 99 Steakhouse. And then there is one kind of up and high on the eave of the 99 Steakhouse just to get a little bit of signage exposure towards Highway 16 for northbound traffic. Here is the monument sign, complimentary materials of the stone and the board and batten and the iron ore and the dark metal. Here is shown the crafty kitchen with the signage above the vestibule of the door, again with the halo lit letters and logo. And finally, the 99 State House sign is with the vertical sign on the chimney element here. And the small 99 up in the top of the eave here for that traffic going northbound. These are just flat elevations now, just showing where those are located, as well as just the details of the offsets with the letters to the right. Again, kind of that day and night where you can see the halo lit, edge illuminated. So pretty straightforward, I think, on all of these. But let's answer any questions.
