Mr. Chairman, just an update for next meeting. There'll be two applications, and it's Woodstone at the Flats. Some of their buildings are coming through. And that's all I have to report.
Great, thank you. We'll move on to Consent Agenda before we get to Consent Agenda. Item 6A, Master Sign Plan. Would anyone be objective to putting that on the Consent Agenda? Anyone see anything with that that would be an issue?

Business address 2973 North Eagle Road, Suite 110, Meridian, Idaho, 83646. We are presenting today a project that has been zoned for townhomes in the Everton subdivision. We are calling the Eagle Dale Townhomes. I'll give you a little bit of location. It is on the northeast side of Palmer and State Street. So in this little corner here, this is how it's been developed. And the portion that we're currently presenting is part of Phase 4 and Phase 5 of the whole subdivision. Let's see. I'm having trouble with the little buttons. There we go. Okay. Okay. This project consists of basically three plans, three different home plans, but it's going to span over 74 total units and compiled into 26 different buildings. We made this legend to describe the different building types we're going to use. We're going to use a duplex, threeplex, and fourplexes. Each one is, we kind of created seven buildings in total based on configuration, elevation style, and the like, and we'll go through all that here. Along with that, we also have three different color styles that we're using for each of those. So they'll be interchangeable. We brought the material board there in the front if you want to take a look. It may be, I didn't bring the labeling because I didn't know how big you'd want it, but the top layer is A, middle is B, and bottom is C. And you'll see those as we go through it on the presentation here. There we go. so basic uh flow of traffic there's uh we've got the main road connects through uh muller drive and then continues out we've got all these homes here uh this this portion can you see my mouse on there apologize This portion here consists of phase four, which I should have labeled on here, but you get the idea here. And the additional portion is part of phase five, which we'll phase out and continue in. If you saw this, we have a plan of how we're going to execute this whole thing. On this bottom section, that borders Palmer and State Street, it's all commercial, and it's zoned for commercial. So that'll be a later date, but for now, this is the portion that we're proposing. Zooming down through here. So we've got, like I said, we've got a couple of different building types. We've got a duplex that's gonna consist of the lots projected here. After we had submitted, there was an addendum made to the plats that changed the lots and blocks. So hopefully that's made clear in your packets as well as on this presentation, but I aligned them here. These are all the situations that they're gonna come into play when it comes to the site plan. There we go. So first, we've got two units. I don't know how detailed you want, we'd like to go into it, but we've got basically a three, or I'm sorry, a three bedroom and a four bedroom that we're proposing for different sized families, different demographics. We're interchanging them, like I said. We're gonna have a couple different renditions layouts of them but they're all the same floor plans so as we scroll through here you'll see that they're the same the differences our elevations will uh will change we've got we're sticking with the everton design guidelines as far as elevation goes as well as adhering to the design criteria of the City of Eagle. We're trying to make it very cohesive with the community that's being built at this time, because phases one, two, and three are single-family homes that are currently being constructed, and they follow the same criteria that we're presenting. So we can cruise through here. Here are the different color schemes that we plan to use. We wanted to have a very welcoming color, warm colors that'll alternate as we go through. We've created this so that way if I go back to, here I apologize, I'm gonna scroll back to this other sheet here. We've created it so that way no two color schemes and elevations will be within view. The intent is to have it so they will alternate and you will never have the same spice unless you come around the corner and you look at something else. So we're trying to make it as diverse as possible, but also very cohesive for us as a team. Let me scroll back down. So you get an idea of the two plexus here.
If I could jump in on that elevation. Yes, sir. Could you point out where the stone is? So the stone's on the top elevation building one, scheme A color.
It's recessed in, and then it's up top, recessed in the... No, so this is the duplexes here. Let's see. I'm trying to see. Can I zoom in this at all? Let's see. I think we might have removed them from the duplexes, but we do have them on the three and fourplexes as the middle unit. So these ones, the color scheme stays the same, but we're taking out the stone. So I'll show you on the next, when we get to the threeplex versions here. Do you want me to skip ahead to them so you can see them?
Yeah. Would that be helpful? Yeah, we're just really looking at the exterior, so we don't need to look at the interior.
So here we go. So we do have it on this one so that we've put it on the side here and then mostly on the garage. Same with these, they all just, they stay on the garage. So if we were to do the three plex, I believe it's always on the middle unit. Yep. So it houses right in here. We were trying to do a minimal stone, but also try and keep that stone at least visible in some of these units. So that's what you see here. And then finally on our fourplex. Well, we do have another threeplex in here. Same thing, stone here. Our fourplex, let me scroll, oh, nope, that's the other threeplex, sorry. Let's go to the other fourplex. All right, right here. Again, we do it on this middle one here. So we do have stone, but it is kept to a minimum. If there's anything else you want to talk about as far as the elevations go, but we've got two different styles that we're interjecting in here. They all have metal roof eyebrows and different lips and different areas for the patio covers. And for the entries we do these metal eyebrows. We also have these lower sloping kind of dormer style looking projections for some of the bedrooms. We're trying to mix things up but also make it cohesive within the community. So you can get an idea here what we have. We intend to do the hidden fasteners as usually asked when we do those metal roofs. If there's anything you want me to stop on, please do. Which building type had the metal roofing in? Every one of them does. They do have overhangs of different styles. We can start from the beginning, those duplexes. Let's go all the way up here. For instance, here we do have an eyebrow on this section here. We have almost like a cricket section, but it's not quite fully a cricket, but it separates the two units that will be metal. Same here. Like all these, they have them. Let's go to the other elevation.
Forgive me if you already show this. Do you show the color of the metal anywhere? I do not.
I do not have it on here, but it's a matte black that we're going for. Oh, it's black. Okay. It's to match the, I believe we had it in our application, but it's not listed on here. I apologize for that. But it's to match the timberline roof membrane that we're going to use on the roof itself.
So the roofing color is a charcoal black? It's like a charcoal black, yep.
So you can kind of get an idea. You see the many slopes here and the entries on the other ones. They also have the eyebrows on the top. So here and here. And then if you need any other clarification, please interject.
Yeah, do you mind showing us the elevation that didn't have any stone on it?

So I guess why the choice to do no stone on either of those?
I think it was mainly when we did our viewpoints, seeing them at certain points. If we saw two duplexes, they might look kind of similar with the same stone idea. But if we broke it up, then we wouldn't have that stone. It would look like two different buildings. Okay. I don't think that we have any, you know... what would you say, disadvantage to adding it if we need to, but the idea was to have it be a little more diverse. And following that, if there's anything else you want to see on these elevations, happy to stop or chat about it. But we can move to the, let's see, going through all these here. Can you just go back one, please? Yeah, you got it. You should go back. Does this show?
It was the one, actually not the colored elevation, but the, let's go back, I guess, two. One more, right? This one? No, the garage door was different on one more click. Let's see, was it one of these? Maybe forward. That's fine, right there. Oh, right there?

That would not be like this. They would all be the same throughout the whole community. So this is just a graphical error. We'll adjust that and fix it. But the intent would be that they are all the same. They follow that kind of craftsman look style that we're hoping for. Four panel. Okay. Then coming down. If there's anything else in elevations, I'm happy to address them. But then it gets to, as far as exterior goes, we do plan to have only photocell Eve lights in the homes themselves that are under the 3,000 Kelvin. We did include our actual spec sheet here. I know that we want to stay under that 3,000 Kelvin for lighting pollution. So that's our intent is to minimize the amount of light that we're providing on the exterior. As far as landscaping goes, this portion is actually part of the main master plan that's already been approved. But individually, we intend to follow the Everton guidelines as far as landscaping. plant count and shrub count. And we've gone through and created all these individually. I'll go through them here. So we've got plants that are just on the exterior. We've got a few trees, a few shrubs, things that definitely dress up the front quite a bit.
Quick question for you. The mechanical units, where would they be placed? Where are the gas meters?
Yep. Mechanical units are all on the, I mean, I'm sorry, AC units are all going to be behind fences. They're going to be, when we have a side unit, it's going to be right here on the side. I can go back to the floor plan if you like.
No, I think that answers that. Obviously the gas is going to be there too and electrical.
Yeah, so our plan is to have gas and electrical on the side. We'll probably have this a little bit further back once we assess where that will go. but they plan to be on the side and painted the same color as the body so they don't stick out. When we do have a three-plex, there will be an AC unit in the back of the middle unit, not in the front. So, oops, sorry, I skipped one. So like here, we have the AC unit here, and then we'll have the two AC units here on the sides. We also have to have our meters for the middle one straddling both sides, but they would be disguised with our painting objectives and everything. And then our fourplex here. Same thing, units would be in the back. Then we have side units. And then finally, so this is our master. Let's zoom out a bit. This is our master fencing plan. We intend to keep the same theme that's throughout all of the Everton subdivision, which is outlined here on this diagram. This is the entire subdivision as of now, phase one, two, three, and then down here is four and five, which we are proposing today. We have basically a visuals fence through the borderlands, which is the bordering fencing portion, and then a privacy fence in the middle, which again, we're gonna follow that same theme that's run throughout the whole community. And then these final walls are only for Palmer facing units, which there should only be one, which is this one here. The rest will all be shielded by that commercial development that will come in the future.
Are you saying that the vinyl fence?
It's not vinyl. It shouldn't be vinyl fence.

Yeah, we did notice that there was a typo there. There should have been. We are doing the wood slab fence that is approved through the Everton community.

The red is that see-through fence here on the top. So red is one, and then let's see, then green is two, and then blue is three right here. So right here, there's only that one blue unit, and then we have our green fence that separates the units, and then our visual fences on the bordering portions. Chair. Member Orton. Rich, I see you're putting in synthetic turf in the backyards. Are you providing an irrigation system for those?
So we're doing simply a drip line that's going to be controlled by the HOA that we're going to have that's going to service a couple of the homes in a row. that will only have water seepage for shrubs and that's it.
Okay. Are there hose bibs on the backside of the homes for the homeowner to water or to spray off the synthetic turf?
uh that is a great question i i would believe that we would have that um i believe that that would be the case if you would actually have my uh one of my land guys here that i could discuss if we talked about that do we do i believe that that's the plan so yeah we have those bits on the back any other questions for the applicant while we got them up

Good evening, Mr. Chairman, members of the board, Emily Falco, planning staff for the record. All of my previous slides are what Rich just showed. I'm happy to go back if we need to discuss any of them, but I will go into our items for discussion. So design materials and colors of the townhomes. have been deferred to the board. And I was just going through the elevation plans in the packet. Building one elevation is the only one that doesn't have the metal roof call out. But all buildings, the color of that metal roofing isn't called out. So if we could just make sure we get a condition to get that updated on those elevations. And then site specific condition number two is asking for revised landscape plans for the unit showing the location of all the ground mounted mechanical units and the proposed year round screening landscaping. Um, that is proposed since the majority of those units are, I think all but one, um, have open style fencing, um, on the sides and the rear of them. And we just want to make sure that whatever, um, landscaping as proposed is going to screen those from view.
Um, Emily, all, all are all three. All four sides of it screen and one side will be screened by the house. So that's screen three sides.
Correct. Yes. Three sides. And so it may be less of an issue on the backside, but obviously adjacent to a common area, we still want to get those screened so that you're not staring at a bunch of units in the backyards. With that, I will stand for any questions.

I'd like to start with the colors. I mean, they're not very different. I do see that one is lighter than the other two, but the other two are so similar, I had to look and make sure they were actually different colors. And then looking at the in-person, even the stones, they look very similar. Are they different? Yeah, it's hard to differ. OK.
come up state uh we'll yeah once you come back up we'll yep i think this will be our kind of our main topic here name and address real quick again for the record uh rich brown tricidio homes 2973 north eagle road uh suite 110 in idaho 83646 um yes the as in regards to the stone The sample doesn't give it justice. The color scheme A and C, so the top and bottom on that material board, would be a bit darker. They match more of that mid-tone that is on scheme A. It's got a little bit more of a brown in it than what's actually showing.
Yeah, I think I just would like to see more of a difference in color schemes between, definitely between A and B. So maybe one darker or one goes even lighter than C or something like that. It just kind of just feels like the same and it might actually show up that way.
Yeah, I can understand the sentiment. We went back and forth quite a bit with this. The overall was we did take it down a shade on each, and then we swapped so that way the board and bat would be a darker color and the siding would be a lighter color. And then on the separate color scheme B, we would do the... The opposite. So it would be the darker on the siding and the lighter on the board and back. And then on scheme C, we actually went much lighter, several shades, and then darkened up the garage door to try and give that a little bit of a contrast. And the renderings, you can never match a screen and print.
I mean, even looking at the board, and sometimes this lighting isn't the greatest, but it does look. At first glance, it all looks like the same.
No, no, I understand. And we were trying to keep it within theme. We didn't want to have the same color scheme throughout all of them, but we did want to alternate those colors and try and give it a little bit of variety.
And then the one other comment I have is in the fourplexes, it would be nice to have two garage doors surrounded in stone, so it's sort of like every other has that. That was my only comment as far as...
And I don't think that we're opposed to that. Again, we were just trying to do something.
I guess it depends on how the whole row lays out. If it's every other or if you wanted to change it up. But just looking at the fourplexes, that was one place I'd like to see it.
Yeah. Rich, we've got you up here. Would the applicant be opposed to providing a wider range in colors on the project? if we made a condition that, hey, we'd like to see just more contrast. We think generally the colors are good, right? It's just, is that something you guys would be open to?
We'd be open to it, yeah. What we would like to do is at least keep the darker and lighter ones. So if we could keep, let's take, for instance, A and C, and then we adjust to B to kind of, yeah, give it a little bit more contrast between the other two.
I think we're all on the same page there. Okay. That was what we had for, I think, design and color. Anything on landscape when we get the applicant up again? Okay, perfect. We like the variation architecture you mentioned.

Yep. And in a contrast in that one color, otherwise the site specifics they've got, we'd add one for the elevations to talk about specifically the metal roof. We'd add a site specific to specifically call out the hose bib near the turf grass area just to make sure that they've got something just so we can see that, have staff look at those. We'd add another one just to provide a third variation on the color scheme to be approved by staff and one member. And that's all I see and all I'm thinking.

Let me make a more formal one real quick, and then we'll do that. All right. I'd like to approve application 6B, DR-26-59-26, townhome buildings, 74 units. With standard conditions of approval as written and the site-specific conditions as written, the following modifications of site specifics. We will add site-specific condition eight. Number eight, please provide a revised elevations for all buildings showing the specific metal roofing with concealed fasteners and the specific specification on them and color to be approved by staff and one member of the DR board. Site-specific condition number nine, Provide revised plans showing hose bibs in close proximity to artificial turf to be approved by staff. Site specific condition number 10 now. Provide a revised elevation showing some added stone to some of the garage doors based on the sequencing to be determined by the applicant to be approved by staff and one member of the VR board. And then site-specific condition number 11, provide a revised elevations for the color scheme to incorporate one of the color schemes to be a little more in contrast to the other two to be approved by staff and one member of the design review board.
