Location: Citywide – Various Zones Request: A City-initiated request to amend various sections of Article IX (Land Use) of the Downey Municipal Code (DMC) to regulate Accessory Dwelling Units (ADU) and Junior Accessory Dwelling Units (JADU) within the City of Downey in response to recently signed Assembly and Senate Bills further amending the State regulations for Accessory Dwelling Units. CEQA: Exemption – Section 15282 (h) Staff: Assistant Planner, Jesus Farias Recommendation: That the Planning Commission Approve: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DOWNEY RECOMMENDING APPROVAL BY THE CITY COUNCIL OF AN ORDINANCE AMENDING ARTICLE IX OF THE DOWNEY MUNICIPAL CODE RELATING TO ACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS (PLN-26-00036)

Location: Citywide – Various Zones Request: A City-initiated request to amend various sections of Article IX (Land Use) of the Downey Municipal Code (DMC) to provide streamlined processing procedures and approval processes, revise codes related to setbacks, include definitions, create consistency of terms, establish consistency with state law, and provide overall clarity and consistency. CEQA: Exemption – Section 15061(b) (3) Staff: Contract Planner, Rebecca Contreras Recommendation: That the Planning Commission Approve: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DOWNEY RECOMMENDING APPROVAL BY THE AN ORDINANCE OF THE CITY COUNCIL OF AN ORDINANCE AMENDING VARIOUS SECTIONS OF ARTICLE IX (LAND USE) OF THE DOWNEY MUNICIPAL CODE RELATING TO APPLICATION AND PROJECT REVIEW AUTHORITY, PROCEDURES AND CLARIFICATIONS TO IMPROVE CODE CLARITY, STREAMLINE PROJECT REVIEWS, ENSURE CONSISTENCY WITH STATE LAW, AND REVISIONS TO DEFINITIONS, RESIDENTIAL DEVELOPMENT STANDARDS, CONSTRUCTION NOISE LIMITATION, AND OTHER DEVELOPMENT STANDARDS, AS WELL AS ADDITIONAL NON-SUBSTANTIVE CLEAN-UP EDITS.
