months to a year, maybe even longer. We're on the hook um to make sure that they can build this project and they can flip the switch. And so we're involved um typically, you know, we sell the project and you're still hearing from me for six months as we're wrapping up the pilot or, you know, we need to make an update to the maintenance agreement or, you know, the decom plan is a big one where we want to make sure that you guys can feel comfortable with the fact that there's enough money in a bond and that it's, you know, 25, 30 years from now, um, when the project is shut down that you're not going to be left with a bunch of panels. Um, you answered my next question. I could tell that's what you were thinking. Yeah, the money questions are coming. Yeah. Okay. But uh but no, you answer you answered my next question. Have you ever dealt with I'll say a lease agreement because you probably wouldn't purchase it, but a lease agreement with any government or municipality properties already? You have? We have in Orange County. Yeah. Yeah. So, and then I believe So, we do have um we do operate in seven other states. Um, so Ashley and I are part of the New York Regional Team, which is almost its own company based out of Troy. Um, I believe in Illinois, we've done some projects with some local municipalities and within them properties within the agreement that you make with that we'll say municipality. Do you feed the location that you're at with the power as well instead of just to the grid? Were you able to say feed my recreation buildings along with the grid? I got to tell you, I wish that we could do that, but from an engine from an electrical engineering perspective, this is the way it was explained to me once is that the power that we're generating here is going out onto the grid um kind of at the same pressure as like a fire hose. What goes to that building is maybe um a garden hose. And so it's just a different level of power. Um ultimately because the

electrons free uh flow freely that building next door would get the first sort of green electrons to go to it. But the benefit to the community um for that type of concern what we might do is that's kind of where that host community agreement can come in. I mean that's that's where that's where the the residents would save upwards of 10% you mentioned. Yeah. If they were to go into that program. There's actually um we can come to an agreement with the town because you had asked about that previously um Will and I had discussed that um because we're not able to tie the wreck park directly into production from that PV array. What we could do alternatively is come up with an agreement where um the cost of um the wreck parks um electricity could be paid for um on an annual basis for the life of the lease. Okay. Yeah, it could be something that we can kind of come up with contractually. There's deals that can be made. Yeah. And I and I and I actually have done that with a with a land owner. I mean, I had a very similar question for a project that I'm I've been working on um in Shenango County and the landowner said, "Hey, you know, you know, why can't you just like pay pay my electric bill?" And you know, I said, "You know what? Send me a couple years of electric bills and we'll put it into your lease." And that's exactly what we did. All right. Any questions, Tom? No. Okay. Um, yeah. In one of your slides, you showed the picture of where the panels potentially are. Looking at it, I can't really see it. Is it on top of So, when you pull into the park there, um, and you're in the parking lot looking up, it' be in the fields. It'd be in the fields. Yeah. So, when you're driving by, you're not going to see the panels. That's my understanding in the everybody's understanding and that's what I just want to make sure nothing is going to be more coming our way than

saying why are we putting panels on the hill. So what I would say for that is um that in many in many towns especially when we have a kind of robust sort of agricultural community um what we do is often put together visual simulations for that public hearing. We've been down that road and everything that we've seen in the past never comes that way. Okay. So, and that's that's the reason why I'm bringing it up because yeah, everything looks good on this, but then when it actually comes to fruition, it's all blown out of scope and nothing is ever the way it was this way. Yeah. Well, we want to make sure that um you know, we take the time to, you know, go out there and you know, we can even go out there together one day and um take uh you know, look at different places where this might be visible. Um I know there's a neighbor right right to the north. That's I think that that's a person who um we would want to talk to because they would be, you know, impacted by the view of this. Um and um as Ashley mentioned, we are able to do screening and other mitigation um methods to kind of alleviate that. At the end of the day, we are talking about a 20 acre field of of about 10 to 15 high foot panels. So there's no hiding the fact that it's back there. Um we do like this site though because it does have a lot of natural screening um most seasons of the year. And um again, we would um we like to think that our visual simulation firm um that we work with um they're called a company called Saratoga Plan. I worked with them extensively when I worked in conservation. Um they do a really good job of of taking community feedback, getting out here, taking photos from the right locations. Um, and then again, our plant, our screening can be as thin as one layer of trees or it could be three layers of, you know, a native mix of trees that will kind of look more like the edge of a forest. Um, so we're able

to really model both of those things and, you know, and again, at the end of the day, it's um your discretion to approve or deny this project and we want to make sure that we do everything that we can to address your concerns. No, I appreciate that. And I one other question if you don't mind. Go ahead. Yeah, 53 in New uh in the state of New York, right? Anything close in Westchester, the B five burrows, Putnham County, I think you mentioned Orange County, correct? We do have a couple of projects that um are, you know, were built in the last year in Orange County. Um one of those are the the one it's the town of Chester. Um it was on their land. Um, so if you, you know, if you wanted a a a reference, um, for what that process looked like, that would be a good place to look. Um, I do think we have, is it in a park? I'm sorry. It's not in a park. It's not in a park. No, it's right next to It's um It's a land that basically was open space uh for a subdivision. Um, so it's a very visible lo location. Um, town land. Uh it's actually kind of shared with um a convent next door. Um and so you know it's a it's a two projects right next to each other. So it's bigger than what we're talking about here. I don't have any examples um if this is what you're getting at of something on a town park. Unionville. Susan, I do have a question. Um you said you're going to go underground possibly to the entrance to the park and then you have to go to Reagan's Mill. I believe it was a substation and that would be above ground. Yes. Connectivity. Yeah. So, so because this is what's considered distributed generation, it just we just tie into um the pole that's right there and then the electricity flows right to the substation via NICEX poles. this parcel so great is that there are um poles right at the top of the property. Um so again, had um mentioned um you know ground mounted um instead of whole bone. So um the ability to have um the interconnection setup be discreet and screen um is great. Yeah. Yeah. I think I think in a location like like this um you know uh the the pole farms in my opinion are probably the most unsightly part of these projects. Um, you know, I like the way that these look in a field, but maybe I'm a little biased. Um, but I do think that the pole farm can be something that looks a little bit um, industrial because we're talking about again three to four poles, each one of them with a transformer or some piece of equipment on it. Um, and so when I drive by a site like this, I think, you know, this is probably one that would make more sense to do ground mounted. Okay. Anybody else? Katie? No, not thank you, councel. No. So, what I would ask is if you could just freshen up the information you gave me on the agreements that you would be willing to look into. Um, I can't promise you that we'll be able to get back to you by next meeting, which is the end of June. This will be discussed amongst ourselves starting tonight. Um, the gentleman that you referenced in that house right there, he will also be included because he is the head of our recreation commission. Okay. So, he's a he's more than a neighbor. Yes. But, uh I had a feeling something about his house told me he's a good guy. He's a great guy. But he'll he I would involve him just because I feel I should. Yeah. Okay. Um and I will I will I will pass it on to my planning chair just so he sees it. My planning and zoning secretary, which I believe I

shared some emails with Marilyn uh from you, Ashley. Yeah. And um and we'll discuss it and again it'll come down to whether we feel it works for the town and truthfully if it's beneficial for the town of course whether it's financially or whatever. Um and then we will look at that. That's that's just the part of the business. Right. Of course. Um but I appreciate you reaching out to us. You're right. It is a nice piece of property and it's right in the center of sun heaven for you. Right. So but I thank you for coming tonight. That's what we're proposing right now, but um as Ashley mentioned, that's a piece of the equation that again this is the town's discretion of what they want to put on their land. Um, so, um, that's the only type of zone that's what the zone, our zoning only allows any type of battery storage on a solar site. Yeah, correct, Marilyn. Um, yes. So, go ahead. My question would be what kind of battery would we be putting in? Because I know a large scale batteries like this are different from the, you know, usually lithium ion that we have something like this. So, yeah, they're actually not very different than the lithium ion battery you have in your pocket. Um some of the major manufacturers out there are Tesla and you know there's Q cells u they're using this technology because it can be charged and discharged over and over again um safely um after there there are other technologies that existed before that and there are some like nickel iodine batteries and other types of technologies um but right now what's being speced out for the most part is lithium ion. That being said, um you know, whenever if we

come to the planning board, that's the moment where we would have our electrical engineers put those kind of specifications in. Um and you know, I would have a subject matter expert be able to answer that question a little bit better for you. Um I have a few more questions. First of all, I know there's a number of trails of walking trail that go into the woods and the near the near the site. Will you be able to continued access to those those field. Yeah. So again, this is a conceptual drawing. Um there's always going to be about between 20 and 50 ft around the outside of the fence. Um so in terms of access, so you can see some trails right in the middle. Those will not be able to be accessed. But getting around the array, um you know, it's town, it's still going to be town land at the end of the day. Um, and so we will just have control over everything inside of the fence line. She might not. And you said that if that if it seems necessary that we need additional well, I forget the term, but having more trees up to make it. Yeah. Screening. Screening. Um, I don't know how close those would be be to the power plant to the panels themselves, but if they if we did go if it was deemed that we needed a larger volume of screening, would that would that would the trees be placed far enough away that they would affect the uh array or no? Yes, that's a great question. And um they would be placed far enough away that they wouldn't affect production, you know, but really the the anything going anything to the south is what would uhffect effectively screen it or um cast shadows onto it. Um any screening that we would place is actually this is where the visual simulations and the line of sight analysis that we that we do come into

play. Um because sometimes the screening is necessary, you know, 20 ft from the fence line and other times it's actually necessary like on that neighbor's house. um because of the topography. We don't really know what that looks like right now, but certainly we we will do a visual impact analysis to basically see here's a threem circle. Where can you see this thing from? And then we come to the town um and to the town board and say where would you like us to provide you with visual simulations from these viewpoints? Um I just want to thank everybody who came up to cleanup day a couple weeks ago. We had at Boyce Park. Um they did a great

job along all the town roads, state roads, and county roads. Um we had, you know, a good a really really good um turnout this year and the weather was great. So it really helped. Um this weekend we on Saturday May 31st we have the Rojas uh benefit concert. Um due to the weather we are still having the concert but we are moving it over to the con to the pavilion area uh with a bigger tent. Um so we'll have all the activities under there. Uh please come out and uh support this family uh rain or shine. It's going to be great. Um so we have lots of stuff to do. Uh the concerts for the concert we have, excuse me, three bands. Um we have a magician as well as raffles. Um as well as a um a carnival, a little carnival corner for all the kids to do as well as face painting. So we have a lot going on. Um we're there from the uh concert starts from 11 to 6. Um, so if anybody has any questions or concerns, they can definitely call me at the recreation department at 845832-9168. But please come out, even rain or shine, uh, come on out and support this family. Um, our summer day camp programs, uh, day camp as well as summer programs are coming up quickly. Um, if you haven't yet, please register your child for any of our programs as well as, uh, day camp that's coming up, starting to fill up. So, get in there quick. And if you have any questions, again, call us. Um, I want to thank uh Jason uh and um all our guys for helping us with the pond. It's actually uh getting done and getting it looks great already for the little bit that they've already done. Um so in the next week or so, they're still continuing that into next week. Oh, I want to say thank you to everybody who came to their senior picnic today. We had about 330 seniors at Boyce Park today from Pauling, Aminia, uh, Unionville, and Dover. So, I want to thank everybody who came and all the volunteers that helped. Uh, it was a great turnout and the weather turned out great and everybody seemed very happy. So, the hamburger servers were awesome. Thank you, Rich and and and Supervisor Schmidt. Thank you, Julie. I'll touch some base on I'll touch base on a couple of those things as well. Highway Superintendent Jason Chaturi. Hi, everyone. How's everybody doing? How are you? Uh, first thing I I'm going to start off with is the other day we received money from FEMA, $46,000, uh, to redo the bridge on Chestnut Ridge Road. Uh, it's been a long process between myself, uh, my assistant, and Joe Burger. Uh, it's taken probably a year and a half to get to this point, and we do have the money because they put it in our account already. So, next thing we can do is move on and get going. it when you're dealing with FEMA, it takes a lot of time and effort, paperwork, and everything else. Am I correct, Joe? To get to the point where we are with this one project. Uh that's been a year coming up on almost two years in September it'll be. So, thank you FEMA for giving us what we asked for. Uh so, we're going to move on with that project on that. Uh beyond that, the uh highway department is finishing up grading on all our dirt roads. I think we're down to Cart Road, which hopefully we could get done either Friday because it'll get a little rain, might be a little muddy, so we'll have to wait. Uh, also the pond

project that Julie mentioned, uh hopefully here within the next week and a half here or whatever, sometime next week, we should have everything done uh around it so we can hydro seat it like she said. Uh we also are putting in a dry hydrant uh which we have the materials for. That'll be at the north end for the fire company and a little roadway to it. Uh so they can use their trucks if there's ever a fire around and they need to pump water out. It'll be all set up for that. Uh also we started mowing uh on most of our roads and we whacking around a lot of our signs and that'll continue on throughout the summer. Uh next is the highway department is preparing Johnson Road, Sprag Road, Sheldon Road, Banister Road for the paving project this year. We've already started doing pipe work on it and exchanging pipes out from old metal ones to new plastic ones. Uh, and we should be pretty close to done with those. We have one more to go on those. Uh, and the paving will also it'll start around, they gave us a date of July 7th or 8th depending on the weather. It could be bumped ahead a day or two depending on rain and stuff like that. Uh, so we're pretty much set with that. Uh, and I just ask everybody out there who is listening just be patient. It's a narrow road up through there and there's going to be a lot of trucks, a lot of traffic. So, please be patient. Don't get mad if you have to wait in line. It's just it's part of it. Jason, when we have a more definite date, can we get those dates if they happen to change from the 7th? Yes. And what we'll try to do is put it out sites sites as much as we can to let everybody get the heads up. Correct. That's fine. Uh and then last, uh all my guys for putting in the hard work and effort and to Terry for everything she does. She came back to work about a month or so ago from surgery and everything like that and she's on her way to recovery. She's doing really well. So her thank her a lot. She looks great. And I do think the pond project looks great. You know, it took some time. Had to wait for the soil to dry out. It's not quite dry yet, but more detail of that. It's coming. It'll be done. Um, and thanks all the town uh highway guys for their efforts and their work. Thank you. Thank you, Tommy. Councilwoman Jackson. Um, the school budget passed. The board members were reelected to the the school the school board. Um, the library would like to announce that they had an energy they have a lot of programs going on right now and they have an energy savings seminar coming up tomorrow. I know that's short notice, but it's at 5:30 tomorrow. They're going to teach people about different heating and cooling programs and energy saving uh and give out an energy saving kit. They also have a reading program over the summer they want to stress for 5 to 10 year olds. If anybody wants to join, they can check in at the library. Thank you. Thank you, Deputy Supervisor Murphy. So I think Julie and Jason both deserve a lot of credit for Boyce Park. Everything that's been going on at Boyce Park that everything is coming together. We've been talking about it for the better part of 15 to 20 years on how to improve this and how to improve that. And you know both departments you guys really have done an outstanding job. Jay. Um, I do have something to say from Councilman Muda. I wish him well. He's home right now. He's a little under the weather. Uh, he's on his behalf. I'm I was asked to thank everyone that was involved in Monday's Memorial Day ceremony. Uh the school band, the JH Ketchum Hose Company, the Legion members and the ladies auxiliary of the Legion, uh town board and elected officials that that were there in attendance as well as the Lions Club. I had think they had a great a big part with the flags and the planting members of the of the Lions Club did some of the planting. So, Commander Councilman Muda would uh like to thank everybody involved and and again, I wish him well. He's home tonight. Uh supervisor's report. Um I want to reiterate a few things that Julie brought up as well as Jason. I want to thank everybody that showed up for our town cleanup day. I think one one organization in this town showed up with 30 35 guy 35 kids and adults. So, it was a good turnout. It was a pretty big, if you saw the picture that we posted on our sites, we had a great turnout that day. Uh, we did a ton of work on some roads, Route 55 and Route 22, County Road, Pleasant Ridge Road, and Cricut Hill, as well as some on Limekill up near the Maple and Limekill intersection. Um, we had some people there as well. So, I want to thank everybody. It was a great job once again. And yes, the weather held out for us. It didn't rain until almost at the end and we just got everybody off the road and we called it a day. So, thank you very much. Uh the pond project is that was brought up um both Julie and Jason. I had to explain it a few times to people today at the senior picnic. Uh they just wondered why it was taking so long and what are we doing? So, we explained it. Um you know, a lot of people don't understand just how wet and dense that stuff was that came out of that pond. four months later, you can dig to the center of the piles and it

was soaking wet again still, I should say. So, it took some time. And then I do know talking with Julie and Jason just a month ago, they wanted to get it going, but the weather didn't help us the last few weeks. So, then we had to wait for the equipment to be available. So, we thank the the local business that's that's renting the equipment to us and operating the equipment as well as our highway guys. But when it's all said and done, I think you're going to see a great difference down there. It's going to be nice. It's going to be seated and it's graded graded off and seated and look good. Uh we're hoping for the Fourth of July weekend to see some green stuff down there and then we just have nothing but more improvements to do after that with our fountain. I've gotten I was given some ideas today. So, that's going to take a little doing financially. So, but we're going to look at it. you know, the fish topic was brought up, but I want to thank everybody that's been involved in that. And you're right, it has been a long time, but you know what? Good things do take time sometimes. And in that process, a lot of people that don't understand it, they may understand it a little better today and after tonight with everybody talking about it. So, thanks again for them. I do I do have something that was handed to me by the county executive today. I I think it's a great idea. Um, so she handed me a flyer if everybody can see and I'm going to read the flyer itself, but we're also going to post it on our website and then we'll try to share it to the to the local social media pages. It's an honor a veteran uh Duchess County Executive Susino, Office of Veteran Affairs. About the program, it's Duchess County's honor of veteran program recognizes local deceased veterans who served our nation. Each public ceremony honors one individual posthumously and offers our community a chance to reflect, remember, and say

Thank you again, Katie. Um and it's if you're familiar with it, it's a crosswalk from the school. It's going to be designed correctly up the code up the DOT regs up the local regs and that is a that is a crosswalk that is directly from the school parking lot to the sidewalk on the west side which eventually takes you to Stone Church. that is the crosswalk that is used mainly for that reason. Um, you got anything you want to say anything? We're not quite to this part of the project yet, but getting approval in advance will help when the permit comes through from DOT that we don't have to wait another month for a meeting. So, it's kind of pre uh preliminary, but at the same time, we're we're moving that way as you can see from the undertaking and the engineers working right now to design it. We're getting it moving. And whereas the Dover School

District has agreed to permit the town of Dover to utilize the Dover schools under emergency circumstances pursuant to the terms of an intermunicipal agreement. Now therefore, be it resolved that the town board of the town of Dover does hereby authorize the town supervisor to execute an inter intermunicipal agreement with the Dover School District for the use of the Dover schools by the town of Dover day camp by the town of Dover day camp in case of emergency situations. And be it further resolved that a copy of the fully executed intermunicipal agreement shall be kept on file in the office of the town clerk. I'll entertain a motion. So moved. Second.
