Good afternoon, Commissioners. Eric Pavlenek representing Community Development. The item before you is the Redemption Church Miner Development Final Plat. Product number is SB2026-005. The applicant is the Parker Water and Sanitation District. The request is for approval of a Miner Development Final Plat to establish one non-residential lot on 4.5 acres. The lot is proposed to be developed for a church use. The intent of a minor development is to provide a streamlined review process for non-residential and multifamily subdivisions. The process begins with the submittal of an application following a review period by referral agencies and the public. Public hearings are held before the Planning Commission and Board of County Commissioners. Public comment was received from adjacent property owners within the Parker Homestead subdivision, which is east of the site. In general, comments focused on drainage impacts, traffic impacts, compatibility, noise, and safety. The applicant received a copy of all the public comment and submitted a written response, which was included in the staff report packet. All referral agency comments were included as an attachment to the staff report. The Planning Commission heard the request at its June 1st, 2026 public hearing. Two commissioners asked about potential drainage impacts of the project. The applicant responded and stated that there will be a reduction in flows to track E, which is the track in the adjacent subdivision to the east. Other comments focused on noise and light impacts and the comments from the Centennial Airport which is a standard form if airspace is penetrated by a project. The applicant confirmed that most of the church use is on Sundays which is typically the peak hours for church service and that lighting will be full cut off and will comply with lighting standards. No members of the public or adjacent property owners were present at the public hearing. The Planning Commission recommended approval by a vote of 8 to 0. Project site identified by the red star is located at the intersection of Erland Parkway and Hess Road. The property is zoned Agricultural 1, but due to the size of the parcel, it conforms to the rural residential zone district. This is an aerial view of the project. As background, the property is part of a 549-acre parcel owned by the district. This segment which is proposed for the minor development final plat was separated from the larger parcel when Erland Parkway was dedicated as right of way for that Parker Homestead subdivision which is in the town of Parker. This town owned roadway now bisects the district property. A SIP application is currently in process for development of the church. This is the minor development final plot exhibit. The district will provide water and sewer services to the development. Access to the site is from Adeline Parkway. A 10-foot general utility purpose easement is dedicated along the boundary of the property. Here's some site photos. This is a view from Erland Parkway looking east. And another one kind of closer to the intersection of Erland Parkway and Hess Road looking east as well. This slide lists approval standards for a minor development final plat request. The staff's assessment of these standards are discussed in detail in the staff report. Staff has evaluated the minor development final plat request in accordance with Article 6A of the Douglas County Supervision Resolution. Should the Board find that the approval standard for the minor development final platter met, the following proposed conditions should be considered for inclusion of the motion. Condition number one, during construction activity within the development, the applicant, its successor and assigned shall take all reasonable care to watch for historic resources, paleontological resources and other cultural history resources and shall immediately notify Douglas County the event of such discovery. Condition number two, prior to recordation of the minor development final plat, technical corrections to the plat exhibit shall be made to the satisfaction of Douglas County. And condition number three, all commitments and promises made by the applicant or the applicant's representative during the public hearing and or agreed to in writing and including the public record have been relied upon the Board of County Commissioners in approving the application. Therefore, such approval is conditioned upon the applicant's full satisfaction of all such commitments and promises. Section 604A.08 of the subdivision resolution sets forth the parameters for the board's determination on a minor development final request, which is noted on the slide. Commissioners, my name is Joe Coco. I'm with CKE Engineering, and I'm here to speak on behalf of Parker Water and Sanitation District this afternoon. As stated in Eric's presentation, Parker Water and Sanitation District owns a 549 acre parcel north of Hess Road. With the construction of Heirloom Parkway, as you can see on the board over here, a four and a half acre parcel, a remnant parcel, was created. This is the parcel in question, and Parker Water and Sanitation is platting this parcel for the purpose of the sale. Eric's presentation was very thorough. I'm not going to go into great detail at this point. I'll be available if you have any questions of us.
