0:05 – 0:393

Everybody ready? All right. We'll call to order the City of Desert Hot Springs, a regular meeting of the City Council, and the City Council serving as a successor agency to the former Redevelopment Agency Board for Tuesday, May 19, 2026. This is our 6 p.m. regular session. Before we do roll call, I just wanted to state this will be a short meeting. We had planned to possibly not have a meeting because some of our staff and council's in a conference at the International Conference of Shopping Centers. But we did have some timely issues that we did have to meet for, so we are going to do those. But this will be kind of a quick meeting. Roll call, please.

And these are quotes for inspiration. Nothing is impossible. Your self-worth is determined by you. It takes courage to grow up and become who you really are. Awesome. Thank you. Please stand for the Pledge of Allegiance.

1:13 – 1:383

Please join me in pledging to our nation's flag. Ready, begin. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. All right, the approval agenda. We don't have any consent calendar items, so we're just going to go to the approval agenda.

1:392

So moved.

1:40 – 2:163

Move it on the screen. Second. Please vote. Motion passes unanimously. Any public comments from the public today? Anyone that would like to speak to the city council on items not on the agenda? I see nobody coming forth. We'll close public comments. And we're going to bypass city manager's report and mayor's council member's report if everybody's okay with that. There's nothing you had to report on today, right, Christina?

2:170

Awesome.

2:193

And we're going to go straight to the public hearings. The first item is a resolution ordering annual assessments for Desert Valley Disposal, Solid Waste, Refuge, Services, and Residential Properties for Fiscal Year 26-27. Mr. Buckeye.

2:30 – 3:042

Yes, thank you. So this is a public hearing to put the Desert Valley Disposal Residential Waste Disposal Based Services Billings on the Fiscal Year 26-27 tax rolls. This is part of the agreement the city has with the D.V.D., to put these billings on the tax rolls. This will constitute an assessment on the properties and will be paid with the property taxes. Desert Valley Disposal is requesting to place on the tax roll an amount totaling $4,607,120.70 representing 8,190 residential accounts. And we have Chris with D to answer any questions.

3:15 – 3:353

Thank you very much. Is there any questions of staff before I open the public hearing? I see none. We'll open the public hearing and take any testimony in favor, opposed, or in neutral position. Would anybody like to address the City Council on this item? I see nobody coming forth. We're going to close the public hearing and open up discussions over a motion to adopt a resolution.

3:361

I move we adopt a resolution.

3:393

It's a resolution. It's been moved. Is there a second? I have a comment. Yes, please.

3:461

The comment is that we did get a comment from Brad Anderson who lives in Rancho Mirage. Thank you for reminding me about that.

3:563

No other comments. Please vote.

4:030

Motion passes unanimously.

4:053

Item number two is Desert Valley Disposal placing a delinquent disposal billings on the county tax roll fiscal year 26-27. Mr. Buckeye.

4:14 – 4:362

Yes, so this public hearing is to allow Desert Valley Disposal to place delinquent disposal billings on the 26-27 tax rolls. This will create an assessment on the properties with delinquent billings with Desert Valley Disposal. They're requesting an amount equal to $240,432.38. representing 169 accounts to be placed on the tax rolls.

4:38 – 5:163

Thank you very much. Any questions for staff from the City Council? I see none. We'll open the public hearing this time. Take any testimony in favor, opposed, or in neutral position? Would anybody like to address the City Council on this issue? Again, we did receive a comment, as mentioned in the last item. I think this comment was addressed in both these items from Mr. Brad Anderson. We'll close the public hearing at this time, and any more discussion? All right, I'll take a motion for resolution. Motion is to adopt the resolution. There's a motion by Mr. Gardner, seconded by Ms. Pai. Please vote.

5:200

Motion passes unanimously.

5:22 – 5:423

That is all on our agenda tonight. Public comments, anyone that didn't speak at the beginning of the meeting that would like to speak now may address the City Council on items not on the agenda. All right, before we adjourn, we'll be back to full strength here on June 2nd. June 9th, the Planning Commission will meet, and June 11th, the Public Safety Commission. We are adjourned.
