City Commission - Regular Meeting

Good afternoon, everyone. Welcome to the workshop meeting of the Delray Beach City Commission this 02/24/2026. If the clerk could please call the roll.

Thank you very much. Before we start public comments, I just wanna ask, you know, we as a commission had talked about making sure that we got everything, like, on the Friday before the meeting. And conspicuous by the absence, this Friday was workshop materials. And, you know, there's a there there there's stuff held back for reasons I don't understand why that were ready on Friday. So I just we need to be mindful that we've set a rule here so that we can read it over the weekends and maybe come back to you on a Monday with questions or something

You wanna reschedule this? Because I really haven't had the opportunity to read all this.

We only received stuff. I didn't

even read the stuff that I read. To me, mister Moore, because I think I bring it up every week. And I it's I just I allocate the weekend time to do all this work. And then this did not get added to it till what? Monday morning?

majority of that arrived this morning.

Having a conversation about stuff we haven't had the opportunity to read because we didn't get it in time. And that I it's very difficult for me to even come to the meeting prepared to speak on something that I haven't read because, you know and I feel like this discussion has happened so many times. Why are I mean, we planned this meeting two months ago, and we discussed it again one month ago. So the fact that items are not accessible to us, at least on the Friday before the meeting, it's not acceptable. There's nothing in here that shouldn't have been available. Can someone explain, mister Orris, could you explain that since this is your thing?

So it's my understanding, we got some requests for information that we did not contemplate being part of this discussion. What we were anticipating at this discretion

Well, some of the

existing contracts, they all expire this year. So there are what we have done, but it is what our hope was this discussion is, how are we going to do these grants moving forward?

How do we know what to do moving forward if we don't know what we've been doing, for reference point?

Certainly, one of the discussions is exactly is this a reimbursement credit? Do you wanna do this as

a competitive I feel like this is I'm getting mister Margaret, what is the word you always use when you're getting upset? Your heart rate is going up.

That makes no sense to me. Mayor, colleagues, I have not looked at all these items. I I would rather put some this to another day.

Right. I don't wanna have public comment now because I won't give them public comment when we after we've read the material. So just like I would do on a regular public hearing. Okay so if I may mister mayor certainly

thank you so we humbly apologize for any inconvenience we did provide to the commission the PowerPoint presentation to government or accompanied a presentation Friday at about 02:55. So that was provided, mister mayor. I think you were holding that material in that regard. So again, over the weekend, it was contemplated that we should include the other additional information, so that was not included as you've all acknowledged and recognized this past Friday, February 20, although the PowerPoint presentation was. I would therefore like to suggest that we have a workshop meeting to this effect Monday, March 9 before your regular meeting that day.

That way we can have plenty of time to assemble the material. We have a regular meeting scheduled for Monday 03/09/2026 05:00 so perhaps 04:00 at that time would be appropriate and we can facilitate the presentation if that's y'all's pleasure do we have consensus that you

yes March 9 at 04:00 so instead of a regular meeting at five we will begin at 04:00 for this particular workshop meeting portion thereby enabling commissioners to have plenty of time to review the material that's been assembled since yesterday once again we apologize for the inconvenience in that regard Nevertheless, well intended. And of course, if there's any additional thoughts you may have regarding ancillary information to accompany the presentation, please feel free to advise and we'll do our best to provide that timely as well. So a week from Monday, you will have your updated agenda for the March 9 meeting, including an updated presentation materials for this session. So we'll proceed accordingly.
