Governance Change

i. Fire Board - Motion passes with 6/7 municipalities in agreement with a simple majority of all votes ii. Fire Commission - One affirmative vote from every municipality required to pass a motion with a simple majority of all votes

CPI Cap removed during hiring plan implementation

i. Budget increases will be great enough to accommodate hiring plan and employee retention of new hires ii. Other budget increases greater than 2.5% need unanimous approval 1. Unanimous approval is not required for the Fire Board's approval of a recommended budget, but each of the 7 partner governing bodies does have to approve the budget for it to be enacted. 2. The approvals at the individual governing bodies do not have to be unanimous. Each governing body just needs a simple majority to approve.

Article XI update

i. Defines how assets are to be valued and distributed in case of termination or withdrawal. ii. Contract term as initially agreed in original IMA 7 agreement. Earliest withdrawal date remains Jan 1st at least 2 calendar years after notice. iii. How do current terms compare to Western Lakes IMA.

Standardize formula dates used for Call Volume, Assessed Value and Population as being end of calendar year data from the year prior to the budget being passed.

i. There has been inconsistent data usage due to timing of information release.

Overall document clean-ups (Hafner email distributed)

Agree who/how new IMA is drafted.

Send newly drafted back to boards/counsels for approval.
