Okay. Welcome again. I'd like to open our City of Deer Park Board of Adjustments hearings meeting today on September the 14th, 2026 here at 630. I'd like to ask our Deputy City Secretary to read the public hearing notice, please.
Yes, sir. Notice is hereby given that the Board of Adjustment of the City of Deer Park, Texas will hold a public hearing on requested variances at City Hall, 710 East St. Augustine Street, Deer Park, Texas at 6.30 p.m. on the 14th of September, 2026. at which time and place they will hear all persons desiring to be heard on or in connection with any matter or question relating to the requests from the following. Alonso Quiroga Jr. for eight foot variance to the front building line to construct a patio cover at 1924 Estate Drive. To Mario Perez for a 7% rear yard lock coverage overage to construct an accessory storage building attached to an existing garage at 1937 Kingsdale Drive.
Thank you very much. I apologize in advance if I'm not proper on the last name of our first one, Mr. Alonzo Okoriga. Is that close? Close. I'm sorry. This is the eight-foot variance. So I'd like to ask for three calls in favor, and then we'll do three calls again. So anyone like this is first call to speak in favor of this eight-foot variance. Speaking in favor.
Good evening.
Could you raise the mic up and then also state your name and address?
My name is Alonso Quiroga, 1924 State Drive, Deer Park, Texas, 77536. And the only thing we're doing this porch addition is to improve the functionality of the home because I have a special need daughter, and I would like her to facilitate from the entrance of the home to the carport. That's the main thing.
So my understanding, this is in the back of the house.
No, it's in the front of the house.
Oh, this is the one in the front. You have nothing in the front. I drove by your house earlier.
I have a carport.
He has a port-a-couche. It's permitted. He has a carport. He just wanted to add that porch.
I have a carport. No, yeah. The carport is already authorized and done. We just want to do the eight-foot porch to connect it to the carport.
That's right. That cork board is looking very good, by the way. Thank you. Any questions?
Well, I have a question, but it really doesn't bear on my vote. But I do have a question. And that span, is that 28 feet across the front of the house? Is that what you're proposing for a porch?
Yes, that's 28 feet.
Does that include the carport? No, the carport and then the carport is already done. So the porch itself is 28 feet across? By 8. And you're planning on doing two 2x12s for 28 feet? Two 2x12s. Can you purchase a two by 12 by 28 foot?
No, no, no. It's going to be a pole in the corner. And then 18 feet is going to be another one.
So somewhere in the center part of that porch, you'll have a post to support? Two posts. OK. Makes me feel better. I was like, you may be able to stand up for a little while, but it'll start sagging. No, two posts. Okay. That's all I had to say. Anybody else have a question?
Thank you very much, sir. Thank you. I'd like to call for a second in favor. Anyone else wanting to speak in favor? I bet you know the routine.
My name is Larry Cernacek, a 46-year resident of Deer Park. Been in business 51 years. So I know Denise. How you doing, Denise?
Thank you.
And of course, Troy and Greg. So I probably know the rest of y'all. I just haven't seen y'all as much as I've seen them. Yeah, I don't have any problem with it. I mean, you can see what's up there. I was just kind of concerned it said patio cover, and when I drove by there, it's a carport. But anyway, it's way nicer than the rest of them on the street, 100% nicer. So it fits the statics of the house, and of course it will increase the value quite a bit. And I know the city loves that because they can get more tax money. That's the main reason for this. So anyway, it looks great, sir. I own the business back there on the corner of Kingsteel and Red Bluff. So anyway, thank you all very much for your service.
Thank you, Mr. Lowry. I'm calling for a third and final call, speaking in favor. Anyone else want to speak in favor? I will now call for anyone wanting to speak opposing it. First call. The second call, anyone speaking against it? Third and final call against? I'll close this part. Next one is Mario Perez is requesting a 7% rear yard lot coverage overage to construct a accessory storage building attached to the existing garage at 1937 Kingsdale Drive. So I will call for anyone wanting to speak in favor at this time. Thank you for coming up.
My name is Mario Perez. My address is 1937 Kingsdale Drive, Central Park, Texas, 7753. Okay. His daughter's here to help. His daughter's here.
They're going to explain why they're requesting the .
Sounds good. OK.
So he did a storage in the back of the house without permission. And it's a storage for more stuff for his work. which is already finished and it's everything done. And these are all the manuals and scripts of it.
OK. Let me ask you a question. Yes. Are y'all adding on to something? It's a brand new structure back there?
Yes, it's a brand new structure. It's a brand new structure to the back of the storage, the car porch.
And it's already complete.
Yes, and it's already complete and everything done.
I'm sorry? No, no, they've had one. Correct me if I'm wrong. Y'all had a building behind it already for a long time. Yes, we did. Y'all basically rebuilt it?
We rebuilt it, no. We just added a small structure to the side of it.
Okay, is that already built? Yes. Okay. Mr. Gregg, have we got any problems with that at all?
Chair, they never made that clear to me. Danny was working with them, and I'm not sure if they told Danny that or not. All I know is Danny gave me the paperwork and said that they need to apply for a variance to build it. No one made it clear to me that it was already built. So I guess they are here to ask for forgiveness now.
So have you looked at it? Is it in line with the graph and stuff or where we stand at?
I made a visit there and they didn't answer the door. I don't think they were home. I know Danny had worked with them for a while to get to this point to get them to apply for a variance. I'm not sure if a neighbor complained or not, but I was not aware it was already finished. Okay, so you actually have not seen it? I've tried to talk. No, no, sir. Okay.
Madam Secretary, can we postpone this to our next meeting until the inspector is able to go out and check the property?
You would have to publish the notice. Again, you would have to call a separate public hearing. This was a public hearing that was already called for this date, and so it was publicized for this date. And so if you... table it to another one, we have to publish it to the public hearing part. And for the record, what you can do is you can table the item on your Board of Adjustments meeting where you're not going to make a decision. You just can't table the public hearing part. You conduct your public hearing, and then when you get to the Board of Adjustments meeting, you would table the item that would cause you to make a decision, and then that can be brought back to another meeting. You just can't do the same thing for the public hearing because there's two separate meetings.
I got it. This is the public hearing. Yes. I got it.
So we'll finish the public hearing. Yeah, finish the public hearing, and then you can table the item and not make a decision tonight and then bring that decision to another meeting. Another meeting until after Greg has talked.
Okay, that makes a lot of sense. Thank you very much. So is there anything else you all would like to share with us?
No, that would be all.
Okay, thank you very much.
Yes, you're welcome. Thank you.
I'd like to ask for a second call for anyone speaking in favor. You're done.
You're done. Okay, thank you. Thank you.
Anyone speaking in favor? Any other persons in the audience? That's our second call. Our third and final call is speaking in favor. I will now call for anyone speaking against. A second call is speaking against. Yes, sir. I'm glad you hopped up there.
How are you doing today? My name is Jimmy Garza. I'm on 1938 State Drive. I'm actually the people behind him or in front, however you want to call it. I'm here to say because I've seen the structure was being made. And my understanding that this is not the first time they have something without permits. So I was going to let it go because I figured they were going to build a back porch or something for family gatherings and stuff like that. But when I started seeing it was a skeleton part of the garage being built to the side quite a bit. They build it pretty quick. They actually started real early in the mornings and real late at night. I'm talking about 8 o'clock, sometimes even longer. So we heard a lot of that noise going on. That was concerning. So by the time I called City of Deer Park to see if they had any Permits for that, if they did, then hey, it's fine. But they told me no. So that's why I'm here. I figured that, hey, if it's a porch, it's fine. But since it's an add-on, most of us, to do it the right way, got to go get all our permits done. And by the sound of it, they did not get anything. So how is that going to make us feel that we have to, most of us, have to go get permits? Because I'm trying to get a porch in my front to my house, but I have to get permits. So I'm going to start working on that. So that's just my concerns that there's constructing stuff during the weekends most of the time and pretty quick. Like I said, I believe they have porch done before. I was not able to be attended that time, but it's fine. But this thing is just, you know, I'm just trying to do it the right way. We have to do it the right way. They all have to do it the right way. Am I correct? Yes. Yes.
Mr. Chairman and commissioners, I'd also like to point out in the letter here, it never did say anything about it being already done. It said, on behalf of the property owner, I respectfully submit the request for a variance. They never made it clear to me that this thing was already done. So that is concerning.
I know how we're going to go with this. OK. Thank you.
Thank you, sir. Thank you.
Now I'll call for a third final speaking against. Anyone else liking to speak against this variance? Okay, hearing no other, this will close out our Board of Adjustments hearing meeting at this time. Thank you.
