Okay. 545. I'm gonna call this meeting to order of the this is not here. The fire board. Fire control district meeting. K? Thank you. Alright. So do we have anyone signed up from the audience to talk?

0:180

No, sir.

0:19 – 0:321

Great. Alright. So we'll move on. New business. So, hopefully, you all got a chance to review the minutes of our last meeting October 20. Do I have a motion for approval?

0:322

I make a motion.

0:33 – 1:001

Did Mike mention a motion? I'll second. And Alan Westbourne second. All in favor say aye. Aye. Any opposed? Alright. It passed. So next order of business consideration of an action on acceptance of the quarterly report regarding budgeted expenditures and projects for the Deer Park Fire Control Provincial Nurse Medical Services District for the period ending December 2025. Chief?

1:06 – 1:432

Good evening, board. So we've got a series of points up there to discuss on this quarterly report. You. But first, happy birthday, Joe Reynolds today. Thank you. Thank So we are officially moved into our new Fire station Number 2 and now Number 1. We moved in. We still have some punch item list items on the list to go through, but we are up and running out of there and and responding from there. The seat cameras that we asked money for were purchased, those seat cameras or thermal imaging cameras. Those things are really, really nice to have.

1:43 – 2:142

They're fairly inexpensive compared to others that are on the market. And they're really, really helpful. We could think about items that are going to save people's lives other than the bunker gear that firefighters wear and the fire truck that gets there, these thermal imaging cameras really are useful. Those dark environments that we understand in fire and with fire that the heavy dark smoke, these thermal imaging cameras allow you to see through that, see those victims, see through walls, see around corners to find these victims or find the fire. So these are really, really beneficial to us.

2:14 – 2:582

So thank you for allowing those on our budget and they are in service and have been used multiple times since then. Quarterly inspection of breathing air compressors has occurred at all three stations. We usually have no issues with those. They pass like normal. Engine twenty one is still at Siddens Martin for an oil leak. The oil leak is repaired, but there are other items that needed to be repaired. And we said, while you have it there, go ahead and do the preventative maintenance. I will say that the work that they do continues to be very expensive. It's no different than taking it to Ford dealership. They're going to charge you an hourly rate for their service or labor as well as a part. So the bills come in on those and they're not cheap bills unfortunately.

gears past. Ten years, whether you wear it or not, of it's ten years and NFPA standards as you have to at that point dispose of it. Jay has allowed us to donate it to less fortunate fire departments that may not follow the NFPA to help them protect themselves. But two others were given the gear who have not yet been given gear. These are some of our newer folks. And so they are now set. This says we are gearing up for an annual hose and ground ladder testing. We actually completed that last week before the freeze came in on a Thursday. We have four sections of hose that failed, which is normal. Normal in that hose fails, but it's abnormal in the quantity that failed.

3:58 – 4:382

We only have four, we usually have sixteen, seventeen, 18. As soon as they fail, we go out and we try to replace it. So we have an abundance of hose. Delivery of Medic two is anticipated by the end of the first quarter of twenty twenty six. And one item not on the minutes here that I'll speak to is a group of us will be heading up to Wisconsin February for the final inspection on the new Engine 12. And we hope to bring that back maybe a month, month and a half after that inspection. And that's where we go up and we get a roll of blue tape and find every little imperfection and have them corrected while it's at the factory.

4:381

On the blue

4:392

On the blue floor. That's correct. That's all I have.

4:421

It won't be cold there, Chief. They don't get warm like we did I back

4:452

think we prepped a little bit last over the weekend.

4:471

Yeah. I I do have one question. Yes, On the on the the bunker gear, you you talked about y'all donated. Do you do that through the state?

4:56 – 5:132

We do not. Oh, you don't? We found Rodney Ellis, the previous member previous chief of the department as well. He's he's up at near Tyler, I believe, East Texas area, and he's head of a fire department there, a volunteer department, and and they they they their budget is nowhere near

5:132

Anything like ours. And so we give it to them.

5:16 – 5:311

Yes. But even you can tell the state who you want it to go to and what it does. It just I know that I think that was mainly developed for industry because we throw a lot of stuff away, right? And so just something to think about. Yes,

5:31 – 5:442

we've given some to Mexico as well. But we have we've either removed the back of Deer Park, so it doesn't show Deer Park back there. Last thing you want is Deer Park showing up in Mexico and there'll be some issues there.

5:452

thank you, Board.

5:47 – 6:081

Okay. Next, Chief. You're good? Oh, that was it. Okay. All right. Okay. So we do need to entertain a motion to accept that quarterly report. Do I have a motion? Motion. You made a motion, Kevin.

6:08 – 6:261

Okay. And second by aye. All in favor? Aye. Any opposed? And it passed. All right. Item number three, consideration of an action on the quarterly financial report for fiscal year twenty five-twenty six first quarter ended 12/31/2025.

6:27 – 6:410

Good evening, Board. Thank you all for being here tonight. We're going over our quarter one financial report, which again is as of 12/31/2025. And we'll go ahead and jump right in. We'll start with our cash and bank balance at Wells Fargo.

6:41 – 7:220

We ended the quarter with just over $1,550,000 in cash, 3,100,000.0 in total assets and a fund balance of $1,800,000 And then going on to our statement of revenue and expenditures. In quarter one, we received approximately $225,000 in sales tax revenue. This represents collections for October because there's a two month delay in receiving those funds from the state. Our last year's collections just in comparison came out to about $206,000 So that makes this year's collections about a 9% increase compared to last year. And our year to date collections, is 225,000 because we've only collected the one month so far.

7:23 – 8:190

Looking at Page two, you can see that represents about 11% of our annual budget. And if we jump back to the first page, back to revenue, we can see our investment revenue came at just over $2,000 for the quarter, puts us at a total revenue recorded at 227,000 And then going on to expenditures, the total expenditures for the quarter was 366,000. This is made up of salaries and benefits in the amount of 304,000, services in the amount of 31,000, maintenance in the amount of $3,000 almost $4,000 and capital expenditures in the amount of $26,000 with the total expenditure of $366,000 With that, I'll conclude the report and answer any questions. Going

8:221

first twenty. First quarter quarter ended made December 31. Do I have continue a motion?

8:302

I make a motion to accept it.

8:311

Okay. Mike made the motion to

8:332

I second. I'm sorry. Al? Wade.

8:36 – 9:001

Wade made a motion to second. All in favor? Aye. Aye. All opposed? And motion carried. Alright. Number four, consideration of an action on a recommendation of city council to amend the fiscal year 2425 fire control prevention emergency services district budget for the EMS department for software maintenance price increases.

9:01 – 9:380

And yes, I'll just briefly discuss that. So this is a budget amendment for last fiscal year ending 09/30/2025. We're in the middle of our annual audit right now. And as we go through that process, we look at the budget and any overages have to be corrected. So the software line item did go over budget by about $4,000 So we're just trying to make that whole. Going forward as we go through the budget process this year, we will have to increase that line item to account for this because we haven't increased it since I looked it was about 2020. So the cost of business does go up every year. So we just ask you to approve for us to take this to counsel.

9:39 – 9:531

Any questions? Do I have a motion to add the 4,000 to that budget? Allen makes motion. Mike makes Mike seconds. All in favor say

9:53 – 10:051

Aye. All opposed? Motion carried. So it looks like our next meeting will be 04/20/2026 at 05:45PM. I don't need a motion to adjourn, duh. I'm adjourning.
