Yes. Sorry. I'm generation. old generation. The scouts scouts. Scouts. Right on. Hello, I'm Robert Grisby. I'm the scout master group 270. We just uh uh formed in the primary evangelical church. So, we're new to the community and uh looking forward to doing great things with us, you know, with with
we have currently I think we have eight boys and we have a lot of parental involvement and uh we're familiar with the boat ramp because we use it a lot. We do a lot of kayaking and and boating from there. So, looking forward to what we can do. This is my my senior patrol leader, Nico, who's uh a member of the community. And I'm the I'm the only Dayton boy looking scouts. Uh we we have a a really good good program. So thank you for having us. Yes. Um is it also girl scouters?
Um if we have interest for enough girls then we will we have to have a minimum of four girls before we can have. Um, the BSA is now allowing co-ed troops. Um, and how how we would do that is I I'm experienced with co-ed troops from Europe. I was I grew I grew up in Europe is we would have two different patrols and then we'd have a girls patrol and a boys patrol. Uh, but yes, we do have the ability to have it and it's a it's a um it would be something that we'd approach the evangelical church for is to allow us to have another another like girls. So, yeah, if we have interest, we'll do it. Fantastic.
As an aside, I found one a couple of my old pino derby cars the other day. That was before the restrictions came in too like rocket. So, let me know. I know. I know. The thing is I don't think we have a Cub Scout back here, but that that's another interesting thing that we that we were I I tried many years ago to start a Cub Scout back and I was out of the library out of the I think it was the the school. Yeah, it was a school. it was a school. Um, but unfortunately we didn't get enough interest for that. So, that one failed
that there wasn't enough parental help. With Cub Scouts, it's for the younger boys and it's more parent. You get up to this age, it's now youthled with the adults guiding them and helping them get their leadership skills and so on. Cool. So as my senior patrol leader, anything goes to the senior patrol leader. He comes to me and say, "Can we do this?" And then we figure out a way to do it. And the boys do all the planning and to do boys do all the shopping and everything else. And that's how the boys work. And this is uh Doug Cumins. Uh he is um very well known in the in the community.
The church happens to be the church that I go to. And so when we looked at moving the troop because we came from a different uh organization uh I thought we'll do it. We've had with we were the charter organization for Cubcat pack that was meeting at the uh grade school. Um we were the charter organization for venture crew which is high venture co-ed 14 through uh 20 and they both of those folded because we didn't get enough youth involved. One of the things we want to do here is get more youth involved uh and not have this truth go away. Yeah. Question. Yes. Um, you say you meet at the Pioneer Evangelical Church. Uh, what day or days do you meet there? And is it open to say public or some of us to to join?
We we usually meet on Mondays a week from 7 to 8:30. Okay. And it is available for anybody who wants to come in and and watch if Okay. Excellent. Just can't go on the outings unless you're a registered member. Perfect. We can get you registered. Yeah. Scouts. No, there's a there's a background uh we do have a YT youth protection training. You have to you have to attend. And so
my son is an Eagle Scout from the where we came from. Uh and uh he eagled out a long time ago, but I'm still with the program because I believe in what scouts teach the youth. Um girls have only been involved for six years now. Uh but and then this year was the first year that you could actually have a what they're calling it a family troop, but it's a co- co- troop. I got two Eagle Scouts in the house and they went through some really hard times while they were doing that. I'm telling you, saved their life. Yeah. You know, I can't say enough good things.
My son's a captain with Sher and Fire and I don't think he would be there without his Eagle Scout. And my son's 21 years in the Marines, you know, and that and upstanding kind. Yeah, you get your ego. You get an automatic pay bump as soon as you go in.
Well, you know the I just attended that session at the conference about getting youth involved with government. I would love it if I may speak for the council. I think we might all be interested. Would love to have you get a little bit more involved. Come to our meetings on a regular basis. We are trying to build a NAT youth advisory committee or council. I would love to be more youth involved. So you maybe you can be sitting up here someday. Yeah, you can come.
Eagles have projects, you know, we love to chat about that getting ready to do them right now. So more than happy to, you know, collaborate on some ideas in the future. That'd be really cool. white the white fence that's around Evangelical Church that was my son's evil plan. Oh, no way. Thank you. Thank you. Um because I think that nature trail part of that several projects that that would be a great evil project. Yeah. Um and and then one more thing real quick. So um for gate pray nights when we have those going on um I don't know if you've considered this yet, but you should definitely look at getting a boost going. already in the process. Right on. Okay.
And Robert's wife is the committee chair and we talked quite a bit along the line. I talked with Robert too quite a bit and that was one of the things I suggested and she went online and got everything put in and already got the application put in for it. Excellent. You guys can carry the flag at the beginning of Dayton Friday night. Sing national anthem be a wonderful thing. That'd be really cool. Spring up Eagles. They help us with our uh with our Spring every year. Y they are nice to come to people's houses and picking up stuff for people like me. Not by scout then did that. That was his project.
Cool. Love to see that happen again. I think the library was painted by an Eagle Scout project. That's definitely um Yeah. So eager to get you guys involved again. Absolutely. That's help us recruit. but it's so hard to go out and get all this work done. I really want to do it every two years because it wouldn't be as much work if we do it every two years. Um, I did present a case for this a while back. It seems like you know a small increase every two years would be easier to take than a big one every five years. Levies can be 1 2 3 4 5 years as far as I know. Um it seems we're having trouble keeping a balanced budget for one year and now we're going to have to go out five years in advance. we have a better chance of getting underwater and having to go back for another fee. Um, go ahead.
The way that the way that I look at it is it's more reassuring to the sheriff's department too. Uh, okay. They know that they have five years and they can dedicate the resources and they can build around this. If it was every year, every two years, if I was the sheriff's department, you know, I'd be like, "Okay, I don't know where I'm going to be two years from now. I don't know if this is going to renew it. You know, two years on, two years off, two years on, two years off. Budgeting is very hard. Budgeting is very hard. Um, and so if I'm the sheriff's department, I'm actually more invested in a city that does it for five years because I know that there's that dedicated commitment to that that level of time. Just personal if I there's there's a factor. Yes.
Also, if we do it every two years, I feel like we'll be constantly on a rotation. We try to get the ley going. It's going to be fatiguing for us as a group, too. And I think that the city, the populace might be like, "What? We're getting a raise every few years." So, hey, even you know, the small raises we've been considering on the pillows and stuff are just like what? $3, you know. So, I don't know. I just Yeah. I think our city reporter would love to do this change, but respectfully. So, yes. Not so much. Sorry.
Okay. So, we are going the five years and that um Okay. Any input for anybody else? Okay. And is there is there a way that we could have any kind of hey immunity we know that door just like a public statement basically you know um if you just so that you know you know if you you know have somebody that breaches our our door to door you know policy this is the pathway for resolution because I mean already this year we're seeing you know the same same things happened. I my listening sign has been ignored multiple times already so far this year. And so I think uh if possible a way to notify the community of hey your signs that may have been too small to actually fit this required this policy now are applicable to this policy and can be enforced but also this is the step the pathway to do that. I don't know if that is a good idea or bad idea.
I have an idea. Some of us have to write for the uh the latest newsletter. That might be a good thing to write about in the newsletter. So, um I can write about it. I also don't mind doing like a PSA in the Facebook group because more people are going to read the Facebook group than anything else, right? But we should probably cover all the Exactly. Yeah, I just want to echo the gratitude for the St. I think it sa parade and event as a whole. I think it really drives home how important our events program is here to the city and I'll leave my comment on that topic for now. Excellent. I don't have any concern as of right now. Yes, sir. How about you? Uh I want to personally thank the entire city staff, city manager, um public works. You guys were tremendous in helping me put that single mile event together. Um the day after was pretty hot out. Um but we all got through it and it turned out to be great event.
Um actually a little bit better than I anticipated. So and again I'm going to echo what you just said. Uh events are very important to this town. So um any way I can help on that I will counselor. Well um it sure was excellent. Um the idea of us not having an undergar just leaving the door. We have to figure out how to keep that going. We need more. We'll we'll figure it out. We will we will absolutely. Um I first want to apologize for not being able to get down there with my leg issue. First I need to ride down there. My husband was working on a car. I didn't have a way down there. And I'm thinking how the hell am I gonna scooter that scooter everywhere? So I apologize for not making it. But I did see some of it down there cuz I'm just down the street from where the 48 starts. Um, so I want to thank you all for everybody's hard work. You guys did a phenomenal job and I look forward to next year when I can actually walk and participate a little while. Um, but otherwise I don't have anything else to talk about. Yes, the council does need to be aware that the HVAC unit serving that part of the building has is no longer functional. We received a quote. It's going to cost 15 grand to get it fixed. uh considering considering uh continuing to stay there is about a long-term proposition. I'm very hesitant to drop that kind of money. Absolutely.
Uh so Sydney and I have been having some discussions about potentially winding down library operations on a temporary basis. Uh and then But we're still working through this. I don't I don't have a good answer. Perhaps we can be located over here. That's a question. I mean, there's lots of questions, but really it's going to be based on staff time and energy. All
my ultimate question on that is if relocation, I mean, if you're going to spend 10 grand on relocation, would you spend 15 grand on fix? It doesn't cost that much to the library. I don't think it would cost that much to relocate it to relocate the library is going to be quite a little crazy. Yeah. But how much money would it cost in comparison to fixing the hitch factory?
It'd be a lot of it'd be more staff done with 15 grand. We in the day, sorry, going back to the day cuz in the day we had no money back then. So we always had several several at least half a dozen library volunteers that would have helped us. Perhaps we can reach out to some groups that might be willing to assist. on the table. I don't know that they could do that, but I mean there's always
So, can we sequester the library for the rest of that building? Yeah. So, can we just move portables in there? You know, they had two or three portable air conditioning/heating units. I think that would probably functionally support that lab race HVAC needs that have Yeah, that's an option. Okay, that would probably be the simplest if that would work. I just worried about it. I mean that whole thing needs to be required in there because if you I mean what you got is okay that honestly for putting on programs and stuff like that it's it needs one what you think you what the street sweeper this stuff the back uh the back truck had a fault switch for the PTO so we couldn't the water pump vacuum to operate so it about $500 repair. How many months?
What's that? How many months before we get it? Uh, it was dropped off and fixed in 3 days. And Street Sweeper had a one of the air canisters, one of the bladders in it was leaking. And that was actually way more of a project than the back truck. And that was done in two days. And it was half the cost. So, wow. Found a very good local repair shop that is handling our large equipment. Fantastic. Cool. Fantastic. Well, good job. It's been a blessing. Right on. Good mechanics. The whole Oh, yeah.
My brother-in-law worked for a big company down in Northern California. That's all he did all day long. He was the supervisor of everybody. I cannot tell you how happy people are when machines are fixed, especially machines. There's a lot involved in those. The water leak on Church Street, was that a significant amount of water? Not too bad. Um, it was actually called in relatively quickly. So, it was the day that they did the burn to learn. Oh, yeah. We were on a water kick that day. Okay.
So, Uh but yeah, it was called in around noon and we got it wrapped up before 5. So it was it was a big job because we fixed a leak and then it blew a hole couple inches down the line and fixed that one and a hole down on the fourth one. We got it to hold and quit leaking. So so it's uh we have tried to allocate some money in the upcoming budget to go in and replace that service line from the plant line to the heater. So what was it that kept blowing like a hole? No, just was the line itself. It's really old.

Yeah, that was the paving grant that Dave was working on before he left, which is basically trying to acquire funding to do from third street all the way to the river on that side of town. They what originally was two and a half years ago, four years ago, they applied for it and we had to submit pictures of it and then we had to resubmit new pictures this go around and we even got remarks back from when we submitted it. They were shocked at the deterioration that and just the pictures that they were looking at. So, well, that's what happens when they forget about a small or All right. Right on. Thank you, Mayor. Good evening, everybody. I forwarded an email to each of you today about a new wine tasting room that's coming to town. They have an event on Thursday this evening. We've been working on the budget process. We have our first budget committee meeting tomorrow night. Finishing that process and finishing this fiscal year strong are top priorities for us. I do anticipate bringing the supplemental budget before fiscal year in to make sure that we are that we don't exceed appropriations. We have an approved contract with TAG for integrator record. That project is done on the Fisher Farms update. When they were doing pump testing, we had to procure alternative housing through the public works supervisor at the caretaker residents that identified deficiencies with that got prepared tested for call form and moved back in. I've signed the contract amendment that you approved and we have as well contractors scheduled to start May 11. Clear. Yep. We can continue with the rest of the evaluation. I attended a BCDA networking event in April at Caring Wines. I've been working code enforcement complaints. I had a lot of barking dog issues that I put out the residences and initiated contacts and had some conversations last week
and was able to close out those complaints. You promised we'll keep quiet pretty much but uh the complaints outreach may have to happen still. Can you check for um whether the dogs are licensed when you do this complaint check? We have dog license. County does. County does. Yeah. Whenever the county does a dog barking or dog aggression thing, they make sure to check. They make sure Yeah. They make sure that they're tagged. It's a tag. Not tags. They come back. Yeah. I don't check.
It's a good deterrent for people. Uh in one of my other cities, we had our own dog licensing programs. Oh, I kind of like that idea only because we have so many people that let their dogs Oh, yeah. And bark all the time, too. Can we look at that, please? Sure. Thank you.
So, Cassell, our accounting program, it does have a animal licensing module. Oh, well, perhaps that's something we should do because I would like to take a picture, have an owner attached to that person. That way, when that dog goes out and is doing stuff, we know we're the dog and can hold somebody accountable for those things. Multiple complaints. One more thing for you.
Um, I signed a DCA for the marketing grants that we talked about at the last meeting. We approved the contract tonight with Acer Architects. They're scheduled for project kickoff on May 12th. We're really excited about that. I have had some conversation with Hunter Fiber about a franchise agreement. We reach an agreement on that agreement which I'll be bringing to you at a future meeting. We approve the solicitation ordinance first reading tonight and then I have a list of some code cases that I've been working just so our open versus close requests. So our open requests were up to over 100 before we took over in April. Yes. And now they're next to nothing. Correct. That's really necessary.
Now I need to clarify a lot of those were old like old. So I just went in closed. Okay. That's fair. But that's true. That's a paper close. That's that, you know, refining our foundation and making sure the next person that ever steps in can step into the heat. Not that we want you to go anywhere. That's not what I'm saying.
