0:27 – 1:11Speaker 1

They're fine. Well, we always gave him an annual thing and now we I we that's what I most people think they're doing. Yeah, I think so. And they might be able to find some other means anyways. Well, they might get their funding back in about three years. Well, that's true, too. But that was probably my PBS Kids still that was live PBS Kids. It's the Portland broadcast. So I would think the PBS Kids is still

1:07 – 1:52Speaker 1

I'd like to hope so. I hope too. Yeah. But you knowice when I get home from work, I'm done. I'm done reading. I'm done looking at it. Anything that's not fluff. Well, you can only intake so much before you use the only in the morning. By the way, I want to apologize to everybody in case I've been short or not. Just there's a lot going on.

1:51 – 2:36Speaker 1

Okay, we're good. We're good. I mean, I'm kind of raw anyways, but if I've been short or anything, please forgive me. I don't mean to be short. There's a lot going on that human Yeah. But yeah, that may have come across in a way that it should not have. So if he has my my apologies for the apology well I appreciate it but we love you net. Thank you Drew. We have Drew and Bolt on Zoom tonight. Okay. And I know about Chris.

2:31 – 3:15Speaker 1

We're not here for Chris today. So nice. It feels like it's like 68 almost 70°. 71. Yeah. Oh gosh. My husband text me and goes, "It's so nice. It's 66 degrees outside. I've been outside all day." I opened up. Yeah. That's what we did. We have open pulling our cruise out. It's nice stuffy. Stuffy. Yeah. Over the winter time it Christmas.

3:13 – 3:54Speaker 1

I know. We don't have to get used to it, but it's nice for now. I'll take it. It was 84 degrees and it was time. It was in the 90s in Southern California over the weekend. Yeah. We started at Santa Barbara. Oh, Santa Barbara's beautiful. a warming wrap. Really? Well, you know, this is what I'm to call the the spring season. You got a little of that in February. It wasn't quite as No, February felt next to February. And then it gets hot.

3:54 – 4:27Speaker 1

Very short window of And then you're like 25, man. 10° down at San Diego. They got a little nasty, but snow in the middle of the country. Yeah, they got a nast on the other side country expect. How are you? Good. How you

4:21 – 4:54Speaker 1

good? What I were expecting like every time within like a week and hurricane huge tornado I think harm is a Yeah. And it's coming to get us nature. Yeah. She's done. Yeah.

4:59Speaker 1

Absolutely.

5:07 – 5:49Speaker 1

Sounds like a winner. Just banned. You know, I don't think any of those people can see the dollar signs. They would throw their own child down the stairs for money. Yeah, they're addicted to power. What are you doing? I do that thing. You should be giving that toe. You should be paying for money to places like We got a full house on the computer tonight.

5:48 – 6:32Speaker 1

Well, it was for a minute. Oh, there it is. Well, I can't blame Christ. He's got a nice sunny sky in the back. Are you on your boat right now, Chris? Yes, that's a way to do the meeting. That's funny. I have no idea how to get up. I do this. messed up. Yeah, I grew up with a boat. You had a place that I grew up with water coats. Thanks.

6:29 – 7:05Speaker 1

That's exactly right. Down in adulthood. And my mom always in the water that said just that a book. Did you ever see a little dictionary? It had a boom is the sound that that thing makes when it hits you and knocks you off the body and the whole book was a dictionary like that. It was

7:01 – 7:24Speaker 1

Oh, it was it was fun. But yes, the vote is only the water you throw. Tell me about Okay, let's begin. 6:30 and we will say the pledge.

7:25 – 9:23Speaker 1

I aliance to the flag of the United States of America and to the republic for which it stands. One obligation, indivisible, liberty and justice for all and looks like we have everybody here even if three of them are zoo love it. Okay, so got full house. That's why I have so many. And I don't think there's probably anybody signed up for anything. So, we have no consent agenda. So, we'll just go straight into it. All right. So, um, ASEL, uh, at the meeting on in January agreed to have a facility study be done and we needed an RFQ given the amount of the the cost of a facility study. So on January 21st, the RQ was published in the Oregon buys and um our website and there was also contract with five different firms. Um and we also got visited by six of them and we got nine firms uh turning in their proposals uh which are in the packet. It's all reviewed and staff also reviewed those packets um the RF the RFQS and we also did some interviews with the ones that we liked

9:21 – 10:17Speaker 1

what they were saying and then out of those we had a favorite which was Hackford Architects that nice um so we are come to you today to select a firm and recommend hacker architects and we'd like to hear what you have to say of the recommendation. Well, I agree with your assessment that hacker is in my opinion as well the best fit for data libraries as you pointed out and multi-use spaces. Um I I just think I think they're a good fit. I was happy with their packets. I perused all of the packets, but yes, it kind of feels strongly about that.

10:18 – 11:00Speaker 1

Yeah, I agree with that. I I think they were the warmest candidate and more connected with with the way they presented. They didn't just give you I mean, they almost all open with the exact same phrase. we feel honored and pleased to be considered for this upcoming opportunity and blah blah blah, but they have a good pedigree and they also seem like very real people and it would be pleasant to to deal with them and they were the third from the last. So we didn't pick the last, we picked the first and Yeah. Yeah. And they had a lot of experience with local towns in Oregon and they weren't from Texas, you know, which Texas was a little Yeah, that was a big bunch for me, too. Yeah.

11:00Speaker 1

How about you guys on Zoom? Any opinions out there?

11:12Speaker 1

Who wants to go first? I'll go first.

11:17 – 12:02Speaker 1

Uh I I'm sorry everybody. I'm I've been playing catchup for this entire month on just the sickness running rampant through our household. Um, so it's still kind of working its way through. Um, I I really liked Hacker. I thought they were really good. Um, I I liked the the local projects that have been done. I just I really like the intentness behind it, too. It was a very u it was a very personal application. It kind of like what uh councelor Hoverver was saying, actually. Sorry. Uh, was it councelor Hover? Sorry. I'm a little um little light in the in the head right now just from um the last few weeks. But um gotcha, huh? Cold medicine's got you through.

12:01 – 12:46Speaker 1

Yeah, gold medicine's got me in a in a firm grip right now. Um but I just I I really the tone of it. Look, all all of these applications have have great I think pedigrees in a lot of different ways, have great projects that they've done, but but I think the spirit of this one really spoke to me. the intent behind it really spoke to me. Just I I I'm really I don't know. I I kept reading through it. I'm like this this just it's it's I don't know. I liked it a lot. So, kind of aligning with what everybody else is saying. And I'm going to go back on mute now. Did you have anything you wanted to say, Colt or Chris? I I agree with both uh Drew and Scott on this one. That's that's exactly what I was feeling.

12:44 – 13:24Speaker 1

Okay. Yeah, I would have to agree too with both with all of them. Did you agree to Oh, yeah. I'm thoroughly impressed. Did anybody see anything in any of the others that maybe we should look at? I like Wilson was the other one that I liked and then the Sherwood one, but that some of them were too too fluffy, too. They just there. Yeah, I like the personal idea because we're dealing with people.

13:21 – 13:59Speaker 1

This is what we pay the city to do among other things. I am putting my trust in Jeremy. Yeah. Um, if he says this is the best, I didn't see anything that put our argu. Yes, mayor. If I may, when I did my city hall library construction project, I got two two responses. We got nine. Yeah. Nine. That's awesome. And and one of those responses is a firm that I work with

13:55 – 15:05Speaker 1

before. They're in there. They were very strong. And I stand by the work they just throws. But what shown through was with with hacker there, not the firm that I work with is as in the staff that works and this wasn't a requirement, but it set them apart. Was there library their experience with public libraries? I feel pretty good about Hackard just because staff felt good about them and I seen them all over this county and other counties all the time and it's local people working locally and I kind of liked that because they they get bored, you know what I mean? I for me it was fun because I kind of perused them and I was leaning toward hacker and and one other but um and then I looked at the list and they're third and I thought third is perfect

15:01 – 15:44Speaker 1

you know you know totally keep the top but I don't know that was I was like whoa nailed them. So, all of these firms really wanted to work with us and when I called them to let them know what I'd be recommending, they were the ones who didn't get recommended were very disappointed. May I ask who were the ones that showed up to actually preview the facilities? That's RSI Wilson Hacker. I don't see the

15:40 – 16:15Speaker 1

I mean collage process DNR and there six people that showed up to actually so six different groups just made seven no group RNC hacker valve process TNR and solder drone I think

16:11 – 16:26Speaker 1

yeah diseases difficult as my answer is not to say about you wanted that one

16:27 – 17:19Speaker 1

right that whenever it's half of what everybody else is doing red flag red flag red flag red Let's do the Y and C. Please. Uh, madame mayor and city manager, I authorize the city manager to negotiate a contract with packer architects for the facility conditions assessment of facility needs and analysis based on the determination that their approach in the response to the FQ is consistent with the city's best interest.

17:16 – 17:39Speaker 1

Second. Okay. I have a motion from council Peterson and a second from K counselor man. She's always been monarching me. So anyways, um and all those in favor I I

17:42 – 18:26Speaker 1

Okay, motion passes. I don't see anything. Are we going to reschedu the little thing? I are we going to be able to reschedule you think the work session that we have for Friday or do you want to wait till you're Yeah, we'll reschedu. Okay. But um we're all here, so this would be a good time to Whoops. We also have the training for May or June. Um we need some some dates. Yeah, two or three dates in May. That's four. Do you guys want to push that out till after budget like July?

18:25 – 19:05Speaker 1

Yeah. If we can do that, I probably be best. Okay. Yeah. Yeah. Push the train. Yeah. And get our routine in. Yeah. Yeah. That way we know what kind of budget we have to work with. Well, there's there's no cost to the COG training. I know. But if we've done the budget already then so retreat can look at April. Was that one we were doing Friday? I don't know. So the retreat which would be the strategic that was a work

19:06 – 19:25Speaker 1

retreat sounds like in the sense it's fun retreat just dating retreat it's a nice way of saying hard work that's a little bit more connected time we're together for a long

19:28 – 20:09Speaker 1

and just to confirm are we we are not having the March 20 meeting. Right. Correct. Correct. Okay. That's what we're trying to reschedule here. Right. So, our Fridays are clear for me through April. We're still hanging on Fridays, but we also have was it this Friday or we had the So, we're rescheduling a meeting and the retreat. So, the meeting was going to be the retreat. Oh, I thought we're talking. That's good. If the Friday meeting was going to be the retreat. Gotcha. Gotcha. Gotcha.

20:15 – 20:47Speaker 1

What's your name? 10th works here. I probably will not be here, but that'll be a second week search for us. So, when are you back in practitioner? Well, will you be able to attend them? I I would say they not until at least maybe the 24th just to be on the safe side because I don't know how much weight they're going to allow me to put on there and all those stuff.

20:44 – 21:25Speaker 1

Yeah, it it's going to be interactive. They're going to be it will just flow better if folks were here in person. Got it. Oh, the 24th of April is not delayed. I think that's about that is the LC. Yeah. How about that first of May? Do we have to do Friday that we decided because of people's work schedules? I'm looking at your name, Drew. Yeah, I'm off on Fridays and Saturdays. So that would be we're getting into spring club shipment time in April and May and so it'll just get trickier to take time off in that that time period.

21:26 – 21:59Speaker 1

May 1st Mayday maybe day. Yeah. Yeah, I could swing that. Had an appointment at 11. Maybe try to see if I can get a different time. Good afternoon. What time will your appointment be done? Um, probably when we have an hour appointment. Okay. We could do after lunch if y'all want to. I get one.

22:02 – 22:24Speaker 1

Okay. Y'all on TV. I'll do it. May one. I'm good. in the afternoon. Yeah, I can make that work. 12:30 to 4:30. That'd be good for that.

22:25 – 23:13Speaker 1

12:30 to 4:30. And then the training with the cog in July. Do you want to set that date now? Give that a give me at least two options to take back to them. Let's do it on July 4th.

23:15 – 23:57Speaker 1

Is this a Friday game, too? This as well, Drew. Uh, I'll be in Virginia from the 23rd to the 30th uh that month. Um, and then I've got an event on Saturday the 18th. So, the couple days before that I probably got to be a little careful with. Um, and then we we had a big event, Fourth of July weekend. So, the best window and I I'd probably have to take time off to make this one happen, but the best window would probably be the 6th through like the 15th sometime in there somewhere. Um, personally, so the 10th might work.

23:58 – 24:40Speaker 1

Uh, yeah, that would work here. July 10th. Yeah, should work. Yeah. Yeah. Yeah. I don't have any issues with that either. Are we talking morning? What time? I have to get with the clock, but it would be morning. I'm going to ask them if they can do July 10th if they can. I'm going to ask them if they if there's a time with it from July 6 to 15th. That'll work. Okay. And then I'll bring it. I'll just email y'all. Perfect. I I don't want to put nothing to my phone if we get back. No, I got Tuesdays and Wednesdays. I'm out. I've got work.

24:37 – 25:20Speaker 1

Not Tuesday or Wednesday? Yeah. Otherwise, I can probably Okay. I actually have something going on on the 10th. Oh, yeah. Wait a minute. A minute. Um Oh, it's a second. Never mind. Um, the Red Cross is coming to take blood from us on April. Okay. Um, so I I'll be tied up till an hour or so. I hope they don't needle you. I hope they don't needle. What about that?

25:18 – 26:03Speaker 1

You know, I have heard I have learned something. Timing is everything. If you're going to tell a joke, let them do the needle work first, then have them shave. That's something now the 10th. So now we got that stuff taken care of. So I guess we can immediately go to council comments and concern. So we're going to start with the poll. Uh, I got nothing at the moment. All right. Thank you, sir. Chris, counselor t.

26:01 – 26:42Speaker 1

Uh, nothing today. Thank you, sir. Counselor Hill. Nothing major, just that I miss you guys. I feel like I haven't seen you in so long. So, I I hope to get back in the back in the saddle here soon. All right. We miss your energy, D. We do. We do. I'm the good P. He's the No, I'm the bad cop. He's the good. Something like that. He's the bridge builder. Yes, exactly. Um, councelor Min, have you got anything for us today? No,

26:44 – 27:27Speaker 1

um, my house is going on this market on the 26th of March. But I'm not expecting it to sell. It was on the market for a year last time. So, as far as I'm concerned, it's business as usual. If something does happen, I'll let you guys know. We'll talk a bit. So, I'd still like to get back closer to my family soon. Sure. Yeah. All right. Peeps. Um, peace to you, Jeremy, as you travel. Safe journeys to you travel this weekend. Yeah. And wish you all of your family time. Thank you. I second that. Yeah. Yeah, for sure. Thank you for bringing that up.

27:24Speaker 1

We support the entire Thank you. And in the interest of time and my big mouth, I got

27:37 – 27:53Speaker 1

before your next before your surgery. Yeah. Yeah. Best of luck and we'll be thinking about appreciated. Um, do we have any uh information reports or anything from

27:50 – 28:35Speaker 1

one last item if I may, mayor. As the council's aware, I will be out of state starting this Thursday returning Tuesday to maintain operational business continuity and full. I believe we should have somebody here on ground who can run the city in my absence. I believe that person should be Rio if the council is okay with that. Absolutely. I've spoken with her this morning. She's on board with that. I will brief her on ongoing projects before I leave. She knows how to reach me. I think it should be my first choice.

28:34 – 29:17Speaker 1

Yeah, for sure. Absolutely. Thank you. full support. All right. Maybe there's a paper if you need Batman. I'll join. If anybody's giving you any trouble, you can call us. This is a good thing because when Roshelle left, you weren't ready to step up and step in. Now we need you and you are a whole lot more ready. So cool. And thanks to Jeremy, we he's making a lot of strides and making sure that office gets

29:14 – 29:44Speaker 1
