So, now we're legit. So, uh, first of all, I'd like to welcome everybody to tonight's regular city council meeting on June 10th, my sister's birthday. Happy birthday to my sister. Uh, 2025, 7 o'clock. Call roll call, please. Here. here. I spoke with member Lovevens and uh she is doing well. So uh hope she enjoys her night off. So uh please everybody now rise for a moment of silence and a pledge of allegiance. To the flag of God, indivisible, liberty, I appreciate everyone's acknowledgement of that. Next up would be the mayor's report. Uh, I have nothing. report this evening since we just met a brief two weeks ago for a approval of minutes. Has everyone had a chance to read the minutes for the last two weeks? Anybody like to make a motion to accept the minutes? So moved. Remember judge made a movement. Do I have a second? Second.

1:52 – 3:52Speaker 1

Second's been made. All in favor? I. Any nays? Any abstensions? Now, we'd like to open up the podium to address council administration with any comments you might have on tonight's upcoming agenda. So, if you have any questions, comments, concerns, uh thoughts about tonight's upcoming agenda, you're welcome to take the podium. I don't see anybody bum rushing the podium. There's not a big crowd tonight. So, go ahead and close that. Which brings us right along to the ordinances. The first off is the second reading of ordinance 2025-1. Miss Klein, please. Thank you very much, Miss Klein. That has a second reading. Do I have a motion to accept a second reading of ordinance 2025-1? I'll make a motion to accept ordinance 2025-1. Remember, Kelly has made the first motion. Do I have a second? Second. Second by member Neman, which opens up conversation regarding this ordinance. Do we have any comments, concerns, conversation? I saw you looking at me. I got all my questions answered now. I'm good. No, is a general look. Erin, what kind of questions do you have? Anyone? Just a general look. Now I'm looking at you directly because you asked it though. I I was off guard. Um

3:50 – 5:48Speaker 1

I asked I was just looking at your email but Jared's not here. He said he was on vacation. He said could answer. I asked it in the um department budgets if he can provide that. He has that. Okay. It's just not in the in the attachment that went with the ordinance but we have detail. He can get that for you. Okay. Is that public knowledge? It will be public. Okay. Yeah. It's all public. Everything in the budget is public. Okay. Everything's public. Any questions, comments, concerns regarding the budget? I'm looking at you directly to All right. Uh since uh nobody's commenting, questioning, concerning, uh roll call, please. Miss Clinton. I I I the eyes have it. Next up is a first reading. So this is just a first reading. There shall be a second of ordinance 2025-3. Miss Klein, please. So, as you all know, we've um passed a new um passed a resolution adopting a new waste contract with Rumpy of Kentucky, Inc. And that contract requires a lot of different things than we currently have in our contract republic. So thanks to uh council member Neri he indicate he went through and all the old garbage ordinance and recognized there's a lot of changes that need to be made and he was right took quite a while to address those and we've incorporated all the changes that are uh in the new contract into this ordinance and that's why we are having a first reading because of course that new contract starts on July 1.

5:49 – 7:48Speaker 1

So you guys have a whole month to look over that and have any questions about it. bring it to our attention, please. Well, actually, I do have a question. Yes. Um, mostly about the multifamily units that we have in town. We've got some that have two, four, six, eight units in them. Is each unit built for trash? The property owner is built for trash, I think. Um, Tristan, is that right? Are when you have a multi-unit building, are the indiv apartments build or is just the property owner build. Right. And do we recognize that there are like five or six or 10 units in there? Right. So that's a little bit different what Belleview does. Belleview builds every uh unit. So we don't we just build by the property owner. Okay. Um, one of the concerns I have is the number of totes per, you know, we should have one per unit. I think the other thing is uh we had multif family residential complexes with more than 10 may contract with the city's provider for dumpster. We've got a couple of properties in town that have a lot of units in them for the square footage. Um, That could be an issue with some of them. We've talked with Rumi about this. The cuto off's going to be 10. So if you have 10 units or less, you can have you can have u the um dumpster I mean the toers, right? But if you have more than that, we are going to we're going to tell those property owners if they have space uh that they they have more than 10 units, they have to get a a dumpster to service those those units. But for let's say a four unit multif family,

7:45 – 9:42Speaker 1

will they have four totes? Will they have they have four solid wast? Yes, they will. But they will only be build the property owner will only be build one charge. No, they'll be build one charge but for four units. So that will be whatever 270 times four. Okay, that was my question. Yeah, so they will be build for all the units they have. All right. Thank you. And I saw Rumpky's uh you distributed it the flyer. Um I would encourage I'm just reading online about all the questions complaints that are not unfounded because they don't have all the information. When is that information going to start going out to the residents? Next week. Next week. And we'll also be sending out stuff on social media and electronic newsletter, answering questions, and also talking about what to do with your old cans from Republic, which they've decided not to collect them. So, you can keep them if you want to, or you can put them out in the trash and put something on it saying, "Please take this. Just please discard this." So, we'll we'll go through all that uh in kind of a PR marketing effort in the next couple weeks. Okay? And if and if administration I mean I'll do it if you want but um it there's going to be a lot of questions misinformation on social media especially because this is going to be a pretty radical change I think right I hope that administration can address them quickly I I know you guys do but special time yeah we'll try to I think a lot of the answers a lot of the questions will be answered in this this stuff people are going to be getting but we'll be happy to answer any questions that come up just on the dress. Cool. Thank you, sir. I have a question. Yeah. So, um, we've had a building for like eight years has two onebedroom units. We've never had more than one recycling

9:40 – 11:39Speaker 1

container and one regular container. Fill those. So, now we're have four, right? We're going to pay for four instead of two. They never hardly fill the ones they have. Like is it why why what like why did they decide that each unit even if it's a onebedroom gets a full dumpster and a full recycling full to never done that. Yeah. Because that's what the contract calls for. It says every resident every resident of the city gets a dumpster for recycling. A dumpster a totter for recycling and a toer for um solid waste removal. Even in the scenario where he's like you have six units, you have 12 an army of totes out there. So you you want everybody to share one? I don't know. I just wonder how it arrived at that because I've never had, you know, we've always had the one garbage and the one blue um recycling thing. They're never full and they take them off and it's like I don't know. It seems like they're going to deliver. It's not a fortune. It's another 300 bucks a year, right? In property. It's just, if you recall, they also gave you the option to downsize the toers. So, there's three different sizes. They're going to supply the largest one by default, but you can get two sizes smaller than that. One/ird basically the size of the the large one if you want, but it's the price is the same. Price is the same. It's not Yeah, it's not the issue. But if space is an issue, then that would help. No, it's the price. It's also having four standing there, but it's just kind of like I realized like we never had that. Never needed it. Never, you know, Every other city does it per unit. Even if it's like a one. Yeah. Because if you don't do it, then people never have. It's like, you know, well, where's my toer? You know, so you got to do everything. I guess, you know, they don't have to use that to if they don't want to. I mean, they don't want to recycle. We don't have to use that. No, just they don't generate enough

11:34 – 13:33Speaker 1

recycling to exceed one to per two weeks or garbage for that matter or one for you know that thing has never full. But what if somebody else moves in? I can tell you my it hasn't happened in years and okay there's some real I don't Yeah. It's not real actually. It's not real. Some homes may have space limitations how many they can store. No, it's not about storage. No, it's I don't need it and it's just interesting. I wonder why we have to pay we don't need it. There's two two onebedroom apartments and it's always that way. I know we're going to have four instead of two. This should have been discussed during the the recycling. It just occurred to me. Okay. Yeah. It occurred to me this week that actually we have never had that. Well, it's just like the recycling. If you don't want to recycle, you don't have to. I will not have a choice. We will have to pay that money. It's not what I want. We had to come up with a flat rate for every residence and we decided on the option that included recycling. Um, yes, I know that. I'm saying if you have two one-bedroom apartments and you've never had more than two totes, now you're forced to have four even though nobody would ever use it. I don't know that you'd be forced. I'm sure you could call Rumpy and tell them, "Hey, not to have it, to pay for it and have it." I think I think your res if I were a resident of a twobedroom, I'd like to have my own coder for both recycling and instead of sharing with somebody, but they fill up the can for a big party. You're not going place to put it. I don't know. Maybe I have introverted client tenants. Okay. They could get smaller to no point to quickly double click into what member Ner was talking about. um in all the

13:31 – 15:27Speaker 1

disclosures and everything that we're going to be sending out to all the uh the residents, is that going to include clearly what the price is that's going to be built into their their tax bill? Yeah, we've Yeah, I think I don't know. I don't think it was in the Rumpky thing, but we can in our stuff we can. Okay. I think we've already it's already been in the newspaper NKY. So, I think it's out there, but we'll be happy. Okay. Thank you. Again, that was just the first reading. We'll have a whole month to discuss. Moving right along to order resolution. Uh, order resolution 2025-11 Romeo. Miss Klein, please. So, as you all know, we are looking at building a new public works building directly across the street from this property. Um, we need this property uh for parking and possibly a salt dome down there. The woman who owns this property used to live there. Her husband died. She moved to Cincinnati and she was interested in selling it. Um, Cassie Patterson spoke with her. They reach arrived at a price. I think it's a very fair price. Um, he has a code lean on the property because it's not been maintained. There's a trailer on this property. There's a down car on it and a lot of other stuff. We've agreed to wave that code violation. uh pay pay this to her and uh we will use this along as well as the old community garden which has now been cleaned up after today uh for parking and other ancillary uses to our public works building.

15:28 – 17:26Speaker 1

What's after today? What's that? You said after today cleaned up after today. What you say? They they cleaned up they haven't touched this property yet because we don't own it yet. But the property next door, the community garden, they cleaned up most of that today. They moved the shed over to the new garden and they cleaned out most of the uh most of the stuff that was in that garden. They got a few more things to do there, but most part most everything's been thrown away. And since this is an order resolution, not a first read, we're welcome to have discussion. Do I have a motion to accept order resolution 2025? So moved. Member judge made a movement. Do I have a second? I'll second. Second by member. Do we have any conversation? What uh line item is this going to come out of 16,000? I'm not sure. I want to talk to Jared about that, but it's not economic development. It's going to be general fund because it's part of this construction project. So, he's got a capital set aside for the project. I'm assuming that's that's where it's coming from, the capital uh destination for the public works. Okay. I just want to make sure it comes out of general fund and it is it is general fund. All right. Thank you. I just have a question. And the community garden, did you guys post that you were going to be raising it today? Uh Jared, talked to all the folks that were involved in community garden in the past. Okay. Because I've been involved in it in the past. and had a plot and worked on it and volunteered and I didn't hear anything. And they had a ton of really nice award-winning irises, huge strawberry plot, hu they had a lot of cool plants. I checked it out a couple days ago, but I was waiting for people to have their last chance of taking all that stuff and now it's gone.

17:23 – 19:23Speaker 1

It's like um I did a lot of stuff there for years. The irises are probably still there if they want to get whatever. It's just, you know, I volunteered there. I volunteered kids there. I bought a bunch of equipment for that place. So, it's like I think sometimes you can just stop gatekeeping and start putting things on that Facebook page. Like, guess what? We are raising this. If you guys want these gorgeous the strawberry patch, if you want these, you know, these gorgeous yellow irises by the million, like go get it. You know, I just think it kind of hurts when it's like I've been nice and waiting for them to like you guys want it, who wants it, who's in, who's out, who knows anything. You know what they said? You know what they're doing? And oh, you were down there yesterday. I mean, I know not everybody loves plants, but like it's kind of a killer. So, I just think you can throw it out there. There's a huge herb garden. Blah blah blah. Okay. So, I did see Irises. I didn't see any herbs really survived the winter. They did. It was fully in bloom. I was down there. I did. Someone did come in and take um the um garlic out that they had planted. So, that's that was removed. Um, but several people came and got pieces of equipment and took things from the garden. It was basically been abandoned. No one's been to the garden at all this year. Well, it's not abandoned. I mean, you bought it and they're supposed to get out and so they're not It's been abandoned even before we talked about using it. So, no one's been going to the garden that old garden at all for since when? Huh? This year. Okay. Yeah. I mean, everybody knows that the city has it and you're going to move to Susan Bears for a garden and everybody knows that but there's a lot of perennials that are in there people worked on for years and it's just sort of like maybe you don't know everybody who's been involved in the community garden and maybe you could just throw it out there on Facebook that like hey you know all that stuff that you planted like get it while the getting's good because you're going to be sad when they so if anybody's listening all the plants are still there all they took out were the wood and the dupers and things like you want your irises or anything. Okay.

19:22 – 21:19Speaker 1

Well, you didn't say that. So, it's all still there. So, they can get it if they want. They got plenty of time. We're not going to be doing anything. There's no they though. I mean, there's been a lot of people. It isn't just like Lisa Ple and whoever. Like, a lot of people have been involved in the garden. It's only the list of the people involved in the last couple years. That's all. That's all we had. So, I don't I don't know. Just throw it on Facebook. Yeah. Okay. Well, I can put that put it on Facebook. Okay. Thank you. So, you had a motion to accept, remember? Any other comments, questions, concerns, have a roll call, please? I Your eyes have it. Last on the dock for this evening would be order resolution 2025-12 Romeo Miss Klein please. So, as y'all knew, we discussed in our strategic planning session of improvements we wanted to make to Gillin Park. At top the list was pickle ball courts, but while we were at it, we looked at the basketball courts and realized they needed upgrading as well. Uh, last week or so, they've been working on the pavilions and they've got new roofs. uh doing sighting that project should end up that portion project should end up uh this week. Um and then uh we this late addition to the agenda because we just had the bids came in yesterday. We've added this. So this is a basically two items at total number

21:15 – 23:13Speaker 1

of 111,745 u and it's 75670 for excavation and construction of four pickle ball courts including the aggregate uh post footers that will have sleeves for the net posts and asphalt. And then 36,7 36,75 for repaving the existing court in including milling the uh existing asphalt by two inches, applying a t coat so the asphalt sticks to the existing remaining asphalt, installing a new uh asphalt service and line striping the courts. So the lowest and The most responsive bid was to JK Mur Paving. So this order resolution asks for your authority to move forward with this project. Is there a motion to accept order resolution 2025-12 Romeo? I make a motion to accept. Horton has made a motion. I have a second. Second. Thomas, questions, concerns. I was just curious how many um bids we actually received. We received two. The other was from Wiggler and they were higher than this bid and they did not include the item for the net post sleeves, which we wanted to do. It's more effective to do that than to cut them after the asphalt's there to do them before and do the asphalt around them. So, um it was not as responsive as the newer and it was not more expensive as well. Thank you. Were these funds um part of last year's or the current year budget or is this for next year's budget? Yeah, this is in the current year budget. I mean it's in

23:10 – 25:10Speaker 1

the this year's budget we just approved. Yeah. Yeah. These are park these are park tax funds they're paying for this. questions. Go ahead. We'll still have to provide the nets, correct? Yeah. So, there will be one more expenditure. We hire a separate company to paint the courts and install the nets. They'll install the sleeves, but they'll do the nets and then we'll have to do fencing as well. So, this is just with construction and the asphalt. And then we have other contractors to do the other two. Okay. You can do it all together, but it's cheaper. We we discovered it's cheaper that they would have added Mer could have done it, but they would added a percentage for their, you know, branding them to their contract. So, it's easier for us cheaper for us to do with individual vendors. Well, I'm glad to see the basketball courts getting redone. They needed that for a while. uh with the pickle ball courts. Do we have uh adequate camera coverage down at the park? Do we have what? Adequate camera coverage. Yes, we just installed new cameras there this past year. And so they're looking um in both directions. We Yes, we we should. Good. Because my main concern is the ongoing cost of the nets getting ripped up or right um vandalism. I know we had some vandalism in the bathrooms down there. Yeah, we have state-of-the-art cameras there, so we should have no problem. Okay. Looking watching that. Thank you. All right. So, following up on the the question about where this funds are coming from. Um, so this is all coming from the park tax funds from the current fiscal year. And then in the budget for next year, we have an additional No, no, that I miss this is in next year's budget. This is for next year's. Yeah.

25:07 – 27:06Speaker 1

Yeah. Miss Okay, that was unclear. I said the current budget. I meant the current budget we just passed. It should say the budget we just passed for next fiscal year. So that's that's in that one, not this year. Okay. So in that line item that is that fall under playground equipment or park upgrades or both? Is that window? Uh this does this fall under the category of playground equipment, park upgrades, or both? Jared was here. We would know the answer. I'm assuming park upgrades because playground equipment is a whole separate thing. We have 200,000 budget for that. Okay. Yeah. And uh the reason I bring that up is because it is slightly over the allocated amount um for that park upgrade section. Is there anything special we need to do? Well, I think that we decided Yeah, I think um the basketball court was the reason it's over. I think he that was just budgeted for the football courts itself. So, we think he said there was additional money available. So, I think we're going to have to have J can help explain that. I think we have money enough money to do it. We thought we'd cheaper for us to do it now when we had the asphalt contractor there and then bring them back have the cost associated with the second contract. Okay. Thank you. Wasn't there also some contributions from the school or was that only on the playground playground? We're splitting that 50/50. Any questions, comments, concerns regarding the ordinance? All right. I was excited to see member Horton uh jump to be the first because he's just been so passionate about this. So, good job, man. Uh so, we have a motion by member Horton to accept. Second by member Neman. We have a roll call, please. Miss Clint. Member Kelly. I I the eyes have When do you see the pickle

27:04 – 29:01Speaker 1

ball ready to play pickle ball? What's that? When do you foresee that the courts will be ready to play pickle ball? I mean, um as far as I'm concerned, this summer. Okay. Because we can do this work right away and the second contract I need to do will not uh be done until this work is done. So we could start on the work immediately and we had a pre bid meeting over there with the two contractors which bid and so they have a pretty good idea of exactly what we want to do. So I would say that this work can start almost as soon as we get a contract signed and they can slot us into their schedule and it'll be done and ready to play on like this summer. Oh I think so like Augustish I think I'm pretty sure this summer we'll have it done. That sounds good. It all depends how the other contractors come in but we can always the next big thing is the the striping the fencing. You know, that's no big deal. We can do that as time, you know, you can play with that fence for a while until we get that done. Can Can we request like a groundbreaking ceremony or something like that? What's that? Can Can we request a groundbreaking ceremon? Okay. Oh, yeah, for sure. That think Yeah, we we'll uh we'll bring in uh the local uh media. Have some fun with it because we want people to use it. You know, if they don't know it's there, it's just gonna sit idle. We're not into that. All right, moving right along on the agenda tonight. We have our department director's monthly reports. Uh we typically do ladies first, but Miss Patterson's out. I hope she's enjoying her evening. But we're go ahead with uh Chief Schaefer on the fire department. Your report, please, sir. Has my report. I apologize. I don't know why it was important to send you my 2003 roster and training schedule, but anyway, a lot of training once again. Um, runs running about average,

29:00 – 30:58Speaker 1

starting to pick up a little bit in the summer. We made 177 runs. Um, reminding everybody there is a burn ban in effect until October. So, no burn permits. Recre if you guys get calls that don't get fielded to us. Um, it is recreational fires only in a commercially purchased fire pit with a screen suppressor on top. Uh getting in that time of year where that becomes a problem. I have a question. Does the burn ban usually start June 1st? Is that when it is? May 1st. May 1st. May October. You didn't get me. Your neighbors must call. Okay. So Chief, explain though that if you have a fire pit, you can use those. This is for bigger burns, right? Yeah. That's for anything you would need for anything. outside of what you would burn in a fire pit. Okay. And like I said, it's, you know, unfortunately the city and the way things are so close, a fire, that's a fire pit has to be a commercially purchased fire pit. I know some people have some really nice fire pits in their backyard, but that doesn't cover that. Barrels don't work. So, um, uh, with that, we started our annual physicals. Uh, we did CPR for Dayton school system. We had 94 students in that. That was awesome. We've been working on some drivers training, getting our newer guys out and ready to get certifying the trucks. And then we did just hire a firefighter medic Nathan me. He started, he's done with his orientation, so he's out on the streets now. Any other questions? I'm just clarification on the burn ban one more time. The burn ban is in effect from May to October. Correct. And So that's from the EPA. So Kentucky, there's some burn bands that are from the forestry division and basically this is an EPA one. There's

30:55 – 32:55Speaker 1

certain counties do population that burn ban comes from that is an EPA violation. So this is for small purposes for pollution purposes more than trying to catch forest fires. Correct. Okay. Like if if a neighbor's burning trash wood being covered in a commercial that's going against viol violation. Well, the only thing you can burn even if you have a commercial legal fire pit, the only thing you can burn that is burn wood. You can't burn and feel free to stop by the firehouse or I can get something we get on the web page. We have a list of what's construction debris you can't burn, leaves, you can't burn. And so then once we get a call, um you know, even though everything up if we get complaints and it goes out. Thank you. Thank you, Chief. Start with fire. Let's move to police. Chief Hell, your report, please, sir. I have much to add this month. You have my monthly report. I have any questions? School's out. So, school's out. But RSRO will still be doing training. They'll be taking what they call school resource officer training in county uh and take some other training along the way. So, he's still working. In your report, you listed multiple multiple multiple stops uh stop signs. Yes. For those who do not stop at the stop signs. Yes. So, I just want to applaud your team on uh making sure that our uh our kids are getting home safe when they walk across the street. Yeah.

32:52 – 34:52Speaker 1

Like I said uh last month, we were never really a traffic town. We're dealing with other things. Uh traffic was never a big issue because we just had the avenue and and behind the flood wall. We didn't have the the main thoroughare that we have now. The cut through and uh buildings that we had that we have now. We didn't have that in the past and uh creating a lot of traffic and now we are switching our our way to more traffic enforcement and we're seeing a decline in other things. So that helps with increase in able to do that. I have a question about the blinking light up here. Is there another one that can be put right here on the corner of Barry here and Barry? the one up here in the Manhattan. It's a a flashing stoplight. Is there any way they could go is there's a people just blow through that light and a neighbor of mine suggested that we get one. I don't know how if that was easily done or if it was No, it's it's through we have nothing to do with that. It's more of a city uh city city and public work issue I guess because of the cost. They're very expensive. Okay. So, I think we go in with other cities think do a group purchase so we can cut down on the cost, but they are very expensive. Okay. That's why we That's why you only see them in certain areas of town. They're surprisingly expensive. Yeah. Yes. Very. Have your flock cameras been utilized yet? Uh the block cameras are up u utilized. We haven't really had we had uh one incident uh but we weren't able to catch anything that we were hoping to catch. Uh it was it was a minor incident but really we haven't had anything yet

34:50 – 36:49Speaker 1

kind of brag about it was really nothing. It was I'm trying to think what what the incident was. It was it was pretty minor but we were trying to See, we were able to go into the system for a make model of the vehicle and how many times making model came to town. Oh, it was the uh it was the incident of the the day of the parade. Somebody pulled out of car had to stop the truck had to stop and it had the auxiliary women inside and they had to stop suddenly all kind of all pushing them forward and it wasn't technically an accident, but They caused injury possible injury to one of the females. It went straight across down the way. The other camera was not Monday. Yeah. The other camera going out that's the Hey Chief, Chief, I think council and some residents have saw on Facebook the incident involving Liquor King and the theft in there. Can you give an update to them on that? Yes. So, uh, we had a and I I talked to the guys pretty often up there at the hotels. Um, and they try to do their best to handle it in their own way, I guess. So male went in, stole a bottle, was confronted by one of the workers. Uh the guy pushed the worker away twice, knocked him down, trying to get out. So we put it on Facebook to see if anybody recognized him. Actually, an officer from Newport recognized him. Uh and they have a system also that will assist us

36:46 – 38:46Speaker 1

in our investigation. So we do have the perpetrator in that and charges will be coming on him. So, we just got to find him. He is homeless. Kind of narrow down where he is. So, Newport's looking for him along. We were able to close that out. Did you use their camera footage there? Yes. All those cameras. Yeah, they have very good cameras. Yeah, they do. Yeah. Yes. Yeah. So, we've used that several times because that has happened a couple times on some thefts where we're able to get great photos and then we share it with the public because that's who we mainly rely on to help us close some cases. And sure enough, you know, with this one, you know, this recent case, an officer was familiar with him because he's a frequent flyer in their decided to come to our city, which now he's go to jail for that. He should have should have stayed in Newport. He should have stayed. Well, in all of the years of doing this and looking at these reports, 94 traffic stop. Yes. Kudos. Um and 50 citations. I mean, we're getting a lot of new people into town going to the restaurants, etc. And some people that just uh don't pay attention to stop signs. It's natural. So, I just had one today. Guy was right in front of me. came from Butler went right through. You know, he didn't even said he didn't even see it. I don't know how you didn't see it. The big thing in the ground that says stop sign. So, and all these citations, you know, they're not all citations. A lot of them are courtesy notices and stuff like that. Depending on the excuse for the reason, stuff like that, it is officer's discretion. It's a sight or not site, but uh we want to put it in writing. Yeah, good job. Uh the question I really had was for public knowledge. You know, you got 38 parking complaints, which is pretty much the average every month.

38:44 – 40:43Speaker 1

What, you know, puts you puts the officer in a weird situation. What is the main parking complaint? Somebody's parked in my spot or um well, actually, this is the lowest it's been in a while. I think previous months it's been up to 60 complaints a month. It's it's almost double. This it's gone down a little bit. Um usually parking in somebody's spot uh car is not moving is the biggest one. They haven't seen somebody move and they are we have a hearing uh Thursday. A lot of them are on vacation. So that's why they haven't. So that's why they appeal it. They come to us and you know if it's a legitimate reason where they've been on out of town or something like that, the vehicles haven't moved. Abandoned cars are a common one. Yeah, abandoned cars. But as you see the citation, a lot of expired tags and a lot of people don't know it. So rather us write a citation uh through the police department. Uh if you get pulled over, you know, usually expired registrations, no insurance usually goes with that. You'll get your car towed immediately and that's you're looking at hundreds of bucks compared to us just saying, "Hey, you know, you need to get it done." A lot of people don't don't do it. I just wonder I mean in our neighborhood, we really don't have parking problems. Um, but I know all throughout the city, you know, it's my parking space or Yeah. The main one that's been coming up is not moving within a reasonable amount of time. There's really no parking. You don't have you're not entitled to any parking space. It's public street. You can park anywhere you want. Understood. And so a lot of people don't understand that though. And a lot of people have more cars like per household. A lot more people are having more people in their household. So they might have five cars. So park five cars, other person got five cars. That's within two houses. So, it's going to take up half the street. So, yeah, that is an issue. But, uh, we try to help out as best we can to try to mitigate it,

40:41 – 42:39Speaker 1

tell the, uh, offender to move their vehicle. You know, it hasn't moved. You better move it or put a warning on there. Needs to be done. But that would come under parking complaints. Yes. Okay. Yeah. Usually the parking complaints listed on my list is calls coming into dispatch. Somebody actually complaining of Got. Thank you. I have a question. What intersections are the flat cameras on again? U it is in the 700 block of Fairfield. It is catching traffic coming into the city. It monitors the cars coming in and um right outside the flood wall on fourth. So it's not really a block. Right where the basketball court is, you can kind of see it. It's that three-way intersection by VO going out to Route 8. So Manhattan Four Street and Mary intersection. Any other questions? Chief Hill questions. All right. Thank you very much, sir. Good evening, Chief. Last and certainly not least, Rick Lucas, Department of Public Works. You guys here last uh council meeting, but that's all right. You're allowed one off every Memorial Day weekend. Your team did a great job. went over great of making us look wonderful on our most uh special day of the year. So, really appreciate your team. We got a lot of compliments off of but everybody showed up too. There was probably more people this year in a long time. But, uh anyway, we're still cutting grass. Um we did clean out most of the garden. We still have a little bit more

42:35 – 44:34Speaker 1

left to do. And we probably need to do a walk through the park when they're um finishing up all the touch and everything. I do want to mention that the new garden that his team done a lot of work. They put a fence along the back of it so deer and gophers can't get into get into it. You have a gate to get in. They had a water line installed and done you've done a really nice job getting that cleaned up for the people are using the new garden. Thank you. Yep. So, I mean, we're we're we're busy. I mean, there's no doubt about it. And we'll be on that other property possibly up on Sergeant Park. That's going to be challenging, but he'll be up there the last week of this month to take down the three trees and some other This is happening at Sergeant Park by the pavilion. Yep. Other than that, we're busy. Anybody got any questions? That time of year for you guys. Any questions for for the lead to hire a new employee? Is that still July the 1? Yeah, we got a couple. Hopefully, we get a few more. Anybody else? Thank you, Mr. Lucas. Have a good one. Thanks, Mayor Baker. I know it's it might be too late, but I did have two quick questions for Schaefer. Oh, uh, for Chief Schaefer. Yes, Chief. You're being called back up to the hot seat. So, uh, no, it's just that I know Memorial Day weekend has already passed, so we're in prime fireworks season. Um, I don't think you've chimed in at all on fireworks at all. So, any thoughts on

44:31 – 46:31Speaker 1

safety or any rules that you want to enforce the community or anything like that? It's there's none that I I can enforce. I mean, we have city ordinances and do they're dangerous. We live in the city and not out in the country where you can do it. We have laws. Okay. And then the the other item was uh it's eight days away. I didn't know if you wanted to plug at all the the lunch you have going on at the firehouse. Yeah, so Bellev is doing their Thank you for reminding Bellev is doing their bucket list. So on the 18th we're having lunch bunch at the firehouse from 11:30 to 1. So feel free to stop in and the fire trucks and firehouse and come visit us. What you want, Jerry? Thank you. What's that? Oh, borrow money. There you go. I thought you were going for a water or a beer. Take whatever you want, bud. All right. Anybody else have any questions for our department heads? I appreciate your guys work. Next up would be the city administrator, Mr. Faucet, with your report. I have a couple things I want to talk about. Um, one is we've been working with the Northern Kentucky Water District for several years now on water breaks on Dayton Pike. They've got a number number of old lines there. They come in, repair it. It's been a problem. We've been talking to them about replacing those lines. It looks like they're finally going to do that. So, it looks like in August they're going to come in and u replace lines. It's going to be at least a couple week project. They're going to have to shut down the road during the day when they're doing it. have to figure out how to deal with Riverfront Point and get you guys in and out of

46:28 – 48:28Speaker 1

your houses. But they will be diverting traffic probably up Chateau and down Dayton Avenue if you're going north. And then when you're going south, I don't know. They'll take you out Mary Engles or send you up to Lincoln. I'm not sure what they're going to do, but they're going to have to do something. It will be closed during the like, you know, 8 to 5 and then it'll be o they'll have it open in the evenings to allow through traffic, but it's probably going to be a couple weeks. So, could you repeat that? What lines where in Grand? It's going to be in on Dayton Pike. In Dayton Pike. Okay. Dayton Pike. Um I'm not sure exactly, but I think we'll be between uh where you guys are, River Point and Chateau. That's where the major problems have been, but they may go down. So um we that road needs to be repaved but they will pay they will help pay towards uh the cost of that because the repairs are going to make. We also have the um second phase of the of the sidewalk there. That is it's been in design is finished. It's before KYTC for environment environmental review right now. So, we're hoping that that gets approved and we can start construction of that hopefully later late this year, probably late fall. It depends on how long KYT takes. Plus, there's some easement issues that we're working through, but that we don't think that's going to be a problem. But what we'd like to do is next year once the sidewalks finished, we have the new storm water drainage put in place there, they come through and repay Dayton Pike. So, we'd like to make that a budget issue, a priority next year. So, that would be great. The new we have a new road, a new sidewalk, and new um water lines, which will not leak anymore. Hopefully, that's the plan. So, as it gets closer to uh that construction period, we'll we'll send out notices via our social media pages and also

48:26 – 50:23Speaker 1

electronic newsletters about what's going to happen. But that's they're in the process of trying to figure that out now. But, I just want to give everybody a heads up that's going to be in August. And this would just be the water mains, not the connection to the house. Well, correct. But unless you have connection those mains that replacing, you'll have to connect connect because from the curve right past Chateau up to Rose Drive, that's constantly wet there, right? Okay. Y at the same time, right? So, the problem with water lines is they're not on one side of the road. Usually, they can get on one side of the road and use a tra flag to get you back and forth. These water lines are crossing. So, it's going to be a more complicated job than often case is when you have it just on one side of the road. And what's the timeline for this? I'm sorry. I think a couple weeks after you're hearing Rick. Okay. So, um we'll probably we'll have more information, but this just came to me today. I just wanted to share it with you so people are aware of it and expect some some issues here in August. And then our construction of the sidewalk is design's done. We've got a few um issues with Eastman, but I that shouldn't be a problem. I think that will be taken care of pretty easily. What we're waiting for is KYTC's environmental review process to be completed. That's also a delayed river and commons. I think they have one person that does it for the whole state. Um, but we're hopeful that that will get approved. We can get out bids and finish

50:20 – 52:18Speaker 1

that project, start this project late late in the fall or early winter. That's the hope the project will get started this year, but could go to next year. My question really was with the work that the water company's going to be doing up there and possibly the uh gas company also, is that going to impact the design that we have? No. Okay. No, that's all in the rightway away from our our project. It's over on in the roadway actually. In the road. Yeah. Thank you. I have a comment. If you're diverting people down Dayton onto 10th is that if you're diverting people down Dayton onto 10th I can't describe I don't know why people are nuts on that corner. They may be they may be going to urban. I don't know. Okay. I don't understand. I mean I can't understand how someone's not dead. It's they go flying down go on 10 as if it's a oneway but everybody's coming up 10 and they'll come flying around that corner. It's a problem now. I don't know if you need like a mirror like would you stop but if they're probably urban would probably be a better place. I think the road is not as tight there and that's what I would recommend but yeah they're going to look at they have engineers look at all that stuff so we'll have a better idea we get closer to it. And the other thing is I want to let you know about Rump and Roll. They have signed a lease uh for the new Delhi and Bakery next to the fire house. something 624, no 524 6th Avenue. Um, and I met with the owner uh today there. They're working on the on the project. Uh, they said that they have a lot of stuff coming in. It's going to take some time. They're getting like five new refrigerator deli cases for the front of the building. They're going to be using the back of the the the kitchen space for the bakery and some other stuff. Uh, they think probably a lot of stuff's on order and they're

52:16 – 54:13Speaker 1

got a lot of work to do probably this fall uh when they open, but they are moving forward and we're very excited about having them bring that to our town. So, that's all I have. What a great restaurant selection we've got going on here in our fair city of Dayton. How many did you count, Joe? Nine. Nine. I I hate to count. You always forget one. Well, we had that I8 in Dayton a couple years ago, including the marinas, right? We have nine now. That's amazing. Y and they're all pretty busy. I know. That's great. It's uh you every time we talk to our friends, you know, outside of Dayton, why you guys you guys got something going on down there. Yes, we do. Come join Come join us. Any questions for city administrator Faucet? Yes. You sent out an email today about that truck. Do you want you got to speak up? me. I'm always you told him loud. Okay. You sent out an email today about that truck. Do you want to talk about that? I just thought I wanted you all to kind of look over it and think about it and then I thought we'd talk about it next at another meeting. So, I don't think everybody's had a chance to look at it yet. So, let's wait until next meeting. Okay. To talk about it. Is that going to be something we're going to vote on? Something what? If you want to get that truck, is that something that we would have to vote on? Uh, well, we have to do probably a budget amendment. It's not in the budget or we have to do it next year's budget. So yeah, so it's it would be it would be an amendment to the budget. It's not in the not in our budget now. So, but we don't have any numbers yet or anything like that. I just was laying it out there to explain the dilemma we have and I think we should talk about probably next meeting after everybody had a chance to look at it. Okay. I'll just say I'm already concerned. Okay. About ready. Okay. That's why I said it. Okay. Any other questions for Mr. Faucet?

54:16 – 56:15Speaker 1

Closing those out. Then the audience is allowed to address city council administration, department heads, all those things for anything you want to discuss. How about them reds? They're on a tear. Jeff Walter, 336 Riveroint Drive, Dayton, Kentucky. Hello. Welcome, Mr. Bter. who it is. So, um there are a number of recycling totes that are uh marked city of Dayton, I believe, purchased by the city of Dayton. Yep. Do those get turned back in or do they get get just treated like a Republic to Yeah, I think so. That's Republic says they're not taking any That's a That was from Republic, right? I I believe those were are are the residents to keep or return if they like. Republic's made clear they're not going to The discussion last meeting was that yes, the Republic's not coming back to take any of these things, right? And I thought these were purchased by the city. They have City of Dayton on them. Huh. They do. I It's on the side of my house. I see it. Okay. You're right. So, all right. It's a great question, Jeff. That's true. But regardless, we've been assured that Republic does not want their stuff back. Do we as a city want them back? And you get to keep them as much as you want. Republic doesn't. Does the city want theirs back? No, we don't. Okay. No. All right. That's what I want to know. Is there any action to be taken about the a thousand? Yeah. I don't think we want them back. And if you want to keep them, you can keep them. Rumpy said they would take them. If you're using them and putting them out that they would use them. Yeah. Like you're have a brand new one. No. Maybe you have a million of them. I don't know. You want them all. I don't know. She would she would take a maximum of six. She said she said that's true. But you can use them you want or you can put them in your garage or whatever you want to do with them. or you can tell um Rumpky you don't want it and they'll take it away. Uh the other thing I wanted to mention is I know you have little to no control

56:12 – 58:09Speaker 1

over the railroad. But they have done a unsightly job at whatever it is they were trying to attempt to do by clearing out some brush and and whatever. Where's that? uh at the end of Dayton Pike and then also going up to where the uh where the city dumpster is, I believe, Rick. Yeah. Seventh Street. But more than that, they've created a dangerous situation. There are little kids that live right there and now they have a clear path to the train track wide open. And it's just it's not good. And I'm really I don't even know what the purpose was. I might be able to help with a little of that. It's my understanding is that one of the lines came down back there and Duke had a hard time getting in to fix it and so some of the tree cutting was to facilitate a right away. Is that Duke? No. Was it Duke? Was it Duke? Yeah. That was when we were all down, you know, when we did when our power was out. That's for that extended time. That was where it was out. I I just at least that's what I was. It's a dangerous That's what I've been told. It's a dangerous situation. I'm just telling you right now, you got those little kids right there and it's wide open to the railroad tracks. So, this one, I'll look at it. Yeah, I'll find out too whether that was Duke or the railroad. Sounds like it might have been Duke. Okay. Thank you, Jeff. Thank you, Mr. Walter. Podium is still open. name and address. Mr. Huntley, Jerry Huntley, 585 Manhattan Boulevard. Um, just two or three quick things. One, you've pretty much discussed, we've

58:07 – 1:00:06Speaker 1

discussed before, but I was asked by the HOA to we have not got the final approval from the state. We're waiting. We're expecting to have it by now. And it's everything's everything's done. Just need them to say go. They can't see out the condos. Why? Well, that those trees will come down. There's silly for us to spin to take the trees down when they're going to come down in that construction. So, we're not and I've told I've told the developer that many times. that didn't come from anywhere anyway I know of bring him up here so we he can answer your There we go. Sure. The fireworks. They're on the top of the wall and they're shooting over top of our house. Is there anything that we can do? Is there an ordinance? Is there anything that says Chief Chief, you may want to go up here. Please, Chief, you may want to go up here, too. All right. all department heads to the I know it's not

1:00:04 – 1:02:03Speaker 1

something that they can control and sit there and watch, but I literally got the bee scared out of me last summer. I'm sitting there out on the deck and all of a sudden it comes right at the top. Bang. I know. I barely missed you. Talk to my phone chief. We have a city ordinance. I believe we adopted a couple years ago. Uh the time frame when you can shoot it, uh times a year you can shoot it. So, we need to know about it. So if you have something like like that, call the non-emergency dispatch number. Uh 859 292 3622 859 859 292 3622. That is the non-emergency dispatch number. So we can't do anything about it a day later, an hour later or something like that. You got to call exactly when it happens so we can try to narrow it down. I think there's some I think I haven't seen the ordinance for a while, but some limitations on where you can shoot it. Also, where you can't shoot at other houses and things like that? It's very detailed. Is all that on the website? Yeah, it's Yeah, and we can we we should probably post something on that um on our Facebook. I'll post something this week. Yeah, because if you see there's a tent that just went up I guess at Li King and they're going to be selling fireworks. They have a license to do that. So they're legit. They do have a license to do that, but maybe a reminder to the citizens of Y is up. I I'll I'll kind of summarize the ordinance so people know what the rules are so they're not surprised. I can You want me to do it right, Jay? You want me to do it right now? City Attorney Edmonson has an a reading he'd like to read. I mean, you want you want to go ahead about it? That's great. Um, no fireworks shall be ignited, exploded, or detonated within the city between the hours of 12 midnight and

1:02:01 – 1:04:01Speaker 1

9:00 a.m. Good luck with that. With the exception of January 1st when no fireworks uh shall be ignited, exploded, or detonated within the city between the hours of 1:00 a.m. and 9. That's the hours. So, um, the chief's right. We have to be able to witness the firework. It's a I I had I tried I tried one of these cases a couple years ago and it was impossible. It was like it was a we didn't know what to do because I was just hoping we could put out some kind of public announcement or whatever. Just to be smart if they would go up the hill out in this nobody would care. But when it comes right over you and goes it scares you. We have that in every neighborhood. Sure. And Belleview has it and Newport has it. And we had a house fire a couple years ago on Fourth Street because of fireworks from neighbors that were firing it off. Gotcha. Okay. So, it's not just a Manhattan Harbor. I understand. No, I truly understand. And I'm not trying to be critical or anything like that. Just if we can make a public announcement. But here's here's the good news. Yeah. I don't know what that was. But here's the good news. It is a misdemeanor. So, Someone could theoretically go to jail for for a firework past the the hours, right? Okay. What are you in for? Bottle rockets. You sick man. The only other thing and I've talked to um both Mr. Baker, Mr. faucet about and I have not had a chance to talk to chief about it, but I have talked to several of the officers about making Manhattan Harbor no parking on the south side, which is the eastbound side, and only have parking on the westbound side because I have personally the house side. I have personally witnessed

1:03:58 – 1:05:57Speaker 1

multiple people waiting, coming around and not seeing the second car and it's been very close. Yeah, we talked about that. It might be. We're looking at that right now. Also, the core of engineers says they'll allow people to park on that levy. Sometimes when they go there, they park up on the levy, which is not allowed either. So, it might be a good reason to keep parking limited to just the north side of the street. Okay. But we are we're in the process looking through that. I want to talk to Mike Jagger, our city engineer, about that as well. Yep. And I definitely appreciate Rick and everybody getting all the stuff and keeping it clean. It looks like it got sprayed and stuff down there. So, greatly appreciate all that. Kudos. Thank you. Thanks, sir. Anybody else? All right. I guess we're doing a good job closing out the audience comments. Next up on the agenda be new business. Any council like to address administration with new business? How about really old business? I'll wait. I mean to what? Well, I to Jerry's point about the parking. Um I I like the striping that they did down by the marina to encourage parking only on one side. Yeah, we do need signs on the levey side to say no parking here. Um I guess it was last I don't know when it was. I requested that a a crosswalk painting be done from the street steps over to the sidewalk there. Um, was there a cost estimate on that or I thought they were going to do it the same time they did that striping down and we working with South Bank. They're going to put new railings on those on those um stairs, too. So, great. We're hoping maybe to do that in the new the new fiscal year coming up in July. So,

1:05:54 – 1:07:53Speaker 1

um Rick actually has a painting machine that we we purchased for that purpose. I think we could do that. Try it out there. I mean, it won't be as good as the thermal seal, but that's very expensive. So, I think we do need a crosswalk there so people know that that is a pedestrian way. But we are going to we're also talking about at the end of on the other side of that steps, you go up from Manhattan Boulevard, you hit the trail and then you another steps going down. We are doing a survey now so we can put a sidewalk down there to connect it uh to what is that placement? I think it's the bottom of Maine. Maine main street, right? Main Street. And so that's underway. Mike Gagar has got his team getting ready to survey that. So we make sure we put the sidewalk on our property and not and not the the property down there on. So yeah. So that's that probably will be stuff that will happening in the new fiscal year. It's just with the number of people you see walking the flood wall. Oh yeah. It's only from both sides of the flood wall. Uh but especially for the uh two apartment complexes down there, that's 6 800 people. Um and I always see them trying to cross there. And if you had a crosswalk there, it might also slow traffic somewhat. So Mike Gagger, um we submitted last Friday an application to redo the top of that trail is a third year doing it. and um it's been submitted, but he showed me a photo shot from the OKI meeting that there is $18 million in projects and only $9 million in funding available. So, let's hope we one of the projects that gets that so we can improve the top top part of that trail. But, um we are going to make improvements regardless because we're working with South Bank and they're going to put new benches and new um garbage cans and other amenities up there regardless of whether we get money for the trail. But so we will be some improvements regardless, but

1:07:51 – 1:09:05Speaker 1

hopefully we'll get the okay grant that we've been waiting for for about three years now. That' be great. This is a great place to walk, walk your dog, shoot off fireworks. Great view from up there. Watch. Watch pickle ball. Yeah. I did want to make a comment about the final Friday. I know that the last Final Friday was canceled because of the rain, but this one coming up is going to be opportunity for Dayton to show off a little bit. Got a great band. I'll be DJing early for the band and after the band. So, I mean, be a great chance for all of us to support each other in that day. Who's the band? Not Johnny. Johnny. Johnny. No, it's not Johnny. Not Johnny. Should be a great night for our restaurants, too, because they have a big following. Yep, they do. It's a great band. And uh a good night. Any other new business? All right. Do I have a motion to adjurnn? So moved. Ner's made a motion. I have a second. Second. I heard me Kelly. We do ladies first. So all in favor? I. Any nays?
