okay i have none no one else has any so we'll now move on to 4b communications and staff reports um yes we have three communications i just want to bring up a note and they're all kind of related a number of grant applications that people are putting in for funding do not necessarily need us to need for them to to indicate compliance or support for their grant application from the Dauphin County Planning Commission. However, the way they write their requirements now that they have to notify us. So we've got three of those notifications and I'll just bring those up and we don't have to do any action or anything like that. But in order for getting on the record, one is a Pembroke borough is going to be looking at phase one improvements for the Pembroke Community Park. The second one is the Borough of High Spire notified us of their application for High Spire Borough Memorial Park improvements phase two. And then also as the Pennsylvania Department of Conservation and Natural Resources asking for funding from another for from the DCNR, and so they're applying to Bureau of Forestry is looking for Weiser. Weiser. Weiser Forest District. They're looking to construct 13 miles of shared use non-motorized trail on Greenland State Forest Track. Actually, and later on, you'll see there's a consistency letter that they asked for that as well. But again, there is those three. I've duly noted.

I'll take that. Start with transportation planning stuff. The main thing right now, we are as of Friday in our public comment period for the update to the transportation improvement program or what you'll often hear me refer to as the tips or the The TIP is the four year construction program of all federal and state funded projects in the region. We update it every two years. So this is our, we're kind of at the tail end of the process. For 30 days we have, we will be accepting public comments. Tomorrow we actually have two what we call virtual public information sessions. They're essentially Zoom meetings where I'll go through an interactive story map that kind of lays out some of the basics of the TIP and how we develop it and then what projects are included. So there's one tomorrow at 2 p.m. and one tomorrow at 6 p.m. Then we provide those recordings then we'll provide those recordings for people to watch at their own time and then they submit public comments um uh to brian snyder on our transportation planner on our staff and then that's just all part of the process that'll get adopted uh anticipated to be adopted in june by the hats committees uh elsewhere in transportation planning we are working on um Late last year, we were notified that we were awarded a $500,000 grant for additional safety planning for some locations that were identified in our safety study for hats that we adopted in September of 2024. So we're getting consultants on board for that and that should start kind of later this summer into the fall. We finished our electric vehicle infrastructure priority, community determination through HATS as a part of PennDOT's NEVI program. So we'll be submitting that to PennDOT and they'll be releasing an application around for our region for or it's essentially private support or public support for private electric vehicle charging infrastructure investments. I'll save all the stuff for Dolphin in case, do you want to do that now?

Yeah, I mean, I think that's it. Just in terms of the, Our regional program, the RGMP is continuing. We're doing outreach right now. Lindsey Greer, our regional planner, is heading that up. We've done a number of focus groups. I think we have a couple left. The people that we weren't able to get into focus groups, we're having one-on-one conversations with. And then we'll be getting our GIS analysis, kind of the technical side of the evaluation, the analysis. So hoping to have some results for that probably later this summer. Yeah. Are there any questions or any specific things in the progress report that you have a question on?

Well, Tanner's run, I think, is still being coordinated between the two municipalities. I know that Millersburg Borough has joined the REP program in particular for trying to seek funding through our program, writing grants and things like that. I know that there had been some action between talking about that one property, trying to was a contractor the contractor backed out and then somebody else was trying to get in there or looking to see about getting we're talking about the really crazy screwed up property well the one that has all the all the damage with the house that's about to fall in and correct yeah so i think they're still uh stable from what i understand uh but whether or not there's any kind of movement i think it's just a matter of finding contractors and finding money and so praying that the next storm doesn't occur very soon. Right. And then, like I said, I know that Alexa from our staff has already started talking about them for filing for the next Storm Greener grants and some of the other things for Millersburg for trying to see.

But again, I can't speak for certain. I know, Chris, you're no longer on board with the governing end of things, but have you heard any more of what's happened up there since?

To the best of my knowledge, I believe digging should start soon on just opening the channel, which is what we were trying to get done last fall. I think they've found a contractor and Um, the digging is supposed to happen for that. Um, beyond that, I think, um, to your point, Jerry, I think upper packs and townships trying to work on a plan to, um, reroute the storm sewers so that it kind of goes along the street and down the driveway of the, uh, property in question instead of underneath kind of the corner. of the garage area that would have to be taken down. And so I don't know where that's at in their process, but I think they're investigating that. And then of course the funding for any of it, I think is kind of up in the air at this point.

I'll do one other thing. I just wanted to mention, I forgot. We did release our data center model ordinance middle of last month. So that has been released to the municipalities. I know we're already seeing things are changing so fast with that. I think you're going to see us, you know, certainly not on a monthly basis or anything updating that, but we'll be making small tweaks to that as more you know, somebody else figures out some way to, you know, we're still coming up with things that we want to regulate through that, not inventing them, but seeing new impacts from these data centers, and trying to, you know, kind of collectively address how we can how we can best not regulate, but manage and mitigate some of the impacts while still allowing and facilitating the economic growth and benefit that they can provide. So you'll see us continue to an iterative process in keeping that ordinance specifically updated and fresh.

Thank you. I think these data centers are a classic example of how private property advocates like myself, private property rights advocates, they really don't like regulation. You were looking for another word because it's a bad word. On the other hand, these data centers have such a huge ripple effect. to say we're not going to have a special ordinance for this, and we're going to stick our head in a hole in the ground and pretend it's not happening. I will just mention one thing. We weren't really going to talk about the Dafa County comp plan itself, but to let you know that the We're still awaiting whether or not the state grant is out there. We're going to get funded through that, through the MAPS grant. They have not made their announcement. They usually make it at the end of April, sometime early May. We've asked for $75,000 there. We have not gotten official notice from the gaming grant. However, we did get kind of a same notice that pretty much everybody else did.

We were included in the motion. but we haven't gotten the paperwork and everything there yet. So we did, from what the motion said and what was on the paper, we got $75,000, which would go a long way towards what we were looking at spending for the outreach. Well, we've been kind of doing some of the outreach, just sort of trying to get some things moving forward. We were at the Wetlands Festival this last week, And we had a very nice turnout in terms of people coming by our booth and giving us their opinion on what they think is some of the best things of Dauphin County, because we try to, in the first part of our outreach, we're asking them what are their strengths. We will get to the question of what are things they need to improve on. Opportunities. Yeah, opportunities. It's pretty positive. right we will do that in a different format other than being at a nice place where people are bringing their dogs to walk the park type of thing but but we do have a couple things already planned we're going to be going up to the ned smith center for uh in june for a thing we we're also looking at a possibility of something in lower sotera Although I'm not sure that's going to fall through or come through, but we're looking at maybe one or two more. We're looking at having something here down in Strawberry Square during a lunchtime. so that we probably want to have four different events where we're asking people what are, and it's a simple thing, it's just asking what is your favorite place in Dauphin County that's giving us the impression of where people think is valuable. I mean, at this last event, we got people showing us their fishing spots, but we got a lot of people showing us things that were really, truly valuable to them. taking that input, whether it's their community, their home, their favorite park, things like that. And the idea is those are our strengths and those are what we want to make sure that we don't mess up. Later on, we'll figure out what's wrong and try and figure out what they think. I'm sure that list is really long. Well, everybody has a complaint, but everybody has things that they like. Good. I'm glad to hear that. Like I said, we're doing that part and we're going to be putting together. We started the list of people who will be on the steering committee, of course, by anybody being on the planning commission will be on that steering committee. But we're looking at also kind of having a subgroup of the professional planners helping out. And again, a lot of it depends on how much money we're going to get for the rest of the outreach and how much we're going to be able to do. But we won't start that until we know what our real budget is going to be. It put us back a couple of months, not knowing, but we'll get it all done by the end of next year. Thank you, guys. There is nothing much, you know, a lot of things we've got. You'll see the wetlands vessels there, a number of night meetings, and a couple of things happening with Susquehanna Township. And you'll see that there's a rezoning that's probably will pop up for that. But that's nothing above and beyond what we normally do.

Well, and I would just like to point out for anybody who's new to this process, You go down the local planning assistance report, you'll see night meeting, night meeting, night meeting, night meeting, night meeting and so on. These are meetings at night that the staff go to instead of going home to their families for dinner. And staff like Jerry have been a long time and others who have been here even longer than Jerry have spent a tremendous amount of their evenings uh with uh with with people in you know northern dauphin county instead of enjoying a family dinner at home i just want to say again thank you to the staff for doing all these night meetings it's much appreciated i've got passes to northern dauphin that they give me so not everybody gets those i've got like four of them now i don't know i guess you know they forget to give it to me or i haven't been pressing them i'm not sure yet all right any committee reports hearing none we'll go to five new business subdivision land development matters number one review and comments on uh 12 uh plans um in terms of uh something to note there uh the uh

in uh in swatera township there is uh there's a new wild walk coming into town um yes that's it yeah it's it's small scale because it's less than 10 000 square feet That'll be coming forward in terms of the review at the Sawyer Tire Townships. It's right next to the bank building. It's kind of slicing off a piece up front. They've been back and forth with the HOP and how to readjust that. They're going to be changing the entrance and things like that. Next one I think shows you where it is.

There's one lot consolidation plan within Harrisburg that's happening for multifamily housing. 13th street um you can see that they consolidate a number of lots and put them together and that it's a former printing press or something like that that's going to be converted into 12 units is this up by state street i think it is okay and then they're going to be putting a parking lot and some stormwater facilities I'm trying to think what other ones we saw.

So the line goes right through their porch, and that's the only access out of that building. So each time you come out of that building, you're actually technically trespassing on your neighbor. What does the neighbor have to say about that? Neighbor doesn't know. They submitted this plan, and that was my comment. Well, Bob, you've got your work to do.

It also gives a little bit of a description of it. We try to identify what we see as the waivers or variances or anything like that. And then then what we do is we make comments and our comments are usually over the shoulder kind of type of things, depending on what municipality we're working with. We either give them a little bit more if they ask for a little more, depending on what their staff owe. But mainly, we're looking at whether or not there's good planning happening. And then we give a kind of summary of what we think is good planning things to issues or to look at. If there's a case of a regional impact, they may not have thought of transportation, sidewalks, or anything like that. That's what we would try and also highlight. So where do we do under the MPC? We cannot tell them no, except for in the plans, the areas that we have the approvals, but these are just, it's advised it's advised. It's another set of eyes that they have. Right. Okay.

Yeah, you know, as we have done in the past couple of months, there was the case of Millersburg itself is, you know, that the Midpen Bank had some things with their zoning or their consolidation of the lots to get ready for this. And this plan is now actually the building of the new building that they're looking to do. This is a land, there is some subdivision provisions where they're moving lot lines around, but also the main thing is the actual plan itself development. You'll see included in the packet was a couple of their letters indicating what they're looking to do. Also, some of the things that they're looking at in terms of waivers that they'll be asking for. The one is two things. The main is that well typically in the plan for waivers is the provision of only providing a having preliminary and final subdivision plan at the same time and then the second thing again is the stormwater matter and that's uh we'll be talking with the borough about that as we did last meeting If you recall, there was the issue about HOP whenever they brought it up. From our understanding, the applicant has met with PennDOT and talked to PennDOT, and they have discovered there is an existing HOP for that. So it's just going to be a modification of it, not have to worry about granting the waiver and not having to have it.

Yeah, Susquehanna has received an application for amendment to their ordinance. They're looking to have a Linglestown Road overlay district which six parcels along Lichtenstadt Road. It's currently R1 and it abuts their business office residential. It basically would maintain the R1 zoning while allowing for additional commercial office, public utility, institutional recreational uses, as well as the residential use type of thing.

So the review we did was so at this point we're just making comments on it. We're not recommending or either recommending for approval or denial. You know, there's some validity to having that area being a commercial corridor type of thing. However, one of the things that we want to make sure that it's all within their plans of what they see is for the Lingolstown Road. Also, there's some questions on making sure that they would have the connectivity with the pedestrian and other access points. and such and there's not really anything addressed in that district for that and then also to or the traffic impacts beforehand that has not been presented as well so so it's a you know it has some merit but however at this point we're thinking they may need to look at it a little bit more in depth before they make a decision didn't susquehanna township do some more creative zoning closer to front street they did actually they did quite a bit on front street they kind of have a more like town vision ordinary kind of entrance type of thing into it right kind of coordinating the uh all the way up and down and towards the city and things like that so they they have done quite a bit within their comprehensive plan uh I'm not sure if they've talked about this area per se in their plan right to give you know like a calling out type of thing this is a part of that lingo's town forward okay Thank you. So those are our comments. We're just making comments, no formal up or down.

He could ask for variances on a number of different properties, but it makes sense just to have an overall consistent across the board type of thing. So we find this is kind of a

All right. The first one is, uh, We have so many of these because the timeframe for grant applications is coming in and coming, like, either at the end of the month or such. And in some cases, we've actually taken some administrative action to refer, as I mentioned, those letters in the beginning. But the first one is Middletown Borough, Swatera Crossings Park Phase 2 is asking for funding for a grant application for $600,000 for improvement of the park. The park improvement is a lot of things. The Londonderry Township is similar. Another Sunset Park, large playground replacement. Again, another large improvement project. They're looking at $250,000, and it's, again, mostly equipment and some other kind of amenities, such as a site development plan for the remaining area. The third one is Harrisburg City Riverfront Park green stormwater infrastructure. We have done some things with this with Capital Region Water. While Capital Region Water is doing some improvements to their storm lines and storm separation. The city is putting in for a $250,000 grant application after it's done to provide amenities such as furnishing, lighting and such to associate it after the construction of the work is done on the infrastructure. The City Island Master Plan, again, this is another application by the city. They're looking for $250,000 to do a study for the overall enhancement of City Island. The next one is Rattling Creek Shared Use Trail Development at Wiser State Park. Again, this is, they're looking at improving trails, improving bikeway access. They're looking at improving it with the Susquehanna Area Mountain Bike Association. And they're looking at improving something, approximately 19 miles of track and also 13.1 miles of additional improvements that maybe we'll use for equestrian activities. Then the Division of Street Safety.

This is actually a grant application to actually a federal discretionary grant program called the SS4A program that's We develop, we did our regional safety action plan, and it made everybody in our region eligible for these implementation funds. So they're, they're going after it for multimodal improvements on division street from 7th down to front street that they've been throwing a lot of. This is a number of applications have been. these improvements. So hopefully they'll get they'll get one of these. I do know that these implementation grants are very competitive. So I'm hopeful they've certainly done their legwork on that.
