Dear Commissioners, On August 18th, an executive session was held on the basis of discussions, business matters, county finance, and current cases. On July 26, 2022, outside of the Board of Commissioners' minutes and the purchase order packet, there are 25 things on the Board's agenda today. A Public Safety Carrier, an Engineering Work Order for digging near the Judicial Center, two risk management certificates, two parks and recreation certificates, one veterans' affairs certificate, eight treasurer's office certificates, four human service certificates, five parks and recreation certificates, and a training pocket. Today, the Human Services Department is with us with the success of the Dolphin County Cultural Festival and the update on the opioid prevention grants. Finally, after the presentation held by the nationwide representatives last week on their deferred compensation proposal, there is a presentation from the Retirement Collaborative this week on the same issue. Our cycle starts every October. We are happy to submit 30 programs for your application as the Opioid Remediation Grant in 2026. This cycle will be an economic year from July 26 to June 30, 2027. So, we are willing to respond to any questions regarding the 30 programs that have been selected. Next in the agenda is Steven Hetrick's Deferred Compensation Plan proposal from Retirement Collaborative. Stephen Suprabhadam Suprabhadam, thank you. I've been told that I have about 5 minutes. So, I'll take care of it. Your presence is our complete guidance and support. So, instead of making it happen, let me take some time to tell you the three things that I think are most important to your decision. First, Avalokanam has been completed. The budget and finance director of the county, RFP Samarpanangal, made an announcement and made an agreement. The Voluntary Employee Benefits Committee, VEC, made an announcement and made an agreement with us. This committee was formed for the benefit of the people and to prevent vendors from entering the country. We work with them for three months, so they know about our plans and our activities. The introduction will affect in two ways. This is favourable. The job is good. If it is bad, it is reprehensible. If we are talking about the committee's freedom, I have not tried to convince any VBC or any commissioner or any living person who I work with. VBC members and finance directors have their own money in the plan. That is why the decisions in the plan affect them personally. This is the second unanimous vote. Before the commission came forward, the committee had approved this design in 2024. Secondly, our fees are 25 basis points. At the same time, there are 17 basis points for other similar facilities. That is a real start. Similar facilities provide students with education for a total of three days a year. We count from 44 to 60 days. Each of them has a special price at the benchmark level. These services will cost about 90 to 100 basis points. As far as a living person is concerned, a person who can connect directly without a phone menu, unlimited views, a face of an exit when leaving a job, and a discussion on personal planning, websites, and social and financial services. By creating a plan that we would like to join, we have been working with Jeevanakkar for 23 years. Both parties have transferred approximately $900,000 to PCAs. Another $500,000 has been raised in these meetings, but that is not certain. We do not have to pay the service fees to the parties who manage their own PCAs with approximately $1,500,000. This did not come through the official announcement of Jeevanakkar. This happened through personal conversations that took place in a very short period of time. When the PCR balance reaches 9 million, our total administrative fees will be reduced to approximately 19.5 basis points. This is on the basis of a guarantee. If personal services change to PCS and the demand for services within the core fund line decreases, our fees should also decrease accordingly. At the end of the term, we will review it. So, we are proposing to approve the VEC-appointed Hrishwakala Charter. This will last until the end of 2028, and a new RFP will be issued at the beginning of 2028. This is a review, not a long-term proposal. This will help the county to measure three things using real data instead of expectations. Whether the brokerage migration plan fee is reduced, how much time is spent on employment, whether the education system is improved, or whether the county is stuck in this, these are the things. Under Open Architecture, the instructor can be changed without blackout. Record Keeper, Trustee, Fundaline, etc. can be stopped.
