An executive session was held on Tuesday, April 21st to obtain the advice of legal counsel regarding economic development funding, public safety, personnel matters, and active or pending litigation. Good morning. I have no changes to the investment report. We just want to note here we did have some changes to our rates. So F&M trust is going to be 3.83 percent apr i'm at first national bank is 3.8 apr those are both guaranteed excuse me through the end of june um these are as i had our quarterly meeting three plus one some of the highest that they've seen all their clients so we're positioned well for the next three months and we'll see what comes of that i'm not listed here but i do want to to mention that our concentration account or our operating accounts as we have sweep with M&T is at three point three six five percent which is quite a bit lower but based on all the other services and fraud services that we have on these is a fantastic rate considering what getting from our banking partners there's also no changes to the purchase order packet that is ready for your

4:18 – 4:41Speaker 7

Any questions for Mr. Davis? I just want to commend him on his work continuously to attempt to try to find through plus one in the relationship the best interest rates to shop them around and to ensure that every money and dollar that we make in revenue and concentration account is one less in tax revenue that we have to place in order to make it up. So thank you for your diligence in that regard.

5:28 – 6:18Speaker 7

Just briefly, I want to just thank and acknowledge the Singer's Lounge and Miss Harris Smallwood for their 10th anniversary celebration, which happened at a new location downtown, which was a phenomenal tribute. I know over the past year it was extraordinarily difficult with much loss for the Singer's Lounge, but I think... Both the slideshow, the level of performances, and the performers that were the inspiration for the evening really allowed for this to be an incredible show. And it's a wonderful group that has continued to provide for 10 years straight consistently the level of entertainment and talent that this region boasts of. I just want to congratulate them on their 10th anniversary. Thank you. Commissioner Crease?

6:19Speaker 6

The only comment I have today is that we have prison board today at 1.30 p.m. Thank you.

6:25 – 7:56Speaker 8

I had the privilege of going to the YMCA Youth and Government. For those unfamiliar, over the weekend we had hundreds of high schoolers from across the Commonwealth come in and do – there's two different sides. There's judicial side and legislative side, and they basically do mock government. And my daughter's actually part of the program she was in the judicial side and it was great to be there with them and present a proclamation for all the amazing work that the YMCA is doing through youth and government and i also had the opportunity along with commissioner hartwick to present a proclamation for the 10 years of the singers lounge what a great legacy they have and that they continue to build on and thankful to see them at our new venue right here downtown capital city music hall i think it's an amazing venue and a great opportunity to see that continue to thrive um after this we're heading or at least i'm heading to coronet park which is a new park right across the street that's opening up assuming rain holds off i believe it was going to be an outdoor press conference just to cut the ribbon for that and looking forward to having what they're calling a pocket park right here downtown an opportunity for people to have events and to do things right here in the downtown With that, I see no correspondence before us. General public participation, just a reminder, it's a three-minute time limit, and you'll need to state your name prior to speaking. And it is being livestreamed. Antonio Foster.

8:17 – 8:49Speaker 1

How y'all doing? Antonio Foster, 594 Chambers Street. I want to start out by saying last time, Commissioner Douglas, when I left, you said that you have no influence or no decision on the decision making that the judge makes. Those were your words when I was leaving, correct?

8:49Speaker 8

The courts are independent.

8:50 – 11:26Speaker 1

Yes, I would like to go against that by saying, and I think you would also see otherwise, just by, you know, your co-commissioner having three DUIs by getting the charges dropped or getting the ARD, which is a first-timers program. But I'm not even about to get into that today. I have a whole other route that I'm going to take. I just wanted to correct that because I felt like after me speaking about my child, that wasn't a great comeback. But I posted a video on my Facebook. Tom Connolly has been my wingman unknowingly. When it comes down to what he said, especially about Commissioner Hartwick doing the wrong things to keep power, playing with votes and things of that nature, when it comes down to Swat Air, the video that I posted, would be of cars that Antoine Neal has been driving around the city selling drugs in. Do I really care about it? No, I'm speaking this way because these are all that played with me, played with my life and have been playing with my children. And for that, I will show the type of father that I can be, because I'm going to speak up about mine. I'm playing with my health, and I'm going to get into that also. But when it comes down to SWAT Air, the video was there. The cars, I'm sure they have went down to DMV and switch plates, because I already know how this goes. But it doesn't matter. The public knows the cars, and they will see them, so they will know that I am not lying. So with that being said, you know, it's just been too much going on with the Swatter Township Police, along with me calling the cops about a hoe being cut in my house from the house next door, and them saying that it is okay. I don't see how somebody cutting a hole that leads all the way to the place that I stay is okay when I call the cops. Along with my neighbors going in my mailbox and it being on camera and then Verizon coming and switching, I would say switch the cameras. I kind of posted that. It was all on Facebook. I don't understand why somebody says they caught somebody going in the mailbox on a camera and nobody gets the camera. Also from the break-ins into my house, That's why the police just feels like they don't have to get the camera. Why? I wonder why. But we're going to be getting into that. We'll be getting deep into all of these things as I go on. Thank you. I'm grateful for the three minutes.

11:26 – 11:39Speaker 8

Thank you, Mr. Foster. Anyone else for public comment? Seeing none, I'll entertain a motion for adjournment. Seconded by Commissioner Hartwick. Seconded by Commissioner Priest. All in favor? Aye. We're adjourned.
