Bye, sir.
Get out of the way.

Eleven people present? We now come to the call by Father John from St. Paul's Catholic Church, followed by the oath of loyalty, led by City Councilor Cooper. Please raise your hands.
Excuse me.
A reading from the letter of the Holy Apostle Paul to the Romans. Any short written reading? Oh, what a depth of the richness of wisdom and the knowledge of God! How inexplicable his decisions are and how inexplicable his ways are! Ihm sei Ehre in Ewigkeit. Amen. Wort des Herrn. Dank sei Gott.
I pledge allegiance to the flag of the United States of America and to the republic for which it stands, a nation under God, with justice for all.
Thank you, Father. We would like to hear news from the church or things that happened recently or that are coming up.
Thank you, mayor. It's nice to be here with you again. And to the city council here, thank you for the invitation. By the way, the reading I just presented comes from the coming Sunday readings in the church.
That's why I have a few things here locally that are currently in place.
We have probably heard that the five Catholic churches in Vermillion County, two here in Danville, are planned to merge on July 1st next year. Four locations remain open and functional, but they then act as a unit with four locations. So that's coming to us. We all have to adjust to that. And the good thing is that it brings people together more. Also one of the things we do specifically at St. Paul's, where I am, and also at the Schlummern school. But the Hello App is something that we advertise. Advertise. It is number one. You can search for it on your smartphone or download it. It is free. You can pay for further content. But it is the leading Catholic app or the leading prayer app. There are many good prayers, writings, various podcasts and videos and videos. So it's something you should look at. It's something I promote in the church. And in the church part, you can log in as a church community and pray for each other and for your own concerns. And you can see which members have registered there as members of the church. So that's something we're currently learning and developing. And people seem to like it. So that's a good thing. Besides, Another thing, I brought my little one with me so you don't think, I'm just sitting around and reading nothing. Just so you know, I just finished reading the new encyclopedia of the Pope about artificial intelligence. It's interesting, the title is Magnificent Humanity. You can look for it or I can get you a copy. But it's interesting that he talks about computers and technology, but his title is about humanity. I think it's a nice reminder that humanity, the people, that's the most important thing we do as a church and even as a government organ. We first take care of the people and then technology can help us. That's wonderful. Good technology can help, but we are concerned and focused on being human. I think it's good. Surprised that an old man who lives in Rome knows something about computers. But it's a good reading. Again, thank you very much for the invitation. It's nice to be with you tonight.
Thank you, Father.
Thank you. I would now like to make a request to approve the electronic participation of Alderman O'Kaine according to section 31.40. B2C. Is there a request? The application was submitted and supported. Is this a discussion or a debate?
Everyone who is for it, please confess through the word yes. Yes. Is there an opposition? The same sign. We also have the protocol of the session of August 4th. Is there an application for approval? I apply. We support.
The application was submitted and supported. Is this a discussion or a debate? Since this is not the case, everyone who is for it, please confess through the word yes. The same sign. Thank you. We also have the agenda for tonight. Is there an application for approval of the agenda? Subtitles by the Amara.org community All right. There were no preconditions for information points. I just want to thank everyone for the great events we had in the last few weeks in the congregation. There was a lot to do for the people and a lot of things that brought us all together. I am very happy about that. And I would also like to thank the public services and everyone for their hard work during the storm. It was, it was hard. It was a challenge. Even some of the new flood protection measures that we have carried out were overloaded because we got so much water in such a short time. But I just want to thank you for keeping everything free and keeping us on the right track. So thank you. Thank you for all that.
Ms. Protokollführerin, is there any petition, message or comment from the audience at this time?
When I call your name, please come up to the podium. You have three minutes to speak.
Carol Hogue. Good evening. I would like to encourage the council members to act in the same way as our Schatzmeister. Thank you, Mrs. Gniewie. Brenda Brown. To the mayor and the council, I stand before you again and ask for the same, that the position of the mayor remains an elected one instead of a named position. Again, I think that this is very important. It's up to the people. And just as a reminder, last week I suggested this expressly and I received no feedback from anyone. I don't know if the mayor or someone else should contact me. But there were many questions about this special topic at the end of the session last week. And I sat here and listened and made it clear that one of the defendants appears to answer questions that they might have regarding the comparison, because I'm not sure if everyone understands him and knows what all belongs to him. By the way, I was there at the very first session when she started, because it wasn't just the defendants, it was the people, the community of Danville, who were involved. I was there and that's why I know how important it is that we keep this position as a chosen and not as a named position. But we have one of the plaintiffs who is interested in coming to Danville to help you with any questions and concerns you may have. So I would like to emphasize once again that the city may take a few hours on a Saturday morning or whatever is convenient for the council to get clear and good information about why this comparison came about, why it is now a federal document and why it was used to change the government of the city of Danville. And I would like to leave it at that. Thank you.
Thank you, kind lady.
PJ Born. Yes, I'm back. I'm PJ and I brought evidence for the protocol with which we can submit a petition. But let me first say that if I look at the agenda for tonight, I still can't see where the name change is on the obligation list. So that means that every time I come, I was lied to. Because if it were true, she would be treated and she wasn't. In addition, I consider the fact that I have 220 or more signatures on change.org. I also started another paper petition today. And in just 30 minutes I collected 17 signatures, one of them from my neighbor in Vermillion Street, whose entrance would be affected by M. I ask again, what do the other entrances to the addresses in Vermillion Street have to do with me changing the name of the street I live in? If you have allowed it, and you have, because it happened to a gentleman or doctor, whoever it was, Harding, then the same thing can be treated. Well, I also have the regulation that I read to you last week and that is according to 157.4 the change of the street name. It says that you can have 66% of the signatures. So I started the second petition. Once again, there is no reason why my street should not be renamed. I am the only person on this street. And so that it is taken into account, those of you who are listening to me now, both here in the room and outside, can also sign this petition. Because I am, as I said, the only person on this street. I have no reason to ask anyone else on this street. There is no one there except me who could not ask. I have all the documents of the city that say that the name of the street can be changed. And since I have these documents, I see no reason why it should not happen. So I propose this to the council again and hope that I will find out the truth and that they will recognize the facts, rules and regulations of Vermillion County in this situation to allow me to rename my street. Once again, I am the only person there. There is no reason not to rename the street. And for those who fear to open a house without a floor, there are no problems there. I thank you once again for listening to me and accepting the matter, as I have always demanded, for two years and will continue to do so and will continue to do so. Thank you very much.
Thank you very much, dear lady.
Anthony Hughes.
Good evening to the city council. I come to you today with three concerns. First, I would like to see if there are more signs for bicycle safety. The Champaign County and Champaign have used themselves very much and have set up signs. The drivers indicate that bicycles may use the road. We see an increase in bicycles and e-bikes also because of the new laws for e-bikes. I know we have great cycle paths, but I would like to see more safety signs for bicycles, apart from the two on the bridge over the lake. The second topic I would like to address is the reintroduction of the regulation for wing-holding in the garden. The possibility of chickens in your own garden. Many districts have already introduced this. Champaign, Urbana, Tilton, some other places in our county already allow this. I would also like to bring this to the language. The other topic I would like to address is that I live in the Harman Street. Here we have a house with house owners. I am in contact with Leon Parker. I am in contact with the inspector. The cooperation with Leon was great. I am in contact with the city councilor. The house was closed two or three weeks ago. And I know, I talked to Mr. Parker today and something would happen, but it was looted by the city. They were driven away. It was a local house for house owners. I mean, the neighborhood was cleaned up. That was the last thing. But the Danville police let three people in the next morning. Five shots fell. I called him, that's why. And it happened more and more in this house. And when you call the inspector, I heard all the time, this is not my job. My job. This is not my job. And this is the question I will ask everyone to conduct an investigation against this inspector. Because I talked to other inspectors who came by and they say that the house would never be allowed to be opened again.
They say they would renovate it.
Within one and a half weeks, 30 people live in this house again. In the garage. There is no running water. They urinate and do their business in the backyard. You can smell it. The address is 3030 Harmorn. And as I said, it was looted by the city. They had sold it for two full weeks. The owner came back and told the city police that three people could go into the renovation. The garbage has been on the street for two and a half, three weeks. They just throw it there and everything else too. The regulations are violated. Once again, I spoke to Mr. Parker.
Something is being done, he said. And as I said, he is great in cooperation. But as I said, the inspector for our area constantly says, that's not my business.
And as I said, he was not a very pleasant person in the environment. The other inspectors who drove by and with whom I spoke were great and expressed honest opinions. But I appreciate the city for what it has to do. And I just want to say that Mr. Parker has done great work and the other cities have too.
Thank you. That's all I have, mayor.
Is there anyone else who would like to speak in front of the city council this evening? Danke. Wir haben heute Abend keine Zonenanträge. Sie haben jedoch die Gehaltslisten vom 7. und 14. August vorliegen. Gibt es einen Antrag, diesen zu genehmigen?
Antrag gestellt.
Es wurde ein Antrag gestellt. Gibt es eine Diskussion oder Debatte? Bitte namentliche Abstimmung.
Stadtrat Strebing. Pickering. Tee. Ledwig. Jones. Barnes.
Papp.
Butler. Pashat.
Hightower.
Johnson. O'Connor. Boer. 14 years.
14 years. The application is accepted. You also have the documents to be paid from August 11th and 18th as well as a special run from August 13th in front of you. Is there an application that you approve?
No application.
It was supported by application. Is there a discussion or debate? Please vote in the name.
Stadtrat Pickering. Key. Lewig. Jones.
Cooper.
Butler. Doy. Pashat. Hightower.
Johnson.
O'Connor.
Strang. Now. The application has been accepted. We now receive our report from the committee for public work. Chairman Puh. Thank you, Mayor. 12a is a resolution to approve an application for an investment grant for Paratransit vehicles. I ask for approval. Do you need a supporter? Support. Questions? A unanimous vote.
Stadtratik. Ledwig. Jones. Ernst.
Cooper.
Butler. Dittoy. Paschardt. Hightower. Johnson. Bokane. Pua. Prang. Pickering. Orzina.
Fourteen, yes. Thank you. 12b is a regulation that empowers the city of Danville, Vermilion County, Illinois, to borrow funds from the loan program for water cleaning. I ask for permission and need a supporter. Supported questions?
Maybe it would be helpful to understand the map first. Is this year one or in which year are we?
Yes, that would be year one. So that would be the area directly east of the lake there.
And regarding the debt in the wastewater fund at the current time, I think there was a similar loan for the wastewater project across the lake. Are there any other debts in the wastewater fund at this time?
This is the only part of the pump station in the northwest.
And as far as the scope of work is concerned, you know, there are no details about the scope of work here.
Can you explain a little more what you expect? Yes, it will mainly be a series of channel cladding and point-to-end repairs, as well as the installation and the exchange of shafts.
There are not many, there are no worth mentioning conversion works. However, it is only a series of renovations, point-to-end repairs, as well as the installation and the exchange of shafts.
And what is your expectation in relation to the potential for a tender? Very high. Thank you.
Mayor Allerin, just to catch up for those of you who are not aware of this, it would be a tender of about 30 percent if we could get it.
That is based on your framework. That is where we expect to end up.
And is that based primarily on demographic data? Correct. Yes, I think 30. That's up to 30 percent. Do we intend to continue even if we don't get that?
I think we would.
We have planned this in such a way that it is carried out phase by phase according to priority and best possible cost-benefit ratio. This would be our next major priority with the drain channels, apart from a few other pump station renewals, which are also in the waiting queue.
And that only concerns improvements in the drain channels. Correct. Thanks.
Anyone else?
For those who do not quite understand what has just happened, could you please explain a little bit for borrowers what the term retirement leave contains? Sure.
With the loan program, it is basically like a grant.
So you allow loans and depending on the financial means and demography, there is a certain percentage of your program for which you are obliged to grant a retirement leave.
Danke. Namentliche Abstimmung bitte zu 12.
Dr. Dr. Dr. Dr. Dr. Dr. Dr. Dr. Dr. Dr. But it's 12b, not 12c.
Yes, to 12b. All right.
12c.
A resolution to issue the order with address number 798. I understand the use of a consultant in something so technical. Do we have an estimated cost tension? For this special effort or for the entirety... For the entirety of the... Now, part of the consultant's involvement is to decide more precisely.
I think we have numbers between $500,000 and $1,000,000 for the entire measure. But part of your assignment is to give us a better framework so that we really know what we're getting ourselves into.
I was just curious about a percentage of the potential future contract. And I assume caregiving examinations. We spoke to other municipalities that have used these people and are satisfied with.
We did background checks at both municipalities and this one stood out especially for us, because one of their comparison partners used it for exactly this task.
A similarly large municipality like ours, which she then re-engaged for two more projects of this size. City councilor.
So the services that you will provide will only help us to identify and maintain the appropriate ERP system. Or do you actually offer project management and supervision when completing the implementation?
This will not include project management. This effectively brings us to the choice and they will help us with the contract negotiations with the ERP, for which we decide.
And when we then select an ERP and start implementing it, we then write someone else out for this project management service. We regulate this internally. What is the plan after that?
The plan would also be to get an external project manager to help us. The scope of this, even only with the integration of the interest groups, probably by people like Alissa and Agnel, will be immense, without them additionally leading the project to their other tasks. We will externalize this so that we have someone to control the ship through the matter and we can be the most important stakeholders to limit our own effort and still push the whole thing forward, because it will also take time to implement it. This will be a slow-moving process for people who should recognize the benefits, but a very long process for those who do the work.
Danke.
Sonst noch jemand? Bitte die Namensliste durchgeben.
Stadtrat Arns. Cooper.
Butler. The Toy. Kachat. Hightower. Johnson. Orkane. Poor. Trebing. Pickering. Teak. Ewig. Jones. Jones.
Yes, thank you. A resolution to approve a change of order for offer number 800, tree removal, Community Roots. Reading fails. Please agree to the proposal.
Proposal. Ask. Moment.
When I read the resolution, I see that we have removed a few trees because they were superfluous and then Let's add some.
I would just like to, since I don't remember much of this point of the meeting last week, when I listened to it the other morning.
So I would like an overview or an assessment of the change and what it has caused, especially because I know that we talked about it a few weeks ago.
Well, basically there were a few things that triggered the change. On the one hand, the storm damage caused more work. We had already completed all of our evaluations beforehand. When the storm damage order came, new points came up on our list, with which it was opportune to have them removed from the order. They were located in the funding area, instead of having to try it with our own construction workers. In addition, when we talked about it with our funding agent, our funding area was expanded to the entire Siegeist area, which was basically all east of Main Street, which was previously not included. So we checked our presence of public trees in this area and identified a handful of others that we then evaluated and whose distance to the danger of defence was recommended.
Wie viele zusätzliche Bäume?
Ich glaube die Zahl war 27 oder 29. Lassen Sie mich mal sehen.
Oh, ich sehe meine Adresse hier.
Gott sei Dank dafür. Das hatte ich vorher nicht gesehen. I think it's 27.
And then we had a few additional recommendations for the cutback and then we had 26 tree storm milling for trees that had fallen during the storm.
And are these residents and or house owners somehow notified?
Yes, our contract with MEIAS obliges you to inform the people before the start of the work. They will distribute door handles and tell us that we are MEIAS and Sons. We carry out these tasks in the city's office. This is part of the Community Routes Program. And then we have the contact information for your project manager and the contact information for the project manager of the city.
The intention is, as long as we do not block anyone's access, we will notify them a few days in advance.
And if we block an access, then we try to coordinate with them in advance so that they can get their vehicles out and the same and the same.
Uh, yes. I would also like to thank Dave for signing up for me, because these big old roots there were not on the list that was provided, and he assured me that they would be removed. And I thank Dave again for his call. All right.
Name call to 12D, please.
City Councilor Cooper.
Uh, I will refrain.
Butler. Betoy. Rashad. Hightower. Johnson. O'Connor.
Yes.
Poor. Streng. Pickering. Teague. Enthaltung. Levy. Jones. Arm.
Butler. Dank. Zur Information. Mr. Mayor, then the report is closed.
Thank you, Chairman.
We now come to the report of the Committee for Public Service. Chairman, streaming. The only point of information I have is that we meet here in the East Chambers on August 25th at 6 p.m.
That's all I have. Thank you, Chairman. Information points. Just as a reminder, after we have discussed the first two points, this will also be the time for further information. But the first point is the payment of the city council. Some of you asked for the opportunity to give up on the payment or to change it otherwise. Therefore, I submit to the city council so that they can tell you what we have found out.
It is very likely that the legally determined salary would also remain with a renunciation of the legal provision of the office. If this were to be changed by a regulation, this would still be in opposition to the community settlement. For those who are interested in donating their accounts, you can of course do that. You should consult a tax attorney or accountant to discuss the tax consequences of such a step. You would still receive a W-2 form from the city.
Vielen Dank. Gern. Gibt es noch etwas zu diesem Punkt? If not, let us discuss the possible changes in the selection of the Schatzmeister. I know that the justiciar has made contact with external lawyers and hopes to meet with them later this week to be able to give them an update soon. Um, yes.
According to the wish of the council after a second opinion, we have moved to external positions. We have a lawyer in the Chicago area who specializes in municipal law. We already had contact and I will let him access some of the documents that are in the council to get his opinion on the questions regarding the position of Schatzmeister.
A few notes on that. Are we ready to name the name of the office we're talking to?
I don't have a problem with that. It's Klein, Thorpe and Jenkins. They are represented at several locations in the Chicago area. Regarding a document that we all received, can we discuss that? Does that count as a public document? I don't know if it was created in one session or another, but if we can discuss it, I would very much like to do so.
It is entitled as a statement of the year of justice of February 10, 1980.
And in the first sentence it says it was a report to the public. Well, I don't know if it was published publicly. It was our writer, Ms. Hahn, who found out about this document. At that time, in the year 87, there was still an external legal entity. We had no internal justice. As far as I know, we don't have these files. Maybe they don't even exist anymore. And thanks to the writer and all the others who researched to provide additional information. It was certainly informative for me to learn more details or to be able to read and understand the process that led to the final decision. The most important thing I probably filtered out during the first reading was the distinction between the form of government chosen by the voters and accepted by the city representatives, namely the mayoral city council constitution, which differs from a strong mayoral constitution. Matt has discussed a lot about what came out of it in the last 40 years. I think, based on the numerous conversations I had with two of the seven plaintiffs, it was their intention that they... really believed in the mayor's city council. They wanted a strong council because they had the feeling that this would be the next mayor. Some have hinted that we have moved away from it and in our actual way of working probably more in a strong mayoral system than in a mayor's city council constitution. However, it was very important to hear the distinction that these points were taken into account and they chose this. At least based on the opinion of this lawyer, it was one of the defining and distinguishing factors that the council had the authority to make such a change as to us. Therefore, I have the feeling that this is consistent with what has been said to us by our current legal advisor so far. I certainly have nothing against it if others interpret the document, but I think we should all admit that it is merely the interpretation of another lawyer. And I think some of the background information and the discussions about the process that take place in this document are indicative of how the Schatzmeister's office became an elected position. And it seems to be clear that there was not much discussion about it. It was a last-minute change that the parties, after a long process in the end, still included. And I don't think that anyone on both sides would have foreseen the problems that we had, including the first chosen treasure hunter in town. So my position has not changed. I think this... I think this undermines the information that we have at least received through the law enforcement, which the city of Danville has represented for one or the other time. And therefore I stand for it.
Oh yes, Ms. M. I am also grateful to have had the opportunity to read through this document and I have learned a whole series of things that I simply do not remember from that time, what was perhaps at my age at that time. One of the things I learned was that the city manager's post had at least twice stood in front of this event for voting and was rejected by the citizens at least twice. I have great respect for the work and the efforts not only of the seven plaintiffs, but of every other citizen who was involved in this process. The amount of work you have invested to get us to this point. One of the things that I think can or may not be true is that It was an accident or something that was added at the last minute. My conversations with people who were present in the room, including the former city councilor Brenda Brown, showed that the Schatzmeister was always part of the discussion. It may not have been in the original list of the points provided, but I think it is a misconception that it was just a subsequent invention. Only, when it came to language later, it could have been as good a release, maybe even an unintentional one, and it should have been there from the beginning. And based on the conversations I had with people who were in the room, I also spoke to one of the plaintiffs last week, was my understanding, that it was strongly It was wanted that the Schatzmeister should be an elected official. Should. Why? This special document claims that it came up later, I don't know the answer to that. And I can't pretend that I knew the answer to that. I can only say what was reported to me by the people present, namely that it was always part of it. However, there are other things that I have noticed since then, not only this document, but also the letter that we all received from the former accountant of the district regarding the need to maintain the system of mutual control. And one of the points that this person presented was that Wenn sowohl der Controller als auch der Schatzmeister von derselben Person ernannt werden und demselben Amt unterstellt sind, dies Tür und Tor für andere Probleme öffnet, especially in relation to the control mechanisms that we have to ensure, so that there is no opportunity for abuse of office, compulsory injuries or other things, whether on purpose or unintentionally, when dealing with tax money. If a person is not connected to the mayor's office in any way, this allows for mutual control and the citizens can take this person or these people into account. That was something that the former accountant addressed and it should also be pointed out that in the email we received it was said, you know, I was the accountant for the district, for the district. There was another person who was the treasure hunter for the district. They both belonged to different political parties. They both held their positions in high regard. They valued their positions very much and made sure that they were both accountable to the people. And the separation of these two offices ensured this control system. Now we don't have a place in the city for an accountant, but we have the controls that apply to the accountant and the treasure hunter. And I have the feeling, not because of the people we have at the moment, because we know that all this discussion is not meant for the people we have at the moment. It's about consistency. And that's why I think we have to keep it for eternity. I would like to add that I really only thought about the procedural side. Do you know what should happen procedurally when it comes to changing something that has been determined by the court? And when it comes to decisions that have been made by a court. And also to understand how this document really includes how we came to this. For those of you, I'll just say it because I know that the public has probably not seen this document. That's why I'm just going to give a very short assessment. There was a legal dispute in the city of Springfield to change a form of government and that cost the city of Springfield almost a million dollars in the 80s. So you can imagine what that means in today's money. And a similar complaint was filed here and Instead of going to court, there was the prospect of negotiating a court case, so that they negotiated themselves and reached an agreement that the court then approved, which is why it is a comparison and not a judicial order, but the judge had to agree so that he could be signed. So when it comes to that, I asked myself, among other things, who can change a comparison And when I think of the law and what comes from a court, then it is the court that decides about it. These parties sat down and agreed because both sides wanted to deal responsibly with tax money instead of costing the city millions through a process. The judge said, okay, if you all agree, so do I. And the judge agreed. We should go to court so that this can change. Because that's what happened to Raw. This has happened in every other court case, of which I know how such changes come about, that we can't just change something on one side, just because we think it's outdated. Whether it's outdated or not, it's not up to us to decide. That has to be decided by the court. So if we want to change it, we should go to court and ask the court to make the change. Well, I think, if I remember right, the other way we could go is to ask the people whether they want it. We have asked the citizens of this city at least three times based on this document and my current name, regarding the city director. Because every time we wanted a significant change, we left it to the people. So if we don't want to leave it to the people, we have to ask the court. But I don't think it says anything about us having to make the change. Just because we happen to be the 14 people who are sitting in these seats right now, I feel extremely uncomfortable about it. And I think even if we do that, then we assume exactly what these seven plaintiffs tried to avoid, a trial. So if we decide to take these changes on our own, I can imagine someone coming and saying, you know what? That's illegal and I'm going to sue you. And then we end up in court. So we can just as well just keep going, either to call the court or to ask the people.
City Councilor Butler.
City Councilor Tick, very, very well said. And you know, if we can't see the sicker effect from further up, I mean, then we're blind. And I also foresee that, you know, if we can change that here, who can say that we won't try to change the automatic form of government? And I think somehow that I think to have heard, you know, Mr. Brown also said that this was a federal government that also got into this situation. And so I hope that the council, the lawyer who has the say here, will advise that he really fulfills his duty of caution to ensure that we do not against the law, so that we ourselves, as Sister Tick said, are also sued. And these are also some of my predictions. Are we at the point of information on other topics?
We are still at 14b. We are still at 14b. But I will be sure that we will come to that later.
I understand. The reading of the original document issued on 25 February 1987. Number 9 on page 5 states, the court maintains the responsibility for this case for the sake of the appeal of prosecution fees and costs of the approval of the redistribution plan and the supervision of the implementation of this consent verdict. So that was your responsibility in the federal case until the time when it was implemented, if I interpret it that way, as it says there.
The federal court only kept the responsibilities for these purposes until 1987. The lawyer fees have been cleared. The redistribution plan was approved and the monitoring of the implementation of the consent verdict has been completed for a long time. When I suggested contacting the federal court and just checking the responsibility, was that really just fulfilling the duty of care? I don't think the court still has the responsibility, but... You know, since we are a community with self-government rights, these matters are being handled and I think it would be up to this council to decide whether they want to make a change and how they want to make this change.
Then today, in the afternoon of my free time, I picked up the established laws of Illinois, chapter 65, and started reading 53, 54, 55, which are basically 53, which we should fall under.
54, I think that's the commission form, 55 is a strong mayoral autonomy form, or it could be, and then of course the city manager form. They all say that Bürgermeister, Schatzmeister und Schriftführer gewählte Ämter sein werden. At that time, when the decree was issued, we were talking about the 40,000 E, which brought us 14 city councils. So these are things, I mean, and every time, if a new population count or new numbers come out for your population, you should check whether you meet the requirements for the number of city councils that you have or not. So that's another thing that we'll probably have to look at in the future. That's my humble opinion. I think we have to...
I just wanted to ask Leon to express his responsibility regarding...
I think we have to be careful with our logic, no matter which way we take. And I can tell you one thing, I support it to leave our Alderman government form as it is. I do not support any change in the election districts or the number of city councils that we have from each district. There is no situation in which I support that. And I want to make sure that this is clear, but I think We have to be careful with our logic, you know. So, you know, instead of Ratik, you said, if a case is decided, we should go back to court to decide this case. But thank God, that wasn't always the case. And here's the reason. In 1857, the judgment of Dred Scott against Sanford, that black people are not human beings, that we are not citizens, are not free, could not be free. And thank God, the legislature has fulfilled its duty of care and not only created constitutional provisions, the 13th, 14th and 15th additional articles, but also other laws that gave us the rights and freedoms that we have to vote, to be protected from headshots and all these things. So I think whatever we do, no matter which way we take, whether we appoint or elect a Schatzmeister, if the citizens decide whether we appoint or elect a Schatzmeister, we have to make sure that our argumentation is careful. Thank God, it is not the case that only the opinion of a court or only that of the legislature applies. Because sometimes the legislature is wrong and the court has to correct it. And sometimes the court is wrong and the legislature has to correct it. That's why we have a system of mutual control. No matter what you decide, I just think we have to ensure that our argument is clear and that we agree with it. But I just want to make it clear that I don't support a change in the number of districts or city councils. And I don't think most of you do either. And I want to make sure that we don't make things unnecessarily complicated, right? We're talking about two completely different things here. So don't let these two things mix with each other.
When did you say you were going to talk to the lawyer in Chicago?
We already have the e-mail together.
I haven't spoken to him in person yet. But I will apologize.
I will point him to all points that this council has discussed. I will give him the comparison agreement and other federal documents as well as all other information that he requests. Thank you.
Chairman of the Streaming. We also have a ... Yes, I actually had... three... The first one. The first one concerns 306 30 Hormann. 3030 Hormann Street. As far as I remember, I mentioned this about two years ago. Regarding this house. And now it's getting worse and worse. I don't like to mention it, but I will still do it anyway. So we just sent a man out of his house. Because of his safety. And now we have a very similar situation. There are rather dangerous conditions there, such as feces and 30 people who consume drugs there. And you know, they are also in the house. And I think if we can get someone out of his home, then we can also talk to the owner of the house and tell him that the house is dangerous, even if the neighbors complain. If we had no neighbors who would complain about the house, then of course we could take the time to fix it. But now the neighbors complain. They smell the feces. People go to the back, urinate there. And there is violence and all kinds of things going on in this house. So I think two years are enough. And you know, I'm dealing with the same person who came to me. And we talked about it. And I think we should do something about this house.
So is there a law that you can arrest someone on foreign property in case of domestic violence or criminal offence? I have to discuss this with the police. But you have to find the person first and then be able to prove who it was, right? Because if 30 people are in a house, who then ripped the hinges off the door? Who turned the screws out of the plywood? You know, we have to make sure that we follow the right path, but we have approached the situation fairly and will continue to do so.
And you know, I can look back a little bit before you were even born, of course. You know, when there used to be a big fight, the team car came and everyone had to get in and ... Yes, sir.
I imagine that you also know the security law and know how the people we arrest are put back on the street. Yes, but at least the message is conveyed. You will all be arrested tonight.
May I make a remark? Two more things. Excuse me. May I give a comment?
Oh, please.
Just to.
And the only difference with the situation is that he was the owner of the house. You know, he paid his taxes and we just put him on the street. These people here are probably also on the street. They are trying to find accommodation, but there are too many. And you know, we have feces and we have car racks in the backyard. Und wissen Sie, es ist eine Gefahr.
Richtig. They ask for relief for these people. The neighbors in the Main Street begged us for relief. I had a former student from Boys and Girls Club, who then worked for me. She called me regularly. One day she almost called me under trainer. Mr. Ricky, these rats, these rats here, they come from this house. These smells that come from this house. And I don't care if they are owners of the house or not. Whoever is responsible for the presence, nobody should have to live like that. Thank you.
You're welcome. Well, my other statement here concerns the street name change. I think Michael Purr should have sent me some information. What is it?
You should have sent me some information.
Why was no package sent?
Yes, Alderman Butler, it should be in your e-mail inbox. I have it in the e-mail.
Because the only thing I saw was what Mrs. Vaughan gave me. And I read it and I'm sure it's the same information we have.
Yes, that sounds like it.
And to say that, there should be no reason that the information I have received prevents us from taking the street name change. That's what I'm saying. And that's why I don't know why we're holding back. Let's do it. And if we don't like it, you know, then we have to form a committee and from now on You know, we stick to the rules and regulations. But that's okay, I think she said two years or a year.
Mr. Butler, it was voted on and the result was no. So it's not like we ignored Mrs. Born. You all made a decision. Unfortunately, Mrs. Born did not agree with your decision. So she wants a re-examination, but I wanted to make it clear that it had already been voted on and the answer was no. We followed the process as stated in the order for Sister Born and the answer was no. So it is not ignored. It is not turned under the rug. It is not apologized. An answer was given.
And at this time I don't know if anyone knew the effects of the rules and regulations that we have established. So maybe you could change your mind.
Yes, Ms. Alderman.
When you talk about the rules or effects that we have established, you refer to the necessity of a petition and all that.
Correct.
That happened only after the voting on your application took place. I just want to make sure that that was clear.
As far as I remember, some petitions were submitted to rename roads. The council had no parameters or protocols for this. And we were all agreed that it would be best in the sense of fair treatment of all future applications at this time to keep them and to set the rules, procedures, protocols and requirements for such cases. Uh, this street went through this process. To a certain degree. But I remember that it was decided to postpone the whole thing. Until these things were established. We have ... I don't remember that we first created it later.
Yes, we have that, Your Majesty. We were definitely first created later.
After the original application came in.
And also after the vote. Well, after the vote, because as you will remember, we asked our city development authority ...
I need an explanation. Then the rules and protocols were created. And it never came back to us because it did not meet the requirements. Thank you.
For clarification? No, to clarify it. There were two applications on the same evening, uh ... One was dismissed, the second was dismissed. Then we created the rules and the second never came back to us.
And that was the industrial area that you wanted to change? Yes.
Is he a big employer?
Yes. And the third point is that I was approached by some homeowners. Yes, I assume Logan can answer that.
Mai. Das sind die CDBG Gelder.
Oh, that's next year.
Councilor Butler, the good news is that we have worked so well that our efforts are still recognized and we have been provided with more means. Right. The great news is that we were able to help a lot of people to build their houses. I think we are now at almost 100 with these new supplies. The bad news is, in any case that we edit, there are probably ten that we can not edit. That's the only courage. But I want to say that I am very proud of our team, because it has made this money for our people. Because we could really change some lives.
Right. In any case. And you know, it's a good program. And I think this lady just woke up and noticed that her house needed some investment.
Eines mit der Menge an emergency situations that we recently had because of all the storms. In June I asked about... It was right after the storm in June. I asked about our communication channels with the citizens and the SMS service. And at that time it was said that information for registration would be provided. I have tried since then I know other people who have tried it since then and still haven't been able to find it out. And we as citizens would like to know how we can register for the SMS service and whether we use the SMS service for things like... This street is closed because of flooding and this street is closed because of an emergency situation. I saw press releases I saw things in our email, but that is obviously not as efficient as an SMS service would be and can be. And I know that every time my internet fails, the electricity fails or the hydrants are washed in my neighborhood, I receive an SMS. And I think it would be very useful for our citizens to know before I drive into a street with a lot of water and my car might suffer a water damage, that I should avoid this street. So I would just like a little more. I'm just checking one thing after I asked on June 16th.
I will let administrator R. Pierce answer this part, but I will answer the last part first. This is the same question I asked when I spoke to the construction office. Listen, to inform people about which streets are closed. The problem is that they are locked so quickly and released again. If you give out information, they are soon no longer correct information. Most streets will be reopened as soon as they were closed. If a street is now closed for a day or longer, we would of course send an SMS. But otherwise we would soon, I don't know, Director Ruhi, if you want to say anything about it? Yes. In situations like the last few days, when it rains so heavily that the sewage system is overwhelmed, but the water flows well, Most of these streets, you know, within an hour after we were there and blocked the street, we come back and release them again as soon as it stops raining. And that leads to flooding and there were many, very many streets that we basically would have had to completely block. But as soon as I can give out a list of these streets, we are almost there again, to release them again. So instead, I advised the mayor. It might be best to just say, hey, don't drive through, don't drive around in a blockade, don't drive around in standing water. What is definitely a concern on my part is simply how many cars I see while I'm on the road to help with the location assessment, to see how bad it really is and to find out how many additional teams we have to pull or to what extent the reaction has to take place. You know, I see how cars drive through a lot of standing water and drive around the barriers that we have set up and I have experienced how people get out and push the barriers aside to drive through the water that we had closed. And that's why we try to react to things as quickly as possible with such interventions. But do you know, with rainwater canals and such events, you can stand in knee-deep water. And you can see how it swirls around the drain. You can see how the drain takes up the water and the rain leaves. And I mean, as soon as you get out there, a crossing can quickly drain it. The water is so crazy in such situations. So I advised the mayor, hey, in these situations, in other cases, if we know that it takes a longer period of time, if a river has crossed the shore and it takes a longer time, we will definitely provide an overview of the roads in this case. If we know that the water from the drains cannot be managed anymore and they are completely overloaded, it goes so fast that our efforts are hardly worth it.
Were these messages even sent via the SMS system? Just don't drive around in a traffic jam, right? Yes, I would pass that.
Who knows that we have published press releases about it. I'm not sure about the others.
And what I'm actually coming from is not so much whether we know, for example, that the Ellsworth Park is closed and that for days.
I imagine that no one will try to get through there.
But you would be surprised.
Which is actually exactly the point, right? Because we have to say, hey, don't try to get through there. And what I really want to add is that we expect media communication from the 80s and 90s to be still effective in 2026. The most important thing that everyone has in this room right now is this. No one is still reading the newspaper. So who are we sending press releases to? The newspaper doesn't appear on a daily basis. Doesn't work. People don't watch news anymore like they used to. Like they used to. The most important source of information for people was in 1970 and I studied journalism. The most important source was the newspaper at the time. Today, this is the most important source of information, which is why our supply companies also report on it. I just want to say that it may not be efficient. Maybe it doesn't make any sense. Thanks for the explanation. It makes no sense to know that Cone Street is flooded, right? Because at this point it only concerns the inhabitants of Cone Street. You know, when I don't remember which day it was, maybe it was Sunday, I passed by there and saw the dam. Yes, I drove around there because there was no water, but the dams were still there, right? So there is also this aspect of the healthy human mind that goes with it. But since I live in this area, if I had to drive there for some reason and didn't know when leaving the house that I could drive in standing water, I would like to know that. Before I drive off. So, apart from that, I know that Winter Street is closed and I know that because an email came. I also know that this was not a planned situation, but an emergency, or rather, you shouldn't say it's closed. It's only one lane away. I only saw the email after I had already driven through Winter Street. So if it is closed longer than one day, we could still send a text message. Hey, maybe you don't want to drive along here and the people would choose another way. That's actually my point. Maybe that doesn't apply to situations with fast-flowing water. And I understand that the floods this year were unprecedented. So it may not apply, but it does apply to normal road closures.
To get back to your point as a journalism student, I know that you know that, yes, phones, but do you know what? We only have about 500 people who have registered for our SMS service.
The most important way, so... That's why I asked you about the registration. I know. If I may continue.
The most important way for people to receive information is social media and Facebook. And it was posted on every social media site of the city of Danville. And Brandy started it for us at Vermillion County first. So tens of thousands of people have received the message immediately, in contrast to the 500 who have registered for the SMS. But we could, that absolutely your point is justified, we could also send a SMS to these 500 people.
And those of us who want to use the SMS notification system would probably sign up so that we get notified immediately and don't have to look at Family County or Facebook. Because I don't log in to Facebook every day. It is sometimes, you know, somehow a toxic place. But I watch every SMS that comes to my cell phone. And if I can get SMS from Macy's Aqua and Xfinity before the cable television goes out, then I should actually be able to get SMS from the city that tells me that the street next to me is closed.
Would you like me to go a little further on that? So I contacted Civic Plus, our provider. I let the girls run the test in my office. I kind of ran it through. I said, okay, show me from your point of view how it works. And it looks like there's been a mistake at Civic Plus, especially regarding the registration via smartphones. If you do it via the website, it works. But especially on cell phones, there is some kind of error in the system. I take that on my cap because I didn't check there. I can ask CivicPlus if there is another way, maybe by opening a form, they send me their data and I enter them manually. But I can take care of finding a solution so that more people can sign up. And yes, we can certainly send more text memories. I'm always careful with text memories because we get so many and I don't want people to ignore them because they see them so often. But yes, we can of course send them to traffic jams and things like that.
Well, the thing with most of these SMS services is that people decide for themselves whether to log in or not. That's why I don't think it would bother anyone, since they have already made this choice before using the service. And usually most of these services work, at least the ones I've used in the past, so that you send an SMS to log in. So if we send an SMS to log in, our phone number is automatically saved. Then we just get the notifications you send. So if I mean, I know that this service has been around for at least, I don't know how many years, but for some time. And the process is pretty efficient. I don't know how that works for Civic Plus. But you know, if their process doesn't work, maybe the other provider's should work for us. Because I only know that in a city with almost 30,000 inhabitants, 500 users are very few. And I also know that I used the service early and then didn't get any more SMS, even though I never registered. So I don't understand how I got out of there.
We changed the provider when we moved from the old one to the new website. That's why the pricing for the SMS service was already integrated. But yes, as I said, I will follow suit and try to find better instructions, maybe a step-by-step explanation. And then we will provide QR codes, as we did when we originally opened the website and accepted the telephone application. But we can definitely work on it. And then I would like to say, since this is a perfect time for it, that you as council members are my best resource for communication.
The other thing that you have to recognize is that I found out very quickly when we raised the wastewater fees and everything else and we distributed the small cards. There are people, you can't even guess how many older people in this city do not have access to computers. In no way. There are a lot of them out there. They all have phones. So thank you.
No, I just wanted to connect to what he said.
I just wanted to say, yes, they all have it. Where we are talking about social media right now. I have seen in the social media and also received many calls from my voters regarding properties that are not mowed. So I investigated that. And I found out that our city, when we have urban landfills, has a two-week turnus, which I think is fantastic. Because I can't remember ever having a two-week turnus for urban landfills. It's a plus. Another thing I learned is how many landfills we mow. Do we have to go through all the notifications and violations, then make a court decision and can only then mow? But how long does such a court decision take? Six weeks? Eight weeks?
It actually takes about that long. And we are checking to change our regulation so that we can do that much faster.
But at the moment the situation is as it is. And if we have to mow again, I think I'm wrong. We have to start the whole process from the beginning again. I just want the citizens to know that we, the city, are mowing their property. If something has fallen through the grid, call your city council. Report it. We will find out who owns the property. And most of the time it is not the city. I have the feeling that this must be communicated, especially in social media. Is that a topic? And I have received many calls. That's why I think we have to tell people.
Thank you, Ms. Pickering. I would like to emphasize once again that we are actually working on a regulation to accelerate the process with grass, weeds and the like. And another thing I would like to underline is what Ms. Pickering said. We mow over 800 landfills. Only a few hundred of them belong to us. We mow hundreds, I would say about 500. City Councilor Brown will remember that, because we were the ones who were pushing for it, because the problem in our district was so big. In the past, the city did not intervene at all with abandoned real estate or the like. Then the most frequent call I got as a city councilor, not because of roads, security or anything else, it was about grass and dilapidated houses. Yes, Mrs. B., we had the problem with people who did not take care of their property. So I used to be very much for it as a city councilor, despite a lot of resistance back then, that we mow these unbuilt properties so that our people have a better quality of life. So you know that we probably mail over 500 items every two weeks, for which we are actually not responsible. But we do it to make sure that you all have a good quality of life. And if, as you said, it happens that we overlook something or it has been left out of any reason, please call your city council. Please actually submit it. That is the best way, because it goes directly to the person in charge. If not, call the construction office and your city council and we will ensure that we will do it, if there is anything that we can do. If not, we will put it on the list. Yes, city council street.
I'm glad to hear that it only takes two weeks. Two weeks ago I asked the gentleman over there about a place where they mowed the lawn four or five times last year. Nothing has been done on the Seminary and Porter so far. Two weeks ago, I also asked for the road that leads north of the bridge to Gale Grotto. I drove out there today and had to literally almost take the bus to be able to see something. And it's been two weeks, so I hope something will happen in the next few days. I hope so too. That's it. A few things. And I think to clarify, I think for residential buildings, a two-week turnus is perhaps valid. With public roads, this is clearly different. We have a similar problem as city councilor Strebing mentioned. And I don't know, the goal for roads was to mow them about half a dozen times a year in the past.
I don't have the impression that we can do it at the moment, but so or so.
I know that there is a lot of grass out there, but road rights should have priority. Point 2. As far as lawn mowing is concerned, we have already had many discussions about it over a long period of time. We have to stop sowing grass seeds. The neighbors have to decide whether they are not ready to support the government in the maintenance of the property that is being built next to them. Then we have to plant something else than grass that will only cause more problems in the future.
There are low-growing plants that cost more in the beginning, but you don't have to
Das ganze Jahr über ständig mähen. If we have torn down as many as we have, we are probably above this number. And yet there are another 500 to 1,000 before us. And back then we at least spent a quarter of a million dollars to mow the grass of other people. So if we want to do this on all residential plots, we have to calculate half a million dollars for lawn mowing. And that's not our property. So I think we have to look at how much traffic there is on this road. Sure, we don't want unbuilt infrastructure on our main roads. But if it's real estate, where 50 to 100 vehicles drive by every day, how can that have the same priority as one on our main road? or one in which someone actually lives. So I have mentioned some examples and I am grateful to the city council and the administration that they are checking the changes in the regulations, because others are doing better and I am happy to see that it is progressing. I wish we had implemented it earlier. We have a property in our neighborhood that has not been touched once this year, although someone has lived in the house all the time. So I appreciate that it is progressing. But the grass on the empty land, you know, there was once a discussion that the priority when demolishing houses depends on whether you make an agreement with the property management, then we move it further up the list. Nobody wants to take care of it. Seniors can't do that anymore. They are hardly able to mow their own lawn or pay someone for it. We have to come up with a better solution than to sow the same grass over and over again, which causes the same problems. So it's a initial investment. The seeding with low-growing plants probably costs twice as much, but then you only have to go out once or twice a year instead of more often.
It's interesting that you mention that, because we actually started a pilot project where we plant clay. I was at a conference in the north and the city of Rockford actually carried out this pilot project and implemented it on thousands of foundations.
It only grows up to a maximum height of 20 to 25 centimeters. And they say they mow it twice a year. And as soon as you've mowed it, it looks like grass anyway.
Good to hear.
So we'll see how it goes.
And it's also good for the pollinators. And I just want to say, yes, there is definitely a need for improvement. But I can tell you, we now care for our grass much better than before. Everything is mowed more often, it is better cut, it looks better than before. I can tell you again, you know, Mrs. BNI, the most common concern we had before was grass, weeds and things like that. We certainly still have these problems, but not as we used to.
With all due respect, I will not get involved in this debate, but your friends are by far no longer as they used to be. By far not. The only reason I mentioned this It's not really the evening or anything like that, but during the day. And last week it wasn't like that because of all the rain, but I'm usually there almost every day. And I observe how grandma and mom come out with a little baby, put it in a stroller, set up the bridge and leave, and then return and park. I really don't want one of them to die just because they couldn't see anything. And it's easy. You know, it only takes one or two passes to make it accessible. But I can imagine that this will happen. So that's the only reason why I'm addressing it. Thank you. The last point I had, Mayor, then I'm done, is TIFF, the city center TIFF. The city center TIFF. We have grant applications outside, or did you have deadlines? I would like to have a meeting where we find out what the plan of the city for the city center is. Because while I see that some TÜV projects are developing good things, I don't see that the buildings that cause our biggest problems only have the least interest in TÜV money. And my question is therefore, what about the big buildings that don't ask for money, but someone has to renew a roof or do we just tear them all down? And that's my point. We come to a point where you have to ask yourself, what is your inner city? I go past the Sears building and the ceilings are lying on the ground. What does it mean? That it is massively watering. We have just torn down Woodbury's building because it has not received a new roof for 10 years, neither by force nor by a decision of the city. We still have a large building, the former Penny's building, that used to draw a lot of water, so far as it has not received a new roof. I think we have to talk about the TIF money. Do we have to acquire these buildings to secure their continuity or are they already lost? And if that's the case, what does our plan look like for the re-sealing? And that's exactly what we should use our TIF money for, for the re-sealing. This is the point I don't see at TIFF. How is the whole problem regarding the Adam building, the Sears building and the Penny building solved? There is a three-story building next to the courtyard that I think used to belong to Doug. What is actually our plan for the city center? Because if we let everything rot until it has to be torn down, then it's too late. Well, there's one more place where the old beauty salon used to be. If you just go a little further, where they just ripped something off, the other one has the roof completely gone and it has a common wall. So there will be even more problems, because the other one already had problems with a common wall. And in my opinion, that has been neglected for five years. That's why I would just like to know what our plan looks like.
We actually have a city center plan. Logan can also make it available to you. But it's interesting, because when we were working on acquiring real estate, which had to be torn down, we were told, oh no, why do we prioritize that? Why do we prioritize that? But now they say, oh, we have to get these buildings, you know, renovation. And it is it.
Are you referring to the property on Washington Street that we wouldn't have been allowed to buy? I wasn't against anyone else. We absolutely wouldn't have been allowed to buy the property on Washington Street And then we allowed the owner to withdraw with the inventory, which was a considerable amount of money. So I don't think this is the case, Mayor, as far as our priorities are concerned. But to spend money on an inner-city building on Familian Street certainly has a higher priority for me than the one on Washington Street, which actually belongs to Bungie's presence.
Und wissen Sie, was passiert? Or to make sure that we actually have flourishing buildings and companies in it and do not allow even more buildings to get on the demolition list. You are absolutely right. But some of these giants will probably have to disappear because most of them are actually no longer to be saved. And we did exactly what you said to protect them. For example, you will notice the beautiful painted window covers on Adam's building. We spent a good $ 80,000 to protect this building so that we could try to save it. We are currently checking whether we can make the inner city district into a historic district so that people can receive tax returns and we can possibly save these giants. The only way to save these giants is if we can make it happen. If not, no one has 10, 20 or 30 million dollars to set them up. And that's something you know.
Well, actually we had 25 million once, but that doesn't matter now. The fact that I have presented is that I support all these things that happen in these positive structures. These are not the ones I'm talking about. What I mean are all the gaps that will arise in our inner city. If the city has now come to the conclusion that these others are lost and it is already too late, then we have to spend the money. They get rid of it and use TIF money for it, if necessary. And that's what? What I can tell you is exactly what we've been doing all this time. I can tell you that the demolition of this building costs hundreds of thousands of dollars. And a company here or there does not compensate for these costs. And these costs continue to rise every year. So I'm just asking for a plan which should be demolished, how we want to finance it and which remain. and should be protected from us. This is not difficult. It is a evaluation from real estate to real estate. And if you have already created these, I would simply ask you to share them with the city council.
And councilor, I just want to remind you that you are all the legislators. It is actually your job to set the rules and make these decisions regarding financing and the like. So come with your recommendations. You know, we often hear a lot of talk and philosophize about certain things without having many concrete recommendations. It would be wonderful to hear concrete recommendations.
I think you've heard them last year.
You'll hear them again.
Can we get a list of the addresses where the clay was planted? Or can you give us the addresses in case you don't have them ready?
We'll let them come to you. A few of them could have been made at law-abiding houses in the US, just to see how it goes. So we'll give you a list. We haven't chosen yet. We have chosen a few that we can give you. I don't know them from the head.
That's fine. The other thing, since I'm just asking for addresses, I also sent an e-mail yesterday morning. I haven't seen an answer yet. I assume that the information is being brought together right now. That they refer to the most important real estate on the demolition list. I sent it to the board of directors and director Rui.
That will come again very soon.
And because I also asked for a very specific property, I don't know if it's on the demolition list or not. I know that it has holes in the roof and I know that according to the property documents it has been considered a construction disaster for more than ten years. It seems to be in constant change. I know that it doesn't belong to us, but it's a property that I can imagine that because of the many holes in the roof Mr. Blay. One more thing.
She's not here tonight. I think her name is Vanessa Cole. She was here last week. And you know, because of this... traffic jam. Yes, traffic jam. And you know, I saw how the city came and mowed the lawn for you there. And I saw him this morning how he spread a little more earth to fill the holes. And I wanted to let her know that she probably already knows. But I am Dave and everyone who jumped in immediately is really grateful. And you know, you boys can be proud of that. We really appreciate that, because Mrs. Kohl is already far in her 80s, almost in her 90s. Yes, she is old and she is no longer able to go out and sew. It's a beautiful house right on the roundabout.
So thank you, Dave.
Anything else?
I would also like to thank you, Dave, for the Warnert real estate. Well, I don't know the street. I'll just say the street. And the property at the back entrance. They were really happy that the lawn was mowed there.
After the agenda is completed, I propose to end the meeting. Agreed. Second.
The application has been submitted. Who is in favor, please give it through Mr. Jakun. Any objects? Same sign. We are on the same page.
