Hey. Good evening. The hour of 05:30 having arrived, I'd like to call the park commission to order. Please call the roll.

0:071

Thanks. Present. Bogue? Here. Brower?

0:131

Supervisor Eicher just ran to the restroom. Go forth? Present. Supervisor Posler?

0:190

Posler, here.

0:211

Here. Youth and governance program member, Sangwon?

0:271

Everyone's here.

0:280

Great. Well, thanks, everyone. And we have a I think we have a guest on too.

0:341

We do. Yep.

0:350

Who'll be on for the main part of the meeting, but not the closed session. Next item, business will be consideration of the minutes. Is is there a motion for

0:452

I'll move. So moved.

0:473

Oh, I'll second.

0:49 – 1:170

Any corrections, additions? If not, all those in favor of approval signify by saying aye. Limited easement, and temporary limited easement sale at Babcock County Park to the Wisconsin Department of Transportation. Motion?

1:172

I'll move.

1:190

Approval. Okay.

1:223

Second.

1:230

Okay. Shereen?

1:25 – 1:453

Yeah. So as we told you last meeting, there's this one I think this is the last Highway 51 resolution that you'll see. Hopefully, we've been talking about it like every meeting. But this one is for the reconstruction project. DOT needs some right of way, extra right of way from us.

1:45 – 2:313

Not very much, it's just shy of half an acre in fee, meaning they will purchase that and own it. But they also need quite a bit of, temporary limited easement and permanent limited easement. So the permanent limited easement is about 0.37 acres and that's tinsela retaining wall. And then the temporary limited easement will just go through construction for sloping, grading, things like that. Total compensation for the fee and easements is $44,902 And then they're going to, reimburse us for other things like, improvements paving, fencing, landscaping, things like that, for $45,898

2:340

it'll improve safety and Okay. Any questions?

2:413

Yes. There's the map of it. You can see in the red, that's what they're actually purchasing. The yellow is the TLE and the blue is the permanent where the retaining wall is going to be installed.

2:54 – 3:062

Sorry. But, we missed a lot of that. Everything froze up. Oh, start over. Alright. Could you start over?

3:06 – 3:233

Sure. I can start over. Yeah. So this is the Highway 51 reconstruction project. They're gonna be DOT needs to purchase just shy of a half half acre, and you can see that's all the red area on both sides of the highway.

3:24 – 4:073

They also need to purchase permanent limited easement, which is in the blue, and that's for retaining wall. And then all of the yellow is temporary limited easement, and that's for sloping and grading and just for construction, and that will end after the road project is done. And total compensation for the actual acquisition piece is $44,902 and then they're going to reimburse us for certain costs associated with taking all the land and for the easements like landscaping, fencing, paving, things like that in the amount of $45,898. Did you get all that?

4:072

I I think so, but it was you you froze up twice.

4:114

It didn't freeze on my side Really? Either time. So it might be a connection, Stephanie.

4:172

Maybe. I know it froze up a couple times.

4:194

Yeah. Sometimes if you, disable your camera, it can facilitate your connection speed a little bit if you might wanna try it.

4:262

Good idea. Okay.

4:290

Are are there any questions?

4:312

I do have a couple questions.

4:330

K. Go ahead, Stephanie.

4:34 – 4:582

So I I'm noticing this terminology, you have a permanent this this goes between and and then the next, resolution also. You talk about a permanent limited easement and a temporary limited easement. Could you explain what that means? I mean, almost seems like an oxymoron. It's permanent, but it's limited. What's Yeah. A permanent limited easement and a temporary limited easement?

4:59 – 5:193

So a permanent limited easement is just basically saying it's limited to this use, which would be the retaining wall and construction. So they can't really use it for anything else. The temporary limited easement, same thing. It's for a limited use for construction, but it's temporary, so it will go away when the project is done. Good question.

5:202

Okay. Yeah. Yeah. Thank you.

5:25 – 5:460

Any other questions? If not, all those, in favor of approval, signify by saying aye. Aye. Anyone opposed? Okay. Next is resolution three forty six, authorizing the purchase of a temporary limited easement for the Walking Iron Trail.

5:471

I'll move.

5:490

Okay. Second? Second.

5:514

I'll second.

5:54 – 6:393

So you all heard about phase one, which was the bridge project, and now we're on to phase two. Phase two is about 2.8 miles going from the bridge all the way down to the DNR parking lot. You probably saw the map in your materials. So we will need a TLE, Temporary Limited Easement, for construction purposes to get to the trail. And we're going to go through property owned by Fuchs Real Estate. They're actually a trucking company. So they've agreed to give us this easement through construction. And we will compensate them $14,550 And that was determined by actually an appraisal that was done.

6:410

Okay. Any questions? Go ahead, Annalise.

6:515

Turning my mic on so everyone can hear me per instructions. Did we conclude the other easement that we had?

7:013

It's still going on, actually. Oh, it is? Yeah. Okay. I think they're finishing up,

7:061

but it's still The one at the campground? Yeah. Yeah. Think they're still using that.

7:115

And this is we obviously needed a different one for this Yep.

7:173

Okay. So this will get us, you know, the whole length. Yeah. Yeah.

7:222

Okay. Thanks. That's all. I had a quick question.

7:260

Go ahead, Stephanie.

7:28 – 7:472

So the and I was I'm sorry. I didn't ask this before. But with the, the earlier easement, the first one we went through, 90,800, does that just go into the general, park fund, or does that go to something in something special? Does it go into a designated pot?

7:49 – 8:111

So just to clarify, Stephanie's asking question about the revenue generated from the Babcock sale, and that is going to go, into part a capital parks account which we'll then use for improvements actually or the plan is to use them for improvements at Babcock County Park. As an example, replacing the mooring pier in the campground is one of the things that we've talked about.

8:122

Okay. Thank you. And

8:151

then this one we're paying for.

8:17 – 8:400

Yeah. And I had asked Right. I had asked Shireen, it's basically it's the fair market assessment for what the Eastman is. So that's how they arrived at the 14,000. Okay. Any other questions? If not, all those in favor signify by saying aye. Aye. Anyone opposed?

8:410

K. Motion carries.

8:436

Mister chair, I did, just wanna say in the in the chat, I'd like to be recorded as abstaining on this one.

8:50 – 9:010

Okay. Thank you. Oh, I'm sorry I didn't ask for that. We don't normally ask. I I should've. Okay. Can

9:023

we ask why? Is or does that not is that not how it works, Don?

9:07 – 9:206

Yeah. I I can share why. My, one of my in laws is a relative of the owner of that trucking company, that operates there, so I don't, wanna have any conflict.

9:21 – 10:010

Well, thank for the recusal. Good. It's It's always good if because we just don't want any questions when somebody you know? I just for other committee members met mentioned, there was a time, you know, where I recused myself because of something with MG and E and and stock that we own, and I thought, well, I better not. I'll just recuse myself, in impacting. So thank you for that. Next item would be items requiring committee action. We have none. We have no presentations. I don't think there's any reports to the committee.

10:03 – 10:420

We have closed session here somewhere. Me too. We'll get there. Okay. Let's see. Future meetings, the next one will be the February 25. Christie will be running the meeting from here. And let's see. And then, of course, March 11 will be the next one after that. Public comment. Does anybody have public comment? Is our, guest still on? Yes. Okay. Thank thank you for, attending.

10:43 – 11:000

We have this meeting every two weeks approximately. The next item, though, would be the closed session. And that's one where this it'll be just the commissioners and staff. So

11:00 – 11:301

Yeah. So as a matter of procedure, just so those of you participating virtually and our, attendee today know, what will happen is we'll move to go into closed session. The Zoom that you're all currently on will stay up but muted and no video. I will just say we're in closed session. All of you virtual will reenter that separate Zoom room that Shireen has sent to you.

11:30 – 11:461

We'll pull that up here. So you gotta give us a minute to sort of reorient our room, and then we'll have the closed session in that Zoom room. And then we'll come back into this original one to be able to record, our adjournment.

11:46 – 12:130

Okay. So the next item is the closed session. The commission plans to meet in closed session for the purpose of deliberate deliberating or negotiating purchase or acquiring a property where open discussion of bargaining positions and strategies would discourage bargaining and harm the public's interest in obtaining properties. The authority for this possible closed session is on Wisconsin Statute 19.851e. Is there a motion to go into closed session?

12:132

I'll move.

12:150

Second. K. Call the roll, please. Banks.

12:182

Present.

12:191

Vogue? Yes. Brower?

12:251

Supervisor Eicher? Aye. Go forth? Aye. Supervisor Posler?

12:306

Posler, aye.

12:311

Chair Thorson? Aye. Youth and governance program, Songwon?

12:361

Alright. We'll see you all over there in a second.

12:390

Hey. We're back in open session. And our last, item is adjournment. Is there a motion to adjourn?

12:483

So moved. Okay. Second.

12:500

All those in favor of adjournment signify by saying aye.

12:543

Aye. Thanks,

12:570

everyone.
