Everybody gets real quiet before the countdown. Okay. Well, show six o'clock. I'll call this regular meeting November 2425 to order. Uh Gary Messer, would you give me the prayer? Sure. Approval of minutes from October 27th, approval of minutes from November 10th, and October financials.
Yeah, on the financials, this was our first full month. Everything's tracking well. I mean, there's not a lot to report on that. So, we closed out last year and on to this year. Okay, we'll move on to item two. discuss or act upon adopting resolution 202508 a resolution city and council of city of Dowart Texas authorizing city's participation in a panel regional mutual aid agreement designating the mayor to serve as the city's chief residential representative in all matters pertaining to city's participation in this agreement
yes sir this is something through PRPC in the panhandle region um believe region one it's something if we do have some type of disaster pastor here. It's something that within the whole our whole region we can pull resources and stuff and the mayor being the business on it would make that call uh if we need them and stuff like that. Um it goes what is it? Fire public works. I mean there's a whole wide range of things. It's something that I think we should participate in just because you never know. Hopefully we never need it, but if it's there, we have worked under this before when the c when a tornado hit Cactus
and it takes a little while, but the damages and equipment and we got reimbursed for our time and equipment and efforts to help them clean up their mess. Any opposed? Are not? Move on to item three. Discuss or act upon adopting resolution 20250 adopting the Texas Department of Transportation Aviation Division to act as agent for city of Delhart for purpose applying for and receiving dispersing funds for the airport layout plan.
Yeah. uh text aviation uh that time of year they're starting to go through their cycles of airport planning. Uh every 10 years or so they want to do an updated plan. This isn't a full plan I guess you would call it. This is kind of just a smaller version. A full plan is like 600,000. Uh I didn't feel like we needed that. Uh these funds will come through. We are applying for what is it? I AJ funds. They're actually federal funds that that are divied out through the state. Um, so it says that we basically have to pay up front. We get reimbursed. So I don't think it's a bad deal. It's always good to have a good plan on file. you have it on plan if and we actually got about $6 million additional funding because of we had a plan in place and we were able to say, "Okay, we're shovel ready. We're ready to go." So,
and that's a good point. All your a lot of our bigger texttop funding is based off these plans that you're that are that they do. So, it's a good thing. Make a motion adopting resolution 2025-09. Second. Have a motion and a second. All in favor? I.

Item four, discuss or act upon adopting final reading ordinance 202513 increasing certain fees and charges or services provided for the city and providing a fee schedule and placing the fees in the office of the city secretary of the city of Dart, Texas. And I will make one comment. I think I mentioned it before. Uh, and maybe a couple of y'all weren't here. Uh, since 2022, uh, they, the city raised, and not not that they didn't need to be raised, but they raised salaries of employees basically 51% without any funding mechanism. So, this is what has got us to this point.
Uh, yes, sir. I mean, we didn't change anything from what we talked about a couple weeks ago with the fee schedule itself. Um, we are going to put in this month's bill. There's a copy of it each uh a letter that will go in with the bill itself kind of explaining the new rates. Um, we're also working on getting some things out there on social media, flyers within the office itself and out on the bulletin board just to try to get the word out there so it's not such a shock. Um, I know I've been telling every group that I talk to, everywhere I go, this is coming. So, get ready. If you have any questions, please come to me. Talk. Let's talk about this. I mean I feel that I have the documentation to justify what we are doing right now comes to this. Um but other than that
have you had any major push back yet? No, I I talked to an individual this morning and um sometimes a big non supporter of the city and he was all on board, understood exactly why we had to do it, which very surprised and thankful. So, I mean, even he is out there going, "No, this is not just because they're wanting to. This is a tune." Yeah. Yeah. Yeah. So been thankful for that. But other than that, make a motion adopting the final reading ordinance 2025-13.
