Okay, we'll move on to the consent agenda, approval of minutes from May 11th, 2026, regular council meeting and approval of April financial and bills.
Make a motion we approve the minutes from May 11th, 2026, regular council meeting and approve the April financials. Second.
Any further discussion? All in favor?
Aye.
Any opposed? We'll move on to the regular agenda, public comment. I don't have any sheets in front of me.
So the only thing I have on that is text up rural transportation committee bit last week. the upcoming years um nothing major going on until 2029 within the city they are going to do some chip seal uh possibly if they get time within the city limits more like uh tennessee lake drive that area uh they will do some about going towards next line and back into channing and the only thing on their rate radar at this point uh will be a intersection light project in 2029
so go aware of that really all i got and i'll think of for goals that didn't hear last time we actually asked them about the light at malfunction junction if they were going to get it fixed or waiting on a contractor because it went 12 foot deep 14 14 foot deep that he got to dig for that so we're hoping to get stung before xit but and doesn't sound like it any guarantee on that And we'll move on to item two, discuss or act upon recommendation planning and zoning commission to appoint Denton Crabtree to fill a vacant seat on the planning and zoning commission.
Yes, sir. Mr. Flores resigned from the planning and zoning meeting. And Mr. Crabtree, he's usually here, but he's not here tonight, has shown interest. Fill the application which is attached in your packet. Put to planning and zoning. They had no issues with him taking his spot.
Make a motion that we accept in Crabtree to build a vacant seat on planning and zoning commission. Second.
I have a motion and a second. Any further discussion? All in favor?
Aye.
Any opposed?
There are none.
Move on to item three, discuss our act upon rebuilding the airport lift station.
Yes, sir. I've been here. Daniel and his guys, Gilbert, they've all been fighting the airport lift station, and they've done all they can. It's just not.
Are you talking the airport lift station or the one at the prison?
Airport.
Okay. It hasn't been rebuilt. Since before I came here. So it's gotta be, it's gotta be at least 30 years old.
Yeah. It's just, we upgraded the wiring last, last year, last year to it. Uh, but this is new pumps, new rails. I mean a complete overhaul of the whole lift station. And our plan as of right now is to try to do one or two lift stations a year, just doing some main major maintenance on them each year to try to Keep the life expectancy as long as we can on them. Ask Daniel and Gilbert if y'all had any questions because they'd be able to answer them a lot better than I could.
How many lift stations are involved in the city?
That's just one. There's nine. There's nine in the city. Yeah. This is just one.
Were we planning on this one this year?
Yeah, this is the one we talked about last budget cycle and the one we had planned for. But it's kind of my fault. I told him to hold off as long as we could just to make sure we had the money.
That's why I saw the dollar amount. That's what I was wondering if we could hang on that one.
A lot of these old ones had crappy, they had what they call them air bubbler systems. And, you know, it's several of them we upgraded that we put roto floats in so that instead of having those air bubblers, you know, mercury switch.
So they're a lot more dependable.
I don't know if that one, is that mercury switches?
but they're twin all of them are nine pumps and rail system so you can pull one out and yeah the rail system in this one's gone gone yeah so we do have this they do have a lot to do right yeah this is a budgeted item it came in a little bit higher than I hoped but I mean it is what it is and This isn't a want or excuse me? This is a need or I mean, this is a have to boards. I'm trying to look for. So, I'll make a motion that we. When you make your motion, will you please include the price on there?
69,989 dollars. Yeah, I'll make a motion that we.
Rebuild the airport lift station for $69,989. Second. A motion and a second. All in favor? Aye. Any opposed?
Okay, we'll move on to item 4, Discussion and Act 1, Scheduled Public Hearing for June 22, 2026, 6 p.m. on Second Reading, Ordinance 202607, Authorizing Issuance of Special Use Permit Allowing a Manufactured Home to be Located at Lot 24, Block 3, Kelly Hill Division, City of Dalhart, Dalham County, Texas, at 109 Oceola Avenue.
All this is is just scheduling the public hearing. We'll have the first reading on item 5.
Make a motion that we set public hearing for June 22, 2026 at 6 PM for Ordinance 2026-07. Second.
Motion second. Any further discussion? All in favor? Aye. Any opposed? There are none. We'll move on to item 5. Discuss and act upon first reading order 202607 to resume block 24, block 3, Keller Hill Subdivision, City of Dollar, Dalham County, Texas from R3 Residential Special Use for the purpose of placing a manufacturer at home.
So this is going to be the watch property. They have a brand new manufactured home coming in. It's an empty lot right now. Setbacks have been met. This one's going to be electrical only, no gas. So I think they're going to be capping out at the gas line for the meter. Everything met the criteria for the manufactured home because it's HUD approved. So everything was good for this one.
This is a new one, correct?
Yes.
Planning and zoning had no issues with it, correct?
Nope, no issues. They moved forward with everything that they're stuck to for planning and zoning.
I make a motion we close the first reading of ordinance 2026-07. Second.
I have a motion and a second to close the first reading. All in favor?
Aye.
Any opposed? item six discuss our act one schedule public hearing for june 22nd 2026 6 p.m ordinance 2026 08 authorizing nation's special use permit flying and manufactured home be located a lot one block 91 virginal town size idiot down county texas 202 maple again this is just setting a motion to set the public hearing for june 22nd
Make a motion to reset the hearing for June 22nd, 2026 for ordinance 2026-08. Second.
I have a motion and a second. Any further discussion? All in favor?
Aye.
Any opposed? There are none. Item 7, Discussing Act 1 First Rating Ordinance 2026-08, Rezone Block 1, Block 91, Regional Town, South City of Delaware, Dollam, Texas. Now I'm counting Texas Mar three residents special use purpose placing manufactured on to to make.
So this one was placed there already it is already on location, and this is one that I was able to catch before. They were able to continue. They didn't know the process. They didn't know that the city had a process that they had to follow when it came to these manufactured homes. I was able to explain to them. They stopped everything, the movement, electrical, any of the sorts of that, up until we completed this. We've gone through planning and zoning. Setbacks were redone for them. I made sure to measure that myself because it was already placed. So everything met with the setbacks there as well. The only thing we're waiting for is just for this to be finalized for them to complete the rest of the electrical, plumbing, all that good stuff. So that way they can get moved in. So they just have this reading and then the one for the 22nd.
That was my call. Leona came to me with this issue and asked me what the best course of action. And I made the call to let it stay until it goes through the proper processes instead of them coming to get it, taking it back, bringing it back. And then I was like, if for some reason somebody shoots it down, then we'll deal with it.
Most of Tommy's companies know that we're well, we had that discussion with them.
So this guy that did help this, these people here brand new, he didn't know their procedure, which I did explain to him. Now I even sent them our ordinance just so he knows for future. Anything that comes into the city, if he has to do any more work with anybody else, he'll, he'll know the procedure. So.
I agree with what y'all did though. Cause it just damages everybody. Yeah. I'll entertain a motion.
Make a motion that we close the first reading of ordinance 2026.08. Second.
I have a motion and a second. Any further discussion? All in favor?
Aye. Make a motion that we adjourn. Second.
All in favor? Aye. We are adjourned.
That's why he came after he was done. Yeah. Sorry, you wasn't here, so we said no.
I think.
