Heavenly Father, we come to you this afternoon. In the name of Jesus, we thank you and praise you for this day. Thank you for this opportunity to gather here at city hall pertaining to the business that's at hand. We ask you for wisdom tonight to guide us through all of the issues, Lord, that we might make the right decisions and do the right things to honor you and to be a blessing to all of our uh uh citizens of our city. We thank you and praise you for this opportunity and it's Christ Jesus name we pray. Amen.

Good evening everyone. So glad that you could join us. Um recognizing our council. Uh for those of you that weren't here in the swearing in, we now have three new well we have one returning in two council members. Okay. Um with that just a recognition of visitors of uh that was the recognition of visit. Thank you for joining us today. Uh now the public comments from the audience. Uh at this time members of the public will be allowed to speak on on city related matters only. No matter uh matters or matters under litigation will be allowed. The length of time may not exceed 3 minutes. Uh city council shall not speak under this item in accordance with the Texas Open Meeting Act. The council may not uh deliberate or take actions on matters except as properly posted in accordance with law. That basically says that you can come up, have your minutes, and we will look at you and smile, but we will not respond. And so, does we have any? We have none. At this time, it brings us to the first item, approval of minutes.

The mayor council city administrator police department manower criminal activity report for April 26. A total of 16 officers worked 2,771 hours of 474 calls. Investigated 11 traffic accidents made 47 issued 219 traffic citations, completed 80 reports, and responded to 47 alarm calls. 43 of those were false alarms.
Wow. Below that, you'll see a breakdown, and I'll entertain any questions you may have. Well, I noticed that y'all been working the school zone pretty well. It's a busy zone. Uh, and it just as a word of encouragement, it is something that needs because they're coming off the construction and and it does change real rapidly. So, it has been a good safety issue that has been addressed. I'm sure you don't feel that way if you got a ticket, but uh it's a good thing because we have so many cars coming in and out and we do appreciate it. Thank you. Thank you, sir. Thank you, Chief.
Thank you. Uh item number three, fire department monthly activity and status report for April 2026. It's in your packet. Good evening, mayor, council members. For the month of April, relatively short. We had 20 calls. 24 of those being in the city and four of those being in our county area.
Has there been any update on your the new truck? finishes on that part. We finally got that in last week and we're waiting a couple more items to get in service. It's the supply chain. Okay, good. Phillips for a spec a specific use permit for a manufactured home to be placed on property currently having an address of 207 West Austin which is identified as by the Houston County Appraiser District as partial 2854 and located between Leel Street and Lovers Lane. Legal description being lot number four in block 14 on the Smith Brothers Estate edition.

Um, my dad is um not able to be here today, but I'm his daughter, Tiffany Phillips. I'm the one that requesting the mobile home to be placed on the property. Um we we've lived there for like over 20ome years and um I got sick in 22 and had to leave the home. Um and we end up having to get our old house tore down because um after my mom passed away, the house started crumbling. So we got that house tore down. The property property is paid for. So my dad was like, "Maybe you could move back and put your trailer on there." So um I did that. Um, and so the mobile home place is waiting for me to give them word to when we can they can bring the trailer. Um, and and that's what we're doing. I've I've had to pay um extra months rent um because I didn't we didn't have nowhere to go. So I had to stay where I am right now. Um which they they raised my rent. So, um I'm hoping that I can get the trailer there, um as soon as possible so I won't have to pay for June. Um I can get it there and just, you know, start paying on the trailer.
Okay, we understand. And it's all right. Now would be a good time if there's anyone that's here at the public hearing to speak for or against the mobile home specific use permit.
Yeah. if there's anyone else. We sent out letters, certified letters to all the um addresses, I believe 39 addresses near this property. Um just as a quick update, we had a planning and zoning uh meeting uh with a public hearing as well, and no one came to that meeting to speak against this uh specific use permit. I have a question for our attorney. Um, my dad, as a matter of fact, does not live far from her and he did receive notice. So, do I recuse myself from because I want to vote for her? No, I don't know.
Okay. Okay. Well, um, does this open the passage for other homes to automatically come in or they will have to do what Mrs. each and every time. Okay. Uh, does anyone else have any concerns? I I just feel as we should follow the leader, the council member that precinct that she's in.

Item number six, public hearing on planning and zoning commission's final report for a proposed zoning map amendments that would change the zoning district for three manufacturer home communities as described below to to the recently established MH1 manufacturer home subdivision uh district or MH-2 manufacturer home park and RV park/campground district by individual property owners and located on Quail Trail Circa. Proposed zoning district change from the R2-2- family residential district to the MH-1 district. Number two, Forest Cove Estate Manufacturer Home Park, owned by Home Advanced Holdings LLC and located at 2000 Southeast Loop 304 on HCA Partial 38167 proposed zoning districts change from the R3- multifamily residential district to the MH-2 district and three manual manufacturer home park, former former Snider Mobile Home Park, owned by Roadrunners X
property LLC and located at 2001 Souththeast Loop 304 on HCA Parter 8540 proposed zoning district change from the R3 district to the MH-2 district. The hearing is now officially open.
This is this is uh for anyone to speak for or against um these zoning changes from for these two uh these three properties as the mayor read. Uh you can speak for or against and it's for the public to speak. We've had planning and zoning meetings where these hearings were held as well. Okay. Uh we did have um the owner of the Roadrunner X properties. They came and spoke. They had some concerns about some requirements. It was further clarified to them on the requirements um moving into this new zoning district. Um they would be uh considered legal non-conforming. So that means as that property if that property is no longer used for that purpose and the the um the usage falls below or the occupancy falls below 50% as they build that mobile home park back it would have to fall under the new requirements but they would not be forced immediately to go out and conform. There's rules regarding skirting on the mobile homes different rules like that. Um but they we came back with a subsequent meeting um that those items were clarified to them. They felt comfortable and they're willing to move forward. So we have no oppositions against these against these changes.
So the essence of the changes is going to upgrade the look and the appearance as they move in so that they're a little more uniform. Would these locations be it's three different monitored by someone as far as our code enforcement officer. Um as these lots are leased or rented out, they're to keep an inventory of the lots. Um and it's to be monitored by the code enforcement officer and planning and zoning official. Okay. Um and right now they they really are some of them do need to be monitored about how they are looking around. So that that would be an improvement to how some of the parks are some of them have been there so long
that they kind Yes. You said road runn is it is I saw the former Snyder mobile home. Does that not mean So the former Snyder home was also on the outside of the loop. Yeah. Okay. So it's Forest Cove Estates which is the Snyder on the inside of the loop in the wall. And then there's a small lot on the outside. On the outside. Yeah. In the same area.
Can you explain the difference between mobile home park and mobile home? I mean, I understand the difference between the two things, but does that make one more transient than the other? Because it's mobile home. I mean, it's RV,
right? Um under under new zoning. Yes. But the way it was defined when this was um established, RV and mobile home were both defined the same. Under new zoning ordinance, they're not. There's RV parks and there's mobile home subdivisions. In this case, there's an MH1, which individual property owners own each specific lot. As in Quail Trail, there's multiple homeowners that are neighbors. one to another.
By state law, we are required to have one zone within the city limits that is allowed by right like Miss Griffin coming here tonight to ask for the specific use permit. If it's in Quell Trail, Miss Phillips, I'm sorry, Phil. I If it's in the Quail Trail subdivision, they're not required to come do that. If they own a lot, they're allowed to bring a mobile home in by right. So, that's that's to move into stat statutory requirements. The MH2 is a private subdivision or a private mobile home park where they lease or rent mobile homes or lots for people to bring their mobile homes in on.
Did I hear you say that if if if their occupancy falls below 50%. And they get it back above 50% then they're going to have to be there's different there's different Right now they're legal right now they're legal non-conforming. So they only have to apply they only have to abide by the rules that were set in place when um they purchased the property. Okay? So they're legal non-conforming. If they were to abandon the uses of those properties and they were to fall below 50% for at least 12 months after 12 months, let's say they sold it to somebody else and somebody else came in and brought a lot more mobile homes in and brought the occupancy back up, they would have to meet the new otherwise they're grandfathered in.

So if they if someone gets one of those um buildings like I think one of those storage buildings and bring it in and re uh model it as a they can use that as well as a manufacturing home or No. No ma'am. Not if it didn't there's there's definitions. There's requirements to fall under a modular home or a a home that is brought in. HUD stand.
It's a HUD standard. There's a there's a standard that they have to meet and it wouldn't be your typical uh storage building or something you would buy from a lot like that. Okay. It has to meet a residential HUD requirements.

Okay, it's been moved and second. All in favor? Motion carries. Okay, that brings us uh to item number eight. Consider an approved 2026 priorit prioritization list for street construction. Prioritization, that's a challenging word.
Yes, mayor and council. Um, I've met with uh I've met with everyone um over the past few days and weeks talking about some of their priorities as well as we're kind of in a follow-up pattern on some previous streets that we've already, you know, been assigned to do. And so in moving forward as um funds are allowed between now and October for the remainder of this budget year um I would like just to reconfirm council's priorities for street projects. um with available funds that are still uh remaining including uh removing funds for or accounting for funds for maintenance and streets that we're currently in process working on. Um we have right at 300 a little over $300,000 left in our street maint maintenance budget that we can allocate specifically for new construction or or complete road maintenance, not just pothole repair and that that type. So, I have the list. Um, it's that I I passed out to y'all. And basically what I would like to do is just really quick punch in under priorities. And if you see my screen here is where I'll be putting it. over here um to the right of your page that I gave you. I would like at least at least in the amount of about $70,000 worth of work. That may be one street or three streets. Um but I would like a um those projects kind of prioritized and listed as we go down. um in precinct two and precinct one
if I understand and correct me if I'm wrong precinct one Viewrest yes Mr. Ob um Brest being your priority number one. Um we still are in the completion of finish finishing uh Herald part of Herald is in precinct 2, but as it ties into Gordon, so we'll be finishing that up as well. Um but moving forward on any other streets would be Viewrest and that leaves roughly get roughly 34,000 Um I know you had mentioned most of the roads in in Rolling Hills need repair.
Um yes. Do you have any comments? I mean like so for instance Rolling Hills and Valley Lane that is probably 34,000. That's right. Um or we could do uh Travis and a couple other just kind of if you let me know what your thoughts were on that. Well, I think Rolling Hills and Valley Lane. Okay.
View Crest, Rolling Hills, and Valley Lane. Okay. Uh, precinct 2, we're in the middle of completing Homewood now. So, we have about two to three weeks left of Mhm.
of work over there. We finalized all the curbing and gutter. We poured all that concrete and we're back filling against the curbs that we've poured. Um and then we'll be going in and putting a hot mix colay on on homewood. Um we've purchased really we've purchased most all the materials for homewood except for uh some of the hot mix. So we'll we'll probably have about two more lows around $10,000 on homewood. Um, as I understand it, kind of the finalizing Homewood as it ties into Plum Pecan circle down at the bottom. Yes. Where all the water is running running to you want us to prioritize our
focus in that area? The runoff. That's a very big um pan that base has been stabilized. We've already invested quite a bit of money in pan. I really feel like the majority of the remainder of your of of funding in your precinct could be allocated towards a hot mix co-lane for the areas that have washed out in that hill. As you're coming down the hill, we can do about a two inch hot mix colay buildup and put asphalt in that road and we would probably set we would be able to set up pan. Okay.
If feasible for a a good while, a long time. Um it's just there's so much water running down pecan. Yes. That if we don't do at least a hot mix cold, we're going to be losing that anything you put in there. Mhm. And it'll be similar to what we're doing on Homewood. Okay. I know right here this says 61,000, but that was for the entire road. Yeah. From beginning to end. But I think we can cover the specific areas that are worse and really set the con up pretty well. Okay. Are you okay with that?
Yes, sir. Miss Hicks. Um, Homewood is being finished right now with curbon gutter. Darius is our next project where we're pulling curbon gutter as as we've talked before. Are you still okay with that? Uh, yes, I'm still okay with that.
That's going to be probably we're going to do that in probably two sections due to the amount of construction um to still allow some travel back and forth. So, we're going to do one side and we're going to have we're going to do one side, finish that to where traffic can travel up and down and then move to the other side um and do it in a couple sections. But that's probably a couple weeks worth of of of concrete, you know, concrete construction.
Okay. Um, what about a what? Continue on down Ralph Bunch or do you have another for number two as we're doing Darius? Do you want to continue on that same trail or do you want to split it up and share a little bit? We have oak. Oak is really bad. We've been doing some sycamore in church after I sent this out. We've already done some work on sycamore. That's helped.
Um sycamore I would say I would say the next two is Oak and and Wise. Wise is really bad. I'm going to say well yeah I'm going to say Oak. Oak is to the Yeah, it's to the church. He was um I would only say Ralph Bunch because it's tied down, but it's not near as bad as Oak. Oak is worse. Yes. It's just, you know, Oak Ralph Bunch is connected there. And so, yeah. So, u with that being said though, this is finishing out this year, correct? Yes, sir. And then then we can go
and visit and and visit w in Sycamore. Now, you know, we we were looking at at city board. Okay. And spend some dollar. Yeah. So, we got I mean, we have a lot a lot of work to do. So, yes, these roads are going to be coming back up over this next month as we go into budget workshops. Okay. That's that's exactly what I need to hear. Yes, ma'am. Okay.
Uh precinct 4, Mr. Simon, um Anson Jones and Sunset are being completed. This is leftover from last year's. Uh we've already remixed those roads as we saw that today. We'll be finishing those roads with seal coating. Did Did you have any more roads other than what's on here to add? Um at this time I don't, but I have to go back and review this because I feel like some of these decisions were made before.
Sure. Yeah. Yeah. So, um, for now, let's just, um, we'll we'll complete the work that's been started, okay? And we'll just come back to yours. Okay. And for you to kind of give us some more input. Okay. All right. So, um, last we have, uh, precinct five. Mr. during um
I'd like to finish the remainder of Brier Lane and then then Charles and Hackberry. Okay. Um so starting on Charles, do you want to I would probably recommend do the water load to start where it's worse and work our way back to the top of the hill. So, do you agree that we would start on the back half of Charles after we finish Brier? Yeah. Yeah. Especially in that back hackberry and char uh Okay. Okay. I guess that just kind of gives
a feel council a feel. Y'all see the work that we're doing and kind of the the layered process that it takes to do the curve where we're doing water lines and then going doing ditches where there's, you know, it's either curbs or ditches, replacing covers and then remixing and we have to let it stabilize and we go back and put the cement in to stabilize it and then a seal coat or hot mix colay. And so most of these projects are, you know, probably a month each, you know, so we're kind of staggering, layering them in. That's good. We're getting things done. All right. Thank you.
Now, I do have a question. It's also like um on MLK those um Yes. So that will be part of the Darius project. We've already the contractor will be as soon as we do the curb, they will be back in to fix the right Mr. Kitchens. Yes. Right there from Darius down from Darius down to Mr. Kitchens. Okay. Okay. Consider and approve appointment of representative to serve on board of directors for Dy's Texas Council of Government. Mayor and council. Um I did get a request from a council member. So it is a little misleading this here this one, two, three, and four of multiple members or appointments being able to serve. Um it's one member per city of 10,000 population. So let's say if you have a 20,000 population, you would get two members.
Lkin gets four with a max of four. So just uh we get one appointment. Um and I did want to clarify the uh multiple appointments. Okay. in say for city population of
10,000 and under uh since 2019 the uh mayor has been our representative for the debt cog um meetings and board meetings and um so we'll just we just need a nomination and approval. I'll make a motion or I'll make a nomination of our our mayor maintains that position as our representative ad. I second.

Uh item number 10, consider an approved fiscal year 2027 budget calendar. Mayor and council, um as we had talked about at our last meeting, if you move down to the budget calendar, these are the the four highlighted dates are the pretty critical meetings that council members attend. Um, we do understand if something comes up that you're not able to attend, but it really requires all of us moving together through this process. That way, we're all hearing the same things, making decisions um as we go through the process, and it doesn't require any kind of backtracking. So, that would be one thing that I would request uh council to to feel pretty good about those dates that that they'd be able to attend. Um, in short, we did get our estimates uh for our estimated values from the appraisal district. Um, they did not move a lot this year.
They did.
Um, we went from the the values for our past year was 425 thou million. After some exemptions and deductions and such that happened throughout the year, they dropped to about 423 million. and now they're back to 425 million. So, we're about steady with last year as far as appraised values, taxable values. Um, so we need to keep that in mind as we're moving forward. Um, that's pretty stable, le flatlined. Um, we have a healthy influx of sales tax, but no significant trend upward trending. That's flatlined as well. um is stable and we don't foresee um we we we really got the our major influx changed when they that when they change the point the uh sales tax collection to the point of delivery and not from the point of sale. Um, so moving into this next budget, some of our, you know, our our goals, our continued focus on streets, water, sewer upgrades and repairs and maintaining our current operation levels. prepare a budget that projects. My goal is to prepare a budget that projects no increase to property tax revenues, no utility rate increases, and a stationary sales tax base. Prepare budget document that outlines our anticipated income and expenses and are essential to maintaining our current municipal operations. Um, I would like through this process that we continue working on our five-year plan. um our capital improvement plan. Um I know that some of the the biggest
feedback and concerns that I'm getting from department heads and and people out in our within our staff is salaries. Um we're starting to lose lose some people that you know as other cities and counties even our local you know county or law enforcement other departments are raising salaries and we haven't we're starting to lose traction and and be a little less competitive and I feel like that's probably one of the primary things that council needs to look at and we need to focus on um the budget calendar. Any concerns with those dates? The July 6th, July 20th, August 3rd, and August 17th. July 6th, usually that's where we get the bulk of all of our presentations from department heads, our requests in and capital request primarily, um or um things of that nature that we don't want to put in the evening. We want to be able to hit it with fresh minds and we'll bring in breakfast and some lots of coffee and we'll we'll try to get the bulk of it out and if it requires some going back to the drawing board and changing something up or then we want to have at least one
major
budget workshop to circle back to u on the July the 20th if we need to get more quotes or change something up that count at council's direction and And obviously as we've gone through all of those and we've we've we've kind of got our marching orders to put the budget and tax rates together, those two meetings though are critical, the August 3rd and August 17th because that's where you you as council present what the rates that you want us to present to to propose and adopt, but you got to follow up with a vote on August the 17th. So those members that agree on the third need to be here for the approval on the 17th. I do have another question
about the um I was um looking at um not just the budget calendar but where you have the administrative objective objectives under number four
and you have like it says prepare a budget that carries with it a tax levy and when I looked tax levy. I was told whether it was a municipal tax levy or a property tax levy. And the mun municipal tax levy was stating that the uh total amount of money means that the total amount of money that the local government must raise for um must raise from property tax to fund this budget. Yes. So would we be considering I know you say you don't want to raise property taxes but with municipal explain kind of explain it to me make it make it clear for me.
Right. So during that process um as council is being presented with needs, departmental needs and um anything is presented we'll be using our current budget and the the levy to car to fund that budget and we'll have to start looking at cutting costs. If something is going to be increased u or something's going to be approved, we're going to figure out where we're going to have to cut that out of our current operating budget that's proposed for next year or to raise a levy to bring in additional funds needed for it. So raising a levy means raising property taxes, correct? Yes, ma'am. So,
so if we approve some, if council says yes, um we we agree that we need to pass on a you know, we need a a 5% column, I will have to develop that cost and what tax rate is required to back that cost to fund that cost. Okay. Then when you look at number two, it says prepare a budget that projects one no increase to property tax revenue. Yes, ma'am. And so these are these are Yeah. So this is this is this is the fun part of budgeting. No one wants a tax increase, but but there's needs,
right? And so those need to be balanced. My objective my objective is that don't be planning on a large influx of new property values and value re and tax revenue. Don't be budgeting or don't be planning on that big increase in sales tax or something like we're planning on a flat year as compared to current year. So when you want this thing, we really got to find where else in our budget to come up with it and worst case present our case to council. And if council says we want to make
we we feel like this justifies a tax increase then so be it. It's y'all's decision to make ultimately, but that's our objective. Our objective is not to just go start figuring out what our tax rate can be increased to to make everything happen. Yeah. I was because when I as I was looking at I was like, well, I mean, what what are you saying? Like we're saying increase taxes or are we going to increase taxes? It depend. That's what I'm asking. Okay. Um Okay. Okay. And ultimately the council will be voting. Yes, ma'am. So, we're going to decide on rest with the
So, this is the main the main thing that I just wanted I wanted to present to council is um carving out those four dates in your calendar and to and if there's any upfront concerns with it now, please let me know and we can adjust. If not, we're going to move forward. And if something happens, we'll adjust then and I'll bring it back to council if something has to happen to change one of those dates. But if not, these are the dates that we'll be shooting for. Okay. It look acceptable to everyone. All right. Right now, yeah, everything is acceptable to something happen. This is the best we have to work with. So, we'll work with these dates. All right.
