use and then because of the size of the structure you fall under the site plan approval okay uh do we have the uh petitioner here to speak please come to the podium and state your name and address for the record please yes sir good evening uh Jeff Shane of the Jony cell Law Firm PO Box 1810 in Covington and I represent St Tam Parish Hospital Service District number one and we appreciate the opportunity to be before you this evening um you guys have a clock uh apparently not good I just wanted to be mindful of uh the timeline before I start Mr chair uh the hospital uh appreciates obviously the opportunity to speak to the Planning Commission and one of the things that we hope to do is to make sure that there's no question in the room tonight whether it's from you or from the constituency that goes unanswered um I'm going to try hard to say as much as I can in five minutes but I could probably eliminate a few of the speakers that I have if I were given a few more minutes than five and would also suggest that any of the lead opposition if there are opposition speakers likewise get that amount of time I don't want an advantage by any means but I would imagine that most people have come many people have come this evening to get information and to be honest I'm not sure I can deliver it all in five minutes so we can move it to seven at this point okay well I appreciate that courtesy thank you much and if so um I'll begin um we come before you this evening uh for consideration of the proposed parking garage project on Square 1110 which is located of course at the intersection of Tyler Street and 11th Avenue just beyond

the North Tower of uh the hospital campus um it is a five level uh parking garage that includes a hell stop on the deck of the fifth level uh and also will includ include a sky bridge that will connect the parking garage uh to the North Tower uh of the hospital uh structure it will also include the relocation of North Lake Surgical Associates which are currently in that square um in the tra Hunter de marier building if you will the medical office building they will relocate uh into 8,300 square ft on the first floor of our parking garage so why why does St dein Parish Hospital wish to place a parking garage with a hell stop and with a surgical um offices at this location it's a result of years of study and a result of studying not only the needs of the hospital but some of the very practical problems that the hospital has experienced as it relates to parking as it relates to safe parking as it relates to the hell stop and the amount of time uh it takes to get a patient from the helicopter to the emergency room to Radiology uh to wherever they might be going uh it is also uh a result of safety concerns as it relates to where the H stop is currently located so as we studied the problems at hand we came to the conclusion that we could provide more parking approximately 403 parking spaces we could provide safe parking by mandating that all those that park in the garage would enter the hospital

campus via the skybridge at the third level we realized that we could still maintain having a North Lake surgical in that square on site but in a covered area where patients doctors uh the employees in that particular Mo would all be parked in that facility and also we would have the opportunity to have uh the hell stop on the roof which would not conflict as it currently does with Landings at grade level in the parking lot where you have to deal potentially with vehicles that are in the area albe it parked or vehicles that are moving pedestrians in the area and almost twice as long a run from the helicopter to the critical service area in the hospital we will cut that distance in half by relocating the H stop at the fifth level of the parking garage uh I have some experts with me this evening uh from Metro Aviation Mr Tim Hooper who Hooper who is a helicopter pilot who gave us a lot of the information and background as to why it would be a good idea to do these things I have Mr Lawrence Lambert with me this evening the Tura which is a traffic consultant out of Baton Rouge who helped us plan the project and most importantly tested the ideas of whether or not additional infrastructure might be needed to support the parking garage um so as a result of our studied effort to improve parking not only in quantity but also as it relates to safety quality of parking also with regard to the hell stop shorten the period of of time from getting patients either on the helicopter to get out or off of the helicopter to get to the necessary

critical care services in our hospital we came up with this idea to construct to construct the garage I was at least I didn't dance so uh we decided to put the garage uh at that location um if I could have just a few more minutes I would like to talk about what I think is likely to be one of the more common topics in the room and that is uh does the parking garage at this location create undue safety or traffic considerations as it relates to the use of 11th Avenue in Tyler Street which is an extremely heavily traveled uh Corridor and intersection particularly at peak hours so when we started uh considering this project we went to the state because of course Tyler is a state highway and assume that they might take some jurisdiction and mandate a study as it relates to placing a parking garage at this location interestingly they did not take uh jurisdiction did not require any form of study and there are no permits or approvals that are needed from them nor will there be any change to the timing of the light or relocation of the lighting structure at that location we likewise went to the city and consulted with them in advance of filing because we believe that the code might require a traffic study in connection with a parking garage and the city believed that if the state had not mandated a need for a parking study the city would not need one as well despite those uh decisions the Board of Commissioners of the hospital and the executive team felt it was incumbent upon them that if they were going to build a garage at this location and spend a significant amount of money we needed good hard answers from a

professional consultant as to what mitigation if any would be needed from a traffic perspective and that's where Mr Lambert and Vector came in and to cut to the chase you have one minute thank you to cut to the chase his report concluded that the impact of the parking garage would be negligible in the corridor and that there was no need for further mitigation be it right turn Lanes on 11th Avenue eastbound or Westbound and in particular it was because of the hospitals ability to control who parks in the parking garage and when so in my remaining seconds I will briefly explain to you that we understand that once the garage is built we'll have to see what actual practice produces but it could be that many of the cars in the garage will be our 7 a.m. to 700 p.m. colleagues employees staff that actually will be parking between 6:30 and A4 7 in the morning and leaving at 7:15 or 7:30 in the evening what does that mean they're arriving before Peak and they're leaving after Peak your your time I appreciate the opportunity and did I hear that we might have to rebuttal later yes but right now presenting your case like that we have questions from the commissioner to relate to you first before you sit and the next person comes to speak if I could then maybe we could have Miss Milton come behind me she has filled out a card yeah I've have that we'll get to yeah we're g to get to that next commissioner do you have any questions right now I have a couple of questions um I'm wondering first of all I I think the hospital needs a parking garage um I think that U you know it's no longer a little small community hospital it's a it's a big facility um I'm not sure I at

this location but I do think they need one as far as the um the Hort why couldn't It Go on top of the emergency room good question uh one that I asked about six months ago um structurally of course uh the emergency room uh was not constructed to but you can always change that well let me continue sure I guess with uh if if economics a no consideration it it could be change change but there are better reasons than economics quite frankly and that is is that it's not a preferable location from a safety perspective why so a hard Landing or to be more emphatic a crash of a helicopter into an emergency room would not only be a disaster for the helicopter and those in it but what have you done to the emergency room and what have you done to the hospital at that point but absolutely created a rage so it is a good thought in terms of now in urban areas we know where you don't have a choice you don't have uh perhaps the the opportunity to to land in other locations those buildings are constructed and that's a risk that's incumbent in this instance um our professional expertise um that we gathered told us that we're actually better to be on the deck of the fifth floor of a parking garage it's a perch for the helicopter to land they don't have to come down to a lower level they're not around the structure of the hospital itself per se and it avoids quite frankly a catastrophic situation so are there any other um rooftops within the existing structure that could accommodate a helicopter uh I I I doubt it I looked at my architect but I don't think any of them I mean you know like when they built the the addition it's what four Stories the new addition um is

there were there plans to go any higher than four stor well even if that is an opportunity again you pose the same risk that um again the your this teleport is only about 100 ft away from the emergency well it's a little but it's over over the right of way of the vehicles there are empty and it is above the fuel tanks it is above the generators and all the major lines in that area behind the emergency I'm not talking about put where leaving where it is I'm talking about if the hospital was built with the idea that there would be additional storage there would be enough support to be able to accommodate a Hort on some of there's a lot of square footage of four four fourth floor I don't disagree that we have a we have a lot of we have a lot of flat roof on our campus but I don't think any of it was designed um for to be a hell stop which is also a way of me saying this is one helicopter only one at a time we average about um 10 a month 10 trips a month in in or out right but but you don't know if other parts of the hospital could accommodate those I I feel confident in saying that there are no so the answer is is that the structures would not facilitate the landing and we believe that again there would be an inherent danger it seems that being able to isolate the hell stop there's a lot

of space on the south side of the hospital you know the existing parking lot as far as is that considered as yes absolutely in fact um again probably a year or so ago when I was first exposed to the project I asked those questions and so again if you go back to the problems that we tried to solve needing more parking needing more safe parking and also providing an opportunity for the hell stop one of the problems with putting a parking garage to the far south whether it's on the north side of eth or the South side of eth north side of uh you have a a long run uh for the patient uh from the hell stop Landing to the critical Services whether it's emergency room Radiology triage and eventually the operating room right now we have a distance of about 975 ft that has to be navigated through a variety of Halls doors Etc when our helicopter lands and patients get into the facility to take them to to the critical care areas that distance will be reduced to about 540 ft but more importantly we are now able to control the corridors coming off of the helistop onto the skybridge into the North Tower and going to the critical care area so impossible no desirable no it's not for the reason stated okay uh and you're putting it on top of of mov medical office building which is on the first floor right about 8,000 fet and actually the hell stop is more in the northwesterly corner of the deck to the fifth level uh so it it really has significant distance if you will

from the mo I I mean I I just really believe that it's it's needed I just think it's misplaced on the location trying to okay who whoa whoa whoa whoa whoa come on and you know I just think that there's a lot of you have a lot of property on Tyler 8th Avenue even behind it you your property goes all the way to Van be Street and I know it's low but those issues can be should be able to be worked out that might okay let me let me bring this back let me bring this back into just the let's leave it to what's being presented can ask some questions but we're not rehashing presentation this is the presentation I would like to know who the gentleman was who stood up and and um gave us some information sure if you want I can introduce the team that's here but Keith bar is the principal architect with W he's the Chief Architect on our project I am going to say from my personal experience as an O nurse having worked at what was the time Highland Park Hospital Lake you Regional when it was a level three Trauma Center having to bring a open chest patient and all of the paraphernalia that needs to go with that patient you're talking about approximately taking up 6 to8 foot square feet of of real estate while you're moving this patient we had to take that patient down the elevator AC acoss the street and into where they had to stop the helicopters blades from turning so no one would be injured I understand everyone wants their peace and quiet

they don't want any change but you want a high quality medical facility that can take care of anything I've done hearts in the operating room for over 30 years okay not let well then okay well you know what your turn you can speak I am voicing my opinion I think that if you have the most direct route to the helipad is the most expedient way to take care of a patient who is in a critical condition Commissioners any other questions I'll defer my so we hear the comment in that case go ahead um we have someone to speak um oppose to this item uh Mr Matt Hardy you would please come to the podium state your name and address for the record please yeah thank you I'm Matt Hardy I live at 1027 West 11th Avenue here in cumington about four blocks from the hospital let me give you a bit of background on St Hy Parish Hospital Service District number one that might of use in making your decision this hospital is not a smalltime operation the 2023 audit report shows revenue of would you believe it $463 million and net cash flow from operations of over $55 million when considering other non operational gains during the year the hospital spent over $30 million to purchase Capital assets it ended the year with over $130 million in cash and cash equivalents on its balance sheet and over $288 million of investments principally in certificates of deposit US Government Federal Securities at year

end their unrestricted Surplus was in excess of$ 436 million one would expect that given the quality of management the outstanding Bond debt and so forth they probably had a similar year in 2024 those reports are not available yet in August of 24 though fit investment service rated the hospital's Bond at doua minus near the top of possible investment grades so they're doing a great job of running the hospital and they're making a lot of money and they've got a lot of liquidity these financial statements are only window into operations of the hospital their strategic planning and financial management is concealed from public view invoking executive sessions so often during their meetings that it's very difficult to know what they have in mind we don't see where they're going but we can certainly see where they've been and frankly uh in 2024 all they constructed a $75 million Outpatient Surgical facility on boot leer Road and disclosed plans to build a new Women's and Children's complex south of town as well excuse me not as well on the former nursing home site uh Forest manag the district has recently purchased the former brazwells property located across Tyler Street and essentially owns all of the Tyler Street Frontage of square 10 1110 bounded by Harrison in 12th Avenue which is the subject of this hearing no estimate has been provided of the construction cost for the proposed improvements however the hospital's Financial capacity is clearly not a limiting constraint on its development plans in any manner given their financial soundness an increase of several million dollars would not be considered significant I'm a fan of the hospital I admire their accomplishments I respect their objectives as I understand them concerning this project I previously met with Jeff and the uh

Keith Bar project architect who happens to be my first cousin uh and I've considered their responses to my concerns here are the issues I think need to be discussed in this meeting first need to improve helicopter access to the hospital frankly I agree for the most part with what Mr Shane has told I think helicopter access needs to be improved but I don't see any reason where it has to be done tomorrow this can be done with further discussion and planning I have been involved in aviation in the past I was part owner of a uh Aviation facility in Hammond so I think I know of what I speak I do have some significant questions though about this question of employee parking I cannot believe that with 300 additional parking spaces in this area we're not going to see employees move from that Down by the Riverside so to speak up into this building and while Jeff would suggest to you that the area would not be burdened with traffic in the morning I would suggest you all take a ride down 11th Avenue between 7 o'clock and 8 o' I've personally sat through four cycles of the traffic light trying to get out of there if you look at their site diagram their exits are on 12 and on Harris and if you want to go south from there that traffic must flow onto 11th Avenue and make the turn at Tyler Street now I would like to if you don't mind distribute a map to you that might be of interest may I do that sir yeah this map just shows you where the problems are at this intersection coming from other places in the city of Covington from the West we have traffic coming in from Highway 190 that detours

down menetre drive down Taylor Street and down uh other down Tyler trying to come south of C that's the blue lines on this map you'll notice that they filter off through other streets and wind up also at eth Avenue simultaneously you have the schools where parents are dropping off kids at CET Elementary at William pitcher St peters's St Paul's St Scholastic all trying to come come South and they come down Jefferson and Jane they turn on 11th and eth and they wind up where that black circle is for the most part at the corner of 11th Avenue now we're talking about adding probably 300 cars the addition to the parking that currently exists into this facility and by virtue of the way the plan is designed routing almost all of them along to 11th Avenue that needs to be addressed that is unacceptable um they've supported they supported their proposal with a traffic study frankly those of you who have ordered studies in the past know that Consultants generally try to give you the answer you're looking for now I would have felt a lot more comfortable with this study if in fact it had been ordered by the Department of Transportation paid for by the do uh the reason that they weren't queried about this why the reason do didn't get involved earlier is there were no proposed changes to the state highway on Tyler I believe that the only way you have one minute left I believe the only way for this to be acceptable is to add the right turn Lanes from both directions on 11th Avenue and for the hospital to contribute the property at the front of braswell's drugs which would otherwise be necessary to add a fourth traffic lane second traffic lane southbound at that point I think I've made the point that the hospital can certainly afford

to pay the cost of getting these improvements done whether it's 1 million or2 million or $3 million frankly it's a drop in the bucket with respect to their financial position and my suggestion is that there is nothing in the helicopter operations or anything else that mandates this be done immediately there's no reason in the world that this cannot go back to the Department of Highways get a further study done determine whether in fact adding those traffic Lanes would materially improve traffic for the citizens of St tamy Parish who are traversing that street and whether that is not the true nature of service that the hospital should be concerned about thank you very Commissioners do you have any questions Mr hardy not specifically what have okay thank you um Mr Shane do you have any particular there's only two other people that you have that are actually filled out card that want to speak you have any preference to what we're doing okay here please state your name and address for the record please certainly will Carrie Milton uh St tamy Health System 1202 South Tyler Street good evening everybody I am Carrie Milton Chief nursing officer for for St tamy Health System I'm proud to say that I've been at St tamy for 42 years over 42 years and what I love most of our culture is that of caring caring for our patients their families and for our colleagues this past December we celebrated our 70th anniversary and we believe have grown to meet the needs of this community and I know we will continue to do so for the next 70 years as a chief

nurse I have the honor and the privilege to work with over a thous th RNs LPNs and nursing assistants making up the largest cohort of our 3100 colleagues I take leading nursing Workforce seriously and work every day to make their experience at St tamy better if I take care of our colleagues they take better care of our community I am sure that everyone knows about our parking constraints what you may not be aware of is the fact that we've had two prior accidents at 8 and Harrison tragically involving two of our colleagues after both incidents we set out to take a holistic approach to the safety of anyone who visits our main campus we made improvements to the crosswalks the lighting the first skybridge across Tyler and we have additional improvements on the way since the most recent accident which occurred in 2023 even with these improvements we can do more more I believe the proposed parking garage will provide another safe route to the main campus for patients their families and our colleagues when you think about our colleagues that work shifts they arrive at work in the dark and they leave work in the dark a parking garage with a skybridge is the safest option for those colleagues who provide life-saving care to our patients thank you for the your time time this evening and your attention to this request which I wholeheartedly support thank you commissioner you have any questions or comments to make which um of the existing parking lots would um where the employees are

back that traffic there's a bad critical patient there's a bad outcome what's going to happen who's the fault for that a being there has EMS been asked about a traffic plan for this there contingency with this traffic people are concerned about the time it takes for a hel helicopter person to get from the what about this person stuck in traffic this is a much more lik scenario than the 10 patients who come in per month of which I don't know how many are critic that's not something this is doar sh familiar with the schematic this is B this is the street I worried about you have an accident anywh here traffic backs up South probably all way past the bridge this is not helpful going around is not helpful you literally how are fire trucks has anyone gotten pass an accident pass here if you put all these other cars at that time this is the timing issue if you end up with that then you're going to have an issue oh and separate said wish Miss milon talking about patients and visitors is this garage just for employees or for patients and visitors I don't need an answer I'm just want to propose that my proposal is put this on 10th Avenue parking lot here you can build turn Lanes to come in here that alleviates these two lanes coming into this area helipad here you have good approach South north and east some from the west but this one you have South north and west basically should not approach I mean not South that's where the

state your name record Todd rard I reside at 150 North New Hampshire Street downtown Covington uh after listening to to most of the the people that have spoken thus far I I realize that there's no issue with as to whether or not we need parking there's no issue as to whether or not the hospital is Success financially um I just wanted to point out that as a as a user of the hospital probably everyone in this room has the either fortunate unfortunate opportunity to be part of the hospital system um and if you've had to visit a loved one there you understand the parking problem that we have so there's no issue as to whether or not we need parking there's no issue as to whether or not we have to allow for the Emergency sounds like it boils down to uh a traffic issue uh when I first heard about this I said well we're not creating more cars uh notless we continue to grow the hospital but we're not creating more what we're doing is we rearranging it and it sounds to me that we have a difference of opinion with respect to the traffic study and that's what it might fall down to my history is I spent 11 years on planning zoning for the St tamy Parish understand your job is very difficult but we have to remember what's in the best interest of the whole not just necessarily the few I understand if you live very close to uh the hospital there's a concern uh but also understood that this property has been zoned for medical services district for quite a while so the question blls down to whether or not the plan that's being uh presented to you is one that is doable and one that is in the best interest of everybody in the city uh but there's little doubt that we need parking that we have a successful health system which improves our quality of life across the board it's an economic driver for the city it's really part of a crown jewel for us so I ask

that you support this request specifically as it relates to the conditional use permit and plant and for instance if there is an issue where in the future we realize that there is a traffic problem that the Traffic Engineers of wrong I'd ask that you go back to the hospital and find out would they contingently be willing to put in turn LS because that may be an option uh you don't necessarily need to spend the money on the front end but if there is a problem uh and we have someone who's right and someone's wrong would they be willing to actually make that a condition anyway thank you very much unless you have any questions thank you um chassie would you like to speak you'd like to wait um khi H please come to the front Podium state your name and address for the record please yes my name is khaki Han I live at 519 West 16th Avenue um my yard is actually on 16th and 15th and Harrison runs all the way down the side so I am daily on Harrison I can see the er um I drive that way all the time I have two kids that's our neighborhood I see a lot of my neighbors here um we have no problem with the hospital we appreciate that they're very upfront with their emails they let you know what they're planning to do um they're very Pro proactive um I realize they care about the community at large um they've talked about safety and all these studies but they have not once mentioned um the safety the concern or anything with the actual city of Covington and our neighborhood um where yes Tyler is trafficky we know that we know there are schools um we love our neighborhood of Tyler we are a little bit trapped because we have the hospital um we have an the junior high the elementary school and then the bottleneck up further up

Tyler so uh we can't reroute as easily as other areas of town you know there's no quick cut through but we know that Harrison is already you know a cut through not just to the ER but for people avoiding traffic on Tyler um they're proposing to build a parking garage which I am Pro parking garage I Am pro skybridge I have no problem with that I wish they had done a parking garage somewhere else 10 years ago um no problem with their growth or that it's zoned medically um but this is where we drive yes it is also where we run walk walk our dogs our kids ride their bikes um they play there is no sidewalk on Harrison there is no uh sidewalk even on our side of Tyler Street um there is no shoulder there's none of that you know for the neighborhood for the taxpaying citizens um that is a problem yes the location okay 10 10 helicopters a month come in okay um but what you don't think maybe 10 accidents could be caused a month by 400 people entering and exiting a garage after Tyler Street Narrows to two lanes in that bottleneck and then they want people to go through the light and stop and turn in the garage and then they want to filter people on to Harrison where our houses are yes where our kids are biking where I go running in the morning and we're going to have 400 cars School traffic is not the only traffic in the area there's some of us that have to go that way all day and there is a major safety concern for that neighborhood um the hospital owns a ton of land and I want them to build a parking garage the bottleneck that is our little section of Tyler is not the place to do it um the safety of patients is great but what about the safety of the citizens of Covington and our that neighborhood Covington is a beautiful beautiful city we tout that all the time we work hard to be beautiful when you come in that South entrance or whatever that entrance is um into town we have a beautiful hospital we also have 10 acres
